The meeting was called to order at 5:45 p.m. after a study session in the Council Chambers in the Palm Desert City Hall . Members present: Bernard Leung Bill Hobbs Eric Johnson Paul A. Williams Members absent: George Minturn Jim Hill Frank Urrutia �rrr Staff Present: Ralph Cipriani - Associate Planner Sam Freed - Assistant Planner Clyde Beebe - Assistant Civil Engineer No action was taken on the minutes of the meeting of August 9, 1977 since not enough members from that meeting were present. The matter was continued to the next DRB meeting. 2. Case No. 303SF - S. FERNANDEZ - Appeal of staff conditions for a new single- amily residence located on the east side of Santa Margarita. In review of the case, the DRB determined that a new landscaping plan, including the area of the parkway, should be submitted. The proposed landscaping was con- sidered to be inadequate for the site in question. Treatment of the parkway improved the appearance of the neighborhood, reduced dust, and helped mitigate erosion problems caused by water runoff flowing along the edge of the street. Since it was a standard requirement that had been applied to all other projects, it should be required in this case too. The DRB also felt that the concrete driveway, since it had also been required for all other single-family residences, should continue to be applied. The DRB concluded that the stucco wall would be acceptible, but it would depend on the landscaping plan. Since the applicant was not present, the staff suggested that the case be con- tinued. Leung felt that the DRB probably wouldn't change its mind and that they should not delay the applicant. It was moved by Leung and seconded by Johnson that the DRB overrule the appeal except for Condition No. 10 on the slumpstone wall , pending review of a revised landscape plan. Motion carried 3-0 (Leung, Hobbs, Johnson). Williams abstained. 3. Case No. 49C - SAN DIEGO FEDERAL SAVINGS - Review of landscaping plan for new savings and loan office at southwest corner of Highway 111 and San Pablo. David Hamilton, landscape architect, present. In discussing the plan, the DRB was most concerned with the treatment on Highway 111 . The applicant indicated that he could not put in a landscape berm because there was not enough room, so he planned to shield the parking area with a hedge of Carolina cherry. It was moved by Johnson and seconded by Leung that the plan be approved. Motion carried 4-0. (Johnson, Leung, Hobbs , Williams) . 4. Case No. 69MF - EUCLID BALL - Landscaping plan for final 19 lots on north side of Haystack. It was moved by Johnson and seconded by Leung that the plan be approved. Motion carried 4-0. (Johnson, Leung, Hobbs, Williams). ern► 5. Case No. 100SA - SAN DIEGO FEDERAL SAVINGS - Review of sign program for new savings and loan building at the southwest corner of Highway 111 and San Pablo. It was directed that the plans clearly indicate that the small 3 foot square free standing signs be white letters on brown background. It was moved by Johnson and seconded by Bernie Leung that the plans be approved as adjusted. Motion carried 4-0. (Johnson, Leung, Hobbs, Williams) . Case No. 58C - CHARLES GIBBS - Review of preliminary site, floor and elevation plans for a 10-acre mini-warehouse complex west of Cook Street and north of 42nd Avenue. Charles Gibbs present. The DRB had a number of concerns with the project, including a master plan of circulation for the entire 60-acre service industrial parcel , location of the caretaker unit, type of blowsand mitigation measures, width of drives between buildings, access on Cook Street, etc. The applicant was concerned with the undergrounding requirement, but understood this was a matter that could only ,,,, be resolved by the City Council . Leung thought that the drives should be 40-feet wide since trucks would often be involved, while the applicant felt that 25 feet would be suffiicent, since there would be a full-time manager on the premises. The applicant wanted to know if metal buildings would be acceptible. Leung felt that this would not be a major design problem since most of the building will be doors and the applicant was proposing masonry walls at the ends of the storage buildings exposed to Cook Street. Johnson indicated that the quality of the landscaping on Cook Street would have more of a visual effect than the type of building. It was moved by Williams and seconded by Johnson that the project be continued to September 6, 1977 and that the applicant redesign the project in light of proposed conditions of approval 10, 15, 17, 18, 19, 20, and 23. Motion carried 4-0. (Williams, Johnson, Leung, Hobbs) . 7. Case No. 84MF - TIERRE AND RIMMER - Preliminary site, floor, and elevation plans for an apartment complex on the west side of San Rafael , south of Catalina. The DRB required a fencing or wall plan to be submitted with the final con- struction plans, including a trash enclosure. The area around the pool was a little tight and the DRB suggested that the units to the west be moved 5 feet closer to the rear and the units to the north and south of the pool 2 extra feet away from the pool . It was moved by Leung and seconded by Johnson that the plans be approved. Motion carried 4-0. (Johnson, Leung, Hobbs, Williams) . �r 8.
