Project was rejected by Planning Commission, applicant has resubmitted plans
which include a design concept on the northerly 40 acres which had not been
detailed previously. The Planning Commission in their review of this property
recommended to the City Council that the total development be limited to 282
dwelling units on a total of approximately 70.5 acres. The applicants new
proposal is for a total of 315 dwelling units versus their original request
of 418 dwelling units. The DRB in their review of the single-family attached
units felt that the project was too tight and specifically pointed out the
garage bays as an example of this problem. Therefore, the DRB was supportive
of the Staff Recommendation to reduce this area from 160 units to 132 dwelling
units. The refiling still reflects 160 dwelling units.
Staff Recommendation:
Recommend approval to the Planning Commission the revised plans with the
following revisions being_incorporated in the construction drawings:
A. Site Plan (Exhibit A)
1 . Limit the single-family attached units to a total of 132 dwelling
units.
2. Restudy proposed garage bays to provide greater setbacks between
garages.
3. Recess all proposed lighted tennis courts a minimum of three feet.
4. On the patio homes provide a greater front yard setback for all
units with straight-in entries to garages. The typical of 8' -10'
is not acceptable.
5. Consider the deletion of one patio unit to bring this area into
conformance with the existing zoning of PR-4, S.P.

Special Conditions : - Exhibit C ( Case No. 144MF)
1 . Prior to entering Plan Check , the applicant shall submit detailed
construction drawings to the Design Review Board for consideration
and approval . Said drawings shall comply to the Conditions of
Approval herein , to the Conditions of all related City approvals
and all Municipal Codes . Said drawings shall be comprehensive
as to their compliance 'with the submittal requirements as speci-
fied in the Boards application form. The building permit , when
issued, shall include all elements reviewed and approved by the
Design Review Board. No certificate of use and/or final clearance
shall be given by the Department of Environmental Services until-
construction is in total compliance with the approved plans , . shall
have been completed.
2 . In addition, the applicant shall submit particular detailed plans ,
as a part of the construction drawings , for the following items
which the Board feels are of major concern :
a. Wall materials - both on the interior & exterior of the pro-
ject .
b. Mechnical equipment locations , such as A/C units and pool
equipment .
c. Design of pool enclosures .
d. Mailboxes and street sign design .
e. Comprehensive sign program
f . Major entrance to the project .
g. Proposed garage bays shall be restudied to provide greater
setback between garages .
3. The proposed tennis courts, if lighted, shall be recessed a mini-
mum of three feet .
AGREEMENT
I accept and agree, prior to use of this permit or approval , to comply
with all the conditions set forth, and understand the Department of
Building and Safety will not issue a building permit or allow occupancy
on the use permitted until this signed confirmation has been received
by the Department of Environmental Services.

revisions. The applicant has upgraded the proposed landscaping but has

Reject request for the following reasons:
. 1 . Parking access is still not workable.
2. Design is not sensitive to the intersection and the resulting line'
of sight problem being created.
3. The combination of .rooflines proposed are not compatible.
4. The proposed recreational element is too isolated.
5. It would appear that the site is only suitable for a good sized
duplex with parking access for each unit taken from each street.

1 . Revise Building 1 and provide
a. a private yard area off the bedroom on the east side of the
building
b. provide a combination entry patio area on the west side of
the building_with a sliding glass window off the living
room area.
2. Relocate pool northerly approximately 8' -10' to improve setting.
3. Move building 3 southerly to within 10 ft. of southerly property-
line and provide three 9 ft. wide open parking spaces on the '
north side of the building.
4. Provide the following decorative block wall system along the
street frontage

with landscaping.

9. Careful consideration shall be given to A/C pad,locations.
10. Restudy perimeter fencing treatment as to location and function.

Recommend approval of preliminary plans subject to the following
revisions to be made as a part of the final construction drawings.
A. Site Plan (Sheet 1 )
1 . Restudy east side of building to provide for 5 ft. setback.
2. Restudy west side of building to provide for a 5 ft setback
before the proposed stairway.
3. Restudy Frontage Road treatment - street trees not feasible
in a 5 ft. parkway. 10 ft. minimum is needed.
4. Provide detailed landscape and irrigation plan.
5. Provide low wall _between parking area and Panorama Drive.
B. Building Elevations (Sheet 2)
1 . Reduce height of building as much as possible. Setback not

Comment - Overall project may be improved if some other approach
were considered with regard to the building-parking
relationship. Applicant may want to combine parking
areas and better relate the proposed buildings.

Comment - Same exterior appearance as existing buildings to the
south. Board may want to consider some departure with
new buildings since the overall layout does not provide
any link between the buildings
