STAFF RECOMMENDATION:
As the proposed development backs up to an R-1 neighborhood and a two-
story structure is being proposed as part of the development, Staff
has no alternative but to recommend denial of the project as it does
not comply with the requirements of the Municipal Code.

1 . Final construction drawings including a final landscaping, grading
and irrigation plan shall be submitted to the Design Review Board.
No �'inal inspection or occupancy permit shall be given by the �
Department of Environmental Services to this project until the
aforementioned approved plans and construction shall have been
completed.
2. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of occupancy
shall be issued until completed.
3. Two story structure shall be. reduced to single story, resulting in a
total of 12 units. �
4. Applicant shall provide on-site parking per the requirements of the
Municipal Code for 12 units. Parking spaces fronting on Abronia Trail
shall be enclosed by garages.

cupancy clearance pursuant to Section 25. 56 . 110 of the Municipal
Code .

STAFF RECOMMENDATION:
The recreational amenities for this project are very weak. Staff recommends
a swimming pool since there is sufficient area on the site. In order to
address Special Condition No. 3, the applicant will necessarily have to
modify the site plan. As a result, Staff is recommending a continuance
of this case.

1 . Plan 'A' shall be redesigned so that both windows on the front
elevation are treated the same.
2. Plan 'B' front elevation shall be redesigned to eliminate wood
treatment and replace it with concrete, slump block or stucco.
3. Plan 'C' shall be eleiminated and replaced with a Plan 'B' .
4. Plan 'E' shall be redesigned to eliminate the row of tile on
the parapet. The parapet shall be rounded off above the arch
and the windows modified.

CONDITIONS OF APPROVAL
CASE N0. 66MF
l. The development of this project shall conform substantially to all develop-
ment plans submitted in behalf of this case (Exhibits A-F) , and as revised
according to Planning Commission action. Any minor changes require approval
� by the Director of Environmental Services. Any substantial changes requires
i approval by the Planning Commission.
2. All requirements of any law, ordinance, or regulation of the State, City,
� and any other applicable government entity shall be complied with as part
of the development process.
� 3. This approval is applicable, subject to the development of this project,
• commencing within one year from approval date and being promptly completed.
' 4. Curb, gutter, curb cuts, and tie=in paving shall be provided on Candlewood
Street and Panorama Drive in conformance with City Standards and the re=
quirements of the City Engineer.
5. A masonry trash enclosure shall be provided. Enclosure design shall conform
to all requirements of Ordinance 88.
6. The floor of the carport shall be concrete. �
7. Site plan shall be revised in order to provide for minimum setback require-
ments. The setback on Panorama shall be twelve (12) feet and the setback on
Candlewood shall be fifteen (15) feet.

8. Sewer hookup shall be made as part of construction.
( 9. A complete .and detailed landscape plan, irrigation plan, and lighting-signage
� plan shall be submitted for Design Review Board process approval prior to sub-
,'� mittal for building plan check.
10. All service, utility service lines shall be placed underground.
11. The Design Review Board shall be presented with a copy of the rear easement
in order to determine adequacy of parking to be provided with regard to per-
manent access and egress.
12. A four (4) foot wall with se�f-latching gates shall be constructed around the
pool.
13. The fence on Panorama shall be masonry or stucco and shall be constructed in
a step down fashion toward the alley to preserve line of site.
AGREEMENT
I accept and agree, prior to use of this permit or approval, to comply with all
the conditions set forth, and understand that the Department of Building and Safety
will not issue a building permit or allow occupancy on the use permitted until this
( signed confirmation has been received by the Depart�ent of Environmental Services.

Report from Jim Hill Regarding Crossley Appeal
Mr. Hill has spoken with both parties regarding the Crossley appeal
of the grading of Mr. Kline's lot. A Grading Permit has been issued
to Mr. Kline with the condition that his lot not be more than 6 inches
higher than Mr. Crosley's. This minimal difference in pad elevations
does not warrant going any further with the complaint.
