This area is designated Zone B on Federal Flood Insurance rate maps which are in effect at this time. There may be erosion of the banks of the stormwater channel during periods of unusual rainfall and discharge. Plans for protective works shall be submitted to the Coachella Valley Water District for review. The District will furnish domestic water and sanitation services to this area in accordance with the current regulations of this District. These regulations provide for the payment of certain fees and charges by the subdivider and said fees and charges are subject to change. The District will need additional facilities to provide for the orderly expansion of its sanitation system. The developer will be required to provide land on which some of these facilities will be located. These sites shall be shown on the tract map as lots to be deeded to the District for such purposes. (Condition of Approval) Post at front entrance a detailed plot map showing complete layout of facilities, including each address, recreation areas, pools and culbhouses (if any). 2. (Condition of Approval) Include another access into complex or include some type of emergency access for emergency vehicles. 3. The location of the tot lot should be re-located to a position that afords more visibility from residential units. Trees in this area should be thinned out and pruned up high to afford maximun visibility of this area. 4. Adequate parking should be installed with visitor and handicapped parking areas included. 5. All pedestrian walks should have access to the main street (inside complex) and be designed so access to units is as direct as possible. Access arteries should also be limited in number to ensure they are well traveled. They should all be evenly lit with a minumum maintained lighting level of at least 1 footcandle and not less than Ya of a footcandle. Install a water system capable of delivering 2500 GPM fire flow from any fire hydrant for a 2 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow re- quirements will depend on built-in fire protection provisions of buildings. 2. Install Riverside County super fire hydrants so that no point of any building is more than 250 feet from a fire hydrant measured along approved vehicular travel ways. a. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. c. hydrants shall not be located closer than 25 feet to any builiding. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the Fire Marshal for review. Upon approval , one copy will be sent to the Building Department and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company with the following certification: "I certify that the design of the water system in PP-84-17 is in accordance with the requirements prescribed by the Fire Marshal . " 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. Install emergency vehicle receiver on entrance gate. 7. Provide secondary emergency vehicle access . 8. All buildings over 5000 square feet may require a sprinkler system. Ramon Diaz Page 2. This approval is contingent upon final adoption of the proposed Housing Element to the Palm Desert General Plan, GPA 84-01 and execution of a development agreement. 2. Prior to the issuance of a building permit for construction of any uses contemplated by this approval, the applicant shall first complete all the procedural requirements of the e city which include, but are not limited to, design review and building permits. 3. The development of the property shall conform with all approved exhibits on file with the department of environmental services and to all municipal, state and federal statutes now in force or which here after may be in force. 4. Install a water system capable of delivering 2500 GPM fire flow from any fire hydrant for a 2 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow requirements will depend on built-in fire protection provisions of buildings. 19. Install Riverside County super fire hydrants located at each intersection: a. but not greater than 500 feet apart in any direction. b. so that no point of any building is more than 250 feet from a fire hydrant measured along approved vehicular travel ways. C. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shal be painted green. d, curbs shall be painted red 15 feet in either direction from each hydrant. e. hydrants shall not be located closer than 25 feet to any building. 20. Prior to recordation of the final map, the developer shall furnish the original and three copies of the water system plan to the fire marshal for review. 21. Prior to issuance of a building permit, the developer shall furnish the original and 2 copies of the water system plan to the fire marshal for review. Upon approval, one copy will be sent to the building department, and the original will be returned to the developer. 22. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system in PP 84-17, C/Z 84-7 is in accordance with the requirements prescribed by the fire marshal." 23. Size, number and location of driveways to public works specifications. /lr -4- z, City of Palm Desert Department of Environmental Services Staff Report TO: Planning Commission DATE: July 2, 1985 CASE NO: TT 20817 APPLICANT: ROBERTSON HOMES 1003 Cooley Drive Suite 102 Colton, CA 92324 I. BACKGROUND: This matter was continued from the meeting of May 21, 1985 and June 4, 1985 in order to allow the applicant to study his phasing plan after receiving the commission's concerns at their May 21st meeting. 11. PROPOSED PHASING: The applicant has adjusted his phasing plan so that all 74 lots will be recorded (73 single family lots and 1 lot for _the apartments) simultaneously. In order for the map to be recorded, complete improvements must be approved and either bonded for or installed. No building permits may be obtained until the map is recorded. III. MAP DESIGN: The design of the map is nearly identical to the precise plan which was filed a year ago. Staff's concerns deal with the perimeter visual appearance and the private street widths. The width of the area between curb line and the single family lots rear property line is shown to be 12 feet, 8 feet of which is a meandering sidewalk. As is current city policy, staff is recommending an additional five feet in this area to add more landscaping along the scenic corridors. The precise plan previously showed street widths of 32 feet which allows parking only on one side. Staff feels this is not practical in the single family section and that the street widths have a width of 40 feet to allow parking on both side except where bordering the apartments. IV. RECOMMENDATION: 1. Approval of the findings 2. Adoption of Planning Commission Resolution No. _ approving TT 20817 subject to the following added conditions. 1. 5 foot setback required for walls on Cook Street and Fred Waring Drive. 2. APPLICANT: ROBERTSON HOMES 1003 Cooley Drive, Suite 102 Colton, CA 92324 I. BACKGROUND: A. SITE DESCRIPTION: The site is flat and unimproved with overhead utility lines along Fred Waring Drive. An abandoned well site is located on the property adjacent to the intersection. B. ADJACENT ZONING AND LAND USE: NORTH: W-1 Watercourse (county zoning)/Whitewater Channel SOUTH: R-1 (Indian Wells)/Vacant Land EAST: R-1 9,000 (county zoning)/Vacant Land WEST: PR-6, P/Valley Palm Estates and Future High School site currently vacant land - Sports Complex C. GENERAL PLAN LAND USE DESIGNATION: Medium density residential 5-7 d.u./acre. D. DEVELOPMENT AGREEMENT SUMMARY: The development agreement was initiated by the city when the property owner requested a zone change on the 42 acre parcel from PR 5 to PR 7, which although consistent with the general plan must be accompanied by a development plan as required by code. The plan that was submitted and later approved was unique in that the 293 units were split between a four (4) unit per acre detached single family subdivision and a 10 unit per acre apartment project. In order to guarantee the city that this project would be constructed in this fashion, a development agreement was prepared and approved by the city council. The agreement also contained certain requirements (i.e. public improvements, setback standards, etc.), which if implemented would only need tentative tract map approval prior to being presented to the city's architectural commission and would not need any further city council review. E. FINANCING: The applicant has also applied to the council for tax-exempt bond financing for a trade off of providing 25% affordable units without a density bonus. The applicants also indicated this financing would help to add more amenities. II. DISCUSSION: A. TRACT MAP DESIGN: The map is designed to split the 42 acre site into two lots with the applicant's intention being at this time to develop the apartments only. The main concern of staff with regards to this phasing was the public improvements along Cook Street and Fred Waring. The applicant has indicated that he would accomplish all public improvements on these streets which include: undergrounding of utility lines, installation of curb and gutter and tie-in paving, participation for a center median on both streets, TT 20817 Continued installation of eight foot meandering sidewalk on Cook Street with the Fred Waring sidewalk put-off until the second parcel develops, and the associated landscaping. The city has decided to install immediately a signal at the intersection and curb and gutter for the radius area along with tie-in paving and removal of well site equipment. The project's access will be onto Cook Street and conditioned to line up with the high school entrance. A secondary emergency access only will also be provided to Fred Waring. B. ENVIRONMENTAL INFORMATION: The significant environmental impacts that the map must mitigate include: 1. Payment of $628 per unit for school impact fees. 2. The developer will be required to upgrade the sanitation system within the map's boundary administered by C.V.W.D. 3. PERIMETER TREATMENT AND PUBLIC IMPROVEMENTS The project is to be enclosed on all sides by a 6 foot slumpstone wall with berming and landscaping along street frontages. Along the channel berming and landscaping only is proposed while along the east property line only the wall will be constructed. Also, adjacent to the street frontages staff is requiring an 8 foot meandering sidewalk to be part of the regional bikeway, along with curb and gutter. Overhead utility lines will also have to be undergrounded while the water district is requiring a 15 to 20 foot,,buffer area adjacent to its pumping facility at Cook Street. Since the facility will be a subdivision, the city will collect park fees along with special school fees currently being collected. Other requirements include participation in a signalization study at the intersection of Cook and Fred Waring. IV. ANALYSIS: A.
