Site Description The site is a vacant, almost square, generally flat 40 acre (gross) site at the northeast corner of Monterey and Country Club. The property has 1246 feet of frontage on Country Club and 1251 feet on Monterey. B. Adjacent Land Use and Zoning North: Golf course/Suncrest (2-B County) South: Plaza de Monterey/PC 2 East: Vacant/2-B (County) West: Vacant/R-1 5 acres (Rancho Mirage) C. Zoning and General Plan Designation The entire property is presently zoned PR-7 (planned residential 7 dwelling units per acre) and designated medium density residential (5-7 dwelling units per acre) in the general plan. The first request is to amend the general plan and change the southerly 16.6 acres from medium density residential to district commercial. The zone change request is two fold in nature. First the applicant seeks to change the southerly 16.6 acres from PR- 7 (planned residential 7 dwelling units per acre) to PC-2 (district commercial center). STAFF REPORT GPA 88-4, C/Z 88-9 AND TT 24149 JANUARY 3, 1989 Secondly, the applicant seeks to change the remainder of the site from PR-7 to PR-5 (5 units per acre). This portion of the zone change request is not necessary in order to approve the tentative map; however, the applicant has requested the change. II. TENTATIVE TRACT DESCRIPTION• Tentative Tract 24149 covers the entire site. Lot 1 is located immediately adjacent to the intersection of Monterey and Country Club. This .23 acre lot is to be dedicated to the city for art in public places purposes. Lots 2 and 3 comprise a total of 16.6 acres and are the southerly part of the property which are requested to be zoned PC-2. Lots 4 through 76 are single family lots having access from Monterey Avenue via a perimeter loop street and 3 interior cul-de-sacs. All of these lots are in excess of 8000 square feet in area and have more than 70 feet in width. The applicant has provided a conceptual plan of how the PC-2 section (16.6 acres) could be developed. If the general plan amendment and zone change request are approved, a formal precise plan application and review will be undertaken. III. GENERAL PLAN AME( EM: The applicant is seeking to change the general plan for the southerly 16.6 acres of the property from medium density residential to district commercial center. Approval of this general plan amendment would then facilitate approval of the zone change request from PR-7 to PC-2. Staff is not convinced that the city needs to create an additional 16.6 acres of district commercial center designated property in the north sphere area. The land use element to the general plan (1980) delineated four locations for district commercial: 1. Southeast corner Country Club and Monterey. 2. One of the corner of Cook and Country Club. 3. Southeast corner of Monterey and Gerald Ford. 4. Southwest corner of Frank Sinatra and Portola. 2 STAFF REPORT GPA 88-4, C/Z 88-9 AND TT 24149 JANUARY 3, 1989 Over time several additional areas have been added. In the city's north and east spheres influence there are a total of 319 acres of commercially zoned property. At this time only 9 acres of this 319 acres has been developed (i.e. : Plaza de Monterey immediately across from this site). These sites are as follows: i) 9 acres southeast comer Country Club and Monterey. ii) 2 acres southeast corner Country Club and Cook. iii) 1 acre southwest corner Country Club and Cook. iv) 18.6 acres southwest corner Portola and Frank Sinatra. v) 20 acres southeast corner Monterey and Gerald Ford. vi) 20 acres northeast corner Monterey and Gerald Ford. vii) 20 acres northwest corner Cook and Country Club. viii)80 acres south of I-10 at Cook. ix) 6 acres northwest corner El Dorado and 42nd. x) 12 acres southwest corner Washington and Country Club. xi) 131 acres southeast corner Dinah Shore and Monterey. *319 acres does not include 130 acres at Bob Hope and Ramon in the Rancho Mirage sphere. With 97% (310 of 319 acres) of the commercially designated land still vacant staff is not prepared to recomend adding another 16.6 acres of commercial property to the inventory. If we were inclined (which we are not) to create additional commercially designated property we would not choose to locate it immediately across the street from the only existing district commercial center. The intent of the district commercial designation was to create a series of 10 +/- acre sites, dispersed throughout the city each to serve the surrounding residential community. Concentrating commercial developments around one or two major intersections will only serve to exacerbate the traffic situation. Two recently approved and built district commercial centers in the city are Plaza de Monterey at Monterey and Country Club and the 111 Town Center at Town Center Way and Highway 111. Plaza de Monterey is approved for a total of 87,500 square feet at build out on a 392,040 square foot site (9 acres) for a coverage of 22.3%. One-Eleven Town Center is approved for 149,000 square feet at build-out on a 664,725 square feet (15.25 acres) for a coverage of 22.4%. 3 STAFF REPORT GPA 88-4, C/Z 88-9 AND TP 24149 JANUARY 3, 1989 Using the coverage percentage delineated above the 310 vacant areas of commercially designated property could be expected to produce 3,018,054 square feet (310 x 43560 x 22.35%) of commercial use. Using the 22.35% coverage factor this proposed 16.6 acre site could be expected to produce 161,612 square feet of commercial uses (16.6 x 43,560 x 22.35%). IV. TRAFFIC: The property is presently zoned PR-7 and would permit up to 276 residential units. The Institute of Traffic Engineers' Trip Generation Manual for single family units prescribes 10 vehicle movements per unit per day for a total of 2760 expected trip ends. The traffic engineer's manual prescribes 66.7 weekday trip ends per 1000 square feet; 112.4 Saturday trip ends per 1000 square feet and 50.2 Sunday trip ends per 1000 square feet for district commercial centers between 100,000 and 200,000 square feet. Using these traffic generation factors it could be expected that weekday the center would receive 10,779 vehicle trip ends; Saturday the center could receive 18,164 vehicle trip ends and on Sunday 8,112 vehicle trip ends. Combined with the 730 trips ends the 73 single family lots would produce, then the total site could produce 11, 509 weekday trip ends; 18,894 Saturday trip ends and 8,884 Sunday trip ends. These numbers of vehicle trip ends compare with the 2,760 trip ends which a 276 unit single family residential development would be expected to produce. - V. FINDINGS FOR DENIAL OF GENERAL PLAN ANEIMMEdr: i) Presently 97% of the commercially designated property in the north and east spheres of influence remain undeveloped (310 acres). ii) The city's general plan established the district commercial land use designation (neighborhood commercial centers) to be dispersed throughout the city and thereby serve various residential areas: to create an additional commercial center in the north sphere immediately across the street from the only developed commercial center would serve to concentrate the traffic whereas the goal was to disperse the district commercial centers. 4 STAFF REPORT GPA 88-4, C/Z 88-9 AND TT 24149 JANUARY 3, 1989 iii) Increasing the traffic as delineated in this staff report by approving the requested general plan amendment would not promote the health, safety and general welfare of the community. VI. FINDINGS FOR DENIAL OF ZCNE CHANGE AND TENTATIVE TRACT: The application for change of zone and TT 24149 approval were both premised on the approval of the general plan amendment. Without approval of the general plan amendment then the required finding of consistency with the general plan cannot be made. i) The proposed change of zone and tentative tract map 24149 are not consistent with the land use element of the general plan. VII. ENVIRCNM NPAL REVIEW Staff is reccmnending denial of the requested general plan amendment. Denial of this application results in no project and hence no environmental review is necessary. If it is ocmnission's desire to approve the requested GPA, then comnission should refer the case back to staff for a full environmental assessment (possibly preparation of an envisornnental impact report). VIII.CCNCLUSICN: Any amendment to the general plan to create additional commercially designated property in the north or eastern sphere of the city is, at best, premature when one considers that 97% of the existing commercially designated property is undeveloped. It is very difficult to determine that there is a need for additional co mercial sites when there are 310 acres of undeveloped cormnercial property within 3 miles to the north and 5 miles to the east. Our con- cerns focus on traffic and commercial use aspects. As we mentioned in our letter dated April 20, 1988, in response to the Notice Of Preparation (NOP) for an Environmental Impact Report (EIR) for the Resort Towns International project, we strongly urge that the access driveways onto Monterey Avenue be eliminated, to preserve the road capacity and efficient flow of traf- fic on this most important arterial. As a reminder, last December Mr. Diaz sup- ported our Staff when he recommended to us that emergency access only be allowed onto Monterey Avenue in response to comments solicited for a church project in our City proposed on the west side of Monterey, just 1/2 mile north of this project. The Church was approved as recommended. The land uses in this area have not changed greatly since then. We are confident that the applicant can redesign the residential tract and com- mercial project circulation to be efficient without public access onto Monterey Avenue. Our General Plan allows access only from east/west arterials, north of Country Club Drive. At a minimum, we recommend that a traffic study be com- pleted to determine appropriate access points. With regards to the commercial land use designation proposals and project, we recommend that a market study be completed to justify the uses, since there ex- ists an identical commercial project directly across the street. We believe this project is premature, and the immediate area will become commercially over- built. This proposal significantly diminishes the feasibility of a neighborhood shopping center in our City. We have appropriate acreage already zoned for a neighborhood commercial center three miles away at Gerald Ford and Bob Hope Drives. Also, just two miles away is the Rancho Las Palmas shopping center at the Bob Hope Drive and Highway Ill intersection. Our General Plan land use ele- ment requires that neighborhood commercial centers be approximately two miles apart to provide a sufficient customer serving radius, to preserve efficient traffic flow, and to control excessive commercial space.
