The development of this project shall conform substantially to all plans submitted in behalf of this case (Exhibits A-F) , � and as revised according to the Design Review Boa.rd process and/ or Planning Commission action . Any minor changes require approval by the Director of Environmental Services . Any substantial change requires approval by the Planning Commission. 2 . All requirements of any law, ordinance , or regulation of the State , City, and any other applicable government entity shall be complied with as part of the development process , 3 . This approval is applicable, sujbect to the development of this project , commencinb within one year from approval date and being promptly completed. 4. Construction plans shall be submitted for approval to the City Fire '�7arshal prior to issuance of building permits . All con- ditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 5. All utility service and distribution lines on or abutting the subject property, shall be placed underground prior to occupancy clearance. 6. Prior to the issuance of a builcling permit for construction of an�% use contemplated by this approval , the applicant shall first obtain permits and/or clearance from the following agencies : County Department of Public Health Palm Desert Design Review Board Process Palm Desert Community Services District Re�ional tiVater Quality Control Board #7 7. Plans and specifical�ions shall conform to the City of Palm Desert standard specifications , development procedures and design criteria. Any modifications, thereof, shall require approval of the City Engineer . 8. Applicant shall pay fees into the Palm Desert Planned Local Drain- age Facilities Fund in an amount to be determined by the provisions of Ordinance No. 175 . 9. Applicant shall comply with all requirements of the Palm Desert Community Services District , per the attached letter from Mainiero , Smith and Associates, Inc. , dated b4arch 16 , 1978 . STAFF REC01��11TENDATION : The only concern the Staff has regarding the proposed office-studio structure is that the studio portion of the complex doesn' t appear fully integrated with the rest of the structure in terms of architecture and scale . If this short-coming is solved, Staff would recommend ap- proval of the preliminary site , floor and elevations . The Conditions of Approval require that the southerly entrance be eliminated as it ' s too close to the Highway 111 Bridge . In addition, the ground monument sign is being required to be relocated further south to avoid any possible line- of-sight problems. � ` '�r +�.r� SPECI aL CO:�DITIO.vS CASE v0. 77C 1. Northerly 10' strip shall be intensively landscaped. A number of changes with regard to plant varieties have been suggested to the applicant and the appli- cant has agreed to make the changes. The plans are very com- prehensive. The applicant shall explore the feasibility of using solar energy to heat all swimming pools. 8. Construction plans shall be submitted for approval to the City Fire Marshall prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 9. Final landscaping, grading, fencing, lighting, amenities, trash storage, walkway layout, sign and irrigation plans shall be submitted through the Design Review Process. The building permit when issued, shall include the grading, lighting, amenities, trash storage, walkways, swimming pool equipment, irrigation systems, and other details. No final inspec- tion or occupancy permit shall be given by the Dept. of Environmental Services to this project until the aforementioned approved plans and construction Shall have been compieted 10. Emergency access right-of-way off of Deep Canyon shall have a minimum width of 20 feet. 11 . A complete landscaping plan, which includes landscaping in areas adjacent to the unit within the individual lots, shall be provided to the Design Review Board for apprcval . 12• Porches , patios, and ot�ier related ar�enities shall be added u�here possible to make the elevations more compatible witn the desert environment.
