The meeting of the Palm Desert Design Review Board was called to order at 4:30 p.m. by Chairman Urrutia in the Council Chambers of the Palm Desert City Hall . Members present: Frank Urrutia, Bill Hobbs, Bernard Leung, Eric Johnson Members absent: George Minturn, Jim Hill , Paul A. Williams Staff Present: Ralph Cipriani , Sam Freed It was moved by Mr. Hobbs and seconded by Mr. Johnson that the minutes of the meeting of July 12, 1977 be approved as written. Motion carried 3-0, Leung abstained. 2. CASE NO. 81MF - EAGLE DEVELOPMENT COMPANY, APPLICANT The staff had received a request from the applicant for a continuance. It was moved by Mr. Urrutia and seconded by Mr. Hobbs that the case be continued to the meeting of August 9. Motion carried 4-0. 3. CASE NO. 35MF - NOE-JACK DEVELOPERS, APPLICANT Landscaping plans for the three 9-unit apartment projects on Shadow Mountain Drive. Since three of the members of the Design Review Board were involved in the project and had to abstain, Chairman Urrutia suggested that the case be forwarded to the Planning Commission with his comments. He indicated that the purple plum trees be at least 15 gallon. Hobbs, Leung, and Johnson abstain. r 4. CASE NO. 48MF - AFFILIATED CONSTRUCTION, APPLICANT Final landscape layout selections for the single family subdivision at the southeast corner of Portola and Rutledge, TR 8237. Johnson indicated that these layouts would be used as guides for the prospective home buyers. The developer would provide 1 tree and 5 shrubs and the owner would be responsible for the rest. Frank Urrutia said that this procedure should not be accepted and that the applicant should bring in complete building and landscaping plans for each lot, just as had been done for Portola Estates on Haystack. He felt that the intent of the Design Review Board was to review how each block would be develop- ed so that there would not be a situation where the identical house or land- scaping plan was used several times in a row. It was moved by Hobbs and seconded by Leung that the application be rejected and the case deleted from the resolution. Approved 3-0 (Hobbs, Leung, Urrutia) . Johnson abstained. 5. CASE NO. 55C - AL KURI , APPLICANT Final construction plans for a commercial building on the north side of El Paseo, west of Sage Lane. In reviewing the final plans, the Design Review Board recommended the following changes: - the planter in the front of the building is not waterproof and should be revised - the street trees should be 24" box Ficus retusa nitida - the trees in the parking lot should coincide with those which will shortly be selected by the Redevelopment Agency It was moved by Hobbs and seconded by Johnson that the plans be approved. CASE NO. 74MF - DILLMAN AND DILLMAN, INC. , APPLICANT Preliminary site, floor, and elevations for a duplex on the east side of Panorama, south of Abronia. Mr. Max Dillman, owner & builder, present. After a 30 minute discussion period, Bill Hobbs summarized the Design Review Board's main concerns with the plant submitted: 1 . The outward architectural appearance of the building should be restudied - specificially the need to extend the overhand around the structure and make the architectural treatment four-sided. 2. The site has not been utilized effectively - specifically many of the side yards are "dead" spaces and could have been used for patios and the unit layout does not offer any privacy. 3. The parking layout is unacceptible - border landscaping will be needed next to the unit and the side property line. Bernie Leung added that the design suffered because of too much emphasis on avoiding a common wall . Frank Urrutia said that the elevations needed a heavier texture - more shadow and a greater feeling of solidity. Eric John- son indicated that a more detailed landscaping plan for the entire parcel would be needed. It was moved by Hobbs and seconded by Leung that the case be continued to August 9, 1977. Motion carried 4-0. 7. CASE NO. 51C - HMS PLAZA WEST, APPLICANT Final landscaping for a commercial office complex at the southwest corner of El Paseo and Lantana. Steve Fleshman , representing the applicant, was present. It was moved by Hobbs and seconded by Leung that the plans be accepted. Motion carried 3-0. Johnson abstained. 8.
