Stlndard Conditions :
j l . The development of this project shall conform substantially
to all plans submitted in behalf of this case (Exhibits A-F) ,
� and as revised according to the Design Review Boa.rd process and/
or Planning Commission action . Any minor changes require approval
by the Director of Environmental Services . Any substantial change
requires approval by the Planning Commission.
2 . All requirements of any law, ordinance , or regulation of the
State , City, and any other applicable government entity shall
be complied with as part of the development process ,
3 . This approval is applicable, sujbect to the development of this
project , commencinb within one year from approval date and being
promptly completed.
4. Construction plans shall be submitted for approval to the City
Fire '�7arshal prior to issuance of building permits . All con-
ditions shall be made a part of construction and no certificate
of occupancy shall be issued until completed.
5. All utility service and distribution lines on or abutting the
subject property, shall be placed underground prior to occupancy
clearance.
6. Prior to the issuance of a builcling permit for construction of an�%
use contemplated by this approval , the applicant shall first obtain
permits and/or clearance from the following agencies :
County Department of Public Health
Palm Desert Design Review Board Process
Palm Desert Community Services District
Re�ional tiVater Quality Control Board #7
7. Plans and specifical�ions shall conform to the City of Palm Desert
standard specifications , development procedures and design criteria.
Any modifications, thereof, shall require approval of the City
Engineer .
8. Applicant shall pay fees into the Palm Desert Planned Local Drain-
age Facilities Fund in an amount to be determined by the provisions
of Ordinance No. 175 .
9. Applicant shall comply with all requirements of the Palm Desert
Community Services District , per the attached letter from Mainiero ,
Smith and Associates, Inc. , dated b4arch 16 , 1978 .
Special Conditions :
l . Street widths shall be a minimum of 32 feet curb face to curb face .

2 . Safety street ligYitin� shall be installed and approved by the
Director of Public Norks .
3. DY�ainage shall be en�ineered and approved by the Dira�:tor of Public

4, A 10' side�valk shall be pro��ided along Deep Canyon with tree �vells .

5. Air conditioning units shall be located on the ground and the
location shall be reviewed as a part of final construction drawing

l. Final construction drawin�;s including a final landsca.pin;,

plan in addition to a sign program shall be submitted to the
Design Revie�v Board. No final inspection or occupancy permit
shall be given by the Depa.rtment of �nvironmental Services to
this project until the aforementioned approved plans and con-
struction shall have been completed.
2. A detailed landscaping plan shall be submitted at time of
submitta.l of final construction dra�vings . Said plan shall in-
clude a variety of trees and clusters of palms throughout the
project area. Shrub planting and/or vines shall be utilized
along perimeter walls and walls of buildings .
3. Tree plantings along Deep Canyon shall be consistent with other
projects in the area.
4. A six foot masonry wall shall be constructed along the perimeter
of the project except for the south boundary and the south�vest
corner of the project where a wood fence already exists .

Standard Conditions :

shall be issued until completed.

7. Traffic control provisions shall be provided as required by the
Director of Public Works.
8. Curb, gutter, sidewalk or approved pathways , and tie-in paving
shall be provided in conformance with City Standards and/or as re-
quired by the Director of Public Works .
9• The Fire Protection Requirements as specified in the Fire b7arshal ' s
memo dated :�iarch 14, 1978, attached hereto , shall apply .
10. Prior to issuance of a building permit for construction of any use
contemplated by this approval , the applicant shall first obtain
permits and/or clearance from the following agencies :

Eviclence of said permit or clearance from the above agencies shall

STAFF REC01��11TENDATION :
The only concern the Staff has regarding the proposed
office-studio structure is that the studio portion of
the complex doesn' t appear fully integrated with the rest
of the structure in terms of architecture and scale . If
this short-coming is solved, Staff would recommend ap-
proval of the preliminary site , floor and elevations . The
Conditions of Approval require that the southerly entrance
be eliminated as it ' s too close to the Highway 111 Bridge .
In addition, the ground monument sign is being required
to be relocated further south to avoid any possible line-
of-sight problems.

lighting, amenities, trash storage, walkway layout , irrigation
plans and sign program shall be submitted to the Design Review

the aforementioned approved plans and construction shall have
been completed. �
3. Studio portion of the structure shall be more fully integrated
architecturally with the rest of the structure .
4. For traffic safety purposes, the most southerly driveway shall
be eliminated.
5. Ground identification sign shall be moved southerly to avoid line-
of-sight problems.
6. No signs other than the temporary sign are approved as part of
the preliminary approval .
7. Northerly 10' strip shall be intensively landscaped.

The final landscaping plans have been reviewed by the Staff
and Mr . Johnson. A number of changes with regard to plant
varieties have been suggested to the applicant and the appli-
cant has agreed to make the changes. The plans are very com-
prehensive. Staff is recommending approval of the final
landscaping plans.

requirements of TT 9144 (Revised) and DP 02-77 (Revised) and to all
developrnent plans submitted in behalf of this case (Exhibits A) , and
as revised according to the Design Review Qoard process. Any minor
changes require approval by the Director of Environmental Services.
Any substantial change requires approval by the Planning Commission.
Z. All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
3. This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
4. All service and distribution lines for utilities shail be placed
underground.
5. No roof top air conditioning equipment shall be permitted.
6. Elevations are approved as shown.
7. The applicant shall explore the feasibility of using solar energy
to heat all swimming pools.
8. Construction plans shall be submitted for approval to the City Fire
Marshall prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
9. Final landscaping, grading, fencing, lighting, amenities, trash storage,
walkway layout, sign and irrigation plans shall be submitted through the
Design Review Process. The building permit when issued, shall include
the grading, lighting, amenities, trash storage, walkways, swimming
pool equipment, irrigation systems, and other details. No final inspec-
tion or occupancy permit shall be given by the Dept. of Environmental
Services to this project until the aforementioned approved plans and
construction Shall have been compieted
10. Emergency access right-of-way off of Deep Canyon shall have a minimum
width of 20 feet.
11 . A complete landscaping plan, which includes landscaping in areas adjacent
to the unit within the individual lots, shall be provided to the Design
Review Board for apprcval .
12• Porches , patios, and ot�ier related ar�enities shall be added u�here
possible to make the elevations more compatible witn the desert
environment.
