STAFF RECOb�1�NDATION : The applicant has informed Staff that communications with Caltrans indicates that agency wants to see two driveway � openings for the project . The revised plans submitted indicate that the applicant has eliminated the sidewalk along Highway 111 , provided a strip of landscaping along the rear wall and front parking lot , used some heavier plant material in the preliminary landscaping plan and made some revisions in the structure ' s elevations . The applicant has decided against lowering the front portion of the building where there will be no mezzanine as sug- gested by Mr. Hill . If the Board believes the lowering of the front half of the structure is essential they may continue the case or reject it . If the proposed structure appears appropriate as revised, Staff would recommend ap- proval of the preliminary plans. � . . a. � - - _ �. � � SPECIAL CONDITIO:iS - C�SE N0. 71C . l. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All con- ditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. - 2 . Any/all utility service and distribution lines on or abutting the subject property, shall be placed underground prior to oc- cupancy clearance pursuant to Section 25. 56 . 110 of the Municipal Co de . 3. Final construction drawings including a final landscaping , grading, lighting, amenities, trash storage, walkway layout , and irrigation plan shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project un�il the aforementioned approved plans and construction shall have been completed. 4. The applicant shall agree to join any assessment district formed that includes the subject property within its boundaries . 5. The applicant shall grant to the City of Palm Desert easement rights over the parki:ng lot area of the project site. 6. The applicant shall consider a ground monument sign as an alter- native to the proposed fascia-mounted sign . 7. Applicant shall submit revised front elevations and revised side and rear elevations if changes in the front elevations necessitate such modifications. One suggested alternative is to relocate the mansard roof 25 ft . from its present location . Mr. Erickson pointed out that they would be revising theu-indow treatment and stairway design. He also agreed to provide the retention basirs as required by the City Engineer. It was moved by Jackson and seconded by Urrutia to approve the project, subject to 1 special condition. Motion carried 4-0 (Urrutia, Jackson, Minturn, 6Jilliams) , 6. Case No. 100MF - SANTIAGO FERNANDEZ - Review of pre]iminary site and floor p7ans and elevations for a duplex at the northG�rest corner of Alessandro and Santa Anita. It was moved by Urrutia and seconded by Jackson to approve the project sub- ject to four special conditions: Condition No. 1 - Tile cappings shall be deleted and all windows shall be modified by eliminating wood bars, utilizing stucco plant- ons. Condition No. 2 - Rock roof shall be beige or tan in color. Condition No. 3 - Perimeter fencing material shall be specified in final con- struction drawings. Condition No. 4 - A detailed landscaping and irrigation plan shall be sub- mitted as a part of the submittal of final construction drawings. Motion carried 4-0 (Urrutia, Jackson, Minturn, Hill ) . � 7. Case No. IOIP�F - LEONA GERTZ - Review of preliminary site and floor and ele- vations for a 3-unit apartment building at the northeast corner of Abronia � Trail and Sunset Lane. � The Board discussed the site plan, with several members indicating that they � were unhappy urith the relationship between the parking area and the entrance location to the units. Urrutia moved and Minturn seconded that the request ( be denied. The vote was 2 yes (Urrutia & htinturn) and 2 no (Jackson & tdil- liams) . Motion died for lack of majority. Jackson suggested that if side- � walks were provided, the walking distance would be acceptable. It was then moved by Jackson and seconded by Williams that the case be approved subject to a fifth condition: Condition No. 5 - The applicant shall install concrete sidewalks along the full frontage of the property on Abronia Trail and Sunset Lane as a part of construction and according to specifi- cations of the City Engineer.
