MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
FEBRUARY 8, 1977
1. After a study session which began at 4:00 p.m. , Chairman Urrutia called
the meeting to order at 5:30 p.m. in the Council Chambers of the Palm
Desert City Hall .
Members Present: Bill Hobbs George Minturn

Staff Present: Sam Freed
It was moved by Mr. Leung and seconded by Mr. Urrutia that the Minutes of
the Design Review Board meeting of January 19, 1977, be approved as sub-
mitted. Motion carried 4-0 (Leung, Minturn, Habbs Urrutia).
2. CASE N0. 47C - BERNARD LEUNG for SIDNEY ROSS
Request for approval of preliminary plans to remodel and add 1,400 square
feet of floor area to an existing commercial building, Second Home Rose
(occupant) at 73-168 Highway 111.
It was moved by Mr. Minturn and seconded by Mr. Habb� that the plans be
rejected. Justification - (1) insufficient parking; (Z) inconsistent
architecture between new facade (with a pitched roof) and new addition
(flat roof) ; (3) inadequate loading facilities; (4) need to upgrade de-
sign of building facing alley. Motion carried 4-0 (Williams, Minturn,
Hobbs, Urrutia, with Leung abstaining).

3. CASE N0. 4$C - UNITED CALIFORNIA BANK
Request for 1,450 square foot addition to existing UCB building on frontage
adjacent to Plaza Way.
Robert Ricciardi , project architect, presented approved site plan indicating
that the building had originally been approved at enlarged size. Staff was
approving minor adjustment of 3 parking spaces to account for difference in
County and City parking ordinances.
It was moved by Mr. Hobbs and seconded by Mr. Minturn that the project be
approved subject to 4 �onditions. Motian carried 4-0 (Min�urn, Leung� Hobbs
and Urrutia).
4. CASE N0. 55MF - AFFILIATED COPdSTRUCTION
Request for approval of final construction drawings for a 26-unit apartment
complex located east of the public library at Portola and Shadow �ountain
Drive.
Applicant, Frank Goodman, was present. Mr. Urrutia indicated that the pri-
vate patio areas should be separated and landscaped, rather than leaving
�, this to be done by the residents. Mr. Goodman objected to Condition No. 10
which calls for the improvement of the dedicated portion of Lantana, Condi-
tion No. 7 requiring street lights and curb and gutter on Shadow Mountain
Drive and Candlewood, and Condit�on No. 6 calling for a 5 foot block wall
adjacent to the existing single family residence on Candlewood.
Mr. Minturn considered curb and gutter as a very important improvement
and one which directly benefitted the property owner. It was moved by
Mr. Hobbs and seconded by �1r. Minturn to approve the project, with the
following changes in the conditions:
(a) #6 - delete "and a 5' wall adjacent to existing development on
Candlewood."

(b) #7 - delete "shall install street lights and".
(c) #10 - delete entire condition and revise to say: "Dead end driveway
before reaching Lantana and place remaining property in land-
scaping. Design of revised driveway shall be subject to ap-
"""'' proval of the Ci ty Fi re Marshal l ."
(d) #12 - add: "Landscape private patio areas to the satisfaction of the
Director of Environmental Services. "
The motion carried 4-0 (Hobbs, Minturn, Leung, Urrutia).
5. CASE N0. 56MF - JIM BELKNAP
Request for approval of preliminary plans for a 7-unit apartment complex
on the east side of Ocotillo Drive, between Tumbleweed and Verba Santa.
The Board was concerned over the problem of ingress/egress (the applicant
was proposing to use access easement on adjacent property) and the lack
of adequate architectural treatment on the street elevation of Building
B.
It was moved by Mr. Hobbs and seconded by Mr. Minturn that the case be
continued. Motion carried 4-0 (Williams, Hobbs, Minturn, Urrutia, with
Leung abstaining).
�""'' 6. CASE N0. 57MF - JIP9 BELKNAP
Request for approval of preliminary plans for a 6-unit apartment complex
on the east side of Highway 74, between E1 Paseo and Verba Santa. Eric
Loyer present.
It was moved by Mr. Minturn and seconded by Mr. Leung that the project be
approved, with the following changes to the conditions:
(a) #7 - delete and revise to read: "The applicant shall redesign parking
� layout to allow access for vehicles coming from the lot to the
north (Calypso Apartments) also owned by the applicant and shall
record an access easement in a manner acceptable to the City At-
torney."
The motion carried 4-0 (Minturn, Leung, Hobbs , Urrutia).
7, CASE N0. 58MF - SHADOW NIOUNTAIN GOLF CLUB
Request for approval of construction plans to build a small metal building
at the Shadow Mountain Golf Club to be used for golf cart parking. Norm
Granger, contractor, was present.
�,, Mr. Leung was concerned that noise from the many small metal doors would
adversely affect the adjacent R-1 homes. It was moved By Mr. Leung and
seconded by Mr. Minturn to approve the project subject to 7 conditions.
Motion carried 4-0 (Leung, Minturn, Hobbs, Urrutia).

8. CASE N0. 59MF - LIVING DESERT RESERVE
Request for approval of final construction drawings for a new admission
building. Present for the applicant were Mr. Potts and Mr. Outcault, the
project's architect.
It was moved by �Ir. Minturn and seconded by Mr. Hobbs that the project
�""' be approved, subject to 6 conditions. Motion carried 4-0 (Minturn, Hobbs ,
Leung, Urrutia).
9. CASE N0. 24SA - FLYING J INC.
Request for ne�� signs for the existing service station at the southeast
corner of Highway 111 and 44th Avenue.
The staff requested that the Design Review Board defer action on this case
to the staff, subject to guidance that the entire sign be internally lit
or that the top part be internally lit and the bottom part be ground lit.
Motion by Mr. �linturn and seconded by Mr. Hobbs. Approved 4-0 (Leung,
Minturn, Hobbs, Urrutia).
10. CASE N0. 19SA - RR INC.
Preliminary plans for a revised sign for an existing restaurant at the
southeast corner of El Paseo and Larkspur Lane.
It was moved by Mr. Hobbs and seconded by Mr. Leung that the plans be
rejected as incomplete. In addition to the 10 conditions recommended by
�'�'"' staff, the DRB added:
#11 - Two parking spaces lost by sign relocation must be replaced
elsewhere on the site.
#12 - The submitted sign design is not approved. The applicant must
submit accurate landscaping, parking, sign detail , and trash
enclosure plans as a part of any request to the Design Review
Board for approval of a new sign, incorporati all requested
changes indicated by the conditions of approval .
The motion carried 4-0 (Leung, Minturn, Hobbs, Urrutia).
11. The meeting was adjourned at 7:25 p.m.
