INTRODUCTION BIGHORN is the exclusive single family residential community and pri- vate golf club located west of Highway 74 at the base of the Santa Rosa Mountains. This unique siting provides recreational and southwestern desert dwelling opportunities unparalleled elsewhere. Within the elegance of the City of Palm Desert, BIGHORN offers unique championship golf arranged amidst a gracious natural mountain set- ting. BIGHORN is located in the upper- most desert "cove" of the entire region which provides privacy and a unique sense of exclusivity. The Design Guidelines function to unify BIGHORN by the implementation of high development standards and excellence of design in order to create and enhance lasting values. The design review for each dwelling is subject to the approval of the Architectural and Landscaping Control Committee to ensure continuity of excellence throughout BIGHORN. This review is not intended to supersede the permitting functions of the public agen- cies (compliance with which is the responsibility of each homesite owner) but to coordinate aesthetic design and construction standards of the various participants. iii iA Desert Homes Design Guidelines II. ARCHITECTURAL APPROACH The character of southwestern resi- dential architecture will be further defined with specific design guidelines which will respond to three major homesite types: The Desert Home Sites, The Foothill Estates, and The Mountain Estates. These homesites are respective- ly arranged within the BIGHORN Community from gently sloping to mod- erately sloping to select mountain sites. The county approval allows for 4 foot sideyards and a 40 foot height limit. When the annexation occurred, the conditions approved through the county were honored. He noted that the plan calls for maximum heights of 19 feet and 20 feet with 5 foot sideyards. Mr. Drell indicated that these conditions would have to be researched and that the plans were before the commission on an aesthetic point of view only. Commissioner Urrutia discussed his concerns with the 20 foot height at the gable end of the roof. He felt the plan would be more acceptable if the roof sloped away. Commissioner Urrutia was not concerned with the front elevations, however directed the applicant to incorporate more detail on the side elevations. Commissioner Holden added that with only 5 foot sideyards with the overhangs, there would only be 5 feet between the houses. Mr. Ken Johnson, an adjacent homeowner, asked to address the commission. He noted his concerns with future phases possibly being 2-story homes under the county's 40 foot -height limit. Commissioner Warner felt that the burgundy tower did not fit in with the architecture of the center. Commissioner Urrutia agreed noting that commission did not want to see a typical Circuit City signature tower. He felt the tower area was a location that needed quite a bit of imagination and still provide the identity of the building. Commissioner Urrutia discussed the need for relief in the fascia. Commissioner Urrutia felt that the center was to be constructed in a way that people could walk through the center without having to walk outside the tower to enter the building. Mr. Bank felt that the plans could be changed in a way to accommodate this at the tower entry. He asked if all the tennis courts are to be illuminated. Mr. Auld indicated that at this point, the lights are planned. Commissioner Van Vliet's only cament was that the fireplace flues blend in with the roof structure. Commissioner Connor liked the color tones presented; however, asked if the applicant anticipated any glare off the roof during the first year from Highway 74. They noted that the free standing sign to the left of the driveway would not be allowed as there is an existing monument sign on the site for their signage. Chairman Gregory felt that the Fred Waring elevations were too weak. Commissioner Connor stated his concerns with the garages opening along Fred Waring Drive, and felt it would be better to turn the bays into the parking lot area. The applicant, Mr. Fred Vecta, noted that they were depending on the bays being visual for quick service. Chairman Gregory felt that some heavy planting of trees was needed to screen the bays. Mr. Smith noted that the minimum setback from the street at this location was 32 feet, and the plans presented show a 20 foot setback. Commissioner Van Vliet asked about the side yard setback, and Mr. Smith did not feel there was a problem with the setback along the wash. Chairman Gregory asked Mr. Vecta if the building could be pulled back 12 feet. Mr. Vecta indicated that he would have to restudy this.
