Single family homes are not customarily reviewed by the Design Review
Board, but the Staff felt DRB review of these homes was warranted as
they are located next to each other and were submitted simultaneously.
STAFF RECOMMENDATION:
Approve the preliminary site, floor and elevation plans subjec to
the following revisions being incorporated in the final construction
drawings:
Preliminary Site Plan (Sheet No. 1 )
1 . Provide a fence or wall in order to separate the two rear yards.
2. Provide a slumpstone pilaster between the rear yard gates.
Preliminary Floor Plan (Sheet No. 2)
1 . Provide 20'x20' of inside clear space in the garages.
Preliminary Landscaping Plan (Sheet No. 6)
1 . Landscape plan shall be re-studied primarily to provide a unified
treatment in the area between the driveways.
2. Landscaped borders along the driveways shall be eliminated.

This case was continued from the meeting of October 10, 1978, in order
for the applicant to make the following revisions:
A. Site Plan (Exhibit A)
1 . Turn unit 2 to an east-west alignment and place at the rear
yard setback line. Provide for the private patio to be in the
rear yard.
2. Turn the garages to a north-south alignment and provide for
driveway entry from the east side.
3. Upgrade landscaping in the front yard area.
4. Provide all details required by application.
5. Provide street improvements, as required by the Director of
Public Works.
B. Building Elevation (Exhibit B)
1 . Revise to reflect the above described changes with particular
attention to the front treatment.
C. Material Samples
1 . Provide elevations and material samples which relate.
STAFF RECOMMENDATION:
Approve the preliminary plans subject to the following revisions being
incorporated in the final construction drawings:
1 . Driveway entrance shall be 24' in width.
2. Each carport shall have 20'x20' of interior clear space.
3. Over-car storage shall be provided in carports.
4. Driveway shall be concrete, light tan color, salt-wash.
5. Pyrancanthia espalier shall be utilized in front of the carpots.

The preliminary plans for this case were approved on October 10, 1978.
The following revisions were requested to be reflected in the final
construction drawings:
A.. Site Plan (Sheet 1 )
1 . Provide for consideration of cross-sections to reflect proposed
modifications of the hillside.
2. Depict street improvements as required by the Director of
Public Works.
3. Provide trash enclosure to City Standards.
4. Provide sign program for building.
5. Provide more definitive landscape and irrigation plan.
6. Provide concrete curbing in parking areas around proposed
planters.
STAFF RECOMMENDATION:
Approve the final construction drawings as all of the requested revisions
have been made, subject to the following modification:
1 . Brick and sand tree wells shall be placed in the parking lots.

The preliminary plans for this project were approved in July 11 , 1978.
STAFF RECOMMENDATION:
Approve the final construction drawings as the required modification
to the preliminary plans has been made.
SPECIAL CONDITIONS
CASE NO. 137 MF
1. Final construction drawings including a final landscaping, grading !I
and irrigation plan shall be submitted to the Design Review Board.
No final inspection or occupancy permit shall be given by the
Department of Environmental Services to this project until the
aforementioned approved plans and construction shall have been
completed.
2. Construction plans shall be submitted for approval to the City Fire
Marshall prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
3. Any/all overhead utility distribution lines shall be undergrounded
pursuant to the provisions of Sec. 25.56.110 of the Municipal Code.
4. Driveway shall be concrete.
AGREEMENT
I accept and agree, prior to use of this permit or approval, to comply
with all the conditions set forth, and understand that the Department
of Building and Safety will not issue a building permit or allow oc-
cupancy on the use permitted until this signed confirmation has been
received by the Department of Environmental Services.

This case was continued from October 24, 1978, in order for the applicant
to make the following revisions:
Site Plan (Exhibit A)
1 . Bring Parking lot into conformance with Municipal Code by doing the
following:
a) Provide ten ft. wide planter along full length of South propertyline.
b) Provide decorative masonry wall along south propertyline.
c) Increase amount of landscaping throughout parking lot.
d) Provide low wall system along San Luis Rey frontage of Parking lots.
2. Provide substantial landscaped area at intersection of El Paseo and
San Luis Rey to guarantee line of site is preserved.
3. Delete drive-up element for proposed Bank.
4. Delete two story element over bank area.
5. Limit the number of driveway openings off San Luis Rey to one.
6. Provide parking area off proposed drive on El Paseo.
7. Reduce scale of project - Project too linear.
8. Provide street improvements as required by the Director of Public Works.
9. Provide pedestrian access throughout parking area.
10. Provide for undergrounding for existing utilities along south property-
line in compliance with Municipal Code requirements.
11 . Consider special pavement treatment in parking area to carry out design
of rest of project.

1 . Provide more detailed elevations.

STAFF RECOMMENDATION:
Approve the preliminary plans subject to the following modifications
being incorporated in the final construction drawings:
Preliminary Overall Site Plan and Landscaping Plan
1 . Eliminate Parking Space No. 28.
2. Increase all planters in the parking area to a minimum of 4' in
width.
3. Clarify pedestrian access in the center of the parking lot.
4. Convert parking spaces south of Building 7 into handicap parking
spaces.
5. Provide a 10' landscaped buffer on San Luis Rey.
6. Increase the height of the wall along San Luis Rey to 36".
7. Increase the amount of landscaping throughout the parking lot.
8. Provide a minimum of 7 trees along San Luis Rey.
