December 6 , 1978 Ridgewood Development 221 Dyer Road Santa Ana , California 92707 Attention : Mr. Fred Armstrong Subject : Geotechnical Investigation, Tentative Tract 14032 , Palm Desert , California. Gentlemen : This report presents the results of our geotechnical investi- gation of the subject property. The investigation was per- formed to evaluate the surface and subsurface geotechnical conditions for the site in order to provide recommendations pertinent to grading and residential development . Included are recommendations for grading, preliminary foundation de- sign , preliminary structural pavement sections and a discus- sion of site seismicity. The scope of this investigation consisted of the following: Review of the published geologic and seismic data within and near the site. Site reconnaissance . Sampling. Laboratory testing. Soil engineering evaluations. Preparation of this report . PROPOSED DEVELOPMENT It is our current understanding that the subject site will be developed for single family residential lots encompassing approximately one-quarter acre each. Though no grading plans have been provided our office , it is our understanding that the subject site will require some grading for development. It is our further understanding that associated interior streets will also be provided. SITE DESCRIPTION The subject site is a rectangular parcel of land comprising approximately 80 acres in the Palm Desert area of the County of Riverside . The site with respect to the surrounding area is shown on the accompanying Location Map, Plate I . Specifically, Ridgewood Development - 2- W.O. 1046 the site is located at the southeast corner of Country Club Drive and Portola Road. As also indicated on the accompany- ing Location Map, the subject property comprises the western half of the northwest corner of Township Section 9. The site is bounded on the north by Country Club Drive , on the west by Portola Road and on the south and east by undeveloped properties . Overall , site topography is relatively planar with slight drainage to the southwest , locally the topography is hummocky which is typical of the wind-blown deposits of fine sand which are fairly consistent within the proximity of the site. Vegetation onsite was found to be sparse (scattered tumble- weeds) , no structures or other man-made improvements were noted. SUBSURFACE CONDITIONS Based upon our initial inspection of the subject site as well as our experience with similar projects , it was our opinion that the site could not be readily evaluated by conventional sub- surface investigation techniques . Due to the loose , dry sandy nature of the soils , transversing the site with conventional truck-mounted auger-type rigs or equipment such as backhoes is a very difficult procedure. For the purpose of our ,investiga- tion , a thorough visual reconnaissance of the site was performed. Within the area of each property corner, a small diameter test excavation was made utilizing hand equipment to depths of on the order of three to four feet. A similar test excavation was made in the central portion of the property. All these test excavations revealed similar subsurface conditions consisting of uniform clean, dry, very fine sand that was a light tan in color. These materials were all found to be relatively loose. For the purpose - of laboratory testing and engineering evaluation, a typical sample was obtained within the northwest portion of the site . It is our opinion that subsurface soils below the depths investi- gated consist of similar fine sands existing in a relatively loose, normally consolidated, condition. In comparing the topographic map provided our office to current USGS topographic information, significant variance in contour was noted. On the accompanying Location Map taken from a USGS Quadrangle Map, the approximate location of major contours as presented on a recent 100-scale topographic map provided our office , have been indi- cated. Thereon, the 220 contour based on the more current information becomes approximately coincident with the location of the 240 contour from USGS information in the western portion EBERHART-AXTEN and ASSOCIATES, INC. a Ridgewood Development - 3- W.O. 1046 of the site. This information relative to contour location suggests an approximately 20 foot vertical variance in eleva- tion as relatively uniform surface soil conditions were found to be exposed over the entire site, this variation would also tend to support the conclusion that the site is underlain to considerable depth by fine sands prone to shifting during wind conditions . SEISMICITY The subject site in relation to the major active faults within the Southern California region is shown on the attached Plate 2 . No active or potentially active faults are known to exist on or immediately adjacent to the subject site. Active faults which are closest to the property include the following: San Jacinto fault zone , nineteen miles southwest. San Andreas fault zone , six miles northeast . Whittier/Elsinore fault zone , fourty-two miles southwest. Of the faults listed above, the San Andreas fault is the active fault zone along which a seismic event might be expected to cause the greatest ground shaking at the subject site. The following table indicates the estimated maximum credible and maximum probable earthquakes for the active fault nearest the site. The corresponding probable , credible and repeatable ground accelerations that would be reasonable to expect at the site are also indicated. However, groundwater in the vicinity of the subject site is found 100-120 feet below the surface*. Accord- ingly, the potential for liquefaction is considered remote. 0 *Moyle, 1974 EBERHART•AXTEN and ASSOCIATES, INC. a Ridgewood Development -4- W.O. 1046 CONCLUSIONS AND RECOMMENDATIONS General Site Conditions and Grading Over the site the surface and subsurface soil conditions were found to be very loose and dry. It is our opinion that the surface and subsurface sands which exist onsite have resulted from wind-blown deposition. As indicated by the composite con- solidation pressure curve, which accompanies this report as Plate 4 , normally consolidated sands (such as exist onsite) are anticipated to be sensitive to consolidation with the intro- duction of saturation moisture conditions . To attempt densification of the existing surface soils and sub- surface soil conditions , to render the site suitable for the development now proposed , we would recommend thorough satura- tion of the subsoils by surface flooding and/or moisture intro- duction by continuous sprinkling with a "Rainbird" system or equivalent. If this type of sprinkling operation is adopted, we would recommend that .the sprinkling operation be performed for a continuous period of one to two weeks in order to provide for near-optimum moisture conditions to a depth of on the order of ten feet. Following moisture conditioning, we would recommend thorough heavy compaction from the surface by wheel-rolling or the use of heavy vibratory equipment . The purpose of this recommenda- tion is to provide for densification of soils within building areas (and five feet laterally outside of building areas) to a depth of on the order of five feet . Densification in the upper five feet should be planned to provide for a minimum of 90 percent of the laboratory maximum density as determined in accordance with ASTM Method of Test D1557-70 . In consideration of loose in-place densities and anticipated den- sification , we would anticipate shrinkage of on the order of IS% to occur for the loose normally consolidated soils . Based upon test information as presented herein as well as our experience with similar projects , we would anticipate that total subsidence from densification as recommended above, to be on the order of six inches . Subsidence resulting from the addition of nominal depths of fill should be negligible. It should be noted that the above values for shrinkage and subsi- dence have been based upon our field observations , testing to date , the recommendations herein, our experience with similar sites , and our professional judgement . Losses from stripping and/or removal of possible buried facilities , though not currently anticipated, have not been included. * We would `further suggest that unless a topographic survey is provided which accurately reflects all surface irregularities , the above values should only be considered "order of magnitude . " EBERHART-AXTEN and ASSOCIATES, INC. 0 Ridgewood Development - S- W.O. 1046 To date , we have found no record of former structures or sub- surface structures existing onsite and it is our considered opinion that such structures probably never have existed. However, if buried facilities are encountered during grading, such should be abandoned in accordance with the recommenda- tions of the soil engineer at the time of grading. The on-site soils are typically very fine sands with essen- tially no binder, thus such sands would be considered readily erodible if planned for slope areas . If slopes must be planned, it is our recommendation that they be planned at a slope ratio as flat as possible. We would not recommend utilization of these materials in slopes steeper than 3: 1 (horizontal to verti- cal slope ratio) . Except as otherwise noted, on-site grading procedures should conform to the applicable code requirements and the Standard Grading Specifications accompanying this report. Foundations For design purposes , maximum allowable bearing capacity of 1000 pounds per square foot at a minimum embedment of 18 inches into approved compacted fill or firm natural ground may be used for continuous footings and square pad foundations . The above value should only be considered applicable provided a minimum 16-inch wide footing width is maintained. Designing to resist horizontal load, the lateral bearing resis- tance of 200 pounds per square foot per foot of embedment and a friction factor of 0._ 4 may be used for slabs or footings cast against firm natural ground or approved compacted fill . Where minor retaining structures may be proposed, a minimum equivalent fluid weight for lateral soil loading of 35 pounds per cubic foot plus appropraite allowances for anticipated sur- charge loading should be utilized. This value may be considered applicable provided free-standing, free-draining wall conditions and level , granular, non-expansive , backfill conditions are maintained. It is our further opinion that if perimeter screen walls are proposed around the development , such walls should be designed for a negative slope angle surcharge of about 20 pounds per cubic foot in consideration of possible surcharge loading by wind-blown soil deposits . If walls are proposed which differ significantly from those described above , the soil engineer should be contacted for specific review of the pro- posed configuration and evaluation of earth pressure and design requirements . EBERHART-AXTEN and ASSOCIATES, INC. a Ridgewood Development -6- W.O. 1046 It should be noted that use of heavy compaction equipment in close proximity to retaining structures can result in excessive wall movement (strains greater than those normally associated with development of active pressure) and/or soil pressures exceeding design values . In this regard, care should be taken during backfilling operations . The on-site soils were found to typically possess non or negli- gible expansion potential . For this condition, it is our opinion that soil engineering criteria do not dictate special foundation configuration and/or reinforcement. It is our opinion for pre- liminary design purposes , footing and slab configuration rein- forcement should be provided in accordance with structural and code requirements . A vapor membrane such as "Visqueen" or equivalent should be planned at grade for slab areas where dampness is undesireable. Visqueen, if adopted, should be sealed or heavily overlapped at all splices and should be overlain by a minimum of one inch of protective sand cover. . . When preliminary foundation plans are developed , they should be forwarded to the soil engineer for review and comment . At the time of construction, all foundation excavations should be in- spected by the soil engineer prior to placement of forms, rein- forcement or concrete . All footing excavations should be trimmed neat , level and square and all loose or slough material should be removed prior to placement of concrete. It should be noted relative to the clean granular nature of the on-site soils , that caving of foundation excavation trenches can be expected. This may dictate forming and backfilling of trench excavations . Based on currently anticipated relatively light foundation loadings , our observations , testing and evaluations to date as well as our experience with similar developments , it is our opinion that settlement should be within generally accepted tolerable limits (i . e. resulting in minimal risk of foundation distress) provided the recommendations contained herein are incorporated into project design and construction practice. Pavements For the purpose of evaluating pavement section requirements , the subgrade resistance value ("R"-Value) determination was made in accordance with California Test Method No . 301 uti- lizing an assumed Traffic Index Value of about 4. 5 (average residential street) , preliminary pavement design alternatives have been presented in the accompanying Plate 7 . Actual pave- ment section requirements should be verified upon review of subgrade and traffic loading conditions following site grading operations . 31 EBERHART-AXTEN and ASSOCIATES, INC. a Ridgewood Development -7- W.O. 1046 In areas to receive pavement onsite , the exposed natural ground surface should be moisture-conditioned and thoroughly compacted as recommended in the Grading Section of these recommendations . Trench Excavation Backfill It should be noted that significant caving of utility trenches should be anticipated due to the clean fine granular nature of the on-site soils . As soil becomes drier with time , it is our opinion that the tendency for caving will increase. It is our opinion that utility trench backfill consisting of the onsite material types may be densified by thorough jetting in-place followed by wheel-rolling from the surface. It is our opinion however, that this procedure should only apply to trenches no greater than two feet in width. Exterior trenches below a 1 : 1 projection from outer edge of foundation should be mechanically compacted to a minimum of 90 percent laboratory maximum density. Sulfate Resistance Based upon laboratory testing of a typical on-site sample , it is our opinion that Type V cement is not dictated for use in construction onsite. General All roof and pad drainage should be collected and directed away from proposed structures to approved disposal areas . Groundwater was not encountered during our exploration and should not be considered a factor in the proposed development. Due to the very fine granular nature of the on-site soils and the tendency of these soil types to readily shift during wind conditions , it is our opinion that development following rough grading , should proceed with as little time delay as possible. - It may be advisable to develop the 80-acre site in smaller par- cels . Immediately following rough grading operations , we would recommend the placement of a portion of the required street pavement section (i . e. say 112 inches) . Placement of a minimum section will allow for the mitigation of potential grade changes due to wind conditions as well as will allow for vehicle access to pad areas . It is our further opinion that the potential for caving of shallow utility trenches will be significantly mitigated where such trenches are excavated through a thin pavement section. The pavement section will limit moisture loss in the subgrade , thus creating apparent shear strength EBERHART-AXTEN and ASSOCIATES, INC. a Ridgewood Development - 8- W.O. 1046 conditions . Also in light of the tendency towards sand shift- ing in wind conditions , we would recommend the installation of any planned screen walls and landscaping as soon as possible. SUMMARY The findings contained in this report are based upon our speci- fic observations , laboratory testing and other information as noted. Though not currently anticipated, the materials immedi- ately adjacent to or beneath those observed may have different characteristics and no representations are made as to the quality or extent of. materials not observed. Our conclusions and recom- mendations contained herein have been further based upon the results of our laboratory testing as well as our best profes- sional judgement. O. 1046 LABORATORY INVESTIGATION Compaction Maximum dry density and optimum moisture content determina- tions for a representative soil sample were determined in accordance with ASTM Method of Test D1557-70 . Shear Strength Direct shear tests were performed on remolded samples , nomi- nally consolidated and saturated prior to testing. Varying confining loads were then applied to each sample then sheared at a constant rate of strain of approximately 0 . 05 inches per minute. Expansion Testing Expansive soil potential was determined in accordance with specifications for the ASCE Expansion Index Test (UBC Standard 29-2) . "R"-Value "R"-Value testing was performed on a representative on-site surface soil sample. This determination was made in accor- dance with California Method of Test No . 301 . Soluble Solfates For the evaluation of potential corrosive effect on concrete , sulfate determinations were performed in accordance with California Method of Test No . 417A. Variance from these specifications will not be permitted unless specifically approved by the soil engineer . These recom- mendations should not be considered to preclude more re- strictive requirements of the regulating agencies . 2. 0 DEFINITION OF TERMS 2 . 1 BEDROCK - a relatively solid undisturbed or in-place rock existing at either the ground surface or beneath surficial deposits of soil . Bedrock will be identified in the field by the project engineering geologist . 2 . 2 ENGINEERED FILL a fill of which the soil engineer or his representative during grading has made sufficient ob- servations and taken sufficient tests to enable him to con- clude that the fill has been placed in substantial com- pliance with the governing specifications . 2 . 3 ENGINEERING GEOLOGIST - a geologist holding a valid certi- ficate of registration in the specialty of engineering geology. 2 . 4 FILL - any deposits of soil , rock, soil-rock blends or other similar materials placed by. man. 2. S GEOTECHNICAL CONSULTANT - the soil engineering and engine- ering geology consulting firm(s) retained to provide tech- nical services for the project . For the purpose of these specifications, observations by the soil engineer and en- gineering geologist include those performed by persons employed by and responsible to the geotechnical consultant . 2 . 6 GRADING - any operation consisting of excavation , filling or combinations thereof. 2 ..7 IMPORTED OR BORROW MATERIAL any fill material hauled to the project site from off- site areas . 2 . 8 RELATIVE COMPACTION - the degree of compaction (expressed as a percentage) of dry density of a material as compared to the maximum dry density of the material . Unless other- wise specified, the maximum dry density shall be deter- mined in accordance with ASTM method of test DISS7- 70 . EBERHART-AXTEN and ASSOCIATES, INC. 0 - 2- 2. 9 SOIL ENGINEER - a licensed civil engineer experienced in soil mechanics . 3 . 0 SITE PREPARATION 3. 1 Clearing and grubbing shall consist of the removing of all vegetation such as brush, grass , woods , stumps , trees , roots of trees and all otherwise deleterious natural materials from the areas to be graded. Clearing and grub- bing shall extend to the outside of all proposed excava- tion and fill areas . 3. 2 Demolition shall include removal of all buildings , struc- tures , utilities and all other manmade surface and sub- surface improvements. from the areas to be graded. 3 . 3 Trees , plants or manmade improvements not planned to be removed or demolished shall be protected by the contractor from damage or injury. 3. 4 All deleterious material generated during clearing , grub- bing and demolition operations shall be wasted from areas to be graded. All clearing, grubbing and demolition oper- ations shall be performed under the observation of the soil engineer . 4 . 0 EXCAVATIONS 4. 1a Unsuitable Materials : Material which is unsuitable shall e excavated as directed by the soil engineer. Unsuit- able materials include, but may not be limited to dry, loose , soft , wet , compressible and non-engineered or otherwise non-approved fill materials . 4. 1b Material identified by the soil engineer as unsatisfactory due to its moisture conditions shall be overexcavated, watered or dried as needed and thoroughly blended to a uniform near-optimum moisture condition prior to place- ment as compacted fill . 4. 2a Site Protection: The contractor shall be responsible or the stability of all temporary excavations . Recom- mendations by the soil engineer shall not be considered to preclude those requirements of the regulating agencies . 4. 2b Precautions shall be taken during the performance of all site clearing earthwork, excavations and grading to pro- tect the work site from flooding, ponding or inundation by poor or improper surface drainage. Temporary provisions should be made during the rainy season to adequately direct surface drainage from all sources away from and off the work site. EBERHART•AXTEN and ASSOCIATES, INC. 0 -3- 4 . 3a Slopes : Unless otherwise recommended by the geotechnical consultant and approved by the regulating agencies , per- manent cut slopes shall not be steeper than 2 : 1 (horizontal to vertical) . 4 . 3b If excavations for cut slopes expose loose , significantly fractured or otherwise unsuitable material., overexcavation and replacement of the unsuitable materials with a com- pacted stabilization fill will be required as directed by the soil engineer, or engineering geologist . Unless other- wise specified by the soil engineer , stabilization fill con- struction shall conform to the -requirements of Figure 1 . 4 . 3c All lot pad areas, including side yard terraces above stabil- ization fills or buttresses shall be overexcavated to pro- vide for a minimum of three feet of compacted fill over the entire pad area. Pad areas with both fill and cut materials exposed and pad areas containing both very shal- low (less than three feet) and deeper fill shall be over- excavated to provide for a uniform compacted fill blanket a minimum of three feet in thickness . Cut areas exposing significantly varying material types shall also be over- excavated to provide for a minimum three-foot thick com- pacted fill blanket. 4. 3d For cut slopes made in the direction of the prevailing drainage above the cut, a diversion swale (brow ditch) should be provided at the top of cut. The diversion swale configuration should conform to the applicable code re- quirements and should be reviewed by the soil engineer prior to installation. 4 . 3e For pad areas created above cut or natural slopes , positive drainage shall be established away from the top of slope . This may be accomplished utilizing a berm and/or an appro- priate pad gradient. 5 . 0 COMPACTED FILL 5 . 1 Compaction: All fill materials shall be compacted as specified below or by other methods specifically approved by the soil engineer . Unless otherwise specified, the minimum degree of compaction (relative compaction) shall be 900 of the laboratory maximum density. S. 2a Placement : Prior to placement of compacted fill , the ground surface approved by the soil engineer shall be scarified, watered or dried as needed, thoroughly blended EBERHART-AXTEN and ASSOCIATES, INC. 0 -4- to achieve near-optimum moisture conditions , then thoroughly compacted to a minimum of 90% of the labor- atory maximum dry density. 5. 2b Compacted fill shall be placed in thin horizontal lifts not exceeding eight inches in thickness prior to compac- tion. Each lift shall be watered or dried as needed , thoroughly blended to achieve near-optimum moisture con- ditions , then thoroughly compacted by mechanical methods. to a minimum .of 90a of laboratory maximum dry density. Each lift shall. -be treated in a like manner until the desired finished grades are achieved. 5 . 2c When placing fill in horizontal lifts adjacent to areas sloping steeper than 5 : 1 (horizontal to vertical) , hori- zontal keys and vertical benches shall be excavated into the adjacent slope area. Keying and benching shall be sufficient to provide a minimum of three feet of vertical bench height within firm natural ground or approved com- pacted fill . All keys and benches shall be approved by the soil engineer or .engineering geologist at the time of grading. No compacted fill shall be placed in an area subsequent to keying and benching until the area has been approved by the soil engineer or engineering geologist. Typical keying and benching details have been included on the accompanying Figures 1-3 . 5 . 2d Within a single fill area where grading procedures dic- tate two or more separate fills , temporary slopes (false slopes) will be created. When placing fill adjacent to a false slope , benching shall be conducted in the same manner as the above described. A minimum three- foot ver- tical bench shall be established within the adjacent ap- proved compacted fill (i . e. the material underlying the surface loose material) prior to placement of additional fill . Benching shall proceed in approximately three-foot increments until the desired finished grades are achieved. 5. 3a For field control purposes , "near-optimum" moisture shall be considered to mean optimum plus-or-minus two percent unless otherwise approved by the soil engineer at the time of grading. 5. 3b Prior to placement of additional compacted fill following an overnight or other grading delay; the exposed surface of previously compacted fill shall be processed by scar- ification, watered or dried as needed, thoroughly blended to near-optimum moisture conditions , then recompacted to a minimum of 90% of laboratory maximum dry density. EBERHART-AXTEN and ASSOCIATES, INC. . a - 5- 5 . 3c Following a period of flooding , rainfall or overwatering by other means , no additional fill shall be placed until the existing ground surface is thoroughly scarified, aerated, overexcavated if directed by the soil engineer , blended to achieve near-optimum moisture conditions , '.then thoroughly compacted to a minimum of 90% of laboratory maximum dry density. 5. 4a Fill Material : Excavated onsite materials which are ap- proved by the soil engineer may be •utilized as compacted fill provided all trash, vegetation and other deleterious materials are removed prior to .placement. 5 . 4b Where import materials are required for use onsite , the soil engineer shall .be notified at least 72 hours in advance of importing in order to sample , test and approve or disapprove materials from proposed borrow sites . No import materials shall be delivered for use onsite with- out prior approval of the soil engineer. 5. 4c Rocks 12 inches in maximum dimension and smaller may be utilized within the compacted fill , provided they are placed in such a manner that nesting of the rock is avoided. Fill shall be placed and thoroughly compacted to the minimum requirement over and around all rock. 5. 4d During the course of grading operations , rocks or similar irreducible materials greater than 12 inches maximum dimen- sion (oversized material) may be generated. These rocks shall not be placed within the compacted fill unless spec- ifically approved by the soil engineer. 5. 4e Where rocks or similar irreducible materials of greater than 12 inches of maximum dimension are generated during grading or otherwise desired to be placed within an ap- proved compacted fill , the contractor shall submit to the soil engineer a detailed written description of his pro- posed procedure for rock disposal . Within the contractor ' s description of the procedure he proposes to utilize , the following guidelines should be considered : Rocks greater than three feet maximum dimension shall not be placed in the_ upper ten feet of any fill nor closer than 15 feet to any slope face. Where possible ,oversized material should not be placed. below areas where -structures are. proposed. Oversized material shall be placed in windrows on a clean overexcavated approved compacted fill or firm natural ground surface . _ Select native -or - imported gran- EBERHART-AXTEN and ASSOCIATES, INC. o - - 6- ular soil shall be placed and/or thoroughly jetted over and around all windrowed rock such that no voids remain. ' Windrows of oversized material shall be staggered so that successive strata of oversized material are not in the same vertical plane. S. 4f No oversized material should be placed within the compac- ted fill without prior approval of the disposal procedure by the soil engineer. S. 5a. Slopes : Unless otherwise recommended by the soil engineer and approved by the regulating agency, compacted fill slopes shall be limited to a slope ratio of no steeper than 2 : 1 (horizontal to vertical) . 5. Sb All compacted fill slopes shall be overbuilt and cut back to gradeexposing the firm compacted fill innercore. The actual amount of overbuilding may vary as field con- ditions dictate. If the desired results are not achieved, the existing slopes should be overexcavated as directed by the soil engineer and reconstructed. The degree of overbuilding shall be increased until the desired com- pacted slope surface condition is achieved. Care should be taken by the contractor to provide thorough mechanical compaction to the outer edge of the overbuilt slope sur- face. As fill slope construction proceeds , the slope surface shall be thoroughly backrolled with a sheepsfoot roller at vertical height intervals not exceeding four feet. 5. 5c Following the attainment of the desired slope height , the outer surface of overbuilt slopes should be cut back to a desired finished surface contour. Care should be taken by the contractor not to excavate beyond the desired finished slope surface. S. Sd In lieu of overbuilding and cutting back , alternative construction procedures may be attempted where specifically approved by the soil engineer prior to grading. Prior to such approval , the contractor shall submit to the soil engineer a detailed written description of the procedure he proposes to utilize. Within such . a description, the following guidelines shall be included: Unless slopes are overfilled and cut back to grade , the outer faces of all fill slopes shall be backrolled utilizing a sheepsfoot - roller at.. intervals not exceeding four feet of vertical slope height . Vibratory methods may be required. l5 EBERHART-AXTEN and ASSOCIATES, INC. a - 7- During construction of the fill slopes , care should be taken to maintain near-optimum moisture conditions over the entire slope height . Following achievement of the desired slope height, the entire slope face should be thoroughly compacted utilizing a vibratory sheepsfoot roller. Upon completion of the above procedures , the faces of all fill slopes should be grid-rolled over the entire slope height with standard grid-rolling type of equipment. Prior to grid-rolling , care should be taken to maintain near-optimum moisture conditions . S. Se Following slope construction in the manner described above , if the required uniformly compacted fill slope condition is not achieved, overfilling and cutting back should be adopted. Completed slopes not approved by the soil engineer should be overexcavated a minimum of 12 feet (horizontal) and replaced by the overfilling and cutting back procedure described above. S . 5f Where placement of fill above a natural slope or above a cut slope is proposed, the' fill slope configuration should conform to the applicable requirements of the accompanying Figures 2 and 3, -re'spective1y. 5. Sg For pad areas above fill slopes , positive drainage shall be established away from the top of slope . This may be accomplished utilizing a berm and/or an appropriate pad gradient. This refers to park dedication. Since the tentative is being withdrawn, we assume that this and the other conditions will not be imposed at the present time, but at the time that we return with a revised tentative. It is , however, our desire to make an irrevocable offer to dedicate said park at some time prior to the approval of a future increment and not include said park in our first final map . Clubhouse 4-6 Tennis courts I. PUBLIC PARK Required Proposed 4.035 acres 6.9 acres III. DISCUSSION: CHANGE OF ZONE - The Subject property was recently annexed to the City as Annexation No. 5. As a part of the City's consideration for this annexation, the subject property was considered for prezoning and a majority of this property was designated PR-4 with approximately 9.7 acres designated as open space. The area designated as open space was all the subject property southerly of Hovely Lane extended and was to be a part of the proposed Sand Dune Park. Further, the PR-4 was established on a majority of the subject property along with all the property easterly of the subject property on the basis of the possibility that said nroperty would develop as a single project. The applicants now intends to develop this 80 acre parcel as a separate project. Since the proposed project is more of a standard single family subdivision, the applicant has requested a change of zone to R-2 8,000 (8) on approximately 71 acres of the subject property and they propose to construct approximately 238 dwelling units on said area for a density of 3.35 dwelling units per acre. The existing zoning would permit a maximum of 286 dwelling units on the subject property. SUBDIVISION - The design of the proposed project consists of 238 residential units on individual 8,000 sq. ft. minimum lots served by a private street system which consists of a loop street accessing a series of cul-de-sacs. A total of-three entrances are proposed to the project. The proposed lots will average approximately 8,990 sq. ft. The applicant also proposes a 4.6 acre Green Belt down the center of the subdivision, which will connect most of the proposed cul-de-sacs with a walkway system that will lead to at least one common recreation center at the northerly end of the project. While the Recreation Center area facilities have not been finalized, it is known that it will consist of at least 4-6 tennis courts and a small clubhouse. Further, the applicant is also proposing . a secondary center at the southerly end of the proposed Green Belt wm ch will have a common pool . The project is bounded by three major streets (Country Club, Portola Avenue and Hovely Lane) which are all proposed to be improved on the basis of half street width. The applicant has provided additional width for the lots on the west, north and east perimeter of the project to provide for some blow- sand protection. The suggested conditions of approval recommends several revisions to the proposed subdivision which results in a reduction of the total number of lots to 226. The applicant is in agreement with these revisions and hopes to have a revised map available to send out with this report on Friday. These revisions are recommended for the following reasons: 1 ) To increase the blowsand protection for the project 2) To provide for a better utilization of the proposed Green Belt by backing up the adjacent lots. to said area. 3) Providing more of a variety to the perimeter loop street. - 2 - IV. STAFF RECOMMENDATION: Observing the comments in the preceding report section, staff finds that with some minor revisions, the overall project to be quite acceptable and, in fact, somewhat unique. Based upon the justification provided in the attached draft Resolutions, it is recommended that: 1 . C/Z 14-78 be recomm aded to the City Council for approval by Resolution No. 4W3-. 2. The development of the property described herein shall be subject ( to the restrictions and limitations set forth herein which are in I` addition to all municipal ordinances and State and Federal statutes now in force, or which hereafter may be in force. 2. Further,. pedestrian connections from the cul-de-sacs to the proposed green belt shall be maintained. 5. All fencing and/or walls abutting the proposed green belt shall be limited to a maximum height of four feet. 6. Proposed streets "N" & "C" shall be redesigned to provide for a more of a more of a curverlinear character. 7. Access to Hovely Lane shall be limited to a 20 feet wide pedestrian access. 8. All streets, including private streets, shall be built to City Standards as approved by the Director of Public Works. 9. Lot improvements shall include front yard landscaping and irrigation and total lot fencing as approved through the City's Design Review Process. 10. All street names shall be subject to the approval of the Director of Environmental Services. 11. All landscaping installed within the required parkway area along all public streets shall thereafter be maintained by the owners and/or occupants of the total development through an approved homeowner's association. 12. Public street dedication and improvements shall be as follows: . a. The full frontage of Country Club Drive shall be dedicated and improved with curb, gutter, tie-in paving, 8 feet wide meandering bicycle/pedestrian system, center median, and landscaping on the basis of a 55 ft. wide half'-street im- provement width plus a 23 feet wide pedestrian easement.. b. The full frontage of Portola Avenue shall be dedicated and improved with curb, gutter, tie-in paving, 8 feet wide meandering bicycle/pedestrian system, center median, and landscaping on the basis of a 50 feet wide half-street improvement width within a 60 feet half-street right - of-way width. C. The full frontage of Hovely Lane shall be dedicated' and improved with curb, gutter, tie-in paving, center median, and landscaping on the basis of a 88 feet street right-of-way width. d. The above described street improvement requirements do not apply to the proposed street frontage abutting the proposed public park. Along said frontage, the applicant's responsibility shall be limited to the installation of curb, gutter, center median, and tie-in pavement. e. All street improvements shall include full-lengh cross gutters at all street intersections for the full width without regard to the applicant's responsibility for street dedications.
