Cook. Comdssioner Drury wanted to know how high the buildings were, and also if something could be done to the left (long) side of the roof. The developer stated that the buildings are a maximum 25 feet in height, and a section of the roof could be lowered to insert a clerestory window. It was motioned by Commissioner McCrea, seconded by Commissioner Holden to approve this case subject to the lowering of a section of the roof, and that landscape plans be revised to show the water feature. The development of the property shall conform substantially with exhibits on file with the department of coyminity development/planning, as modified by the following condi.tions. 2. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; Otherwise said approval shall become null, void and of no effect whatsoever. 3. . Proper and sufficient easements shall be provided to guarantee access - rights as may be necessary for emergency .access as shown on tentative map. Fire Marshal: I_ Provide, or show there exists a water system capable of providing a potential fire flow of 1500 gpn and the actual fire flow available from any one hydrant connected to any given water main shall be 1500 gpn for 2 hours duration at 20 psi residual operating pressure. A fire flaw of 1500 gpm for a 2 hour duration at 20 psi residual operating pressure must be available before any combustible material is placed on the job site. 3. . The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 2-1/2" x 2-1/2"), located not less than 25'. nor more than 165' from any portion of the building(s) as measured along approved vehicular travelways. Hydrants installed below 3000' elevation shall be of the "wet barrel" type. 4. Ehiergency access gates shall comply with gate requirements. All emergency access must be an all weather surface. Turf block is no longer permitted. 5. Prior to application for a building permit, the developer shall furnish the original and two copies of the water system plan to the county fire department for review. No building permit shall be issued until the water system plan has been approved by the county fire chief. Upon approval, the original will be returned. One copy will be sent to the responsible inspecting authority. 6.. Plan shall conform to fire hydrant types, location and spacing, and the system shall meet the fire flow requirements. Plans shall be signed by a registered civil engineer and may be signed by the local water crnipany ' with the following certification: "I certify that the design of the water t system is in accordance with the requirements prescribed by the Riverside County Fire Department." 7. Certain designated areas will be required to be maintained as fire lanes. 8. Dead-end roads in excess of 150' shall be provided with a minimum 45' radius turn-around (55' in industrial developments). 9. Whenever access into private property is controlled through use of gates, barriers, guard houses or similar means, provision shall be made to facilitate access by emergency vehicles in a manner approved by the fire department. All controlled access devices that are power operated shall have a radio-controlled over-ride system capable of opening the gate when activatecl.by a special transmitter located in emergency vehicles. Devices shall be equipped with backup power facilities to operate in the event of power failure. All street islands and cul-de-sac fountains/planters will require fire department approval for vehicular access. /tm 6 CITY OF PALM DESERT DEPA MNP OF OM41NITY DEVELCE14ENT STAFF IMP TO: Planning Commission DATE: June 7, 1988 CASE NO: TT 23724 REQUEST: Approval of a residential subdivision consisting of 66 single family hone lots and 5 common lots at the northwest corner of the Desert Falls Tract. APPLICANT: Mark Temple 747 Eugene Road Palm Springs, CA 92264 I. BACKGROUND: The property consists of approximately 25.7 acres included in the approval of 404 •acres under TT 22690. Precise plan PP 87-26 provided for 1249 condominium units on the acreage with an overall density of 3.5 du/ac (C/Z 87-7). II. PROJECT DESCRIPTION: The request under review would apportion 25.7 acres of the original tract near Frank Sinatra and Cook Street to be subdivided for single family homes. The lots vary from 7,000 to 18,000 square feet. The applicant will construct the hones providing several models for buyers to select from. The homes will range frcin 2 bedroom to 4 bedroan units scheduled at 1935, 2235, 2445, and 2500 square feet. One and two stories will be provided at 15 to 25 feet. The Architectural Review CoTnissioi has preliminarily approved the architecture and landscape plans. This tract establishes the location of the ingress/egress on Frank Sinatra Drive. A fountain and guard house shall be positioned at the entry. III. ANALYSIS: A. FINDINGS NEEDED FOR APPROVAL OF TENTATIVE TRACT MAP: 1. That the proposed map is consistent with applicable general and specific plans. G PC STAFF REPORT TT 23724 JUNE 7, 1988 Justification: The proposed map is consistent with the zoning and the zoning is consistent with the general plan. 2. That the design or improvement of the proposed subdivision is consistent with applicable general and specific plans. Justification: All public streets will be dedicated and improved and sufficient drainage facilities will be provided in conformance with the general plan guidelines and city ordinances. 3. That the site is physically suitable for the type of development. Justification: The site is of sufficient size to accommodate the proposed project and the topography of the site does not create significant problems. 4. That the site is physically suitable for the proposed density of development. Justification: The design of the project indicates that the site is suitable for the proposed density of development because the site can be served by respective utilities and is designed in compliance with all city codes. 5. The design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidable injure fish or wildlife or their habitat. Justification: The design will not cause substantial environmental damage or injure fish or wildlife or their habitat because it will be constructed in compliance with applicable regulations and the proposed negative declaration has determined that there will be no related adverse environmental effect which cannot be mitigated. 6. That the design of the subdivision or the type of improvements are not likely to cause serious public health problems. 2 PC STAFF REPORT TT 23724 JUNE 7, 1988 Justification: The design will not cause serious public health problems because it will be in compliance with applicable health, safety and building codes. 7. That the design of the subdivision or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision. Justification: There have been no easements acquired by the public at large for access through or use of property within the proposed subdivision. 8. That the design of the subdivision or the type of improvements will not restrict solar access to the property. Justification: The project has been designed to conform to code requirements and will not impact solar access to adjacent properties and will provide adequate solar access to this property. B. ENVIRONMENTAL REVIEW: The director of community development has determined that the Proposed project has been previously assessed in connection with Case Nos. DP 09-79 and TT 15000 and no further documentation is deemed necessary. IV. LION• Staff finds the proposed design acceptable as a reduction in the total number of units to be built at Desert Fails. The applicant has informed staff that there is no intent to transfer density and that they simply find this a better product. The applicant must revise the tract to include area at the corner of Frank Sinatra and Cook Street for a fountain. The fountain shall be located on the public street side of the project perimeter wall. Since the lots vary in size the applicant has been advised to establish CC&R's reflecting the building setbacks.
