PALM DESERT DESIGN REVIEW BOARD
TUESDAY.- JULY 12, 1977
5:30 PM - CITY HALL COUNCIL CHAMBERS
1 . The Study Session of the Design Review Board began at 4:30 p.m. in the Council
Chambers in the Palm Desert City Hall . The purpose of this study session was
to review the cases on the agenda.

After a one-hour study session, the meeting was called to order at 5:30 p.m.
It was moved by Mr. Hobbs and seconded by Mr. Johnson that the minutes of the
previous meeting of June 21 , 1977 be approved as written. Motion carried 4-0
(Hobbs, Johnson, Cipriani , Urrutia) .
2. CASE NO. 35MF, NOE-JACK DEVELOPERS, APPLICANT
Request for approval of a landscaping plan for an apartment complex to be
located on the south side of Shadow Mountain Drive.
A motion was made by Mr. Hobbs and seconded by Mr. Johnson that the case be
continued to the July 26th meeting due to the lack of qualified voting members
present. Motion carried 4-0 (Hobbs, Johnson, Cipriani , Urrutia) .
3. CASE NO. 75MF, SILVER SPUR ASSOC. , APPLICANT
Request for approval of a preliminary landscaping plan for a 217-unit condo-
minium project to be located at Ironwood Country Club.
A motion was made by Mr. Johnson and seconded by Mr. Hobbs that the plans be
approved as a preliminary landscaping plan. Motion carried 4-0 (Johnson, Hobbs ,
Urrutia, Cipriani) .
4. CASE NO. 55C, AL KURI, APPLICANT
Request for approval of preliminary site, floor and elevation plans for a
commercial structure to be located on the north side of El Paseo, west of
Sage Lane. Applicant present.
Mr. Kuri presented a new set of plans to the Board which reflect the revisions
requested previously by the Board and those revisions requested by the Palm
Desert Property Owners Association. The Board indicated that they believed it
would be more beneficial to have the name of the building on the front of the
structure rather than the names of the tenants. In addition to the name of
the building on both the front and rear of the structure, the applicant will
be permitted to place 4 hanging tenant signs in the interior courtyard, one
in front of each establishment or office. Final sign plans will have to be
submitted to the Design Review Board for approval .
A motion was made by Mr. Hobbs and seconded by Mr. Cipriani that the preliminary
site, floor and elevation plans be approved with the Change of Condition #9
which now approves the concept of the signs but requires final approval of the
sign program at a future date. Motion carried 4-0 (Hobbs, Cipriani , Urrutia,
Johnson) .

Request for approval of preliminary site, floor and elevation plans for a
commercial structure to be located on the north side of El Paseo, west of
Lupine. Applicant present.

The Board indicated that the plans submitted are lacking information with
respect to colors, materials and textures. In addition, the Board is seeking
elevations that are more interesting and have more definition. The applicant
has failed to provide a landscape plan which is essential . The Board suggested
that the applicant meet with Staff in order to overcome the deficiencies con-
tained in the plans.
A motion was made by Mr. Hobbs and seconded by Mr. Johnson that the plans
submitted be rejected. Motion carried 4-0 (Johnson, Hobbs, Urrutia, Cirprani) .
6. CASE NO. 56C, PAUL S. MOLLER., APPLICANT
Request for approval of preliminary site, grading and landscaping for an open
storage area to be located north of 44th Avenue and 250 feet west of Painter's
Path.
The only change the Board made with regard to this case involved increasing the
size of the euculyptus trees to 15 gallon minimum.
A motion was made by Mr. Johnson and seconded by Mr. Cipriani that the prelimi-
nary site, grading and landscaping plans be approved with the added requirement
that the euculyptus trees be increased in size. Motion carried 4-0 (Hobbs,
Johnson, Urrutia, Cipriani) .
7. CASE NO. 79MF, SIEGEL, APPLICANT
Request for approval of final construction drawings for a 180-unit condominium
project to be located at Kings Point - Shadow Mountain Drive. Applicant present.
Mr. Cipriani informed the Board that the City Engineer had requested that this
case be continued as he needed additional time to study the plans. The applicant
informed the Board that if the case was not acted on and referred to the Planning
Commission at this time, that the project would be abandoned as a two month delay
had already been experienced due to the City Engineer's office. The Board in-
formed the applicant that the plans submitted were deficient in the following
ways:
(1 ) Color and material samples.
(2) Landscape plan.
(3) Roof tile sample and elevations showing proposed tile to be used.
(4) Modified plans indicating compliance with Amended CUP 1395.
Motion carried 3-0 (Urrutia, Hobbs, Johnson) . Cipriani abstained.
8. CASE NO. 80MF, ALVIN JOHNSON, APPLICANT
Request for approval of preliminary site, floor and elevation plans for duplexes
to be located at the NW corner of Shadow Mountain and Ocotillo Drive.
The Board indicated that the plans lacked sufficient detail and definition.
Staff pointed out that one of the principal problems with the plan is the fact
that the driveway is too narrow to meet the requirements of the Zoning Ordinance.
The driveway must be a minimum of 20 feet in width and if the width is increased,
the resulting setbacks will not be in conformance with Zoning requirements. As
a result, the entire site plan will have to be restudied as will the elevations.
In addition, the Board requested clarification of the total number of units being
„w proposed. The Zoning Ordinance permits only 4 units to be constructed on this
lot, but the elevations indicate possible units in front of the carports. Clearly
marked plans would eliminate any doubt as to the number of units being proposed.
A motion was made by Mr. Hobbs and seconded by Mr. Cipriani that the plans sub-
mitted be rejected. Motion carried 4-0 (Hobbs, Urrutia, Cipriani , Johnson) .

9. CASE NO. 81MF, MORGAN MITSUBISHI (EAGLE DEVELOPMENT) , APPLICANT
Case continued at the request of the applicant.
10. CASE NO. 82MF, PORTOLA VILLAGE, APPLICANT
Request for approval of preliminary site, floor and elevation plans for a 48-unit
condominium project to be located on the east side of Portola, south of Goleta.
Applicant present.
too The Board's discussion of this project centered around two issues. First, the
Board felt it necessary to require the applicant to re-design the most westerly
driveway in order to improve the turn-around capabilities. Secondly, disliking
the location of the eastern swimming pool , the Board requested the applicant to
restudy the eastern portion of the project in order to relocate the swimming
pool .
A motion was made by Mr. Hobbs and seconded by Mr. Cipriani to approve the
architectural elevations and require resubmitted of the site plan. Motion
carried 4-0 (Urrutia, Johnson, Cipriani , Hobbs) .
11 . CASE NO. 51C, HMS PLAZA WEST, APPLICANT
Request for approval of final construction drawings for an office complex to
be located on the southwest corner of E1 Paseo and Lantana. Applicant present.
The Design Review Board agreed to reduce the sidwalk on Larrea from 10' to 6'
and provide a landscaped berm between the sidewalk and the parking lot. The
Board also requested resubmittal of the landscaping plan for the project.
A motion was made by Mr. Hobbs and seconded by Mr. Johnson to approve the final
construction drawings, excluding the landscaping and including the change of the
street treatment along Larrea. Motion carried 4-0 (Urrutia, Hobbs, Cipriani ,
Johnson) .
12. Mr. Cipriani presented each of the Board members with a copy of the General
Development Standards prepared for the Redevelopment Agency so that they might
prepare comments for the following night's Redevelopment Meeting after studying
the document.
13. The meeting was adjourned at 6:40 p.m.
