Case No.(PP 86-3 HELIOS I LTD, Applicant Request for approval of a precise plan and parcel map to allow construction of 150 apartment units on 30 acres in the PR-5 zone at the northeast corner of Country Club and Portola. Ms. Sass outlined the salient points of the staff report and staff concerns. Staff recommended approval . Chairman Crites asked about the parking extension versus parking in the driveway. Ms. Sass indicated cars could pull up in front of the garage. Commissioner Erwood indicated that access should not cut off to the garage. Chairman Crites asked if the two car minimum of vehicular stacking would be sufficient. Ms. Sass replied that it was standard. Chairman Crites drew attention to public works condition #7 and asked if the landscaping maintenance along Country Club required bonding. Mr. Diaz replied that bonding should be required and was included in public works condition #7. Chairman Crites opened the public testimony and asked if the applicant wished to address the commission. MR. DAVE ISAACS, Laguna Nigel , expressed concern over the elongated driveway. He felt it would not look good. He stated that they were providing much more parking by a number of 10 compared to other projects that were presented earlier. He felt that two parking spaces per unit would be fair. He noted that it was very expensive to install below ground parking and also noted that he was providing 27 guest parking facilities, which equals 1 112 per unit. Commissioner Richards indicated that the project was acceptable to him. Mr. Isaacs stated they would be expensive rents. Commissioner Richards expressed the desire to see more of these projects. Mr. Isaacs indicated that he was not through with the financial aspects for the case and might come back for a higher density. Chairman Crites asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposed. There being no one, the public testimony was closed. Chairman Crites stated that . he had concerns with the elongated driveway. 19 ' MINUTES PALM DESERT PLANNING COMMISSION SEPTEMBER 2, 1986 . Mr. Diaz indicated that in this case staff had no concerns over the parking. Commissioner Downs agreed with staff. Case No. PP 86-40 - BREEZE AIR CONDITIONING, Applicant Request for approval of a 22,533 square foot industrial/office building located in a service industrial zone at the west side of St. Charles Place, 275 feet north of Mediterranean (Lots 32 8 33, Tract 13915) . Mr. Smith outlined the salient points of the staff report and indicated that a determination was needed from the commission as to office areas in the industrial area becoming ancillary. Staff recommended approval . Chairman Crites opened the public testimony and asked the applicant to address the commission. MR. RICK HOLDEN, representative, felt the issue was based on the parking. He asked for approval of the project as presented. Mr. Holden stated that twice as many parking spaces are required for office than for a sheet metal operation. Commissioner Richards indicated that the city has been having too many industrial projects turn up as offices. Commissioner Richards asked If staff felt there would be any parking problems. Mr. Smith replied no. Commissioner Downs stated that parking was a problem at all times during the day. He felt there was not enough parking on a square foot basis. Mr. Holden stated that 40K of the project would be office and that they would provide 4 spaces per. every 1000 square feet for parking instead of 2 spaces per 1000 square feet. 20 4 r, / CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT TO: PLANNING COMMISSION DATE: SEPTEMBER 2, 1986 CASE NO: PP 86-39 REQUEST: Approval of a precise plan and parcel map to allow construction of 150 apartment units on 30 acres in the PR-5 zone at the northeast corner of Country Club and Portola. APPLICANT: HELIOS 1 , LTD. 30101 Town Center Drive, Suite 211 C Laguna Niguel , CA 92677 I. BACKGROUND: A. DESCRIPTION OF SITE: The property includes six five acre lots on the -north side of Country Club Road, approximately 300 feet east of Portola Avenue. The land is vacant and consist of gently rolling dunes with sparse desert scrub. B. ADJACENT ZONING AND LAND USE: NORTH: PR-5/Vacant SOUTH: PR-4/Silver Sands Racquet Club and Marriott Resort Hotel EAST: PR-5/Manor Health Care ( 180 bed skilled nursing facility) and vacant land WEST: PR-5/Desert Cities Baptist Church and vacant land C. GENERAL PLAN LAND USE DESIGNATION: Planned Residential 5 d.u./acre. II. PROJECT DESCRIPTION: A. GENERAL SITE DESIGN: The proposed project consist of 27 one-story "villa" style duplexes and 3 two-story multiple unit buildings. The "villas" are made up of two bedroom units with attached garages. The multiple unit buildings contain a combined total of 36 one bedroom units and 60 two bedroom units, each with below grade parking garages. Unit sizes are scheduled at 750, 780, 1125, and 1460 square feet. A water theme is integrated into the site design as well as a nine hole executive style golf course. Further amenities include tennis PP 86-39 CONTINUED courts, a club house and swimming pool . Seventy-four percent (74%) of the site remains in open space, far exceeding the standard requirement. B. CIRCULATION, PARKING, AND ACCESS: One access point off Country Club Drive is indicated on the plan. The road basically loops to the west with two arms providing access to the easterly units. The southern most arm should cul-de-sac to provide more appropriate circulation. Parking, except 16 spaces, is covered. The open spaces are located at the clubhouse and a garden area incorporated in the golf course. With the condominium layout of the "villas," staff is concerned with visitor parking. This concern can be mitigated through extension of the landscaped entryway to the garages to 20 ft. lengths to accommodate parking. Alternatively, the addition of guest parking spaces at the condominium standard of 1/2 space per villa style unit could be incorporated into the plan. Of further concern is the design of the parking garage which limits ingress and egress to one ramp. Staff recommends a second ramp be located at the opposite end of the structure. A gated security entry is located near Country Club Drive. Appropriate footage for vehicular stacking must be provided. Several bridges must structurally accommodate existing fire equipment. C. ARCHITECTURE AND LANDSCAPING: Preliminary approval of the project's architecture was granted by the architectural commission subject to conditions. The general opinion was that the project had an attractive layout but needed minor modifications which could be addressed by: 1 . Minimum addition of solar protection to be provided. 2. Access to provide for maintenance equipment to atrium area. 3. The units on the loop are to differentiate in setbacks. 4. Review the possibility of making patios larger. III. ANALYSIS: A. FINDINGS FOR APPROVAL OF A PRECISE PLAN: 2 _ I PP 86-39 CONTINUED 1 . The design of the precise plan will not substantially depreciate property values nor be materially injurious to properties or improvements in the vicinity. Justification: The design of the project is acceptable, has architectural preliminary approval , and meets applicable code requirements for this type of facility. 2. The precise plan will not unreasonably interfere with the use of and enjoyment of property in the vicinity by the occupants thereof for lawful purposes. Justification: The surrounding zoning is for the same use as proposed and adjacent owners would not be deprived the use of their land or be negatively impacted by this development. 3. The precise plan will not endanger the public peace, health, safety, or general welfare. Justification: The project is designed in a manner that will not endanger the public peace, health, safety, or general welfare due to compliance with code requirements and compatibility with surrounding properties. IV. ENVIRONMENTAL REVIEW: The director of community development has determined that the proposed project will not have an adverse impact on the environment and a negative declaration of environmental impact has been prepared. V. CONCLUSION: The proposed precise plan meets the intent and specific requirements of the planned residential zone and with minor modifications is acceptable to staff. V1. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; otherwise said approval shall become null , void and of no effect whatsoever. 3. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. Installation of curb and gutter, matching paving and eight foot meandering sidewalk on Country Club Drive. 12. Offsite improvement plans to be approved by public works department and a surety posted to guarantee the required offsite improvements prior to grading permit issuance. 13. Full improvement of interior streets based on private street standards as established in accordance with Chapter 26, Section 26.40.040, C.P.D. Code. 14. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; otherwise said approval shall become null , void and of no effect whatsoever. 3. Commissioner Cook was appreciative of the architecture but felt it was inappropriate for the. desert area. He noted that there was no provision for solar protection on any of the buildings which was not adequate in this area. Mr. Shoan indicated that the windows would hot be exposed to the sun very often and he felt that the cooling effect of the water would provide a ca 1 m - atmosphere. He noted that the wa 1 Is had deep recesses and the windows will be pulled back. Commissioner Cook stated that the recesses were not apparent in the plans and indicated that the sun control needed to be addressed.
