Report On: Lot Grading for Single-Family Residence
Applicant: NEIL ADKINS
Case No. : 149SF
I. REQUEST:
That the Design Review Board review the grading requirements for a single-
family residence located on the north side of Ironwood Street at the inter-
section of Ironwood and Golden Rod Lane.
II. STAFF RECOrIlKENDATION:
That the Design Review Board require a grading plan in conformance to City
Grading Standard 462 which will require most of the lot to drain toward Iron-
wood Street.
III. DISCUSSION:
The subject lot is on the downhill side of Ironwood Street and lies directly
in the path of Golden Rod Lane which forms a T-intersection in front of the
parcel. The staff contends that the raised pad is needed to protect the re-
sidential structure from stormwater damage and that it will not adversely af-
fect views from adjacent homes. This will be demonstrated through photographs
which will be presented at the meeting.

' CONDITIONS OF APPROVAL
CASE N0. 149SF
1. The development of this project shall conform substantially to all develop-
ment plans submitted in behalf of this case (Exhibits A-E) , and as revised
according to the Design Review Board Process. Any minor changes require ap-
proval by the Director of Environmental Services. Any substantial change
requires approval by the Design Review Board.
2. All requirements of any law, ordinance, or regulation of the State, City,
and any other applicable government entity shall be complied with as a part
of the development process.
3. This approval is applicable, sub�ect to the development of this project, com-
m�ncing within one year from approval date and being pramptly completed.
4. Al1 service lines for utilities shall be placed underground.
5. No roof top air conditioning equipment shall be permitted.
6. Elevations are approved as shown.
7. Curb, gutter, and tie-in paving shall be installed to the specifications of
the City Engineer along the full frontage of the subject property on Ironwood
Street prior to the issuance of a certificate of occupancy.
8. The applicant shall revise the landscape plan to provide for low walls and
berms along the front property line to provide additional stormwater runoff
protection.
AGREEMENT
I accept and agree, prior to use of this permit or approval, to comply with all the
conditions set forth, and understand that the Department of Building and Safety will
not issue a building permit or allow occupancy on the use permitted until this signed
confirmation has been received by the Department of Environmental Services.

the frontage road of Highway 111, along S�n Pablo, and north of the
parking lot. The frontage road west of the site shall be 32 feet
curb to curb.
7. I'inal landscaping (with irrigation system) plans indicating plant sizes
and heights shall be provided to the Design Review Board for approval
prior to issuance of a building permit.

8. Parking lot 1 ighting and signage shall be provided in accordance with final
construction plans to be submitted to tYie Design Review Board and the Plan-
ning Commission for final approval. Signage shall be limited to t�•�o (2)
buildiri� signs, a 24-hour teller sign, a time-temperature sign on the north
elevation, a four (#)'�square foot drive-teller sign, and a four (�)�jsquare
foot customer parking sign. No signage shall be permitted on the fountain.
9. Traffic control provisions shall be provided as required by the Traffic
Engineer.
10. Construction plans shall be submitted for approval to the City Fire ;�farshall
prior to issuance of building permits. All canditions shall be made a part
of construction and no certificate of occupancy shall b e issued until com-
pleted.
11. A detailed grading plan shall be submitted to the Department of Building and
Safety for approval..
12. The applicant shall agree to join an_y assessment district formed that includes
the subject property within its boundariesa
13. The applicant shall grant to the City of Palm Desert, easement rights over
the parking lot area of the project site.
14. Final site approval and location of improvements shall be contingent on ap-
proval of a parcel map for the San Pablo Extension project. Any ctianges shall
requir.e approval of the Director of Environmental Services.
15. A four (4) foot slumpstone wall si lar in design to the existing wall around

Desi.gn Review Board and the Planning Commission for final approval.

1. Install a water system capable of delivering 1750 GPM fire flow for a two
(2) hour duration in addition to donestic or other supply. The computation
shall be based upon a minimum of 20 psi residual operating pressure in the
supply main from which the flow is measured at the time of ineasurement.
2. Install Riverside County super fire hydrants so that no point of any build-
' ing is more than 250 feet from a fire hydrant measured along approved vehicular
travel ways. . �
A. Hydrants shall not be located closer than 25 feet to any building.
B. �Exterior surfaces of hydrant barrels and lieads shall be painted chrome
, yellow and the tops and nozzle caps shall be painted green.
� C. Curbs (if installed). shall be painted red 15 feet in either direction
� ' . from each hydrant.
3. Prior to issuance of a building permit, the developer shall furnish the
� original and 'three (3) copies of the water system plan to the Fire Marshal
. for review. Upon approval, one copy will be sent to the Building Department-
and the original will be returned to the developer.

approved by the water company, with tl-ie following certification: _ "I certify
