1. BACKGROUND:
A. PREVIOUS APPROVAL:
The precise plan and tentative map were approved by the planning
commission on December 6, 1983. The tentative map was originally
approved for a two year period.
11 . REQUEST:
The applicant filed a timely request for approval of a one year extension.
The applicant indicates that the reason for extension is the difficulty
in the time of the approval with the project he has underway in Texas.
III. RECOMMENDATION:
Staff feels this request is acceptable and therefore, recommends approval
of a one year extension to December 26, 1986.

JANUARY 15, 1985
Chairman Crites asked if anyone present wished to speak in FAVOR or
OPPOSITION to this project. Hearing no one, the public testimony was closed.
Action:
Moved by Commissioner Wood, seconded by Commissioner Richards, to approve the
findings as presented by staff.
Moved by Commissioner Wood, seconded by Commissioner Richards, adopting
Planning Commission Resolution No. 1027, approving CUP 84-13, subject to
conditions as amended.
VIII. MISCELLANEOUS ITEMS
A. Case Nos. PP 13-83 and TT 19575 J & J INVESTORS, Applicant
Clarification of approval period for five unit condominium project on east
side of San Rafael Avenue, 270 feet south of Catalina Way.
Action:
Moved by Commissioner Downs, seconded by Commissioner Richards, to clarify
approval period as recommended by staff. Carried 5-0.
B. Case No. PP 01-82 - J.P. CONSTRUCTION, INC., Applicant
Approval of a minor modification to allow outside storage and changes in a
parking lot area for an existing 11,800 square foot industrial building on the
north side of Mayfair Drive, east of Green Way.
Action:
Moved by Commissioner Richards, seconded by Commissioner Erwood, to approve
modification by minute motion. Carried 5-0.
IX. ORAL COMMUNICATIONS
PATRICIA POWERS asked for approval of Case Nos. PMW 84-4 and PMW 85-3.
Action:
Moved by Commissioner Richards, seconded by Commissioner Wood, to approve
PMW 84-4 and PMW 85-3 by minute motion. Carried 5-0.
X. COMMENTS
A. Commissioner Wood expressed concern regarding projects being approved in
the La Palma Specific Plan district before the report from that committee
was completed.
B. Mr. Diaz discussed setting a date for a joint city council/planning
commission session. The commission felt any Friday would be acceptable
except for January 25, 1985. The commission noted that a two week
advance notice would be appreciated.
XI. ADJOURNMENT
Moved by Commissioner Wood, seconded by Commissioner Downs, to adjourn the
meeting. Carried 5-0.

Dear Mr . Smith:
In response to your letter dated December 21 , 1983 , regarding
the above referenced project , please be advised of the following :
1 . The District would allow that a wooden fence be
constructed along the Northerly property within
our existing easement . A masonry wall would impose
a heavy load on the existing water main and will
not be permitted.
2 . The District will require that an agreement be
executed to allow the construction of a wooden
fence , subject to our conditions .
3 . The existing water main has been in service for
many years . Any damage done to the water main
during the construction of the fence or at any
other time in the future , must be repaired at
the property owner' s expense.
4 . During construction , all care possible must be
exercized to avoid any damage to the water
main .
5 . The District must be notified 48 hours prior to
the start of any construction in the vicinity of
the existing water main .
6 . If the main is damaged during the construction or
at any time in the future , and the District is
forced to repair the main due to the property
owner ' s lack of response to the problem, the
property owner will be billed for all related
costs on a time and materials basis , including
any related engineering consultation.

VII. PUBLIC HEARINGS
A. Case Nos. PP 13-83 an�TT 1, 9575 - )& J INVESTORS, Applicants
Request for approval of a precise planplan of design and a
single lot tentative tract map to permit a five unit
residential condominium development in the R-2 zone on
the east side of San Rafael, 270 feet south of Catalina.
Mr. Smith reviewed the staff report and indicated that the architectural
commission had already reviewed the plans and gave preliminary approval. Staff
recommended approval.
Chairman Wood opened the public hearing and asked if the applicant wished to
make a presentation.
MR. BILL WARNER, 7245 Joshua Lane, Yucca Valley, concurred with staff's
findings but stated that the developer requested the possibility of serving
that area on septic tanks with sewer connections installed to the property
line for eventual connection to sewers when available. This would modify
Condition No. 29.
Mr. Diaz felt that use of septic tanks should not be expanded in the area and this
was not an unusual hardship on the developer. He pointed out that developers are
often required to bring main sewer lines across areas to serve a given project.
Further discussion continued regarding the location of the sewer system and it was
concluded that the developer needed more time to discuss this problem with staff.
Moved by Commissioner Crites, seconded by Commissioner Erwood, to continue
this case to the meeting of December 6, 1983, for further evaluation. Carried
unanimously 4-0.
B. Case Nos. PP 16-83 and PMW 06-83 - CABAK, RANDALL, JASPER,
GRIFFITHS ASSOCIATES, Applicants
Request for approval of a precise plan, parcel map waiver
and Negative Declaration of Environmental Impact to
allow a lot consolidation to permit construction of
industrial buildings totaling 10,400 square feet with
associated parking in the 5.1., S.P. zone located on the west
side of Eclectic Street, north of 42nd Street.
Mr. Smith reviewed the staff report and recommended approval.
Chairman Wood opened the public hearing and asked if the applicant wished to
make a presentation.
MR. JOHN JASPER, architect, Menlo Park, agreed with the proposed
conditions and was present for any questions the commission might have.
Chairman Wood asked if anyone present wished to speak in FAVOR or OPPOSITION
to this case. There being none, the public hearing was closed.
Moved by Commissioner Crites, seconded by Commissioner Erwood, to approve the
findings as recommended by staff. Carried unanimously 4-0. '
Moved by Commissioner Crites, seconded by Commissioner Erwood, to adopt
Planning Commission Resolution No. 902, approving PP 16-83 and PMW 06-83,
subject to conditions. Carried unanimously 4-0.

WHEREAS, the planning commission of the City of Palm Desert, California,
W did on the 15th day of November, 1983, hold a duly noticed public hearing and continued
public hearing on December 6, 1983, to consider the request of 3 do 3 INVESTORS for
approval of a precise plan of design and a tentative tract map to allow the development
of five condominium units in an R-2 zone on the east side of San Rafael Avenue, 270 feet
south of Catalina Way.
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-8911, in that the director of environmental services has determined that
the project is a Class 3 categorical exemption for purposes of CEQA and no further
documentation is necessary.
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, of all interested persons desiring to be heard, said commission did find the
following facts and reasons to exist to justify the granting of said precise plan of design.
1. The design of the precise plan will not substantially depreciate
property values in the vicinity.
2. The precise plan will not unreasonably interfere with the use or
enjoyment of property in the vicinity by the occupants thereof for
lawful purposes.
3. The precise plan will not endanger the public peace, health,
- safety or general welfare.
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, if any, of all persons desiring to be heard, said planning commission did
find the following facts and reasons as justified in the staff report for TT 19575 dated
March 2, 1982, on file in the department of environmental services, to exist to approve
the tentative tract map:
1. That the proposed map is consistent with applicable general and
specific plans.
2. That the design or improvement of the proposed subdivision is
consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of development.
4. That the site is physically suitable for the proposed density of
development.
5. That the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife or their
habitat.
6. That the design of the subdivision or the type of improvements are
` not likely to cause serious public health problems.
7. That the design of the subdivision or the type of improvements
will not conflict with easements acquired by the public at large,
for access through or use of, property within the proposed subdivision.

Conditions of Approval
Case Nos. PP 13-83 and TT 19575
Department of Environmental Services:
a 1. The development of the property shall conform substantially with exhibits on file
with the department of environmental services, as modified by the following
conditions.
2. The development of the property described herein shall be subject to the restrictions
and limitations set forth herein in addition to all municipal ordinances and state and
federal statutes now in force or which hereafter may be in force.
3. Construction of this project shall commence within one year from the date of
approval unless an extension of time is granted; otherwise said approval shall become
null and void and of no effect.
4. Prior to the issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Palm Desert Architectural Commission
City Fire Marshal
Coachella Valley Water District
Palm Desert Community Services District
Evidence of said permits or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit for
the use contemplated herewith.
Department of Public Works:
5. Drainage and signalization fund fees as required by city ordinance, shall be paid prior
to recordation of the final map.
6. Drainage facilities shall be provided per Ordinance No. 218 and the master drainage
plan to the specifications of the director of public works.
7. Full half-street public improvements, including traffic safety lighting and sidewalk,
shall be installed in accordance with city standards.
8. Improvement plans for water and sewer systems shall be approved by the respective
service districts.
9. Complete improvement and grading plans and specifications shall be submitted as
required by ordinance to the city engineer for checking and approval before
construction of any improvements is commenced. The subdivider shall submit "as-
built" plans prior to acceptance of the subdivision improvements by the city.
10. Additional storm drain construction shall be contingent upon a drainage study by the
private engineer.
11. ` Landscaping maintenance on San Rafael shall be provided by the homeowners,
association.
12. This property is in the AO Depth 1' Zone as shown on the flood insurance rate map. A
flood hazard report, as required by Ordinance No. 221 (Flood Damage Prevention
Ordinance) shall be submitted to the public works department. The report must be
approved by the flood review committee prior to approval of the grading plan.

13. Five foot right-of-way dedication on San Rafael for a thirty foot half width
residential street.
14. Off-site improvement plans to be approved by the public works department and a
surety bond posted to guarantee the off-site improvements prior to the map
recording.
15. Install a water system capable of delivering 2500 GPM fire flow from any fire
hydrant for a two hour duration in addition to domestic supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply main
from which the flow is measured at the time of measurement.
16. Install a Riverside County super fire hydrant located within 250' of building measured
along an approved travel way.
A Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B.Curbs shall be painted red 15 feet in either direction from each hydrant.
17. Prior to recordation of the final map, the developer shall furnish the original and
three (3) copies of the water system plan to the fire marshal for review.
18. The water system plan shall be signed by a registered civil engineer and approved by
the water company, with the following certification: "I certify that the design of the
water system in Tract No. 19575 and PP 13-83 is in accordance with the
requirements prescribed by the fire marshal". Upon approval, the original plan will be
returned to the developer.
19. Prior to delivery of combustible materials to the building site, the required water
system shall be installed operating and delivering the required flow.
20. No parking allowed in driveway access.
Palm Desert Water and Services District:
21. A concrete block wall is shown on the north property line which is coincident in
alignment with a 10- inch steel district water main and encroaches within the five
foot easement given for water main service purposes. If a wall is to be built:
A. Care must be exercised when excavating for the wall footing so as not to
damage the 10 - inch steeel water main.
B. All costs for damages and/or repair to the main due to construction of the
wall shall be borne by the developer.
22. The owner of the property shall execute an agreement that provides that if at any
time in the future the water main requires repair, the owner shall pay for all costs
related to the repair including the removal and replacement of the wall and any other
improvements in the vicinity of the required repair.
23. The district will install a 2-inch water meter at a cost of $2,000.00.
24. A frontage fee of $8.00 per foot will be imposed along San Rafael Avenue.
25. The water service installation charges will be as follows:
One 2-inch water meter @ $2,000 $2,000.00
�- Frontage Fee for 79feet @ $8.00 $ 632.00
Total 2,632.00
26. All fees and meter installation charges must be paid before the installation work will
begin.
27. At least one week advance notice should be given.

28. A hydrant exists at the northwest corner of the property. The addition of any
new fire hydrants or the relocation of any existing fire hydrants if required
by the city fire marshal would be completed at an additional charge to be determined
upon request.
Coachella Valley Water District:
29. This area shall be annexed to District Nos. 54 and 80 of the Coachella Valley
Water District for sanitation service.

I. BACKGROUND:
This application was reviewed by the commission at its November 15, 1983
meeting. The applicants' representative expressed concern with respect to the
requirements of the Coachella Valley Water District. Consideration was continued
to this date to allow the applicants to clarify the issue with the water district.
II. DISCUSSION:
The applicants have a letter which resolves the matter to their satisfaction.
The recommendation .and conditions to be imposed on the approval are unchanged
from those conditioned in the November 15, 1983 staff report.
III. RECOMMENDATION:
1. Approve the findings delineated in the staff report dated November 15, 1983.
2. Adopt Resolution No. approving a precise plan of design and a
single lot tentative tract map to permit a five unit residential condominium

shall become null, void and of no effect whatsoever.
4. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Architectural Commission
City Fire Marshal
Coachella Valley Water District
Palm Desert Community Services District
Evidence of said permit or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit for
the use contemplated herewith.
Department of Public Works:
5. Drainage and signalization fund fees as required by city ordinance, shall be paid prior
to recordation of the final map.
6. Drainage facilities shall be provided per Ordinance No. 218 and the master drainage
plan to the specifications of the director of public works.
7. Full half-street public improvements, including traffic safety lighting and sidewalk,
shall be installed in accordance with city standards.
8. Improvement plans for water and sewer systems shall be approved by the respective
service districts.
9. Complete improvement and grading plans and specifications shall be submitted as
required by ordinance to the city engineer for checking and approval before
construction of any improvements is commenced. The subdivider shall submit "as-
built" plans prior to acceptance of the subdivision improvements by the city.
10. Additional storm drain construction shall be contingent upon a drainage study by the
private engineer.
11. Landscaping maintenance on San Rafael shall be provided by the homeowners'
association.
12. This property is in the AO Depth P Zone as shown on the flood insurance rate map. A
flood hazard report, as required by Ordinance No. 221 (F'ood Damage Prevention
Ordinance) shall be submitted to the public wo.ks department. The report must be
approved by the flood review committee prior to approval of the grading plan.
13. Five foot right-of-way dedication on San Rafael for a thrity foot half width
residential street.
14. Off-site improvement plans to be approved by the public works department and a
surety bond posted to guarantee the off-site improvements prior to the map
recording.
PLANNING COMMISSION RESOLUTION NO.
Fire Marshal:
15. Install a water system capable of delivering 2500 GPM fire flow from any fire
hydrant for a two hour duration in addition to domestic supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply main
from which the flow is measured at the time of measurement.
16. Install a Riverside County super fire hydrant located within 250' of building measured
along an approved travel way.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
17. Prior to recordation of the final map, the developer shall furnish the original and
three (3) copies of the water system plan to the fire marshal for review.
18. The water system plan shall be signed by a registered civil engineer and approved by
the water company, with the following certification: "I certify that the design of the
water system in Tract No. 19575 and PP 13-83 is in accordance with the requirements
prescribed by the fire marshal". Upon approval, the original plan will be returned to
the developer.
19. Prior to delivery of combustible materials to the building site, the required water
system shall be installed operating and delivering the required flow.
20. No parking allowed in driveway access.
Palm Desert Water and Services District:
21. A concrete block wall is shown on the north property line which is coincident in
alignment with a 10 - inch steel district water main and encroaches within the five
foot easement given for water main service purposes. If a wall is to be built:
A. Care must be exercised when excavating for the wall footing so as not
to damage the 10 - inch steel water main.
B. All costs for damages and/or repair to the main due to construction of the wall
shall be borne by the developer.
22. The owner of the property shall execute an agreement that provides that if at any
time in the future the water main requires repair, the owner shall pay for all costs
related to the repair including the removal and replacement of the wall and any other
improvements in the vicinity of the required repair.
23. The district will install a 2-inch water meter at a cost of $2,000.00.
24. A frontage fee of $8.00 per foot will be imposed along San Rafael Avenue.
25. The water service installation charges will be as follows:
One 2-inch water meter @ $2,000 $2,000.00
Frontage Fee for 79feet @ $8.00 $ 632.00

26. All fees and meter installation charges must be paid before the installation work will
begin.
27. At least one week advance notice should be given.
28. A hydrant exists at the northwest corner of the property. The addition of any new

request.
Coachella Valley Water District:
29. This area shall be annexed to District Nos. 54 and 80 of the Coachella Valley Water

I. BACKGROUND:
A. DESCRIPTION OF SITE:
The site is vacant, relatively flat and is 22,284 square feet in area.
B. ADJACENT ZONING AND LAND USE:
North: R-2/Single Family Dwellings
South: R-2/Single Family Dwelling
East: R-I/Vacant, Single Family Dwelling
West: R-2/Apartments
C. GENERAL PLAN LAND USE DESIGNATION:
Medium Density Residential, 5-7 d.u./acre.
H. PROJECT DESCRIPTION:
The applicants propose to construct a five unit residential condominium project on
the subject property. The property is a 22,284 square foot site located on the east
side of San Rafael some 280 feet south of Catalina. Approximately half of the
property on the street is vacant while the remainder is occupied by older structures
which would not meet the city's present architectural standards.
III. SITE PLAN:
The property is 79 feet wide by a depth of 289 feet. Due to this lot configuration,
the site plan has been laid out with a center driveway with carports located on
either side. To the east are the five units along with the recreation facilities (i.e.
pool, spa, gazebo and open space).
The zoning allows one dwelling unit for every four thousand square feet of land
area; therefore, on this 22,284 square foot lot up to five units are permitted.
All units will have two bedrooms with two baths and will be approximately 1102
square feet.
The plans have been preliminarily reviewed by the architectural commission.
Following this preliminary review the plans were referred back to the applicant to
restudy the building elevations. It was basically felt that the architecture
presented was not up to the standard which the city now requires.

IV. ANALYSIS:
A. REQUIRED FINDINGS FOR APPROVAL OF PRECISE PLAN:
I. The design of the precise plan will not substantially depreciate
property values in the vicinity.
Justification:
The design of the use is compatible with other residential uses
existing in the vicinity.
2. The precise plan will not unreasonably interfere with the use or
enjoyment of property in the vicinity by the occupants thereof
for lawful purposes.
Justification:
The surrounding land in the vicinity is zoned for similar types of
uses as proposed and owners would not be deprived the use of their
land.
3. The precise plan will not endanger the public peace, health, safety
or general welfare.
Justification:
The precise plan complies with all code requirements and will receive
architectural commission approval and will not be detrimental to the
Public peace, health, safety or general welfare.
B. FINDINGS:
Specific findings and justifications must be made in order to approve a
tentative tract map. Those findings are as follows:
I. That the proposed map is consistent with applicable general and
specific plans.
2. That the design or improvement of the proposed subdivision is
consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of development.
4. That the site is physically suitable for the proposed density
of development.
5. That the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially injure fish or wildlife or their habitat.
6. That the design of the subdivision or the type of improvements
are not likely to cause serious public health problems.
7. That the design of the subdivision or the type of improvements
will not conflict with easements acquired by the public at large,
for access through or use of property within the proposed
subdivision.

B. FINDINGS (CONTINUED)
The proposed tentative tract map is for a single lot subdivision for
condominium purposes. The tract map will not result in the subdivision of the
lot but will permit the sale of each of the five units.
The justifications in support of the findings are as follows:
1. The zoning of the property, R-2, is consistent with the general plan
land use designation of medium density 5-7 d.u./acre. The development
of five residential condominium units is in conformity with the
zoning; therefore, the project is consistent with the general plan.
2. The design of the project is consistent with the provisions of the
general plan.
3 & 4. The site is of sufficient size, shape and topography for the proposed
type and density of development.
5 & 6. The design of the subdivision is not likely to cause substantial
environmental damage or serious public health problems because it
will be developed in concert with applicable local, state and federal
regulations.
71. There is a five foot wide utility easement along the north property
line. Due to the layout of the project, this easement will not be
affected.
Based on the above, there appears to be sufficient justification for approval.
C. ENVIRONMENTAL REVIEW:
The director of environmental services has determined that the proposed
project is a Class 3 categorical exemption for purposes of CEQA and no
further documentation is necessary.
D. STAFF RECOMMENDATION:
Based on the findings in the staff report and draft resolution, staff
recommends approval of Precise Plan 13-83 and Tentative Tract 19575 by
adoption of Planning Commission Resolution No. , subject to
conditions.
"A resolution of the planning commission of the City of Palm Desert,
approving a precise plan and a tentative tract map to allow construction
of five condominium units in the R-2 zone located on the east side of
San Rafael Avenue, 270 feet south of Catalina Way".

I. BACKGROUND:
A. DESCRIPTION OF SITE:
The site is vacant, relatively flat and is 22,284 square feet in area.
B. ADJACENT ZONING AND LAND USE:
North: R-2/Single Family Dwellings
South: R-2/Single Family Dwelling
East: R-I/Vacant, Single Family Dwelling
West: R-2/Apartments
C. GENERAL PLAN LAND USE DESIGNATION:
Medium Density Residential, 5-7 d.u./acre.
II. PROJECT DESCRIPTION:
The applicants propose to construct a five unit residential condominium project on
the subject property. The property is a 22,284 square foot site located on the east
side of San Rafael some 280 feet south of Catalina. Approximately half of the
property on the street is vacant while the remainder is occupied by older structures
which would not meet the city's present architectural standards.
III. SITE PLAN:
The property is 79 feet wide by a depth of 289 feet. Due to this lot configuration,
the site plan has been laid out with a center driveway with carports located on
either side. To the east are the five units along with the recreation facilities (i.e.
pool, spa, gazebo and open space).
The zoning allows one dwelling unit for every four thousand square feet of land
area; therefore, on this 22,284 square foot lot up to five units are permitted.
All units will have two bedrooms with two baths and will be approximately 1102
square feet.
The plans have been preliminarily reviewed by the architectural commission.
Following this preliminary review the plans were referred back to the applicant to
restudy the building elevations. It was basically felt that the architecture
presented was not up to the standard which the city now requires.

IV. ANALYSIS:
A. REQUIRED FINDINGS FOR APPROVAL OF PRECISE PLAN:
1. The design of the precise plan will not substantially depreciate
property values in the vicinity.
Justification:
The design of the use is compatible with other residential uses
existing in the vicinity.
2. The precise plan will not unreasonably interfere with the use or
enjoyment of property in the vicinity by the occupants thereof
for lawful purposes.
Justification:
The surrounding land in the vicinity is zoned for similar types of
uses as proposed and owners would not be deprived the use of their
land.
3. The precise plan will not endanger the public peace, health, safety
or general welfare.
Justification:
The precise plan complies with all code requirements and will receive
architectural commission approval and will not be detrimental to the
public peace, health, safety or general welfare.
B. FINDINGS:
Specific findings and justifications must be made in order to approve a
tentative tract map. Those findings are as follows:
1. That the proposed map is consistent with applicable general and
specific plans.
2. That the design or improvement of the proposed subdivision is
consistent with applicable general and specific plans.
3. That the site is physically suitable for the type of development.
4. That the site is physically suitable for the proposed density
of development.
5. That the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially injure fish or wildlife or their habitat.
6. That the design of the subdivision or the type of improvements
are not likely to cause serious public health problems.
7. That the design of the subdivision or the type of improvements
will not conflict with easements acquired by the public at large,
for access through or use of property within the proposed
subdivision.

B. FINDINGS (CONTINUED)
The proposed tentative tract map is for a single lot subdivision for
condominium purposes. The tract map will not result in the subdivision of the
lot but will permit the sale of each of the five units.
The justifications in support of the findings are as follows:
1. The zoning of the property, R-2, is consistent with the general plan
land use designation of medium density 5-7 d.u./acre. The development
of five residential condominium units is in conformity with the
zoning; therefore, the project is consistent with the general plan.
2. The design of the project is consistent with the provisions of the
general plan.
3 & 4. The site is of sufficient size, shape and topography for the proposed
type and density of development.
5 & 6. The design of the subdivision is not likely to cause substantial
environmental damage or serious public health problems because it
will be developed in concert with applicable local, state and federal
regulations.
7. There is a five foot wide utility easement along the north property
line. Due to the layout of the project, this easement will not be
affected.
Based on the above, there appears to be sufficient justification for approval.
C. ENVIRONMENTAL REVIEW:
The director of environmental services has determined that the proposed
project is a Class 3 categorical exemption for purposes of CEQA and no
further documentation is necessary.
D. STAFF RECOMMENDATION:
Based on the findings in the staff report and draft resolution, staff
recommends approval of Precise Plan 13-83 and Tentative Tract 19575 by
adoption of Planning Commission Resolution No. subject to
conditions.
"A resolution of the planning commission of the City of Palm Desert,
approving a precise plan and a tentative tract map to allow construction
of five condominium units in the R-2 zone located on the east side of
San Rafael Avenue, 270 feet south of Catalina Way".

WHEREAS the planning commission of the City of Palm Desert, California, did
on the 15th day of November, 1983, hold a duly noticed public hearing to consider the
request of J & J INVESTORS for approval of a precise plan of design and a tentative tract
map to allow the development of five condominium units in an R-2 zone on the east side
of San Rafael Avenue, 270 feet south of Catalina Way.
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-8911, in that the director of environmental services has determined that
the project is a Class 3 categorical exemption for purposes of CEQA and no further
documentation is necessary.
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments of all interested persons desiring to be heard, said commission did find the
following facts and reasons to exist to justify the granting of said precise plan of design:
1. The design of the precise plan will not substantially depreciate property
values in the vicinity.
2. The precise plan will not unreasonably interfere with the use or enjoyment
of property in the vicinity by the occupants thereof for lawful purposes.

NOW, THEREFORE, BE IT RESOLVED by the planning commission of the City
of Palm Desert, California, as follows:

the findings of the commission in this case.

Conditions of Approval
Case Nos. PP 13-83 and TT 19575
Department of Environmental Services:
1. The development of the property shall conform substantially with exhibits on file
with the department of environmental services as modified by the following
conditions.
2. The development of the property described herein shall be subject to the restrictions
and limitations set forth herein which are in addition to all municipal ordinances and
state and federal statutes now in force or which hereafter may be in force.
3. Construction of a portion of said project shall commence within one year from the
date of final approval unless an extension of time is granted; otherwise said approval
shall become null, void and of no effect whatsoever.
4. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Architectural Commission
City Fire Marshal
Coachella Valley Water District
Palm Desert Community Services District
Evidence of said permit or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit for
the use contemplated herewith.
Department of Public Works:
5. Drainage and signalization fund fees as required by city ordinance, shall be paid prior
to recordation of the final map.
6. Drainage facilities shall be provided per Ordinance No. 218 and the master drainage
plan to the specifications of the director of public works.
7. Full half-street public improvements, including traffic safety lighting and sidewalk,
shall be installed in accordance with city standards.
8. Improvement plans for water and sewer systems shall be approved by the respective
service districts.
9. Complete improvement and grading plans and specifications shall be submitted as
required by ordinance to the city engineer for checking and approval before
construction of any improvements is commenced. The subdivider shall submit "as-
built" plans prior to acceptance of the subdivision improvements by the city.
10. Additional storm drain construction shall be contingent upon a drainage study by the
private engineer.
11. Landscaping maintenance on San Rafael shall be provided by the homeowners'
association.
12. This property is in the AO Depth P Zone as shown on the flood insurance rate map. A
flood hazard report, as required by Ordinance No. 221 (Flood Damage Prevention
Ordinance) shall be submitted to the public works department. The report must be
approved by the flood review committee prior to approval of the grading plan.
13. Five foot right-of-way dedication on San Rafael for a thrity foot half width
residential street.
14. Off-site improvement plans to be approved by the public works department and a
surety bond posted to guarantee the off-site improvements prior to the map
recording.
PLANNING COMMISSION RESOLUTION NO.
Fire Marshal:
15. Install a water system capable of delivering 2500 GPM fire flow from any fire
hydrant for a two hour duration in addition to domestic supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply main
from which the flow is measured at the time of measurement.
16. Install a Riverside County super fire hydrant located within 250' of building measured
along an approved travel way.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
17. Prior to recordation of the final map, the developer shall furnish the original and
three (3) copies of the water system plan to the fire marshal for review.
18. The water system plan shall be signed by a registered civil engineer and approved by
the water company, with the following certification: "I certify that the design of the
water system in Tract No. 19575 and PP 13-83 is in accordance with the requirements
prescribed by the fire marshal". Upon approval, the original plan will be returned to
the developer.
19. Prior to delivery of combustible materials to the building site, the required water
system shall be installed operating and delivering the required flow.
20. No parking allowed in driveway access.
Palm Desert Water and Services District:
21. A concrete block wall is shown on the north property line which is coincident in
alignment with a 10 - inch steel district water main and encroaches within the five
foot easement given for water main service purposes. If a wall is to be built:
A. Care must be exercised when excavating for the wall footing so as not
to damage the 10 - inch steel water main.
B. All costs for damages and/or repair to the main due to construction of the wall
shall be borne by the developer.
22. The owner of the property shall execute an agreement that provides that if at any
time in the future the water main requires repair, the owner shall pay for all costs
related to the repair including the removal and replacement of the wall and any other
improvements in the vicinity of the required repair.
23. The district will install a 2-inch water meter at a cost of $2,000.00.
24. A frontage fee of $8.00 per foot will be imposed along San Rafael Avenue.
25. The water service installation charges will be as follows:
One 2-inch water meter @ $2,000 $2,000.00
Frontage Fee for 79 feet @ $8.00 $ 632.00
Total 2,6 22.00
26. All fees and meter installation charges must be paid before the installation work will
begin.
27. At least one week advance notice should be given.
28. A hydrant exists at the northwest corner of the property. The addition of any new
fire hydrants or the relocation of any existing fire hydrants if required by the city
fire marshal would be completed at an additional charge to be determined upon
request.
Coachella Valley Water District:
29. This area shall be annexed to District Nos. 54 and 80 of the Coachella Valley Water
District for sanitation service.

In response to your letter regarding the above referenced
project , we would like to make the following comments :
1. A concrete block wall is shown on the north
property line which is coincident in alignment
with a 10-inch steel District water main and
encroaches within the 5 foot easement given for
water main service purposes . If a wall is to be
built : 1) Care must be excercised when excavat-
ing for the wall footing so as not to damage the
10-inch steel water main. 2) All costs for
damages and/or repair to the main due to con-
struction of the wall shall be borne by the
developer.

This area is shown to be subject to shallow flooding and is designated Zone
AO, depth 1 foot on Federal Flood Insurance rate maps which are in effect
at this time. However, we expect the Federal Flood Insurance rate maps
will be revised due to the construction of the Palm Valley Stormwater
Channel.
The District will furnish sanitation service to this area in accordance with the
current regulations of this District.

Gentlemen:
This letter is not to be interpreted as a contractual commitment to serve the
proposed project; but only as an information service. Its intent is to notify
you that the Southern California Gas Company has facilities in the area where
the above named project is proposed. Gas service to the project could be pro-
vided from an existing main without any significant impact on the environment.
The service would be in accordance with the Company's policies and extension
rules on file with the California Public utilities Commission at the time con-
tractual arrangements are made.
The availability of natural gas service, as set forth in this letter, is based
upon present conditions of gas supply and regulatory policies. As a public
utility, the Southern California Gas Company is under the jurisdiction of the
California Public utilities Commission. We can also be affected by actions of
federal regulatory agencies. Should these agencies take any action which
affects gas supply or the condition under which service is available, gas ser-
vice will be provided in accordance with revised conditions.
We have developed several programs which are available, upon request, to provide �
assistance in selecting the most effective applications of energy conservation
techniques for a particular project. If you desire further information on any

Dear Mr. Diaz :
In response to your letter regarding the above referenced
project , we would like to make the following comments :
1. A concrete block wall is shown on the north
property line which is coincident in alignment
with a 10-inch steel District water main and
encroaches within the 5 foot easement given for
water main service purposes . If a wall is to be
built : 1) Care must be excercised when excavat-
ing for the wall footing so as not to damage the
10- inch steel water main. 2) All costs for
damages and/or repair to the main due to con-
struction of the wall shall be borne by the
developer.
2 . The owner of the property shall execute an
agreement that provides that if at any time in the
future the water main requires repair, the owner
shall pay for all costs related to the repair
including the removal and replacement of the wall
and any other improvements in the vicinity of the
required repair.
3. The District will install a 2-inch water meter
at a cost of $2 , 000. 00.
4. A frontage fee of $8 . 00 per foot will be
imposed along San Rafael Avenue .
5. The water service installation charges will be
as follows :

pleted at an additional charge to be determined
upon request .

The following should be considered as conditions of approval :
(1) Drainage and signalization fund fees, as required by City ordinance, shall be
paid prior to recordation of the final map.
(2) Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Director of Public Works.
(3) Full half-street public improvements, including traffic safety lighting and
sidewalk, shall be installed in accordance with City standards.
(4) Improvement plans for water and sewer systems shall be approved by the respec-
tive service districts.
(5) Complete improvement and grading plans and specifications shall be submitted
as required by ordinance to the City Engineer for checking and approval be-
fore construction of any improvements is commenced. The subdivider shall
submit "as-built" plans prior to acceptance of the subdivision improvements
by the City.
(6) Additional storm drain construction shall be contingent upon a drainage study
by the private engineer.
(7) Landscaping maintenance on San Rafael shall be provided by the homeowners
association.
(8) This property is in the AO Depth 1' Zone as shown on the Flood Insurance
Rate Map. A flood hazard report, as required by Ordinance No. 221 (Flood
Damage Prevention Ordinance) shall be submitted to the Public Works Depart-
ment. The report must be approved by the Flood Review Committee prior to
approval of the grading plan.
(9) Five-foot right-of-way dedication on San Rafael for a thirty-foot half
width residential street:
(10) Off-site improvement plans to be approved by the Public Works Department and
a surety bond posted to guarantee the off-site improvements prior to the map
recording.

Dear Mr. Diaz,
Provide the following fire protection in accordance with the Uniform Fire Code:
1 . .Install a water system capable of delivering 2500 GPM fire flow from any
fire hydrant for a two hour duration in addition -to domestic supply. The
computation shall be based upon a minimum of 20 psi residual operating pressure
in the supply main from which the flow is measured at the time of measurement.
2. Install a Riverside County super fire hydrant located within 250' of building
measured along an approved travel way.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
3. Prior to recordation of the final map, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
4. The water system plan shall be signed by a registered civil engineer and approved
by the water company, with the following certification: "I certify that the design
of the water system in Tract No. 19575, PP 13-83 is in accordance with the require-
ments prescribed by the Fire Marshal ." Upon approval , the original plan will be
returned to the developer.
5. Prior to delivery of combustible materials to the building site, the required
water system shall be installed, operating and delivering the required flow.
6. No parking allowed in driveway access.

utility, the Southern California Gas Company is under the jurisdiction of the
California Public Utilities Commission. We can also be affected by actions of
federal regulatory agencies. Should these agencies take any action which
affects gas supply or the condition under which service is available, gas ser-
vice will be provided in accordance with revised conditions.

The following should be considered as conditions of approval :
(1) Drainage and signalization fund fees, as required by City ordinance, shall be
paid prior to recordation of the final map.
(2) Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Director of Public Works.
(3) Full half-street public improvements, including traffic safety lighting and
sidewalk, shall be installed in accordance with City standards.
(4) Improvement plans for water and sewer systems shall be approved by the respec-
tive service districts.
(5) Complete improvement and grading plans and specifications shall be submitted
as required by ordinance to the City. Engineer for checking and approval be-
fore construction of any improvements is commenced. The subdivider shall
submit "as-built" plans prior to acceptance of the subdivision improvements
by the City.
(6) Additional storm drain construction shall be contingent upon a drainage study
by the private engineer.
(7) Landscaping maintenance on San Rafael shall be provided by the homeowners
association.
(8) This property is in the AO Depth 1' Zone as shown on the Flood Insurance
Rate Map. A flood hazard report, as required by Ordinance No. 221 (Flood
Damage Prevention Ordinance) shall be submitted to the Public Works Depart-
ment. The report must be approved by the Flood Review Committee prior to
approval of the grading plan.
(9) Five-foot right-of-way dedication on San Rafael for a thirty-foot half
width residential street:
(10) Off-site improvement plans to be approved by the Public Works Department and
a surety bond posted to guarantee the off-site improvements prior to the map
recording.

Dear Mr. Diaz :
In response to your letter regarding the above referenced
project , we would like to make the following comments :
1. A concrete block wall is shown on the north
property line which is coincident in alignment
with a 10-inch steel District water main and
encroaches within the S foot easement given for
water main service purposes . If a wall is to be
built : 1) Care must be excercised when excavat-
ing for the wall footing so as not to damage the
10-inch steel water main. 2) All costs for
damages and/or repair to the main due to con-
struction of the wall shall be borne by the
developer.
2 . The owner of the property shall execute an
agreement that provides that if at any time in the
future the water main requires repair, the owner
shall pay for all costs related to the repair
including the removal and replacement of the wall
and any other improvements in the vicinity of the
required repair.
3. The District will install a 2-inch water meter
at a cost of $2 , 000 . 00 .
4 . A frontage fee of $8 . 00 per foot will be
imposed along San Rafael Avenue.

SUBJECT: Percolation Test Results, Proposed Five-Plex Structure, San
Rafael Avenue, Palm Desert, California.
Gentlemen:
In accordance with your request , we have performed a deep percolation test
at the subject site. The purpose of this test was to determine the absorp-
tive characteristics of the underlying soils to allow the design of the
proposed seepage pits.
The subject site is a trapezium shaped parcel of land that is located
adjacent to and east of San Rafael Avenue in the City of Palm Desert.
Surrounding land use consists of developed and undeveloped residential
property. The site is presently in an undeveloped state with drainage
being accomplished by sheetflow along a general land slope of less than
5%. No wells were observed on or within 500 feet of the site.
In general , the Palm Desert area is underlain by up to several hundred
feet of Quaternary alluvial and aeolian deposits. The specific near-
surface soils encountered during our investigation were predominantly
brown , dry to humid, loose to medium dense, silty sands.

One deep percolation test was performed in accordance with the method
recommended by the Riverside County Environmental Health Services Depart-
inent. This method consists of drilling an eight-inch diameter test hole
to the approximate depth of the proposed seepage pits , pre-soaking the
hole, refilling the hole and measuring the rate of drop for the specified
period of time. The results of the test are summarized below.

The field data sheets and corresponding calculations are shown on the
attachments at the end of this report. Based upon the obtained rate of
3.8 gallons per square foot per day the required seepage pit depth can be
determined from the following formulas.

We recommend that all materials and methods of construction regarding
seepage pit installation conform with good engineering practices and the
minimum standards set forth by the Riverside County Environmental Health
Department.
Based on the results of our percolation tests , it appears that there is
sufficient area at the site to support effluent disposal systems that will
meet the current codes and standards of the Riverside County Health Depart-
ment. It is further our opinion that the groundwater level will not
encroach within the current allowable limit.

of San Rafael Avenue and Catalina Way in the City of Palm Desert, Calif-
ornia. It is our understanding that a five-unit , single-story apartment
building and swimming pool are planned for this site.
It has further been assumed that only a minimal amount of grading will be
necessary to develop the site. This assumption was based on the rela-
tively level nature of this site and surrounding properties. The site
configuration and exploration locations are shown on Plate Number 1. The
following Figure Number 1 provides a vicinity map for this project.
PROJECT SCOPE
This investigation consisted of: surface reconnaissance; subsurface
explorations; obtaining representative disturbed and undisturbed samples;
laboratory testing; analysis of the field and laboratory data; research of
available geological literature pertaining to the site; and preparation of
this report. Specifically, the intent of our analysis was to:

a) Explore the subsurface conditions to the depths ,influenced by the
proposed construction.
b) Evaluate, by laboratory tests, the pertinent engineering proper-
ties of the various strata which will influence the development,
including their bearing capacities, expansive characteristics and
settlement potential .
c) Define the general geology at the site including possible geolog-
ic hazards which could have an effect on the site development.
d) Develop soil engineering criteria for site grading.
e) Determine potential construction difficulties and provide recom-
mendations concerning these problems.
f) Recommend an appropriate foundation system for the type of struc-
tures anticipated and develop soil engineering design criteria
for the recommended foundation design.
FINDINGS
SITE DESCRIPTION
The project site is a trapezium shaped lot that is located adjacent to and
east of San Rafael Avenue in the City of Palm Desert. Surrounding land
use consists of developed and undeveloped residential property. The site
is relatively level and drainage is accomplished by sheetflow in a general
westerly direction. Vegetation consists of a light to moderate growth of
grases with several trees near the periphery. No structures currently
occupy the site and no evidence of former structures was noted during our
investigation.

GENERAL GEOLOGY AND SUBSURFACE CONDITIONS
SOIL DESCRIPTION: The Palm Desert area of the Coachella Valley is typi-
cally underlain by Quaternary alluvial and aeolian deposits which are
believed to be several hundred feet thick. The soils which comprise these
deposits consist of gravels, sands and silts. Crystalline bedrock under-
lies these soils at an undetermined depth. More specifically, the near
surface soils encountered in our subsurface explorations were noted to be
silty sands and poorly graded, slightly silty sands. These deposits were
observed to be relatively uniform across this site and were generally dry
to humid and loose to medium dense.
GROUNDWATER: No groundwater was encountered within 30 feet of existing
grade and no groundwater related problems are anticipated either during or
after construction.
TECTONIC SETTING: The site is located between the San Andreas Fault Zone
and the San Jacinto Fault Zone, two of the known major active fault zones
in the Southern California area. The San Andreas Fault Zone is approxi-
mately 8 miles to the northeast and the San Jacinto Fault Zone is approxi-
mately 17 miles to the southwest.
SEISMICITY: Both the San Andreas Fault Zone and the San Jacinto Fault
Zone are classified as active fault zones. Because this project site is
closer to the San Andreas Fault Zone than the San Jacinto Fault Zone, the
former should be used as the "design" fault.
The San Andreas Fault Zone is generally considered to have two major
branches in the vicinity of the subject site. The two branches are the
Mission Creek Fault and the Banning Fault, both of which are classified as
active branches. The San Andreas Fault Zone is the largest and most
studied fault zone in California so much seismic information is available.

The seismicity of the Mission Creek and Banning branches of the San An-
dreas Fault Zone has been studied in the area near the project site. The
historical seismicity of the study area from 1932 to 1972 and the project-
ed number of events per 100 years is summarized in the following table
adapted from the Riverside County Seismic Safety Report (1976).

GEOLOGIC HAZARDS
The most likely geologic hazard to affect the site is groundshaking due to
movement along the San Andreas Fault Zone or to a lesser degree, movement
along the San Jacinto Fault Zone. Relative groundshaking hazard zones
have been developed in Riverside County by dividing the county into five
zones based on soil types and five zones based on the distance from causi-
tive faults. The distance zonations were chosen arbitrarily and are
defined in the technical report of .the Riverside County Seismic Safety
Report ( 1976) so that Zone I includes ground accelerations for average
site conditions up to that taken into account in the 1973 Edition of the
Uniform Building Code with each successive zone representing a multiple of
that acceleration. The project site is in Distance Zone III , and in Soil
Type Zone B (alluvium of thin to intermediate thickness: 10-2,000 feet
thick).

Recurrence intervals and magnitudes of earthquakes along the San Andreas
Fault Zone are given in the following table as taken from the Riverside
County Seismic Safety Report ( 1976).

The project planned for the subject site is assigned to Use Category D
(Normal-Low Risk) as defined by the Riverside County Seismic Safety Report
so that the design earthquake recommended is the 6.5 event on the San
Andreas Fault Zone. According to the table of Generalized Character-
istics of Expected Earthquakes that is presented in the Riverside County
Seismic Safety Report, maximum ground acceleration at the site should be
considered to be as high as 0.46 g. Predominant period of groundshaking
and duration of "strong" shaking should be considered to be 0.1 to 0.3 .
seconds and 10 to 20 seconds respectively.
Construction in accordance with the minimum standards of the Uniform
Building Code and other applicable ordinances should minimize potential
structural damage resulting from seismic activity.
Other geologic hazards such a; liquefaction, tsunamis, seict.Es, or land-
sliding that could possibly affect the site can be considered to be mini-
mal or nonexistent.

RECOMMENDATIONS AND CONCLUSIONS
GENERAL DESIGN CONSIDERATIONS
The findings of this study indicate that the site is suitable for the
proposed development. The settlement potential of the alluvium will
however require that special site preparation and foundation design be
utilized.
Methods to alleviate potential settlement problems consist of removing and
recompacting the compressible materials, utilizing pier or pile founda-
tions or utilizing specially design foundation systems in conjunction with
a mat of uniformly compacted soils. The recommendations which are present
within this report are not intended to completely eliminate the possible
settlement problems, but are intended to minimize the effects of possible
settlements and :t the same time minimize foundation costs. With this in
mind our analysis indicates that the use of a compacted soil mat with
specially designed footings should provide a most economic means of devel-
oping the proposed project. Based upon this, the following recommenda-
tions are provided.
SITE PREPARATION
BUILDING PADS: Due to the apparent loose consistency of the near surface
soils at this site, we recommend that they be removed and recompacted to
at least 90% of maximum dry density. It is our opinion that the depth of
removal should extend to at least 2 feet below the bottom of all footings.
The soils exposed at the base of this excavation should be moisture treat-
ed to a minimum of 1% above optimum condition and densified to 90% rela-
tive compaction to a depth of 12 inches. The previously removed soils and
any additional fill may then be replaced in eight inch lifts, watered to
at least 1% above optimum requirements and compacted to a minimum of 90%

of maximum dry density. The intent of these recommendations is to provide
at least 3 feet of compacted soil beneath all footings. At this depth, it
is believed that the loads induced will become minimal and should not
significantly contribute to settlements. The horizontal limits of these
recommendations should include the area within a perimeter of 5 feet
outside the building exterior. We further recommend that Southern Calif-
ornia Soil and Testing, Inc. be retained during site grading to determine
that the intent of the above recommendations have been satisfied.
PAVED AREAS: We recommend that the soils beneath areas to be paved should
be moisture treated to at least 2% above optimum conditions and densified
to 90%. The depth of the above recommendations should extend to at least
24 inches below subgrade elevation.
SWIMMING PUULS AND WHIRLPOOLS: Since groundwater was not encountered
within 30 feet of the natural grade, there should be no groundwater re-
lated problems during pool construction. However, because the in-situ
soils appear to be erratic in density, we recommend the soils at the
bottom of the pool excavation be densified to a depth of 24 inches to a
minimum of 90% relative compaction. Further, all pool backfill and the
soils to a depth of 2 feet under the pool perimeter slab should be com-
pacted to a minimum of 90% relative compaction.
EARTHWORK: All earthwork and grading contemplated for site preparation
should be accomplished in accordance with the attached Recommended Grading
Specifications and Special Provisions. All special site preparation
recommendations presented in the sections above will supersede those in
the standard Recommended Grading Specifications. All embankments, struc-
tural fill , and fill should be compacted to a minimum of 90% of its maxi-
mum dry density. Utility trench backfill within 5 feet of the proposed
structures and beneath asphalt pavements should be compacted to a minimum
of 90% of its maximum dry density. The maximum dry density of each soil
type should be determined in accordance with A.S.T.M. Test Method 1557-78,
Method A or C.

FOUNDATIONS
GENERAL: It is our opinion that the proposed structures may be supported
by spread footings provided the recommendations contained in this report
are followed. All footings should be founded at least 12 inches below
lowest adjacent finished grade with a minimum width of 12 inches. All
continuous footings should also be reinforced with at least one No. 4 bar
top and bottom.

BEARING CAPACITY: The allowable soil bearing pressure for the soils
prepared as recommended herein is expressed by the following formulas for
continuous, square, and circular spread footings:

Circular Footings q = 1.46 + 0.56 D + 0.10 B
Where:
q = Allowable soil bearing pressure as limited in shear in kips

B = Footing width or diameter in feet.
The above allowable stresses may be increased by one-third for wind and/or
seismic loading and should be decreased by one-fourth for dead load only.

The allowable bearing pressures for other size footinys m•ay be computed
from the above formulas. We recommend, however, that the maximum allow-
able soil bearing pressure be limited to 3.5 kips per square foot in order
to control settlements.
LATERAL RESISTANCE: Resistance to lateral loads may be provided by fric-
tion at the ; ase of the footing and by passive pr^ssure against the adja-
cent soil . For concrete footings on compacted soil , a coefficient of
friction of 0.35 may be used. For calculating passive pressure, an equi-
valent fluid unit weight of 225 pounds per cubic foot may be used. Pas-
sive pressure should not exceed 1,500 pounds per square foot. When com-
bining frictional and passive resistance, the latter should be reduced by
one-third.
ON-GRADE SLABS: The high .temperature differential endemic to desert areas
makes large concrete slabs-on-grade susceptible to tension cracks. Con-
sideration should be given to reinforcing large on-grade slabs with 6"x6"-
10/10 welded wire mesh in order to reduce the potential for differential
movement of the slab along shrinkage cracks which may develop. Further,
weakened plane joints should reduce the probability of developing un-
sightly and irregular cracks.
SETTLEMENT CHARACTERISTICS: The anticipated total and/or differential
settlements for the proposed structure may be considered to be within
tolerable limits provided the recommendations presented in this report are
followed.
EXPANSIVE CHARACTERISTICS: The prevailing foundation soils were found to
be nondetrimentally expansive and will not require special consideration
and/or design.

LIMITATIONS
REVIEW, OBSERVATION AND TESTING
It is recommended that Southern California Soil & Testing, Inc. be retain-
ed to provide continuous soil engineering services during the earthwork
operations. This is to observe compliance with the design concepts,
specifications or recommendations and to allow design changes in the event
that subsurface conditions differ from those anticipated prior to start of
construction.
UNIFORMITY OF CONDITIONS
The recommendations and opinions expressed in this report reflect our best
estimate 6f the project requirements based on an evaluation of the subsur-
face soil conditions encountered at the subsurface exploration locations
and the assumption that the soil conditions do not deviate appreciably
from those encountered. It should be recognized that the performance of
the foundations and/or cut and fill slopes may be influenced by undisclos-
ed or unforeseen variations in the soil conditions that may occur in the
intermediate and unexplored areas. Any unusual conditions not covered in
this report that may be encountered during site development should be
brought - to the attention of the soils engineer so that modifications may
be made if necessary.
CHANGE IN SCOPE
This office should be advised of any changes in the project scope or
.proposed site grading so that it may be determined if the recommendations
contained herein are appropriate. This should be verified in writing or
modified by a written addendum.

The findings of this report are valid as of this date. Changes in the
condition of a property can, however, occur with the passage of time,
whether they be due to natural processes or the work of man on this or
adjacent properties. In addition, changes in the State-of-the-Art and/or
Government Codes may occur. Due to such changes, the findings of this
report may be invalidated wholly or in part by changes beyond our control .
Therefore, this report should not be relied upon after a period of two
years without a review by us verifying the suitability of the conclusions
and recommendations.

brought to the attention of the engineer and architect for the project and
incorporated into the project 's plans and specifications. It is further
their responsibility to take the necessary measures to ensure that the
contractor and his subcontractors carry out such recommendations during
construction.
FIELD EXPLORATIONS
Three subsurface explorations were made at the locations indicated on the
attached Plate Number 1 on July 29, 1983. These explorations consisted of
borings extended by means of a rotary augered drill rig. The field work
was conducted under the observation of our engineering geology personnel .
The explorations were carefully logged when made. These logs are present-
ed on the following Plate Numbers 3 through 5. The soils are described in
accordance with the Unified Soils Classification System as illustrated on
the attached simplified chart Plate Number 2. In addition, a verbal
textural description, the wet color, the apparent moisture and the density
or consistency are presented. The density of granular material is given
as either very loose, loose, medium dense, dense or very dense.
Disturbed and undisturbed samples of typical and representative soils were
obtained and returned to the laboratory for testing. Representative core
samples were obtained by means of a 2 3/8" I .D. split tube sample driven
into the soil by means of a 140 pound weight free falling a distance of 30
inches. The number of blows required to drive the split tube sampler is
indicated on the boring logs as "penetration resistance". The core sam-
ples were carefully removed, sealed, and returned to the laboratory for
testing. In addition, standard penetration tests were performed using a 1
3/8" I .D. sampler. The number of blows required to drive the sampler a
distance of 12 inches is also indicated on the boring logs.

LABORATORY TESTING
Laboratory tests were performed in accordance with the generally accepted
American Society for Testing and Materials (A.S.T.M. ) test methods or
suggested procedures. A brief description of the tests performed is
presented below:
a) MOISTURE-DENSITY: Field moisture content and dry density were
determined for representative undisturbed samples obtained. This
information was an aid to classification and permitted recogni -
tion of variations in material consistency with depth. The dry
unit weight is determined in pounds per cubic foot, and the field
moisture content is determined as a percentage of the soil 's dry
weight. The results are summarized in the trench logs.
b) CLASSIFICATION: Field classifications were verified in , the
laboratory by visual examination. The final soil classifica-
tions are in accordance with the Unified Soil Classification
System.
c) DIRECT SHEAR TESTS: Direct shear tests were performed to deter-
mine the failure envelope based -on yield shear strength. The
shear box was designed to accomodate a sample having a diameter
of 2.375 inches or 2.50 inches and a height of 1.0 inch. Samples
were tested at different vertical loads and at saturated moisture
content. The shear stress was applied at a constant rate of
strain of approximately 0.05 inches per minute. The results of
these tests are presented on attached Plate Number 6.
d) COMPACTION TEST: The maximum dry density and optimum moisture
content of typical soils were determined in the laboratory in
accordance with A.S.T.M. Standard Test D-1557-78, Method A. The
results of these tests are presented on the following Plate
Number 6.

e) GRAIN SIZE DISTRIBUTION: The grain size distribution was deter-
mined for representative samples of the native soils in accor-
dance with A.S.T.M. Standard Test D-422. The results of these
tests are presented on Plate Number 7.

RECOMMENDED GRADING SPECIFICATIONS - GENERAL PROVISIONS
GENERAL INTENT
The intent of these specifications is to establish procedures for clear-
ing, compacting natural ground, preparing areas to be filled, and placing
and compacting fill soils to the lines and grades shown on the accepted
plans. The recommendations contained in the preliminary soil investiga-
tion report and/or the attached Special Provisions are a part of the
Recommended Grading Specifications and shall supersede the provisions
contained hereinafter in the case of conflict. These specifications shall
only be used in conjunction with the soil report for which they are a
part. No deviation from these specifications will be allowed, except
where specified in the soil report or in other written communication
signed by the Soil Engineer.
OBSERVATION AND TESTING
Southern California Soil & Testing, Inc. shall be retained as the Soil
Engineer to observe and test the earthwork in accordance with these speci -
fications. It will be necessary that the Soil Engineer or his representa-
tive provide adequate observation so that he may provide an opinion that
the work was or was not accomplished as specified. It shall be the re-
sponsibility of the contractor to assist the soil engineer and to keep him
apprised of work schedules, changes and new information and data so that
he may provide these opinions. In the event that any unusual conditions
not covered by the special provisions or preliminary soil report are
encountered during the grading operations, the Soil Engineer shall be
contacted for further recommendations.

If, in the opinion of the Soil Engineer, substandard conditions are en-
countered, such as ; questionable or unsuitable soil , unacceptable moisture
content , inadequate compaction, adverse weather, etc. , he will be empower-
ed to either stop construction until the conditions are remedied or cor-
rected or recommend rejection of this work.
Test methods used to determine the degree of compaction should be per-
formed in accordance with the following American Society for Testing and
Materials test methods:
Maximum Density & Optimum Moisture Content - A.S.T.M. D-1557-78.
Density of Soil In-Place - A.S.T.M. D-1556-64 or A..S.T.M. D-2922.
All densities shall be expressed in terms of Relative Compaction as deter-
mined by the foregoing A.S.T.M. testing procedures.
PREPARATION OF AREAS TO RECEIVE FILL
All vegetation, brush and debris derived from clearing operations shall be
removed, and legally disposed of. All areas disturbed by site grading
should be left in a neat and finished apperance, free from unsightly
debris.
Any abandoned buried structures encountered during grading operations must
be totally removed. All underground utilities to be abandoned beneath any
proposed structure should be removed from within 10 feet of the structure
and properly capped off. The resulting depressions from the above des-
cribed procedures should be backfilled with acceptable soil that is com-
pacted to the requirements of the Soil Engineer. This includes, but is
not limited to, septic tanks , fuel tanks , sewer lines or leach lines ,

storm drains and water lines . Any buried structures or utilities not to
be abandoned should be investigated by the Soil Engineer to determine if
any special recommendation will be necessary.
All .water wells which will be abandoned should be backfilled and capped in
accordance to the requirements set forth in the Geotechnical Report. The
top of the cao should be at least 4 feet below finish grade or 3 feet
below the bottom of footing whichever is greater. The type of cap will
depend on the diameter of the well and should be determined by the Soil
Engineer and/or a qualified Structural Engineer.
When the slope of the natural ground receiving fill exceeds 20% (5 hori -
zontal units to 1 vertical unit) , the original ground shall he stepped or
benched. Bencnes shali be cut to a firm competent soil condition. The
lcaer bench shall be at least 10 feet wide or 1 1/2 times the equipment
width which ever is greater and shall be sloped back into the hillside at
a gradient of not less than two (2) percent. All other benches should be
at least 6 feet wide. The horizontal portion of each bench shall be
compacted prior to receiving fill as specified hereinbefore for compacted
natural ground. Ground slopes flatter than 20% shall be benched when
considered necessary by the Soil Engineer.
After clearing or benching, the natural ground in areas to be filled shall
be scarified to a depth of. 6 inches , brought to the proper moisture con-
tent, compacted and tested for the minimum degree of compaction in the
Special Provisions or the recommendation contained in the preliminary soil
investigation report. All loose soils in excess of 6 inches thick should
be removed to firm natural ground which is defined as natural soil which
possesses an in-situ density of at least 85% of its maximum dry density.

FILL MATERIAL
Materials placed in the fill shall be approved by the soil engineer and
shall be free of vegetable matter and other deleterious substances. Gran-
ular soil shall contain sufficient fine material to fill the voids. The
definition and disposition of oversized rocks, expansive and/or detrimen-
tal soils are covered in the soils report or Special Provisions. Expan-
sive soils, soils of poor gradation, or soils with low strength character-
isi:ir_s inay be thcroughly mixed with other soils to provide satisfactory
fill material , but only with the explicit consent of the soil engineer.
Any import material shall be approved by the Soil Engineer before being
bruught to the site.
PLACING AND COMPACTION OF FILL
Approved fill material shall be placed in areas prepared to receive fill
in layers not to exceed 6 inches in compacted thickness. Each layer shall
have a uniform inoisture content in the range that will allow the compac-
tion effort to be efficiently applied to achieve the specified degree of
compaction. Each layer shall be uniformly compacted to the minimum speci -
fied degree of compaction .with equipment of adequate size to economically
compact the layer. Compaction equipment should either be specifically
designed for soil compaction or of proven reliability. The minimum degree
of compaction to be achieved is specified in either the Special Provisions
or the recommendations contained in the preliminary soil investigation
report.
When the structural fill material includes rocks, no rocks will be allowed
to nest and all voids must be carefully filled with soil such that the
minimum degree of compaction recommended . in the Special Provisions is

achieved. The maximum size and spacing of rock permitted in structural
fills and in non-structural fills is discussed in the soil report, when
applicable.
Field observation and compaction tests to estimate the degree of compac-
tion of the fill will be taken by the Soil Engineer or his representative.
The location and frequency of the tests shall be at the Soil Engineer ' s
discretion. When the compaction Lest indicates that a p_,rticula, layer is
less than the required degree of compaction , the layer shall be reworked
to the satisfaction of the Soil Engineer and until the desired relative
compaction has been obtained.
Fill slopes shall be compacted by means of sheepsfoot rollers or other
Suitable equipment. Compaction by sheepsfoot rollers shall be at vertical
intervals of not greater than four feet. 1n addition , fill slopes at
ratios of two horizontal to one vertical or flatter, should be track-
rolled. Steeper fill slopes shall be over-built and cut-back to finish
contours. Slope compac�ion operations shall result in all fill material
six or more inches inward from the finished face of the slope having a
relative compaction of at least 90% of maximum dry density or that speci-
fied in the Special Provisions section of this specification. The compac-
tion operation on the slopes shall be continued until the Soil Engineer is
satisfied that the slopes will be stable in regards to surficial stabil-
ity.
Slope tests will be made by the Soils Engineer during construction of the
slopes to determine if the required compaction is being achieved. Where
failing tests occur or other field problems arise, the Contractor will be
notified that day of such conditions by written communication from the
Soil Engineer in the form of a daily field report.

If the method of achieving the required slope compaction selected by the
Contractor fails to produce the necessary results , the Contractor shall
rework or rebuild such slopes until the required degree of compaction is
obtained, at no additional cost to the Owner or Soils Engineer.
CUT SLOPES
fhe Engineering Geologist shall inspect all cut slopes excavated in rock
or lithified formational material during the grading operations at inter-
vals determined at his discretion. If any conditions not anticipated in
the preliminary report such as perched water, seepage, lenticular or
confined strata of a potentially adverse .nature, unfavorably inclined
bedding, joints or fault planes are encountered during grading, these
conditions shall be analyzed by the Engineering Geologist and Soil Engi -
neer to determine if mitigating measures are necessary.
Unless otherwise specified in the soil and geological report , no cut
slopes shall be excavated higher or steeper than that allowed by the
ordinances of the controlling governmental agency.
ENGINEERING OBSERVATION
Field observation by the Soil Engineer or his representative shall be made
during the filling and compacting operations so that he can express his
opinion regarding the conformance of the grading with acceptable standards
of practice. The presence of the Soil Engineer or his representative or
the observation and testing shall not release the Grading Contractor from
his duty to compact all fill material to the specified degree of compac-
tion.

SEASON LIMITS
Fill shall not be placed during unfavorable weather conditions. When work
is interrupted by heavy rain, filling operations shall not be resumed
until the proper moisture content and density of the fill materials can be
achieved. Damaged site conditions resulting from weather or acts of God
shall be repaired before acceptance of work.
RECOMMENDED GRADING SPECIFICATIONS-SPECIAL PROVISIONS
The minimum degree of compaction to be obtained in compacting natural
ground, in the compacted fill , and in the compacted backfill shall be at
least 90 percent .
Detrimentally expansive soil is defined as soil which will swell more than
3 percent against a pressure of 150 pounds per square foot from a condi -
tion of 90 percent of maximum dry density and air dried moisture content
to saturation.
Oversized fill material is defined as rocks or lumps over 6 inches in
diameter. At least 40 percent of the fill soils shall pass through a No.
4 U.S. Standard Sieve.
Transition Lots: Where transitions between cut and fill occur within the
proposed building pad, the cut portion should be undercut a minimum of one
foot below the base of the proposed footings and recompacted as structural
backfill .
