PALM DESERT DESIGN REVIEW BOARD
TUESDAY - AUGUST 9, 1977
5:30 PM - CITY HALL COUNCIL CHAMBERS
1 . The Study Session of the Design Review Board began at 4:30 p.m. in the Palm
Desert City Hall . The purpose of this study session was to review the cases
on the agenda.
Members Present: Frank Urrutia, Eric Johnson, Jim Hill , Ralph Cipriani (for
Paul Williams)
�..r After a one hour and forty-five minute study session , the meeting was called to
order at 5:45 p.m. It was moved by Mr. Johnson & seconded by Mr. Urrutia that
the minutes of the previous meeting of July 26, 1977 be approved as written.
Motion carried 4-0 (Johnson, Urrutia, Hill , Cipriani ) .
2. CASE NO. 81MF - EAGLE DEV. CO. , APPLICANT
Request for approval of final construction drawings for a condominium to be lo-
cated south of 44th Ave. , West of Highway 111 . Applicant present.
A motion was made by Mr. Johnson and seconded by Mr. Hill to refer this case to
the Planning Commission for clarification regarding zoning. Motion carried 4-0
(Urrutia, Johnson, Hill , Cipriani) .
3. CASE NO. 80MF - ALVIN JOHNSON, APPLICANT
Request for approval of preliminary site, floor & elevation plans for duplexes
to be located at the northwest corner of Shadow Mountain Drive and Ocotillo.
Applicant present.
The Board informed the applicant that the revised plans submitted did not
show the 20' wide driveway required in Condition #5. In addition , the Board
indicated they wished to see a drainage and grading plan due to the nature of
the site and an upgraded landscaping plan. Mr. Johnson suggested that the
applicant utilize landscaped berms in the landscaping plan. Staff indicated
a willingness to work with the applicant in order to overcome various problems
due to the lack of information contained in the plans.
A motion was made by Mr. Hill and seconded by Mr. Johnson that the case be
continued to the following meeting. Motion approved 4-0 (Hill , Johnson,
Urrutia, Cipriani ) .
4. CASE NO. 48MF AFFILIATED CONSTRUCTION, APPLICANT
Request for approval of a landscaping concept for a single-family residential
subdivision to be located at the southeast corner of Portola and Rutledge.
Applicant present.
The applicant stated that his proposal included a minimum amount of landscaping
for each house and the withholding of a landscaping allowance until the individ-
ual homeowner opted to select one of ten approved landscaping plans or a suit-
able alternative. Mr. Urrutia stated that he believed a more aesthetically
pleasing environment could be achieved if the developer provided all of the land-
scaping. The applicant indicated that the discussion could be reduced to the
question of whether the homeowners would have an individual choice as to the
landscaping they desire.
A motion was made by Mr. Hill and seconded by Mr. Johnson to approve the basic
landscaping plans with a determination regarding who will be responsible for
the final landscaping of each residence to be made at a subsequent time. Motion
carried 3-0 (Hill , Cipriani , Urrutia) , Johnson abstained.

5. CASE NO. 78MF, AMERICAN WEST DEVELOPMENT, APPLICANT
Request for approval of preliminary site, floor and elevation plans for a
duplex to be constructed on the west side of Sunset, south of Abronia Trail .
Applicant present.
The Board requested the applicant to revise the parking area and landscaping
in the front. In addition, the applicant was requested to add a wall between
the two bedrooms , place appropriate plants around the jacuzzi , submit color
samples to Staff for approval , and delete the tile capping shown and replace
it with a plant-on beam approximately 4"xl2" in size.
A motion was made by Mr. Johnson and seconded by Mr. Hill to approve the case
subject to conditions and subject to the inclusion of the DRB's requests in
the final construction drawings. Motion carried 3-0 (Hill , Johnson , Cipriani ) .
6. CASE NO. 83MF - DEEP CANYON LTD. , APPLICANT
Request for approval of preliminary site, floor and elevation plans for 212
single family residences to be located south of 44th Avenue, East of Deep
Canyon Road. Applicant present.
The Board made three recommendations regarding the case. First, they suggested
that the emergency access right-of-way off of Deep Canyon be increased to 20'
in width. Secondly, they requested that the applicant submit a complete land-
scaping plan which includes landscaping in areas adjacent to the units within
the individual lots. Finally, the Board suggested trellises, patios and other
related amenities be added making the elevations more compatible with the desert
environment.
A motion was made by Mr. Johnson and seconded by Mr. Hill to approve the pre-
liminary site, floor and elevation plans subject to conditions and subject to
the inclusion of the DRB's recommendations in the final construction drawings.
Motion carried 3-0 (Hill , Johnson, Cipriani) , Urrutia abstained.
7. CASE NO. 57C - CLARENCE SABA, APPLICANT
Request for approval of preliminary site, floor and elevation plans for a
commercial complex to be located at the northeast corner of Larkspur and E1
Paseo.
The Board recommended the following changes regarding the subject case:
a. Relocate and lower the planter at the intersection of Larkspur & E1 Paseo.
b. Use various colors and materials for paved areas.
c. Add an additional break-through in the parking lot for better circulation.
d. Change the location of the handicap ramp.
e. Show the location of the trash enclosure
f. Investigate new roofing material .
g. Utilize a single exterior material, preferably adobe.
A motion was made by Mr. Johnson and seconded by Mr. Hill to approve the pre-
liminary site, floor and elevation plans subject to the conditions of approval
and subject to the inclusion of the DRB's recommendations in the final construc-
tion drawings. Motion carried 4-0 (Hill , Cipriani , Johnson, Urrutia) .
�w 8. CASE NO. 77MF - PALM DESERT VENTURE, APPLICANT
Request for approval of a fencing plan.
Mr. Johnson indicated that due to the length of the wall it would be most ap-
propriate to plant carolina cherry, cape honeysuckle and boston ivy in hundred
foot segments along the perimeter road. The Board noted that the design of the
fence along the 18th Fairway was mandated by the Conditions of Approval .
A motion was made by Mr. Cipriani and seconded by Mr. Johnson to approve the
fencing plan. Motion carried 3-0 (Urrutia abstained) .

9. CASE NO. 58C - CHARLES GIBBS, APPLICANT
Mr. Cipriani informed the Board that this case was being continued to the
next meeting to allow staff additional time to review the proposal .
10. Mr. Urrutia requested that a memorandum be sent to the Planning Commission
requesting the Commission to explore the possibility of granting the DRB
authority to approve exterior colors for commercial buildings.
