STAFF RECOb�1�NDATION :
The applicant has informed Staff that communications with
Caltrans indicates that agency wants to see two driveway �
openings for the project . The revised plans submitted
indicate that the applicant has eliminated the sidewalk
along Highway 111 , provided a strip of landscaping along
the rear wall and front parking lot , used some heavier
plant material in the preliminary landscaping plan and
made some revisions in the structure ' s elevations . The
applicant has decided against lowering the front portion
of the building where there will be no mezzanine as sug-
gested by Mr. Hill . If the Board believes the lowering
of the front half of the structure is essential they may
continue the case or reject it . If the proposed structure
appears appropriate as revised, Staff would recommend ap-
proval of the preliminary plans.

l. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All con-
ditions shall be made a part of construction and no certificate
of occupancy shall be issued until completed. -
2 . Any/all utility service and distribution lines on or abutting
the subject property, shall be placed underground prior to oc-
cupancy clearance pursuant to Section 25. 56 . 110 of the Municipal
Co de .
3. Final construction drawings including a final landscaping , grading,
lighting, amenities, trash storage, walkway layout , and irrigation
plan shall be submitted to the Design Review Board. No final
inspection or occupancy permit shall be given by the Department
of Environmental Services to this project un�il the aforementioned
approved plans and construction shall have been completed.
4. The applicant shall agree to join any assessment district formed
that includes the subject property within its boundaries .
5. The applicant shall grant to the City of Palm Desert easement
rights over the parki:ng lot area of the project site.
6. The applicant shall consider a ground monument sign as an alter-
native to the proposed fascia-mounted sign .
7. Applicant shall submit revised front elevations and revised side
and rear elevations if changes in the front elevations necessitate
such modifications. One suggested alternative is to relocate the
mansard roof 25 ft . from its present location . These revised
elevations shall be submitted to the Design Review Board for
� approval prior to submittal of final construction drawings for
consideration by the Board. �

1 . The development of this project shall conform substantially to all develop-
ment plans submitted in behalf of this case (Exhibit A-D) , and as revised ac-
cording to the Design Review Board process. Any minor changes require ap-
proval by the Director of Environmental Services. Any substantial change
requires approval by the Planning Commission.
2. All requirements of any law, ordinance, or regulation of the State, City,
and any other applicable government entity shall be complied with as part
of the development process.
3. This approval is applicable, subject to the development of this project, com-
mencing within one year from approval date and being promptly completed.
4. All service lines for utilities shall be placed underground.
5. Driveway shall be a minimum of 20 feet in width.
6. Final landscaping (with irrigation system) plans indicating plant sizes and
heights shall be provided to the Design Review Board for approval prior to
the submission of plans to the Department of Building and Safety.
7. Curb, gutter, sidewalk or approved pathways, curb cuts, and tie-in paving
shall be pro�rided in conformance with City Standards and shall have the
approval of the Director of Public blorks along the full frontage of Ocotillo
Drive and Shadow Mountain Drive.

ings for 46 condo units in the Deep Canyon Tennis Club project. Greg Erick-
son present for applicant.
Mr. Erickson pointed out that they would be revising theu-indow treatment and
stairway design. He also agreed to provide the retention basirs as required
by the City Engineer. It was moved by Jackson and seconded by Urrutia to
approve the project, subject to 1 special condition. Motion carried 4-0
(Urrutia, Jackson, Minturn, 6Jilliams) ,
6. Case No. 100MF - SANTIAGO FERNANDEZ - Review of pre]iminary site and floor
p7ans and elevations for a duplex at the northG�rest corner of Alessandro and
Santa Anita.
It was moved by Urrutia and seconded by Jackson to approve the project sub-
ject to four special conditions:
Condition No. 1 - Tile cappings shall be deleted and all windows shall be
modified by eliminating wood bars, utilizing stucco plant-
ons.
Condition No. 2 - Rock roof shall be beige or tan in color.
Condition No. 3 - Perimeter fencing material shall be specified in final con-
struction drawings.
Condition No. 4 - A detailed landscaping and irrigation plan shall be sub-
mitted as a part of the submittal of final construction
drawings.
Motion carried 4-0 (Urrutia, Jackson, Minturn, Hill ) .

7. Case No. IOIP�F - LEONA GERTZ - Review of preliminary site and floor and ele-
vations for a 3-unit apartment building at the northeast corner of Abronia �
Trail and Sunset Lane.

The Board discussed the site plan, with several members indicating that they �
were unhappy urith the relationship between the parking area and the entrance
location to the units. Urrutia moved and Minturn seconded that the request (
be denied. The vote was 2 yes (Urrutia & htinturn) and 2 no (Jackson & tdil-
liams) . Motion died for lack of majority. Jackson suggested that if side- �
walks were provided, the walking distance would be acceptable. It was then
moved by Jackson and seconded by Williams that the case be approved subject
to a fifth condition:
Condition No. 5 - The applicant shall install concrete sidewalks along the
full frontage of the property on Abronia Trail and Sunset
Lane as a part of construction and according to specifi-
cations of the City Engineer.

Street and Panorama Drive in conformance with City Standards and the re=
quirements of the City Engineer.
S. A masonry trash enclosure shall be provided. Enclosure design shall conform
to all requirements of Ordinance 88.
6. The floor of the carport shall be concrete.
7. Site plan shall be revised in order to provide for minimum setback require-
ments. The setback on Panorama shall be twelve (12) feet and the setback on
Candlewood shall be fifteen (15) feet.

8. Sewer hookup shall be made as part of construction.
(' 9. A complete .and detailed landscape plan, irrigation plan, and lighting-signage
� plan shail be submitted for Design Review Board process approval prior to sub-
� � mittal for building plan check.
10. Al1 service, utility service lines shall be placed underground.
11. The Design Review Board shall be presented with a copy of the rear easement
in order to determine adequacy of parking to be provided with regard to per-
manent access and egress.
12. A four (4) foot wall with self-latching gates shall be constructed around the
pool.
13. The fence on Panorama shall be masonry or stucco and shall be constructed in
a step down fashion toward the alley to preserve line of site.

1 . The development of this project shall conform substantially to all develoo-
ment plans submitted in behalf of this case (Exhibits A-C) , and as revised
according to the Design Review Board process. Any minor change requires ap-
proval by the Director of Environmental Services. Any substantial change
requires approval by the Design Review Board. ,
2. All requirements of any law, ordinance, or regulation of the State, City, and .
any other applicable government entity shall be complied with as part of the
development process.
3. This aoproval is applicable, subject to the development of this project, com-
mencing within one year from approval date and being promptly completed.
4. All service ]ines for utiiities shall be placed underground.
5. Final construction drawings shall be submitted to the City Fire Marshal prior
to submittal of plans for Building Plan Check.
6. A final landscaping, irriyation, fencing and lighting plan shall be submitted
to the Design Review Board prior to final approval .
