DISCUSSION: Full improvements including sidewalks are being required at the subject site due to its centralized location in the heart of the City's commercial area. Dedication is being required on Sun Lodge Lane, Shadow Mountain Drive and Lupine Lane. to insure that these streets have 60' widths. Of prime concern throughout the review of this project has been the numerous driveway openings onto the streets which border the project. This con- cern has been adequately addressed in the review of the related Conditional Use Permit (CUP 17-77) for the residential portion of the project (Lot 1 ) . Special Condition No. 3 in the Conditions of Approval for the subject tract insures that the Director of Public Works will have sufficient control over the location of any openings onto the perimeter streets for the entire block including the proposed commercial portion of the project on Lot 2. Special Conditions No. 4 and 5 require the applicant to pay both park and drainage fees to the City per the requirements of the City's Ordinances relative to both concerns.
