STAFF RECOMMENDATION: Approve the final construction drawings as they conform with the preliminary plans submitted. . � �; DESIGN REVIEW BOARD DATE January 23, 1979 CASE NO. : 59 C APPLICANT: Charles Martin LOCATION: South side of Highway 111 , east of Panorama . ZONING C-1 , S.P. STAFF RECOMMENDATION: The present submittal represents a slightly modified proposal for a commercial structure which was approved by the Design Review Board and Planning Commission - last year. The approval has expired, this being the reason the proposal is before the Board once again. Almost all of the modifications are structural . The basic design of the structure has remained int�ct, though the present structural design has had impli- cations in the area of landscaping. The architect will review the proposed changes with the Board. Staff notes that the required 10 foot landscaped buffer along the south property line has not been indicated as required by the Zoning Ordinance. Only an approved Variance could relieve the applicant from this requirement. . � � DESIGN REVIEW BOARD DATE January 23, 1979 CASE NO. : 132 MF APPLICANT: Church of Jesus Christ of the Latter Day Saints LOCATION: Northwest corner of Park View Drive & Monterey ZONING PR-7, S.P. STAFF RECOMMENDATION: The applicant has complied with the Conditions of Approval placed on the case during review of the related Conditional Use Permit, CUP 06-78, and preliminary design review. The one area where the intent of the Design Review Board may not have been met is in the proposed landscaping plan. Special Condition No. 6 required extensive mounding along Park View Drive in order to reduce the massive appearance of the structure. While mounding is proposed at the southeast corner of the project, it is not carried through along Park View directly in front of the structure. The construction drawings do not indicate any provision for handicap parking spaces. Additionally, approval of the final construction drawings should not include approval of the proposed sign as more details are need at this time. . � � DESIGN REVIEW BOARD DATE January 23, 1979 CASE NO. : 320 SA APPLICANT: Palm Desert Venture LOCATION: Shadow Mountain Resort and Racquet Club ZONING PR'� STAFF RECOMMENDATION: Approve the sign program. . ��rr° ,� DESIGN REVIEW BOARD DATE January 23, 1979 CASE NO. : 162 MF APPLICANT: Alfred Cook LOCATION: Southeast corner of Ocotillo and Tumbleweed ZONING R-3(4) STAFF RECOMMENDATION: Approve the preliminary and final plans, subject to the following modifications and/or additions: 1 . Provide some type of element that will offer shade protection to those patios on the south side of Building "A", to be approved by the Staff. 2. Provide additional back-out space for Carport No. 9. 3. Increase the width of the driveway off of Tumbleweed ` to 24' . 4. Modify the front wall system at the corner of Tumbleweed and Ocotillo in order to comply with the City's requirements relative to line-of-sight at intersectionse 5. Provide total separation between rear yards on the south side of Building "A". 6. Consider the use of concrete driveways. Staff would recommend that the Board reivew the land- scaping plan in terms of the variety of trees being proposed, especially the northeast corner of the project. , "�+` ,'�' DESIGN REUIEW BOARD DATE January 23, 1979 CASE NO. : 106 C APPLICANT: Jerry Dennington LOCATION: North side of Highway 111 , west of Las Palmas . ZONING C-1 , S.P. STAFF RECOMMENDATION: Parkin -- Based on the proposed size of the structure, approximately 2685 sq. ft. , 11 parking spaces are required. The applicant has indicated that 11 spaces are provided, but realistically in light of vehicular maneuverability requirements, only eight are functional . Further study is apparent with regard to the parking area also in terms of Ordinance requirements for 4 foot strips of landscaping to serve as buffers between the parking area and property lines. Front Elevations -- The design of the fire walls and resultant effect on the front elevations is dependent upon the existing structures on both sides. Additional information ought to be provided to the Board regarding the present situation to the east and west of the proposed structure to assist the Board in a determina- tion as to whether the proposed fire walls are most appropriate. Signs -- A sign program ought to be considered as part of the preliminary package, as there may be little flexibility in the location of signs ' once the front elevation has been established. . Humber LOCATION: Southeast corner of San Pasqual and Santa Rose ZONING R-2 STAFF RECOMMENDATION: Reject the plans for the following reasons: 1 . The plans submitted are not accurately scaled as required. 2. The proposed parking is unrealistic in light of maneuverability requirements for vehicles. 3. Letter style for proposed sign for Charles Haver supplied to the Board (should match the lettering proposed for other signs). 2. Dimensioned and scaled drawings provided so that the Board can determine whether the program � complies with minimum requirements to the City's Sign Ordinance. 3. Reduce the number of signs ��oposed to comply with the City' s requirement within the Sign Ordinance; namely, one sign per business. 4. Supply color samples and indicate the location of colors on the proposed sign as required by the City's Design Review applications.
