Granting the time extension will not in any way adversely affect the public health, safety or general welfare. 2. The applicant is not proposing any changes to the project and the situation in the vicinity of the project is unchanged since the subject tentative tract was originally approved. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, as follows: 1. That MCLAIN DEVELOPMENT is hereby granted an eighteen month time extension of the approval of Tentative Tract Map 14032. 2. CASE NO. TT 14032 (RENEWAL) WHEREAS, the City Council of the City of Palm Desert, California, did on the 8th day of January, 1981, hold a duly noticed Public Hearing to consider the request of MCLAIN DEVELOPMENT COMPANY, for approval of a renewal of an expired Tenta- tive Subdivision Map covering Phases II through V (220 lots) to allow construction of 206 dwelling units and a park site on 60.5 acres within the PR-4 (Planned Resi- dential , 4 d.u./ac. ) zone at the southeast corner of Portola Avenue and Country Club Drive, more particularly described as: APN 621-230-001 WHEREAS, the Planning Commission, by Planning Commission Resolution No. 659, has recommended approval subject to conditions; and, WHEREAS, said application has complied with the requirements of the "City of Palm Desert Procedures to Implement the California Environmental Quality Act, Resolution No. 80-89", in that the Director of Environmental Services has determined that the project has previously been assessed in connection with Case Nos. C/Z 14-78 and TT 14032 (original approval ) and no further documentation is deemed necessary; and, WHEREAS, at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said City Council did find the following facts and reasons to exist to approve the Tentative Tract Map: (a) That the proposed map is consistent with applicable general and specific plans. (b) That the design or improvement of the proposed subdivision is consistent with applicable general and specific plans. (c) That the site is physically suitable for the type of development. (d) That the site is physically suitable for the proposed density of development. (e) That the design of the subdivision or the proposed improvements are not likely to cause substantial environ- mental damage or substantially and avoidably injure fish or wildlife or their habitat. (f) That the design of the subdivision or the type of improvements is not likely to cause serious public health problems. (g) That the design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of, property within the proposed subdivision. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, as follows: 1. That the above recitations are true and correct and constitute the findings of the Council in this case. 2. That it does hereby approve the above described Tentative Map No. TT 14032 (Renewal ) for the reasons set forth in this Resolution and subject to the attached conditions. FURTHER BE IT RESOLVED that the conditions of approval do include a requirement that the applicant dedicate land to comply with the requirements of Article 26.48 of the City of Palm Desert Subdivision Ordinance. In return the City Council agrees to use said land for park purposes in conformance with an adopted master plan, within five (5) years of the recordation of the final map. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all the requirements, limitations, and restrictions of all municipal ordinances and State and Federal statutes now in force, or which hereafter may be in force. 2. Full public improvements including traffic safety lighting as required by ordinance and the City Engineer shall be installed in accordance with City standards. 3. Access right to Country Club Drive, Portola Avenue, and Hovley Lane, except for approved entrances, shall be offered to the City as a dedication on the Final Map. 4. The CC&R's for this development shall be submitted to the Director of Environ- mental Services for review and final approval by the City Attorney prior to the issuance of any building permits. Prior to recordation of the final subdivision map, the applicant shall submit to the City Engineer: a. The document to convey title. b. Covenants and restrictions to be recorded (which have been approved) . C. Management and maintenance agreement to be entered into with the owners of the units of the project (which has been approved) . 5. Improvement plans for water and sewer systems shall meet the requirements of the respective service districts. 6. Area shall be annexed to appropriate improvement districts having jurisdiction over the subject area. 7. All dedicated land and/or easements required by this approval shall be granted to the City of Palm Desert, without cost to the City and free of all liens and encumbrances. 8. All on-site utilities, including cable TV, shall be placed underground and shall be completely concealed from view except certain appurtenances as may be approved by the Director of Environmental Services. 9. Complete plans and specifications shall be submitted as required by ordinance to the City Engineer for checking and approval before construction of any improvements is commenced. The subdivider shall submit "as built" plans prior to acceptance of the subdivision improvements by the City. 10. In order to maintain reasonable fire protection during the construction period, the subdivider shall maintain passable vehicular access to all buildings. An adequate number of fire hydrants with required fire flows shall be installed as recommended by the Fire Marshal . 11. Prior to recordation of the Final Map, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. 12. All requirements of the City Fire Marshal from his letter of September 11, 1980, l shall be met as a part of the development of this tract. 1 13. The water system shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system of Tract No. 16396 is in accordance with the requirements prescribed by the City Fire Marshal . " 14. Drainage shall be subject to approval of the City Engineer; applicant shall provide engineered data as requested. 15. All private streets shall be built to City standards and be inspected by the Engineering Department and a standard inspection fee shall be paid. RESOLUTION NO. 81-4 Page Four 16. All requirements of the Planning Commission action on the Development Plan 06-79 shall be met as part of the development of this tract. 17. The total number of lots shall be limited to a maximum of 206 dwelling unit lots (Phases II to V) and other lots for definition of areas as deemed necessary. 18. The applicant shall have twelve (12) months from the date of the approval of conditional approval of the tentative map for filing of the final map unless an extension of time of up to eighteen (18) months is granted by a Resolution of the City Council . 19. Drainage and Signalization Fund contributions as required by City Ordinance shall be made prior to recordation of the Final Map. 20. Developer shall deed as a part of the Final Map approval all or portions of lots 59 and 60 to the City of Palm Desert (as determined by the City) to fulfill the requirements of Article 26.48 of the Municipal Code for this subdivision. J 1 RESOLUTION NO. 81-4 Rage Five SPECIAL CONDITIONS CASE NO. TT 14032 (RENEWAL) 1. The development shall contribute to the City Drainage Fund an amount equal to $3,700 per acre, as a condition of the final subdivision map per Ordinance No. 218. 2. The development shall be graded and provided for water retention of an amount equal to a 25 year storm, on-site, as required by the Director of Public Works per Ordinance No. 218. 3. Safety street lighting shall be installed at the intersection of Portola Ave. and Country Club Drive, and at Hovley Lane and Portola Avenue; also, at Hovley Lane and Lot "F" at the southerly entrance thereto. 4. Public street dedication and improvements shall be as follows: a. The full frontage of Country Club Drive shall be dedicated and improved with curb, gutter, tie-in paving, 8 ft. wide meandering bicycle/pedestrian system, center median, and landscaping on the basis of a 55 ft. wide half-street improvement width plus a 23 ft. wide pedestrian easement. b. The full frontage of Portola Avenue shall be dedicated and improved with curb, gutter, tie-in paving, 8 ft. wide meandering bicycle/ pedestrian system, center median, and landscaping on the basis of a 50 ft. wide half-street improvement width within a 60 ft. half-street right-of-way width. C. The full frontage of Hovley Lane shall be dedicated and improved with curb, gutter, tie-in paving, center median, landscaping on the basis of an 88 ft. street right-of-way width. d. The above described street improvement requirements do not apply to the proposed street frontage abutting the proposed public park. Along said frontage, the applicant's responsibility shall be limited to the installation of curb, gutter, center median, and tie-in pavement. e. All street improvements shall include full-length cross gutters at all street intersections for the full width without regard to the applicant's responsibility for street dedications. 5. All landscaping installed within the required parkway and easement area along all public streets shall thereafter be maintained by the owners and/or occupants of the total development through an approved homeowner's association. 6. The proposed development may be constructed in phases, but the first phase shall include complete street improvements necessary to implement that phase, with consideration given by the City to deferring portions of the Hovley Lane improvements, to the phase requiring its complete improvement; and, also including blowsand protection abutting the phase, with interim blowsand improvements if deemed necessary by the City. However, Portola Avenue shall be built at the time that a link exists between Hovley Lane and the Whitewater. As a part of the first phase the applicant shall provide a bond to guarantee the full installation of Portola Avenue at the appropriate time. Said bond shall be in a form acceptable to the City Attorney. Further, the full frontage of Country Club Drive shall be improved as a part of the first phase of develop- ment. 7. The precise design of all development entrances shall be approved by the Director of Public Works, prior to the approval of final construction drawings. Entrances shall be designed to accomodate on-site stacking of eight vehicles. 8. Except for approved openings or interim measures for phasing, the entire tract shall be bounded by a minimum 6 ft. high wall , as approved through the Design Review process. 9. Install a water system capable of delivering 2500 GPM fire flow for a two (2) hour duration in addition to domestic or other supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 250 feet from a fire hydrant measured along approved vehicular travel ways not to exceed 500' spacing. A. Exterior_ surfaces of hydrant barrels and heads shall be painted chrome yellow, I and the tops and nozzle caps shall be painted green. C. Curbs (if installed) , shall be painted red 15 feet in either direction from each hydrant. 3. Prior to issuance of a building permit, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. Upon approval , one copy will be sent to the Building Department, and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer, and approved by the water company, with the following certification: "I certify that the design of the water system in Case Number DP 06-79 is in accordance with the requirements prescribed by the Fire Marshal ." 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. I have spent considerable time reviewing your letter and researching the history of the Portola Avenue/Hovley Lane intersection. You made several statements in your letter that I wish to respond to point by point. First, you indicated the City has requested McLain Development to remove and re- pave a portion of Portola Avenue. Your engineer has submitted a street improve- ment plan for Hovley Lane and Portola Avenue which indicates the work necessary to tie Hovley Lane into Portola Avenue. This plan also indicates the necessary limits of pavement removal in the area of the intersection and that is the form of the City's "request". You state that the original paving was accomplished at the demand of the City of Palm Desert. I assume you mean the match-up paving where you installed curb and gutter along your property frontage on Portola Avenue. Installation of curb and gutter and paving is a condition of approval of your tract map; and by construct- ing all curb and gutter you were responsible for on Portola Avenue, you provided a safer situation as opposed to what would have been the case if you had installed curb and gutter in phases. You state that the reason the present condition exists at the intersection is because a six-inch water main (now abandoned) crossed the intersection. That is my understanding as to partly why the intersection is at a grade higher than ultimate, but it is my further understanding that any of the three developers could have elected to relocate the six-inch main and construct the intersection at the ultimate grade. You state you understand the other developers were directed by the City to perform their portion of the paving. Kauffman & Broad to the west did their paving as a condition of approval to their tract. Their curb and gutter was installed per plan, as yours, and the match-up paving was a necessary improvement. They did Mr. Peter LaTourette Page 2 s August 31 , 1981 no paving that raised the elevation of that intersection as it was existing in a paved condition prior to Kauffman & Broad's construction. . You state that your company did not want to pave at that time but the City wanted Portola Avenue completed to Country Club Drive and you. were instructed to perform that work. I must respond by saying that I believe you are cognizant of the benefits derived by having Portola Avenue completed through to Country Club Drive. Not only is there a safer roadway and better circulation provided for the traveling public, your development is greatly benefited by the increased access to your site by the extension of Portola Avenue. You no longer are limited to access from Country Club Drive only. You further state you feel no responsibility for the reconstruction as the City of Palm Desert instructed all three developers to install the street which resulted in the present condition. The City did not request anyone to pave that street at a grade higher than ultimate. The area that you paved that must be removed to meet the ultimate grade is a relatively small area adjacent to a portion of the existing curb and gutter you installed. The intersection was paved at grade by Chaparral Country Club to provide access to their property and others from Country Club Drive as access on the south of the Whitewater River could not be guaranteed. The City did not request Chaparral to install this paving. Therefore, I cannot agree with your statement that you feel any reconstruction of this intersection should be the responsibility of the City. This paving was not a requirement on Chaparral Country Club but is work that they did at their expense to provide access to their property that also provided benefit to the adjacent properties, including yours, If this paving had not been done by Chaparral , your . development would still be required to regrade the intersection to the grade as shown on your plans which indicate the ultimate line and grade of Portola Avenue to provide proper drainage to the south to the Whitewater River Channel , .Portola Avenue did not exist prior to any development taking place and the street is being installed for the benefit of developers and development in the area. If no development had taken place, there would have been no need for the street. It is not now City policy, nor do I believe it will be City policy in the future, to participate in the construction of street improvements required for the develop- ment of land. Therefore, it has been our position, and remains our position, that any and all work necessary to provide proper safety and drainage necessitated by development is the sole responsibilities of developers. The original paving was accomplished at the demand of the City of Palm Desert. At that time, there was a 6" main run- ning across Portola at Hovely and the result of paving by ourselves , Chaparral and Kaufman and Broad caused the present condition that now exists at Portola and Hovely. It is our understanding the other developers were also directed by the City to perform their portion . of the paving. McLain Development Co. did not want to pave at that time , but the City wanted Portola completed to Country Club Drive and instructed us to perform the work with the full knowledge that the condition existed which has now caused a differential in elevations due to the work performed by the three developers. We do not feel any responsibility insofar as rework of this inter- section is concerned. Since the City of Palm Desert instructed all three developers to install the street, resulting in the present . condition, we feel any rework of this intersection should be the responsibility of the City of Palm Desert. We would like to cooperate with the City concerning this matter, but we cannot be responsible for the removing and repaving of any portion of work originally directed to be installed by the City of Palm Desert that our company took exception to at the time of the City ' s demand. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all the requirements, limitations, and restrictions of all municipal ordinances and State and Federal statutes now in force, or which hereafter may be in force. 2. Full public improvements including traffic safety lighting as required by ordinance and the City Engineer shall be installed in accordance with City standards. 3. Access right to Country Club Drive, Portola Avenue, and Hovley Lane, except for approved entrances, shall be offered to the City. as a dedication on the Final Map. 4. The CC&R' s for this development shall be submitted to the Director of Environ- mental Services for review and final approval by the City Attorney prior to the issuance of any building permits. Prior to recordation of the final subdivision map, the applicant shall submit to the City Engineer: a. The document to convey title. b. Covenants and restrictions to be recorded (which have been approved) . C. The subdivider shall submit "as built" plans prior to acceptance of the subdivision improvements by the City. 10. In order to maintain reasonable fire protection during the construction period, the subdivider shall maintain passable vehicular access to all buildings. An adequate number of fire hydrants with required fire flows shall be installed as recommended by the Fire Marshal . 11. Prior to recordation of the Final Map, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. 12. All requirements of the City Fire Marshal from hfs letter of September 11, 1980, } shall be met as a part of the development of this tract. 13. The water system shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system of Tract No. 16396 is in accordance with the requirements prescribed by the City Fire Marshal . The applicant shall have twelve (12) months from the date of the approval of conditional approval of the tentative map for filing of the final map unless an extension of time of up to eighteen (18) months is granted by. a Resolution of the City Council . 19. Drainage and Signalization Fund contributions as required by City Ordinance shall be made prior to recordation of the Final Map. 20. Developer shall deed as a part of the Final Map approval all or portions of 4 lots 59 and 60 to the City of Palm Desert (as determined by the City) to fulfill the requirements of Article 26.48 of the Municipal Code for this subdivision. c RESOLUTION NO. 81-4 Page Five SPECIAL CONDITIONS CASE NO. TT 14032 (RENEWAL) 1. The development shall contribute to the City Drainage Fund an amount equal to $3,700 per acre, as a condition of the final subdivision map per Ordinance No. 218. 2. The development shall be graded and provided for water retention of an amount equal to a 25 year storm, on-site, as required by the Director of Public Works per Ordinance No. 218. 3. Safety street lighting shall be installed at the intersection of Portola Ave. and Country Club Drive, and at Hovley Lane and Portola Avenue; also, at Hovley Lane and Lot "F" at the southerly entrance thereto. 4. Public street dedication and improvements shall be as follows: a. The full frontage of Country Club Drive shall be dedicated and improved with curb, gutter, tie-in paving, 8 ft. wide meandering bicycle/pedestrian system, center median, and landscaping on the basis of a 55 ft. wide half-street improvement width plus a 23 ft. wide pedestrian easement. b. The full frontage of Portola Avenue shall be dedicated and improved with curb, gutter, tie-in paving, 8 ft. wide meandering bicycle/ pedestrian system, center median, and landscaping on the basis of a 50 ft. wide half-street improvement width within a 60 ft. half-street right-of-way width. C. The full frontage of Hovley Lane shall be dedicated and improved with curb, gutter, tie-in paving, center median, landscaping on the basis of an 88 ft. street right-of-way width. ld. The above described street improvement requirements do not apply Jto the proposed street frontage abutting the proposed public park. Along said frontage, the applicant's responsibility shall be limited to the installation of curb, gutter, center median, and tie-in pavement. e. All street improvements shall include full-length cross gutters at all street intersections for the full width without regard to the applicant's responsibility for street dedications. 5. All landscaping installed within the required parkway and easement area along all public streets shall thereafter be maintained by the owners and/or occupants of the total development through an approved homeowner's association. 6. The proposed development may be constructed in phases, but the first phase shall include complete street improvements necessary to implement that phase, with consideration given by the City to deferring portions of the Hovley Lane improvements, to the phase requiring its complete improvement; and, also including blowsand protection abutting the phase, with interim blowsand improvements if deemed necessary by the City. However, Portola Avenue shall be built at the time that a link exists between Hovley Lane and the Whitewater. As a part of the first phase the applicant shall provide a bond to guarantee the full installation of Portola Avenue at the appropriate time. Said bond shall be in a form acceptable to the City Attorney. Further, the full frontage of Country Club Drive shall be improved as a part of the first phase of develop- ment. 7. The precise design of all development entrances shall be approved by the Director of Public Works, prior to the approval of final construction drawings. Entrances shall be designed to accomodate on-site stacking of eight vehicles. 8. Except for approved openings or interim measures for phasing, the entire tract shall be bounded by a minimum 6 ft. high wall , as approved through the Design Review process. 9. Install a water system capable of delivering 2500 GPM fire flow for a two (2) hour duration in addition to domestic or other supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is l more than 250 feet from a fire hydrant measured along approved vehicular travel ways 1 not to exceed 500' spacing. A. Hydrants shall not be located closer than 25 feet to any buil.di�ng. B. Exterior_ surfaces of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. C. Mr. Sawa presented this case stating that the original approval was made in 1979 and Phases II through V had not been recorded. He stated that the applicant was not present but did agree to all the conditions of the Resolution. Staff recommended approval . Chairman Miller opened the Public Hearing and asked if anyone present wished to speak in FAVOR or OPPOSITION to this case. There being none, the Public Hearing was closed. Mr. Sawa presented this case giving a brief summary of the staff report. Staff recommended approval) Chairman Miller openee the Public Hearing asking if the applicant wished to give a presentation. MS. . BETTY WILLIAMS, Representative, 73-160 El Paseo, referred to special condition No. 5, which states that:the developer would pay 1/8 of the cost for widening the 44th Avenue bridge. She stated that no other developer was required to do this and that they were willing`to pay for a bridge assessment district fee instead. She added that this requirementwould make lower cost housing development impossible. Commissioner Berkey asked for the Director of Public Works to comment on this matter. Mr. McClellan explained that the reside\a�l development in that area was built before the City incorporated and that the Hahn Shopping Center does not go up to 44th Avenue. He added that the Hahn Center is`.b\ng required to contribute $300,000 to widen the bridge at Hwy 111. Full public improvements including traffic safety lighting as required by ordinance and the City Engineer shall be installed in accordance with City standards. 3. Access right to Country Club Drive, Portola Avenue, and Hovley Lane, except for approved entrances, shall be offered to the City as a dedication on the Final Map. 4. All on-site utilities, including cable TV, shall be placed underground and shall be completely concealed from view except certain appurtenances as may be approved by the Director of Environmental Services. 9. . Complete plans and specifications shall be submitted as required by ordinance to the City Engineer for checking and approval before construction of any improvements is commenced. The subdivider shall submit "as built" plans prior to acceptance of the subdivision improvements by the City. 10. In order to maintain reasonable fire protection during the construction period, the subdivider shall maintain passable vehicular access to all buildings. An adequate number of fire hydrants with required fire flows shall be installed as recommended by the Fire Marshal . 11. Prior to recordation of the Final Map, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. 12. 1 All requirements of the City Fire Marshal from his letter of September 11, 1980, shall be met as a part of the development of this tract. 13. . The water system shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system of Tract No. 16396 is in accordance with the requirements prescribed by the City Fire Marshal . " 14. Drainage shall be subject to approval of the City Engineer; applicant shall provide engineered data as requested. 15. The applicant shall have twelve (12) months from the date of the approval of conditional approval of the tentative map for filing of the final map unless an extension of time of up to eighteen (18) months is granted by a Resolution of the City Council . 19. Drainage and Signalization Fund contributions as required by City Ordinance shall be made prior to recordation of the Final Map. 20. Developer shall deed as a part of the Final Map approval all or portions of lots 59 and 60 to the City of Palm Desert (as determined by the City) to fulfill the requirements of Article 26.48 of the Municipal Code for this subdivision. The development shall contribute to the City Drainage Fund an amount equal to $3,700 per acre, as a condition of the final subdivision map per Ordinance No. 218. 2. The development shall be graded and provide for water retention of an amount equal to a 25 year storm, on-site, as required by the Director of Public Works per. Ordinance No. 218. 3. Safety street lighting shall be installed at the intersection of Portola Avenue and Country Club Drive, and at Hovley Lane and Portola Avenue; also, at Hovley Lane and Lot "F" at the southerly entrance thereto. t 4. Public street dedication and improvements shall be as follows: a. The full frontage of Country Club Drive shall be dedicated and improved with curb, gutter, tie-in paving, 8 feet wide meandering bicycle/pedestrian system, center median, and landscaping on the basis of a 55 ft. wide half-street improvement width plus a 23 ft. wide pedestrian easement. b. The full frontage of Portola Avenue shall be dedicated and improved with curb, gutter, tie-in paving, 8 ft. wide meandering bicycle/ pedestrian system, center median, and landscaping on the bases of a 50 ft. wide half-street improvement width within a 60 ft. half- street right-of-way width. c. The full frontage of Hovley Lane shall be dedicated and improved with curb, gutter, tie-in paving, center median, and landscaping on the basis of a 88 ft. street right-of-way width. { d. The above described street improvement requirements do not apply j to the proposed street frontage abutting the proposed public park. Along said frontage, the applicant's responsibility shall be limited to the installation of curb, gutter, center median, and tie-in pavement. e. All street improvements shall include full-length cross gutters at all street intersections for the full width without regard to the applicant's responsibility for street dedications. 5. All landscaping installed within the required parkway and easement area along all public streets shall thereafter be maintained by the owners and/or occupants of the total development through an approved homeowner's association. 6. The proposed development may be constructed in phases, but the first phase shall include complete street improvements necessary to implement that phase, with consideration given by the City to deferring portions of the Hovley Lane improvements, to the phase requiring its complete improvement; and, also, including blowsand protection abutting the phase, with interim blowsand improvements if deemed necessary by the City. However, Portola Avenue shall be built at the time that a link exists between Hovley Lane and the Whitewater. As a part of the first phase the applicant shall provide a bond to guarantee the full installation of Portola Avenue at the appropriate time. Said bond shall be in a form acceptable to the City Attorney. Further, the full frontage of Country Club Drive shall be improved as a part of the first phase of development. 7. The precise design of all development entrances shall be approved by the Director of Public Works, prior to the approval of final construction drawings. Entrances shall be designed to accomodate on-site stacking of eight vehicles. 8. Except for approved openings or interim measures for phasing, the entire tract shall be bounded by a minimum 6 ft. high wall , as approved through the Design Review process. 9. Drainage facilities shall be provided per Ordinance No. 218 to the specifications of the Public Works Director.
