LOCATION: North side of 111 , east of DeAnza ZONING: C-1 , S.P. The sign program proposed for the existing restaurant complies with the City`s Sign Ordinance in terms of the number of signs proposed, area, height, location and number of colors. The proposed dark brown letters with a cream-colored background would be complimentary to the present colors of the restaurant. Staff Recommendation: Approve the proposed sign program. Ii DESIGN REVIEW BOARD DATE Dec. 12, 1$78 CASE NO. : 68C APPLICANT: JOHN A. KLEINER GRAPHICS LOCATION: North side of El Paseo, west of San Luis Rey ZONING: C-1 , S.P. II'I The applicant is proposing one 21 "x10' sandblasted redwood hanging sign in the front and one 2'x5' plywood, wall-mounted sign in the rear. The original sign program provided for one wall-mounted sign on the front of the remodelled structure. The proposed program complies with the minimum standards prescribed by the Sign Ordinance. Staff, believes a more appropriate alternative might be considered for the proposed plywood sign in the rear. DESIGN REVIEW BOARD DATE Dec. 12, 1978 CASE NO. : 82MF APPLICANT: PORTOLA VILLAGE LOCATION: East side of Portola, south of Goleta ZONING: PR-5, N The applicant is proposing the exclusive use of clay tile roofs whe►"e shakes had been previously proposed. Additionally, a related request for a material change on the elevations is being requested if the roof material change is permitted. The proposed wood elements would be changed to stucco in order to achieve compatibility with the tile roofs. Staff believes the proposed modifications would not adversely effect the project in any way and therefore, approval of the modifica- tions is recommended. DESIGN REVIEW BOARD DATE Dec. 12, 1978 CASE NO. : 159MF APPLICANT: FRANK C. & H. FRANK OLIVER LOCATION: Northwest corner of Alessandro Dr. & Cabrillo ZONING: R-3(4) The applicants are seeking preliminary design review of this case in conjunction with the Conditional Use Permit being sought for the construction and operation of the proposed Pre-School which will be reviewed by the Planning Commission on December 20th. Any concerns of the Design Review Board will be forwarded to the Planning Com- mission by including them in the Conditions of Approval for the related Conditonal Use Permit. The Board has reviewed this case previously, but noncompliance with State regulations made it un- necessary to review the preliminary plans in detail . The revised plans do comply with State fire code regulations in that the pro- posed addition will be single-story. Staff is recommending that the following Design Review Conditions be forwarded to the Planning, Commission: 1 . Additional trees shall be provided on the north side of the proF posed structure. 2. Proposed elevations shall be modified to reflect a lower profil6 and greater compatibility with other structures in the City's commercial area. +rw' r„i DESIGN REVIEW BOARD DATE Dec. 12, 1978 CASE NO. : 113MF APPLICANT: MCBAIL CO. LOCATION: Southeast corner of Monterey and Country Club Dr. ZONING: R-2 (8,000) (8) , U.A. The final construction drawings contain several deficiencies and lack specific information in several areas. The following revisions and additions should be required: 1 . 20'x20' inside clear space must be provided for the garages for', Plan 1800, Plan 2100, and Plan 1970. 2. More specific information ought to be provided regarding the pro- posed wall separating the commercial portion of the project froth the residential portion. 3. A perimeter retaining wall must be indicated to comply with pre- vious conditions. 4. The location of shrubs, trees, and plants indicated in the plant list must be provided. 5. Alternative typical landscaping plans for the units themselves must be provided. DESIGN REVIEW BOARD DATE Dec. 12, 1978 CASE NO. : 108MF APPLICANT: AMERICAN WEST DEVELOPMENT LOCATION: Southwest corner of Driftwood & Sunset ZONING: R-3(3) The Planning Commission approved the preliminary plans for this case on October 19, 1978 by Planning Commission Resolution No. 415. STAFF RECOMMENDATION: The landscaping plan for this project is greatly improved in comparison with that originally submitted. Two items still need clarification; the type and color of the proposed rock and the variety of Sumac proposed. Staff recommends approval of the final drawings as the applicant has complied with all of the requirements placed on the case, subject to any revisions in the landscape plan the Board feels are necessary.
