MINUTES
PALM DESERT DESIGN REVIEW BOARD
DECEMBER 6, 1977
1 . The meeting was called to order at 5:30 p.m. in the Council Chambers of
the Palm Desert City Hall , after a half hour study session.

It was moved by Williams, seconded by Minturn to approve the minutes of
November 22, 1977. Motion carried 4-1 (AYES: Minturn, Urrutia, Jackson,
Williams ; ABSTAIN: Johnson) .
2. Case No. 63C - PALM DESERT RACQUETBALL/HEALTH CLUB, INC. - Preliminary site,
floor and elevations for a racquetball/health club at the northwest corner
of Painters Path and Highway 111 . Project architect present.
The architect spoke to the Board and noted that the project had been rede-
signed and elements of safety had been incorporated into the plans in the
parking lot, also it would have a redwood exterior, with mounding and lemon
scented eucalyptus trees as part of the landscaping. The elevations of the
whole building were discussed and of its effects on the surrounding area.
Mr. Urrutia noted that the redwood would fade and the color would blend in
with the surrounding landscaping. He also suggested that a drip irrigation
system be used as water would stain the wood and discolor it.
Mr. Johnson suggested that eucalyptus and pine would go very well with the
redwood exterior. He also noted that a more complete landscape plan is
needed. Some discussion followed with regard to the horizontal and vertical
wood treatment. The stairway and ramp design was discussed and whether is
would conform to the standards covering the handicapped.
On a motion by Jackson, seconded by Urrutia the Case was approved with the
following conditions added. Condition No. 6 - Lower northerly 1/3 of build-
ing two (2) feet. Condition No. 7 - Mounding shall be provided around southern
area, along Painters Path with wrapping around the south end and integrate
the fire escape. Condition No. 8 - Wood treatment shall be natural redwood,
minimum 1 "x8" with tongue and groove. Condition No. 9 - A handrail and handi-
cap entrance shall be provided. Condition No. 10 - The service entrance
shall be refined. Motion carried 4-0 (Urrutia, Minturn, Johnson , Jackson ) .
3. Case No. 96MF - CHARLES ROOT - Final construction drawings for 9 condominium
units on the west side of Verba Santa, south of Pitahaya. Applicant not pre-
mow sent.
The Board recommended that the applicant consider drip irrigation and a forth
condition was added to read Each unit shall have its own trash enclosure
area for easier access." Motion by Minturn , seconded by Urrutia to approve
the case with the additional condition; carried unanimously 4-0 (Urrutia,
Minturn, Johnson , Jackson ) ,

" . Case No. 97MF - W & R DEVELOPERS - Final construction drawings for 6
single-family residences to be located in the Desert Paradise Tract, on
Joshua between 44th and Parkview. Applicant not present.
The Board suggested that the following changes be made to the plans:
Lot 51 , 68, and 79 be Elevation A, Lot 69 be Elevation C, and Elevation
10 and 80 remain Elevation B. Flat the was suggested for Elevation C.
Wood should be used for the plant-ons.
On a motion by Minturn, seconded by Jackson the case was approved, carried
unanimously 4-0 (Urrutia, Minturn, Jackson, Johnson) .
: ,. Case No. 100MF - SANTIAGO FERNANDEZ - Final construction drawings on a
duplex at the northwest corner of Alessandro and Santa Anita. Applicant
riot present.
"t was noted by Urrutia that the applicant had not complied with Condition
No. 4 and there was no landscaping plan submitted. The Board on a motion
by Minturn, seconded by Urrutia continued the case to the December 20, 1977
meeting so the applicant can comply with Condition No. 4; carried unanimously

6. Case No. 88MF - VICTOR JENNINGS - Final construction drawings for a duplex
to be located on the west side of Portola, northerly of Fairway. Applicant
riot present.
It was noted by Urrutia that the applicant had not complied with Condition
No. 4 and there was no landscaping plan submitted. The board on a motion
by Minturn, seconded by Jackson continued the case to the December 20, 1977
meeting so the applicant can comply with Condition No. 4; carried unanimously
4-0 (Urrutia, Minturn, Jackson, Johnson) .
