STAFF RECOMMENDATION: Submittal too preliminary to take official action. Suggest preparation of complete plans with following revisions for the Board's meeting of November 7, 1978. ALTERNATIVE 1 - Site Plan (Sheet No. 1 ) 1 . Delete Unit No. 9 2. Relocate Unit 8 to east side of Unit 13 3. Relocate easterly carports northerly 10 feet and provide another open parking space on south side of said carports 4. Delete three separate open parking spaces and relocate trash storage to north side of easterly carports 5. Delete 12 ft. wide driveway 6. Limit Unit 1 and possibly Units 10 and 8 to single story 7. Increase the front yard setback on Units 8, 10, 11 , 12 and 13 to 18 ft. 8. Provide upgraded landscaping and extensive mounding in lieu of proposed wall along street. Said upgrading shall include the street parkway area. 9. Provide street improvements as required by the Director of Public Works 10. Underground existing utilities along north property line pursuant to municipal requirements. 11 . Provide propertyline elevations of proposed development. 12. Maddy LOCATION: West of Portola between Larrea and Shadow Mountain ZONING: R-3 (3) 20,000 Represents a resubmittal of a case that was rejected by the Board on September 26, 1978. STAFF RECOMMENDATION: Submittal too preliminary to take official action. Suggest preparation of complete plans with the following revisions for the Board's meeting of November 7, 1978. A. Site Plan (Sheet No. 1 ) 1 . Provide correct lot dimensions. 2. Provide required 10 ft. separation between Units 4 and 5. 3. Provide street improvements as required by the Director of Public Works. 4. Provide preliminary grading since may affect Project design. 5. Designate undergrounding of utilities along center property line per municipal code. 6. Provide extensive landscaping and mounding along public streets in addition to proposed wall system. 7. Provide wall along west propertyline. 8. Provide full dimensions. 9. Consider special pavement and landscape treatment in parking areas. 10. Provide over-car storage in carports. B. DESIGN REVIEW BOARD DATE: October 24, 1978 CASE NO. : 100 C Preliminary Plans APPLICANT: C. G. Dunham LOCATION: Southwest corner of San Luis Rey and El Paseo ZONING: C-1 STAFF RECOMMENDATION: A. Reject for the following reasons: 1 . Nonconformance to Municipal Code requirement. 2. Lack of compatibility to neighborhood. B. Suggest incorporation of following design concerns: Site Plan (Exhibit A) 1 . Bring Parking lot into conformance with Municipal Code by doing the following: a) Provide ten ft. wide planter along full length of South propertyline. b) Provide decorative masonry wall along south propertyline. c) Increase amount of landscaping throughout parking lot. d) Provide low wall system along San Luis Rey frontage of Parking lots. 2. Provide substantial landscaped area at intersection of El Paseo and San Luis Rey to guarantee line of site is preserved. 3. Delete drive-up element for proposed Bank. 4. Delete two story element over bank area. 5. Limit the number of driveway openings off San Luis Rey to one. 6. Provide parking area off proposed drive on El Paseo. 7. Reduce scale of project - Project too linear. 8. Provide street improvements as required by the Director of Public Works. 9. Provide pedestrian access throughout parking area. 10. Provide for undergrounding for existing utilities along south property- line in compliance with Municipal Code requirements. 11 . Consider special pavement treatment in parking area to carry out design of rest of project. Building Elevations (Exhibits B, C and D) 1 . Provide more detailed elevations. 2. Dimension Drawings. DESIGN REVIEW BOARD DATE: October 24, 1978 CASE NO. : 131 MF APPLICANT: Palm Desert 210 Ltd. LOCATION: Portola Golf Estates Mobile Home Subdivision ZONING: R-M, R-M,S.H. In compliance with the conditions of approval for the Conditional Use Permit (CUP-10-78) , the applicant has filed detail plans for review through the DRB process. STAFF RECOMMENDATION: Recommend to the Planning Commission, approval of submitted plans with the following revisions: A. Site and Landscape Plans: 1 . Provide landscaping along the pedestrian connections to the golf course subject to staff approval . 2. Provide 6 ft. high masonry wall along north propertyline or the proposed chain link with the addition of: a) Slumpstone pilasters at the corners and at twenty foot centers. b) Provide pyrocantha on the south side of fence at 10 ft. Q.C. 3. Provide a street tree per lot in conformance with Municipal Code requirements. (Subdivision Ordinance) 4. Provide a golf cart path plan including typical cross-section to the Staff for consideration and approval . B, Detail Plans for Recreation areas. Lot 205 1 . If proposed tennis court is to be lighted, it shall be recessed 3 ft. and lighting details shall be filed with the DRB for consideration and approval . 2. Provide a minimum of five off-street parking spaces approximately 25 ft. southeast of lot 220 to Ordinance standards. Lot 208 1 . Provide a minimum of 20 ft. setback between proposed pool area and Brodie Road. Said area shall be landscaped subject to staff approval . NOTES 1 . It may be useful for the Board to review the colored drawing from the CUP file in their deliberations. (CUP 10-77) 2. The pictures submitted by the applicant may also be useful to the Board. They particularly show that the existing landscaping along Portola Avenue justifies their request for an alternative to a wall in this area. ,41.10 DESIGN REVIEW BOARD DATE: October 24, 1978 CASE NO. : 87 C APPLICANT: R. Ricciardi for Harold McCormick LOCATION: North side of Hwy. 111 , East of San Marcos ZONING: C-1 Final Construction Drawings which do not include Landscape Plan, Irrigation Plan, or Sign Plan. Said plans must be submitted prior to issuance of Building permit. STAFF RECOMMENDATION: Approve with the following revisions to comply with original action taken July 25, 1978: (Note plans will not be forwarded to Building until corrections are made and other required Plans are filed) Site Plan (Sheet 1 ) 1 . Increase planters East and West end of parking lot to a minimum of 4 ft. per Municipal Code. 2. Designate parking lot lighting and submit to staff. 3. Parking lot shall be fully installed as a part of Building No. 1 . 4. Show alley improvements as required by original conditions. 5. Show undergrounding as originally required. Building and Elevations (Sheet No. 2) 1 . Provide sufficient Fascia with wood trim to conceal air conditioner units on north elevation. DESIGN REVIEW BOARD DATE October 24, 1978 CASE NO. : 123 MF (Resubmittal ) APPLICANT: Deep Canyon Tennis Club Homeowner' s Association LOCATION: Deep Canyon Tennis Club ZONING: PR-7, S.P. In July of this year, this request was approved by the Planning Commission Their requirements were different from the Design Review Board with regards to the elevation of the tennis courts. The Board recommended that the courts be recessed to an elevation of 62.5 ft. , whereas, the Planning Commission approved the project limiting the height of the tennis court fencing not to exceed the height of the adjacent walls. The applicant has filed revised plans which do not fully comply with either limitation, but rather is a third alternative. At the closest point (cross-section B) , the tennis court fencing is 4.7 ft. higher than the existing adjacent wall . To mitigate this difference in height, the applicant is proposing to intensively landscape this area with a combi- nation of pine trees and shade trees. STAFF RECOMMENDATION: Determine that if the landscaping alternative is implemented with a combination of 15 gallon (50%) and 24" box (50%.) trees, it would appear to meet the intent of the Planning Commission approval on this request. Holden, AIA for Henry Tagle LOCATION: Northwest corner of San Carlos and North Frontage Road ZONING: C-1 Preliminary plans approved in May, 1968. Applicant has resolved potential line-of-sight problem at intersection by lowering wall to 3 ft. STAFF RECOMMENDATION: Approve Final construction drawings in that they do conform with the preliminary plans and conditions subject to the following revisions: Landscape Plan (Sheet L-1 ) 1 . Provide 6 Rhus Lanceas along DeAnza and Alessandro in conformance with Conditions of Approval . i/ DESIGN REVIEW BOARD DATE:October 24, 1978 CASE NO. : 101 C (Resubmittal ) APPLICANT: James C. Smith LOCATION: Northwest corner of Painters Path and Highway 111 ZONING: C-1 , S.P. Resubmittal previously considered by Design Review Board in December, 1977, as Case No. 63C. The applicant's Conditional Use Permit has expired and he has resubmitted. STAFF RECOMMENDATION: Recommend to the Planning Commission approval of this project subject to the attached conditions which are proposed for the CUP. NANOf DESIGN REVIEW BOARD DATE: October 24, 1978 CASE NO. : 92 MF (Construction Drawings and Landscape Plans) APPLICANT: Affiliated Construction LOCATION: South of Hwy. 111 at Eastern City Limits ZONING: P.C. (4) S.P. , PR-7 DP 11-77 related case - considered by Design Review Board on October 25, 1977, as preliminary plan. STAFF RECOMMENDATION: Approve final construction drawings and landscape plan subject to the following corrections: Site Plan (Exhibit A) 1 . Has slight variations from original , but is considered an improvement and conforms to original conditions of approval . Building Elevations (Exhibits E,G,K,M) 1 . Was of major concern to Design Review Board in original review. Landscape Plan (Exhibit N) (Hotel ) 1 . All trees shall be a minimum 15 gal . size. At least 40% of all trees along Highway 111 and the entrance streets shall be a minimum 24" box in size. All shrubs shall be a minimum of 5 gal . in size. 2. Additional trees shall be provided along the south propertyline. Landscape Plan (Sheets 102 & 103) (Condos) 1 . All trees shall be a minimum of 15 gal . in size and shrubs be a minimum of 5 gal . in size. 2. Provide trees along the east side of proposed tennis courts.
