Recently the Staff revised the standard application form for
Design Review Board review. The revised form requires the
applicant to sign the list of standard conditions as a part of
the application procedure. As a result, the only conditions of
approval the Board will see upon their review of cases will be
special conditions of approval recommended by staff or special
conditions added by the Board.
Further, as the DRB will now receive preliminary architectural
plans prior to Planning Commission action on development plans,
conditional use permits or tracts , whichever is the case, the
Board's recommended conditions of approval will be added to the
list of conditions for the related Planning Commission case.
As a result, each such case will include Standard conditions,
Special conditions and DRB conditions of approval . Each incoming
case will still be assigned a DRB case number.

SUBJECT: PALM DESERT CITY EMPLOYEES BLOOD GROUP DATE: September 30, 1977
All arrangements have been completed, and a Palm Desert City Employees Blood
Group has been registered with the Community Blood Bank Center. There are
a couple of rules of which we should all be mindful :
(1 ) For every pint of blood withdrawn for the use of our group, two pints
must be replaced. This is necessary to cover the operational costs of
the Blood Bank.
(2) Records will be kept of each individual blood donation as it is credited
to our group. The reason is that each such credit expires one year
after the donation was made. Again, this helps offset the operational
costs of the Blood Bank.
In view of the above rules , it is obvious that we must at all times maintain
a substantial balance in our blood account. This will necessitate occasional
blood donor recruitment which will result in the obvious advantage to all
City employees in knowing that blood will be available at any time that it
may be needed for themselves or any member of their family.
So, we are at the point where we need blood. I realize that every City staff
and board member may not be able to personally donate blood, but they should
all know that the donation can be made by a family member or a friend. Our
blood group co-chairmen are Sheila Gilligan and Linda Russell , and I urge
all of you to contact either one of them at the earliest possible time to
arrange for a blood donation. Donations can be made on City time.
We need to get the balance in our account built up at once. After all , no
one knows when an emergency may come!

STAFF RECOMMENDATION
Staff is recommending approval of this project subject to the
following modifications :
1. Two parking spaces be relocated to the east to provide
permanent ramped access to the trash storage area.
2. Three additional parking spaces should be provided to
meet the requirements of the Zoning Ordinance.
3. Additional landscaped areas should be provided at the
eastern portion of the parking lot - Staff is suggesting
redwood headers with ground cover.

STAFF RECOMMENDATION:
Approve the preliminary plans subject to modified Conditions
of Approval. The following modifications to the conditions
of approval are recommended:
- Deletion of Condition No. 10
- A revised Condition No. 11 to read: "The plantings at all
entrances should be low growers so as not to hinder the
the sight distance on each side thereof. Further, the
entrance sign should be relocated or elevated to accomplish
this purpose. "
- Deletion of Condition No. 12
- Deletion of Condition No. 13
- Modification of Condition No. 14 as indicated by the City
Engineer.
- Deletion of Condition No. 15
- Deletion of Condition No. 22
Staff is also recommending that the applicant be required to
submit a new set of plans reflecting all of the required
modifications prior to Planning Commission review of the pre-
liminary site, floor and elevation plans.

STAFF RECOMMENDATION:
In review of the plans submitted for this case, Staff has dis-
covered that they are technically deficient in that the dimen-
sions indicated on Exhibits A and C are not the same. The
location of the driveways poses problems with regard to traffic
safety as they front on Portola. The proposal is not well
suited to the site, nor does the design of the project protect
the special aesthetic quality intended for the Portola Avenue
corridor when the City placed the subject area in a scenic
preservation overlay district. The extremely poor landscaping
plan reflects a total disregard for the scenic preservation
overlay.
As the Design Review Board cannot make the findings required of
the Board before it approves a project (Sec. 25. 39-2.05 of the
Zoning Ord. ) , Staff is recommending denial of the proposal .

STAFF RECOMMENDATION;
Staff is recommending approval of this case as it conforms to all
of the requirements of the Zoning Ordinance. Staff has discussed
with the applicant a recommendation that the driveways be redesigned
so that back up space is provided and cars could leave the site
without backing out onto Catalina. The applicant has expressed a
willingness to cooperate in this area though the redesign may be
a bit difficult to achieve as the City Engineer' s office has
indicated an additional 5 ' of right-of-way is needed on Catalina.
SPECIAL CONDITIONS OF APPROVAL
CASE NO. 89MF
1. An additional five (5) feet of right-of-way on Catalina
shall be dedicated to the City.

STAFF RECOMMENDATION:
Staff is recommending approval of this case subject to an additional
condition which requires that the applicant redesign the driveways
so that backup space will be provided eliminating the need to back
out onto Monterey Avenue. The applicant expressed agreement when
discussing the recommendation with Mr. Williams.

SPECIAL CONDITIONS OF APPROVAL
CASE NO. 90MF
1 . Applicant shall redesign driveways so a single driveway
shall be provided on Monterey with backup areas so as to
eliminate motorists from backing out onto Monterey.
Extensive landscaping in conjunction with the single
driveway design shall cause the garage doors to be par-
tially hidden from view.

STAFF RECOMMENDATION:
Staff is recommending approval of this landscaping plan with
the following modifications :
1. Lawn or gravel only be placed in the parkway.
2. A one (1) foot landscaped strip be provided on the south
boundary of the project.
3. Concrete wheel stops be eliminated on the west side of the
parking lot and tam junipers be planted in the adjacent
planting area to allow for vehicle overhang.
4. A six (6) foot masonry wall be constructed on the south
and east property lines in conformance with the requirements
of the Zoning Ordinance.
