Preliminary plans approved in May, 1978. Case was continued from meeting of October 24, 1978, to resolve potential line-of-sight problems. STAFF RECOMMENDATION: Approve final construction drawings in that they do conform with the preliminary plans and conditions subject to the following revision: Landscape Plan (Sheet L-1 ) 1 . Provide 6 Rhus Lanceas along De Anza and Alessandro in conformance with Conditions of Approval . DESIGN REVIEW BOARD DATE Nov. 21 , 1978 CASE NO. : 159MF APPLICANT: FRANK C. & H. FRANK OLIVER LOCATION: Northwest corner of Alessandro Dr. & Cabrillo ZONING: R-3(4) The applicants are seeking preliminary design review of this case in conjunction with the Conditional Use Permit being sought for the construction and operation of the proposed pre-school which will be reviewed by the Planning Commission on December 5th. Any concerns'. of the Design Review Board will be forwarded to the Planning Commis- sion by including them in the Conditions of Approval for the related Conditional Use Permit. Staff is recommending that the following Design Review Conditions be forwarded to the Planning Commission: 1 . Additional trees shall be provided on the north side of the pro- posed structure. 2. Proposed elevations shall be modified to reflect a lower profile and greater compatibility with other structures in the City' s commercial area. STAFF RECOMMENDATION: The proposed sign program for the Stewart Building is generally in keeping with the intentions of the Sign Ordinance. Staff recommends approval of the program subject to the following modifi- cation: 1 . Proposed tenant signs shall be reduced in length as warranted to achieve the required 10' separation between signs. 2. All tenant signs shall be 8' in length. When the final construction drawings for the Saba Building were approved, a sign program was also approved for the complex. The approved program has been reassessed and the owners have submitted a revised plan. The present program consists of one 4'6"x22" sandblasted redwood sign for each tenant to be wall mounted on the brick areas designated for each tenant and one 24"x114" redwood sandblasted doorsign for each tenant. The two building identification signs that are presently on the site will remain ascarryover from the original sign program. Staff is recom- mending approval of the revised program. DESIGN REVIEW BOARD DATE Nov. 21 , 1978. CASE NO. : 71C APPLICANT: LAUREL DEVELOPMENT CO. LOCATION: West side of Highway 111 , at Rancho Mirage City Limits ZONING: C-1 , S.P. STAFF RECOMMENDATION: When the Design Review Board reviewed the preliminary plans for the proposed RB Furniture Store on February 7, 1978, they requested that the applicant submit the final landscaping plan to the Board prior', to filing of the final construction drawings for the project. The present proposal appears to comply with the direction that was given by the Board at their previous reviews. The plant materials proposed will have to be reviewed by the Board and analyzed individually. The variety and number of plant materials appears to be adequate. The Staff is pleased to note that a ground monument sign has been included in the plan rather than the fascia mounted sign originally contemplated by the developer. Staff recommends approval of the final landscaping plan subject to any substitution of materials the Board believes necessary. M ww ire DESIGN REVIEW BOARD DATE Nov. 21 , 1978 CASE NO. : 91C APPLICANT: HUGHES INVESTMENTS LOCATION: Northeast corner of El Paseo and Highway 74 ZONING: C-1 , S.P. The Conditional Use Permit and Preliminary Design Review for this case was approved on Sept. 5, 1978. Examination of the Design Review Conditions for this case indicates that all of the Conditions of Approval have been complied with, with the exception of Design Review Condition No. 2c, which requires a comprehensive sign pro- gram. The applicant has indicated that the sign program, for which general guidelines have been established, will be submitted at a later date. The landscaping program submitted in behalf of Carls Jr. is a more detailed plan but corresponds with the overall plan, submitted by Hughes for the entire center. STAFF RECOMMENDATION: Approve the final construction drawings, but do not take any action on the proposed signs for Carls Jr. other than location until the sign program for the entire center is submitted. KAVANAUGH LOCATION: East of Cook Street and northerly of Merle Drive ZONING: PR-5 STAFF RECOMMENDATION: Without exception, all of the proposed left side elevations require some window detail . All of the proposed rear elevations require window detail and covered patios in the rear, at the very least, ought to be considered for those units receiving substantial sun exposure on the rear elevation. Where possible, the covered patios should be fully integrated with the principal roof line. Elevations ought to be detailed on all four sides as the units will be visible from all sides.
