It is proposed to develop these 520 acres into condominium units R k with two small commercial areas being included. f k- Field work was initiated on February 6, 1981, in which a total of thirty-seven (37) borings were drilled. Cores were taken where possible with a split-ring sampling tube. 3 Core samples were field logged, returned to the laboratory, evaluated and tested. Results of this field exploration and laboratory tests which form the basis of our recommendations are presented in the attached appendix. Site Location and Conditions: i4 t The site is located on the south side of Country Club Drive and on both sides of Cook Street in Palm Desert, California. Topographically, the site is mostly level with some hummocky sand piles. There are some gullies on the eastern property and the west property shows some relief and there are actual sand dunes. r At the present time the area is vacant except for one small structure on the west parcel. The area is extremely dry and sandy with a sparse growth of tumble weeds and desert brush. The silts are coarse and rounded and do not provide any cementation. J 81-2-144 February � ebruar 23 1981 -3- B-11733-P1 SOIL MECHANICS Bearing soils within the proposed construction site are considered to be in the very low expansion range showing an Expansion Index of zero when tested by the UBC "Expansion Index Test Mehod:' Bearing values were determined from direct shear tests which were run at ninety percent of maximum density under conditions of saturation. For spread footings, these calculations were performed using Terzaghi's formula for cohesive and non-cohesive soils, assuming local and general shear failure with a factor of safety of 2.5. ;3 c Additional testing performed were direct shear at in-place densities and/or remolded F. to ninety percent of maximum density, consolidometer and hydrometer analysis. All values have been summarized under 'Test Results" in the appendix of this report. q BUENA ENGINEERS, INC. 81-2-144 February 23, 1981 -4- B-11733-131 RECOMMENDATIONS AND CONCLUSIONS As was indicated, bearing soils within the proposed construction site show an Expansion Index of zero when tested by the UBC "Expansion Index Test Method.' Therefore, all footings and slabs can be designed for soils in the weighted expansion category of 0-20 as described in the Uniform Building Code Table 29-A in the appendix of this report. This table is quiet explicit in giving footing width, footing depth, and reinforcement for foundations for 1, 2 and 3-story structures. Additionally, this table gives slab thickness, reinforcement, total thickness of sand with vapor barrier, and premoistening control prior to pouring concrete in both foundations and slabs. It should be noted that this table is for expansive soil characteristics only, and any more- restrictive structural considerations or lending institution requirements will govern design. e y Consolidation tests and in-place densities show a minor potential for settlement except for the effect of adding moisture. The consolidation tests indicate a susceptibability to water at the in-situ conditions. Therefore, recompaction of the upper soils will be necessary. Prior to any grading it is recommended that all areas be thoroughly moistened by a sprinkler system such that near optimum moisture results at depths of at least three feet below present or finished grade whichever is lower. s In areas where existing grade is to be lowered to establish finish grade, finish grade shall be scarified, moistened to well above optimum moisture and compacted to a minimum of ninety-five percent of maximum density. In areas to receive fill, the existing surface after being cleared of all organic and other foreign materials shall be BUENA ENGINEERS, INC . 81-2-144 February 23, 1981 -5- B-11733-P1 scarified to at least twelve inches, moistened to well above optimum moisture and compacted to a minimum of ninety-five percent of maximum density. All samples tested showed a significant tendency to consolidate under a constant load when water was added to the sample. Because of this, it should be possible to achieve the necessary depth of compacted material by heavily watering and compacting from the surface. The depth of compaction shall be confirmed by testing, and if insufficient depth is obtained by compacting from the surface, it will be necessary to undercut the areas so that compaction is obtained to the required depths. The ninety-five percent 8 density requirement will only apply to the recompaction of original ground in fill f areas. Fill material should be compacted to a minimum of ninety percent of maximum density. h It should be noted that in clearing the property preparatory to grading operations, skimming surface vegetation and cleaning the site in general, a loss up to two (2) inches can be anticipated over the area. In removing and replacing soils as compacted fill, a shrinkage factor of approximately five percent (5%) may be anticipated plus F consolidation of underlying soils during this recompaction. Consolidation under conditions of high moisture content can amount to as much as 0.2 to 0.3 feet. 'S For conditions set forth under this method of treatment, a safe bearing value of 1200 psf may be used for continuous footings bottomed a minimum of twelve (12) inches { below finished adjacent grade. An additional 200 psf may be used for each additional six inches in depth for the foundation bottom. These values are for dead plus live s loads and a one-third (1/3) increase may be assumed when considering seismic and wind loads in addition to dead plus live loads. BUENA ENGINEERS, INC . 81-2-144 li February 23, 1981 -6- 8-11733-P1 The ensuing table gives values for passive pressure and active pressure and coefficient of friction for the two basic soil types as indicated. Passive pressures given may be `- taken as the equivalent of a fluid weighing the indicated weight. Active pressures are equal to the indicated weights plus a surcharge load. Coefficient of friction when used for dead loads only may be used in designing for lateral resistance where concrete is 3 r placed on good firm natural soil or compacted fill. 4 L Table 1 u Active Passive Coefficient Pressure Pressure Soil of Friction pcf pcf Al 0.42 250 40 c Considering data presented above with respect to bearing values, coefficient of } friction, passive and active pressures, etc., these values are good only for soils that have an in-place density of ninety percent or higher. This density may be either i natural in-place density found in the native soils or it may be recompacted density of previously loose site soils. In any event, these values will not hold if the in-place i densities are below ninety percent of maximum density. Representative samples of the basement soils for the streets were obtained and classified by performing sand equivalent tests and based on this classification "R" value tests were performed. Based on the "R" value results it is recommended that a structural section of 0.21 feet of AC placed over subgrade compacted to a minimum of ninety-five percent of maximum density be used on all interior streets. Where the public agency requires base material under the A.C. paving a section of 2" AC over 411 base is recommended. BUENA ENGINEERS, INC . 81-2-144 February 23, 1981 . -7- B-11733-P1 GENERAL REQUIREMENTS A soil engineer shall observe grading operations to monitor. compliance with recommendations and local ordinances. Any areas to receive fill should be prepared by scarifying to a minimum depth of twelve (12) inches, moistening or drying to near optimum moisture and compacting. Fill materials may then be placed in compacted layers, compacted to a minimum of ninety percent of maximum density. No debris, trash or organic material of any nature shall be included in areas to receive fill or fill material. Any soft spots due to excessive moisure should be removed, dried or replaced with suitable material. Densities shall be determined in accordance with u ASTM D 1557-78, Method A, modified to three layers and all compaction shall be a 0 minimum of ninety percent of maximum density unless otherwise specified. Unless otherwise noted, all grading will be in compliance with Chapter 70 of U.B.C. a It will be the responsibility of the owner of record for notifying the foundation ,A engineer whenever the job is to start or continue after a shut-down of grading operations. This report will be reviewed by all controlling authorities for the project r and as a result, additional requirements mmay be deemed necessary. Borings were located in a configuration to obtain a maximum amount of subsurface f information. Requirements of this report are based upon the assumption that soil conditions *do not deviate from those disclosed to depths penetrated in these borings. Recommendations of this report are based upon presently proposed construction. If there are any variations from this, the soils engineer should be notified so that supplimental recommendations can be given if found to be necessary. Undisturbed samples were taken by means of a split-ring sampling tube at various depths in each boring. Soils exposed by drilling were found to be comprised of sands with minor silt and clay. No free water was found to depths penetrated. r. After a visual field classification, samples were returned to the laboratory, classified and tested. Four samples were taken as being representative of soil types encountered and were subjected to some or all of the following tests: maximum density-optimum moisture (ASTM D 1557-78, Method A), direct shear consolidometer, hydrometer r. analysis and expansion per the ASCE "Expansion Index Test Method." These samples are very similar in characteristics and were tested in order to confirm the uniformity throughout this site. Locations of borings with respect to property can be found on Plate A. Boring logs ;? with soil classification, depths encountered and test results are shown on Plate B. ri Consolidation tests were performed on undisturbed samples to determine soil compressibility. To illustrate the effect of moisture on soil compressibility, water was added to the sample at a surcharge of 500 psf. Results of these tests are shown on Plate C. These samples were subjected to saturated moisture limits and tested at different surcharge limits. Results of shear tests are shown on Plate D. Premoistening is required where specified in Table UBC 29-A in order to achieve maximum and uniform expansion of soils prior to construction and thus limit structural distress caused by uneven expansion and shrinkage. Other systems which do not include premoistening may be approved by the Building Official when such alternatives are shown to provide equivalent safeguards against the adverse effects of expansive soils. 2. Underfloor access crawl holes shall be provided with curbs extending not less than six (6) inches above adjacent grade to prevent surface water from entering the foundation area. 3. Reinforcement for continuous foundations shall be placed not less than 3" above the bottom of the footing and not less than 3" below the top of the stem. . 4. Reinforcement shall be placed at mid-depth of slab. 5. After premoistening, the specified moisture content of soils shall be maintained until concrete is placed. Required moisture content 7 shall be verified by an approved testing laboratory not more than 24 hours prior to placement of concrete. 6. Crawl spaces under raised floors need not be premoistened except under interior footings. Interior footings which are not enclosed by a continuous perimeter foundation system or equivalent concrete or masonry moisture barrier complying with Section UBC 2907(a) in . this ordinance shall be designed and constructed as specified for perimeter footings in Table UBC 29-A. 7. A grade beam not less than 12" x12" in cross section, reinforced r. as specified for continuous foundations in Table UBC 29-A, shall be provided at garage door openings. 8. Foundation stem walls which exceed a height of 3 times the stem thickness above lowest adjacent grade shall be reinforced in accordance with Sections 2418 and 2614 in the UBC or as required by engineering design, whichever is more restrictive. 9. Bent reinforcing bars between exterior footing and slab shall be omitted when floor is designed as an independent, "floating" ,slab. 10. Fireplace footings shall be reinforced with a horizontal grid located 3" above the bottom of the footing and consisting of not less than No. 4 bars at 12" on center each way. Tentative Tract Map 15633 covers the east side of Cook Street and consists of 97 lots for condominium usage and 127 lots for common or nonresidential uses. Sixty three (63) lots are provided for private interior streets. Tentative Tract Map 15640 for the area west of Cook Street consists of 61 lots for common or other nonresidential uses and 39 lots for private streets. The Parcel Map was used to divide out the office building site from the total land included in TT 15633. This would allow development of the commercial building prior to recordation of TT 15633. We own proposed Tract No. 15640 which consists of approximately 200 acres of the 1040 acres within the Rebecca drainage area as described in the Master Drainage Plan. The proposed tract is subject to a $3,700/acre off-site drainage fee set by Ordinance No. 218 - a total of $740,000. It is our intention to retain all storm water within the tract, allowing no run-off from the property. This is possible because of the high porosity of the soil and because there will be nine lakes constructed within the tract which will be designed to act as flood water storage basins. Because this property will not have to be protected by the storm drain system des- cribed in the Master Drainage Plan, the estimated cost of this system will be mater- ially reduced. For example, 6&0 In. ft. of 80" pipe will be eliminated. Approximately 5000 In. ft. of 102" (or larger) pipe can be reduced to no more than a 93" diameter pipe. On the assumption that the cost of a drainage system is reduced in proportion to the reduction in the drainage area served by that system, we believe that elimin- ating 200 acres, or 20 0 of the total drainage area, will reduce the City's estimated construction cost of $3,750,000 by at least $750,000. Because this cost savings exceeds the amount of the fee which would otherwise be charged ($740,000) , we respectfully ask that no off-site drainage fee be charged for proposed Tract15640. Ordinance No. 218 adopted the Master Drainage Plan, established drainage areas and set off-site drainage fees within these areas. The Cook drainage area described in the Master Plan (580 acres) , includes the westerly one-half of proposed Tract 15633, or 160 acres. There is some question as to the intent of Ordinance 218 with respect to the easterly limits of the corres- ponding drainage area to be assessed $3,700/acre for off-site drainage. The Ordinance describes the easterly boundary of this area as the "adopted sphere of influence". The adopted sphere of influence extended one-half mile easterly of Cook Street although the City limit is now one-half mile farther east. We believe the City intended to have the drainage area consistent with the one des- cribed in the Master Drainage Plan. Accordingly, we ask that no off-site drainage fee be assessed against the easterly 160 acres. Furthermore, it is our intention to retain all storm water within the tract, allowing no run-off from the property. This is possible because of the high natural poros- ity of the soil and because there will be 18 lakes constructed within the tract which will be designed to act as flood water storage basins. Because this property will not have to be protected by the storm drain system described in the Master Drainage Plan, the estimated cost of this system will be materially reduced. For example, over 3000 In. ft. of 6311 pipe will be eliminated. Approximately 4000 In. ft. of 7211 to 90" pipe can be replaced with smaller pipe of no more than half their capacity. As a matter of fact, we strongly believe that eliminating nearly one third of the drain pipe required will reduce the total cost much more than that figure. Because this cost savings exceeds the amount of the fee which would otherwise be charged ($592,000) , we respectfully ask that no off-site drainage fee be charged for the west half of proposed Tract 15633. Change of Zone: The effect of the zone change would be to eliminate the current 'P' zone on the east side of Cook Street and reduce the extent of the PC (2) zone on the southeast and southwest corners of Country Club Drive and Cook St. The 'P' (Public/Institutional District) zone was originally intended to be a fire station site but was never acquired by the City. The PC (2) (District Commercial Center) zone on the southeast and southwest corners of Cook Street and Country Club Drive was allowed as part of the commercial land use allocation for the intersection. Reducing this PC (2) area will be offset by the 25 acres of PC (2) proposed by Rancho De Los Compadres (C/Z 01-81) at the north- west corner of Cook Street and Country Club Drive. The proposal would leave 2.1 acres of PC (2) zoning at the southeast corner of Country Club Drive and Cook Street and .6 acres of PC (2) zoning at the south- west corner of Country Club Drive and Cook Street. State Law requires that there be reasons for the change of zone, and that the proposed change of zone be in compliance with applicable specific and general plans. The reasons for the change of zone are that: (1) the amount of PC (2) zoning that exists is not necessary to serve the area, (2) the PC (2) zoning proposed at the northeast corner of Cook Street and Country Club Drive will be adequate to serve the area, (3) the 'P' zoning is not necessary for a fire station site since other sites are available and being considered. The proposed change of zone is in compliance with the existing General Plan and p^opcsed update which is presently under consideration. B. Development Plan - Residential : The residential project consists of 1650 single family condominium units. 975 units would be on the east side of Cook Street with 675 units on the west side of Cook Street. The east side is designed primarily as a golf course oriented project with 20 of the 27 holes, a driving range and the main clubhouse. The west side is designed primarily as a tennis oriented community with an ultimate 25 courts and the remaining seven holes. A vehicular and separate pedestrian underpass beneath Cook Street is proposed to provide cross access between the two sides. Internal circulation is provided by perimeter loop streets on both sides. Loop and cul-de-sac streets feed off these main perimeter loop streets. Each side is provided with one guard protected entry on Country Club Drive and one card entry on Cook Street. Staff is rec- ommending another entry be provided on the new El Dorado Drive along the eastern boundary. Additionally, all cul-de-sacs should be re- designed so as not to exceed 750 feet in length. This can be done by shortening the streets or connecting them into loop streets. STAFF REPORT Sunrise Co. April 15, 1981 Page Five The architectural theme of the project would be "ranch" style with extensive use of wood siding and trim, stone veneer, stucco and wood shake roofs. The dwellings are provided in 5 unit structures. The setback between structures scales 20 feet, or average 20 ft. with minimum 15 ft. Staff feels several additional issues still need to be studied further during the Design Review Process. These pertain to the following: (1) extensive use of water , (2) entry designs, and (3) bikeway provisions along the public streets. During the General Plan hearings some concern was voiced over the water utilization in golf course developments. Because of the use of lakes within this development it might erroneously appear that improper use of water is occuring. The applicant has assured staff and will present evidence that the use of lakes is a more effective utilization of water than occurs with the use of turf. The applicant proposes to maintain all drainage generated by the develop- ment on-site. This would be done by utilizing the lakes and fairways as percolation and retention basins. The project is outside of the present 5 minute fire department response area for emergencies. Because of this fact and the need to provide a fire station site in the north Palm Desert area, staff is recommending that the applicant pay a one hundred dollar per unit fee to help finance fire supression facilities for the area. C. Development Plan - Commercial The 17,540 sq.ft. office building is proposed to be used as administra- tive offices for Sunrise Co. .It is being designed so that it may be sold at a later time as a general or professional office building. The applicant is requesting a waiver of the minimum 5 acre lot size required, as a part of the Development Plan approval . Additionally, adjacent to the parking areas on Country Club Drive and Cook Street the applicant is proposing a 15 foot landscaped setback rather than the standard 20 feet. Provided the parking is screened from the street, staff feels both requests for waivers are acceptable. The architectural style is the same "ranch" style as used in the adja- cent residential project. Staff's main concern is that there be adequate screening of the commercial project from the adjacent residen- tial use. D. Tentative Tract Maps (TT 15633 and TT 15640) : One Tentative Tract Map is provided for each side of Cook Street (east side - TT 15633 and west side - TT 15640). TT 15633 will consist of 97 lots for condominium usage and 127 lots for common or other non- residential uses. 63 lots are provided for the interior private streets. TT 15640, on the west side of Cook Street, will consist of 61 lots for condominium usage and 127 lots for common or other non-residential uses. 39 lots are provided for the interior private streets. The two under- passes will be constructed when this tract is developed. Major street improvements will have to be constructed along Cook Street and on the south side of Country Club Drive. This will consist of street improvements including bikeways and blowsand and ornamental planting. Because of the possibility of design changes, the Final Tract Maps should not be recorded prior to the approval of preliminary plans by the Design Review Board. STAFF REPORT I Sunrise Co. April 15, 1981 Page Six Specific findings and justification must be made in order to recommend approval of a Tentative Tract Map to the City Council . Those findings are as follows: 1. That the proposed map is consistent with applicable general and specific plans. 2. That the design or improvement of the proposed sub- division is consistent with applicable general and specific plans. 3. That the site is physically suitable for the type of development. 4. That the site is physically suitable for the proposed density of development. 5. That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. 6. That the design of the subdivision or the type of improvements is not likely to cause serious public health problems. 7. That the design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision. The justification for a recommendation of approval for the two Tentative Tract Maps is as follows: 1. The adopted and proposed General Plan indicate the site as 3-5 d.u./acre (low density) and the proposed project is within that range (3.2 d.u./gross acres). 2. Adjacent private streets will be improved and drainage facilities will be provided in conformance with the adopted General Plan and Master Drainage Plans. 3,4. PLANNING OBJECTIVES The primary planning objective for this development is to create a residential-recreational community. The emphasis of the project is to develop an imaginative, harmonious coordination with water, golf, tennis and single family dwelling units . The leisure oriented com- munity is self-contained, self-patrolled, and reflects the aims and goals of the Palm Desert General Plan. Project Description The plan proposes 1, 650 single family condominiums oriented towards a 27 hole golf course, tennis courts, golf and tennis clubhouses , numerous lakes, landscaped open spaces and swimming pool areas. The project will include one swimming pool for each approximately 25 dwelling units. The gentle undulating golf course design strives to have an element of the spectacular. Many of the holes are played along and across parts of the lakes . The added beauty of water and the expansive views will add to the exhilaration of playing this course. . The course also provides open spaces and creates an envir- onment that preserves esthetic values. The design provides for an approximately 35, 000 sq. ft. golf club- house, pro-shop and parking facilities for approximately 235 vehicles . The tennis club with 25 courts is planned with parking facilities for approximately 50 vehicles. An Administration Building will be located at the south- easterly corner of Country Club Drive and Cook Street (covered by a separate Development Plan application) . Also, for the benefit of the homeowners within this project and the public, an automatic card-operated vehicle refueling station will be maintained at the south- westerly corner of Country Club Drive and Cook Street. The street scenes created by the curvilinear series of loops and cul-de-sacs joining to the large perimeter loop street around the project also are of primary importance in the overall design. Two access points from Country Club Drive and two from Cook Street provide entrance "spine" streets to connect the internal private street system. The proposed curvilinear street pattern will allow a greater variation in building orientation, not only from the private streets, but also towards the views of the fairways, lakes and other amenities . ' Since the project is bisected by Cook Street (a dedicated 110 ' wide public road) , the portion of the project west of Cook Street will be inter-connected by a private under- pass to join the project on the east side of Cook Street. The design of the underpass will allow uninterrupted traffic flow for two vehicles and two golf carts in each direction. -9- ' I All single family dwelling units will have a garage orientation to the private streets . Materials to be used will be masonry, wood and stucco building walls , with shake roofs . All residential buildings will conform to a unified architectural theme and the entire development will be completely enclosed for security by a minimum 6 ' high solid masonry wall , except for the entrances to be monitored by security personnel and by individual homeowner entrance cards . The project will be constructed in two major phases . The first phase will consist of the approximately 300 acres east of Cook Street; the second phase will consist of the approximately 200 acres west of Cook Street. The permanent tennis facility for the project is planned for the second phase on the west side of Cook Street. Pending the construction of that permanent facility, a temporary tennis complex with 6 tennis courts and a temporary pro- shop will be constructed on the easterly parcel. If the development of the westerly 200 acres does not go forward as planned, a permanent tennis facility (including 15 courts and a tennis clubhouse) will be constructed to replace the temporary complex on the easterly parcel. If the westerly parcel is not developed as part of this project, the Cook Street underpass will not be required. The project would then contain 975 units , an 18 hole golf course, and the tennis facility described above. The density would remain approximately the same. I� Rationale for Development 1 . GASOLINE STATION SITE DESCRIPTION - southwest corner of Country Club Drive and Cook Street: No information submitted at this time., It will require separate Development Plan. III. DISCUSSION: A. Change of Zone: The effect of the zone change would be to eliminate the current 'P' zone on the east side of Cook Street and reduce the extent of the PC (2) zone on the southeast and southwest corners of Country Club Drive and Cook St. The 'P' (Public/Institutional District) zone was originally intended to be a fire station site but was never acquired by the City. The PC (2) (District Commercial Center) zone on the southeast and southwest corners of Cook Street and Country Club Drive was allowed as part of the commercial land use allocation for the intersection. Reducing this PC (2) area will be offset by the 25 acres of PC (2) proposed by Rancho De Los Compadres (C/Z 01-81) at the north- west corner of Cook Street and Country Club Drive. The proposal would leave 2.1 acres of PC (2) zoning at the southeast corner of Country Club Drive and Cook Street and .6 acres of PC (2) zoning at the south- west corner of Country Club Drive and Cook Street. State Law requires that there be reasons for the change of zone, and that the proposed change of zone be in compliance with applicable specific and general plans. The reasons for the change of zone are that: (1) the amount of PC (2) zoning that exists is not necessary to serve the area, (2) the PC (2) zoning proposed at the northeast corner of Cook Street and Country Club Drive will be adequate to serve the area, (3) the 'P' zoning is not necessary for a fire station site since other sites are available and being considered. The proposed change of zone is in compliance with the existing General Plan and p^opcsed update which is presently under consideration.' B. Development Plan - Residential : The residential project consists of 1650 single family condominium units. 975 units would be on the east side of Cook Street with 675 units on the west side of Cook Street. The east side is designed primarily as a golf course oriented project with 20 of the 27 holes, a driving range and the main clubhouse. The west side is designed primarily as a tennis oriented community with an ultimate 25 courts and the remaining seven holes. A vehicular and separate pedestrian underpass beneath Cook Street is proposed to provide cross access between the two sides. Internal circulation is provided by perimeter loop streets on both sides. Loop and cul-de-sac streets feed off these main perimeter loop streets. Each side is provided with one guard protected entry on Country Club Drive and one card entry on Cook Street. Staff is rec- ommending another entry be provided on the new E1 Dorado Drive along the eastern boundary. Additionally, all cul-de-sacs should be re- designed so as not to exceed 750 feet in length. This can be done by shortening the streets or connecting them into loop streets. STAFF REPORT Sunrise Co. April 15, 1981 Page Five The architectural theme of the project would be "ranch" style with extensive use of wood siding and trim, stone veneer, stucco and wood shake roofs. The dwellings are provided in 5 unit structures. The setback between structures scales 20 feet, or average 20 ft. with minimum 15 ft. Staff feels several additional issues still need to be studied further during the Design Review Process. These pertain to the following: (1) extensive use of water , (2) entry designs, and (3) bikeway provisions along the public streets. During the General Plan hearings some concern was voiced over the water utilization in golf course developments. Because of the use of lakes within this development it might erroneously appear that improper use of water is occuring. The applicant has assured staff and will present evidence that the use of lakes is a more effective utilization of water than occurs with the use of turf. The applicant proposes to maintain all drainage generated by the develop- ment on-site. This would be done by utilizing the lakes and fairways as percolation and retention basins. The project is outside of the present 5 minute fire department response area for emergencies. Because of this fact and the need to provide a fire station site in the north Palm Desert area, staff is recommending that the applicant pay a one hundred dollar per unit fee to help finance fire supression facilities for the area. C. Development Plan - Commercial The 17,540 sq.ft. office building is proposed to be used as administra- tive offices for Sunrise Co. It is being designed so that it may be sold at a later time as a general or professional office building. The applicant is requesting a waiver of the minimum 5 acre lot size required, as a part of the Development Plan approval . Additionally, adjacent to the parking areas on Country Club Drive and Cook Street the applicant is proposing a 15 foot landscaped setback rather than the standard 20 feet. Provided the parking is screened from the street, staff feels both requests for waivers are acceptable. The architectural style is the same "ranch" style as used in the adja- cent residential project. Staff's main concern is that there be adequate screening of the commercial project from the adjacent residen- tial use. D. Tentative Tract Maps (TT 15633 and TT 15640) : One Tentative Tract Map is provided for each side of Cook Street (east side - TT 15633 and west side - TT 15640) . TT 15633 will consist of 97 lots for condominium usage and 127 lots for common or other non- residential uses. 63 lots are provided for the interior private streets. TT 15640, on the west side of Cook Street, will consist of 61 lots for condominium usage and 127 lots for common or .other non-residential uses. 39 lots are provided for the interior private streets. The two under- passes will be constructed when this tract is developed. Major street improvements will have to be constructed along Cook Street and on the south side of Country Club Drive. This will consist of street improvements including bikeways and blowsand and ornamental planting. Because of the possibility of design changes, the Final Tract Maps should not be recorded prior to the approval of preliminary plans by the Design Review Board. STAFF REPORT Sunrise Co. April 15, 1981 Page Six Specific findings and justification must be made in order to recommend approval of a Tentative Tract Map to the City Council . Those findings are as follows: 1. That the proposed map is consistent with applicable general and specific plans. 2. That the design or improvement of the proposed sub- division is consistent with applicable general and specific plans. 3. That the site is physically suitable for the type of development. 4. That the site is physically suitable for the proposed density of development. 5. That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. 6. That the design of the subdivision or the type of improvements is not likely to cause serious public health problems. 7. That the design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision. The justification for a recommendation of approval for the two Tentative Tract Maps is as follows: 1. The adopted and proposed General Plan indicate the site as 3-5 d.u./acre (low density) and the proposed project is within that range (3.2 d.u./gross acres). 2. Adjacent private streets will be improved and drainage facilities will be provided in conformance with the adopted General Plan and Master Drainage Plans. 3,4. The site is of sufficient size, shape and topography for the proposed type and density of development. 5,6. The design of the subdivision is not likely to cause substantial environmental damage or serious public health problems because it will be developed in concert with applicable local , state and federal regulations. 7. There have been no easements acquired by the public at large for access through or use of property within the proposed subdivision. E. Parcel Map: The proposed Parcel Map would create two parcels by dividing out the office building site (administration) from the land located on the east side of Cook Street. There are a number of items as noted in this report which must be refined and/ or revised as specifics of the -design are further developed.
