STFF RECOlP.1ENDATION: The principal deficiencies still present in the revised plan submitted are: 1 ) insufficient common open space and 2) the absence of a 20' minimum setback between units as required by the Zoning Ordinance. With regard to the open space issue, Staff believes the private yards have been included in calculating the amount of common open space wich is contrary to the method of calculation prescribed by the Ordi- nace. In addition, the applicant has achieved the common open space shown through the use of two story units in a scenic preservation overlay zone . Additionally, Staff suggests that the pitch of the roof be lowered to accomodate the use of the new roofing material proposed. t ' , - . .i...- . n. i.,. We did not make tne filing wthou't first discussing the project and showi:g preliminaxy dsigns to City planning staff. Certain written suggestions of the staff obcained for tfiese previous discussior.s have been incorporad into te design for your consideration at the May 30th meeti.ng. On tay 18th, loh Ci.prian-i t2lephoned ou offic2 ad advised that the DR5 had rejcted our preliriinaYy site, f?oor and elevatior: pians. Terra then objected to not beinq notified af the meeting and requested that we be scheauled on the next meeting of t'r.e DRB to e.plain the projec+. Terra was scheduled at the DFtB meeting of P4ay 23rd and the projec was iscussed. But Terra was inFormed that we could only request. a clariiicarian oi con- cerns exprssed by the DR3. At this meeting not all of the me;ers agpeard to be in agrement witn the concerns and recar,.nendations of the Board, Terra asked tne members oF the DR. to explain the 10 it`ms appearing in tnir miaues of their rlay 16th meeting, a copy of which is atached as E::hiit , but received no co:nerent replies_ We would like to address each of the 10 items below: a. ThA Modular Apparance. This would hardly seem to be a reason for rejection as Sesters' Dictionary defines modular as "const-ucted witn standardized units or dir.lensions for flxibil.itv and varietv in use. " (emphasis ad•ed) . Since f?exibiiity and va;iety are desa.ra'le land planninJ goas i.s woilc sen to be a reason for agprova rathr than denial. b. The Arranger, lent wili not 'unction we11 £or P.sidnts. E:{actly what was meant here was nat exlai:ed so 'erra had to assume that rfe2r.ce was made to the arrangner,t of 4 homes around a motor court. Access to Building oo Remote. Terra feels tri5 to be an unjust criticism based on an analyss of the guest parking, sinc` this occurs adjacent or a r.ia.ximum distance of 150 ieet to each hene. Additional access to tne rear of the house is provided L'nrough the carport. g. Architecture does not Complement Desert Setting. A review of otner projects prior to the submittal of ou-r plans does not prove this to be true. The buildings have beer. designed by Daniel N. Salerno, a licensed arcnitect and a menber of A.I.A. The use of pop-outs around the wir.dows and doors will create a very pleasing shadow effect without cluttering the exterior. The ends of tne gable roofed buildings are broken up by tne use of wood sningles under th eaves. The roof line is thin and complimentar to the size of the buildina and accented by exposd rafter taiis. The proposed roofing materiai will be comp, stble with the desert setting by the us of rionray concrete tile in a color accptable to the Planning Commission or DRB. h_ Recommend that Shakes not be ITsed on Sdes of Structures. Sningles were proposed, not shakes. Shingls do rot har the he`vy texture of shakes and should be compatible witn the desr:rt setting. Paul A. Williams and Ralph J. Cipriani on June 2, 1978, the following is respectfully submitted for your review and consideration . I am ad-ised that the Design Review Board and Planning Commission have approved the concept of dedication of the existing rock area to perpetual open space so as to pre- serve, presently and in the future, the natural beauty of this desert formation, except for a lawn area with meandering paths and an open berch and barbeque area for resident social gatherings. The question which I am advised is at issue is whether the addition of a second swimming pool (not therapy pool) at the existing social , recreation and clubhouse area is feasible in terms of resident usage and enjoyment . The reasons supporting the applicant ' s not building a second swimming pool may be summarized as follows : l. The approval of the amenity plans without a second swimming pool would be consistent with the appli- cant ' s concept to broaden the spectrum of amenities available to obtain maximum resident usage according to the residents ' social and recreational preferences . 2. There does not exist sufficient available space within the eYisting social , recreation, clubhouse and swimming area to build a second swimming pool , 3 , The existing swimming pool provides sufficient water area for the residents based upon their use of same. 4 . The expansion and "Kool Decking" of the existing swimming pool deck area with additional furniture will provide the residents with their primary need according to their historical social desires . The November, 1977, residents ' opinion poll and other resident preferences expressed to me confirm that the residents desire additional area around the pool to gather, socialize, and sun themselves with separate toilet facilities. These improvements have been provided for in the plans previously submitted. 5. The present swimming pool water surface area is more than sufficient for adult usage at peak periods . ' °'•"` `+' bternorandum to Design Review Board Jun 6 , 1978 Page Two 6 . The question of children usage has not been at issue as the children are provided with definite hours for their eYclusive use. As this is an adult park, any deviation from this policy by manaement would conflict with the residents ' interpretation of the adult lifestyle concept of the park, and would be counter-productive to the expressed preferences of the majority of residents to provide only limited children ' s access to pool facilities . 7. The approval of the amenity plan, as submitted, without a second svimming pool is consistent vith the resident opinion poll taken in November, 1977 (a copy of which has been presented to Mr. Paul Williams, AIP, Director of Environmental Services , for his information, reviecv, and files) . 8. The prior owner, at one time, maintained two swimming areas and eliminated the second pool due to residents ' objections, liability, and mainte- nance disadvantages. 9. The submitted plans include a decision to add an additional therapy pool based upon the following : a. A second therapy pool will allow two constant "hot" temperature levels (higher and lower) so as to be available to a broader range of residents. b. This facility is a desirable addition due to the age of our residents and physical therapy benefits which this amenity provides . c. The second therapy pool will contain a para- plegic device to allow access to our older residents who are denied access to the existing pool due to (1) an inability to neotiate the steps, and/or (2) tolerate the higher "hot" temperature maintained by a small minority of residents who treat the single existing therapy pool as their exclusive facility. Accordingly, it is respectfully requested that the Silver Spur Reserve application be approved without the addition of a second swimming pool in the "natural desert park area" or at the existing recreational and clubhouse facility. Box 1648 Palm Desert, Ca. 92260 Re- Case #128MF Additon to Silvei S1Y' Mobile ranor Gentlemen: I would like to comnent regarding this case inasmuch as I was the general partner of the limited partnership that sold this park to Silver Spur Reserve. At the time we purchased the park some eight years ago there were two swimming pools in the park even though the number of residents was about 1/3 of the number now living there ` in view of the numerous additions r.lade to the ark. The residents at that time did not use the second swimming pool and did not want it in the park and we finally filled the pool in and turned it into landscaping. Since that time and up to June l, 1977 when we sold the park, there was never any indication from anybody in the park that they wanted to have another swimming pool. As a matter of fact, in the seven years I have never seen the present swimming pool used up to anywhere close to its reasonable capacity. For a number of years I was counsel of sobile Home Com- munities of Denver, Colorado and did the purchasing of large parks across the United States so I believe I can qualify as somewhat knowledgable in park operation and park planning. It is a generally knoon fact in the mobile home park operations that it is a very serious mistake to have, in a park of this size_,over one swimming pool . Two swimming pools aill generally result in encouraging peole to feel, regardless of how well it is done, that one is better than the other or that r.tanagement does more for one group than the other. Obviously this is not a con- - - ' --=----r % - Design Council Review Board June 13, 1978 Page 2 dition that is sound in any park and I am sure that if you care to, I can furnish you with many independent operators' opinion on this condition. Of course, I am sure that you understand this does not apply when you have a park that has a family section and an adult section, but it applies to every park that I have been involved with over the years. I have reviewed the plans in detail and in my opinion the amenities , the changs, the preservation of open space will lend a great deal to the park and the resi-• dents ' enjoyment of it. I strongly believe that two swimrting pools would take away from the park rather than benefiting it. I strongly urge you to approve the request that the swimming pool be dropped from the plans.
