MINUTES
PALM DESERT DESIGN REVIEW BOARD
MARCH 8, 1977
1. The Board members were called together in the Council Chambers of the
Palm Desert City Hall at 4:30 p.m. by Chairman Urrutia for a study ses-
sion review of the cases on the agenda.
Members Present: Frank Urrutia, Bill Hobbs, George Minturn, Paul A.
Williams, Eric Johnson, and Jim Hill

After a one hour study session, the meeting was called to order at 5:30
p.m. It was moved by Mr. Hobbs and seconded by Mr. Johnson that the
minutes of the previous meeting of February 22, 1977, be approved as
written. Motion carried 4-0 (Urrutia, Hobbs, Minturn, Johnson) .
2. CASE N0. 49C - SAN DIEGO FEDERAL SAVINGS AND LOAN ASSOCIATION
Request for preliminary approval of site, floor, and elevation plans for
a new savings and loan building to be located south of Highway 111 and
west of San Pablo extended.
Martin Bouman, Executive Director of the Redevelopment Agency, addressed
the Board, explaining his involvement with and past history of the subject
project. Many meetings had been held with the representatives of San Diego
Federal Savings and Loan, before they and the Redevelopment Agency selected
the site plan that was presented to the DRB on February 22, 1977. Mr. Bouman
discussed the merits of this site plan as opposed to the circulation problems
that could develop if an alternate site design were used. Mr. Urrutia replied
that the DRB was ma.inly concerned with the circuitous route that would have
i'�"" to be followed to reach the office if the proposed frontage road plan were
implemented. Mr. Bouman then presented a modified site plan which he felt
could safely resolve this problem by making the drive to the west of the
building site two-way where adjacent to the building site. This would avoid
the problem of having cars waiting to drive through the window teller stacked
up on San Pablo. The drive to the west was wide enough to allow a single lane
of traffic in each direction, while signage and traffic barriers could proper-
ly direct the flow of vehicles to prevent head-on collisions. Several DRB
members indicated that the proposed solution appeared workable.
It was moved by Mr. Minturn and seconded by Mr. Hobbs that the case be con-
tinued to March 29, 1977 to resolve other aspects of the proposed project.
Motion carried 4-0 (Johnson, Hobbs, Minturn, Urrutia).
3. CASE N0. 45C - BANK OF AMERICA
Review of parking layout, drainage, parking lot lighting, and signage plans
for a commercial bank building to be located on the northeast corner of El
Paseo and San Luis Rey. Don Wexler, Project Architect, and Ted Polucha of
Continental Services were present.
The drainage plan was reviewed by the DRB to see if there were any alterna-
tives to having the water carried in V-gutters in the middle of the driveways.
� The applicant responded that the grades had been established by the City En-
gineer and that this was the solution shown on the preliminary engineering
plan for the prototype block developed by Wilsey & Ham. The DRB deleted one
planter located at the northeast corner of Lot 31 and required temporary bar-
ricades to provide for the safe flow of cars from the bank's parking area to
other parking areas on the block. Traffic signs would be provided as required
by the City Engineer.
The DRB noted that the Redevelopment Agency would ultimately have to assume
liability for the parking areas so that signs "A" and "B" and the gr.ound
plaque could be deleted. Chains would only be permitted at both ends of
the window teller access aisle. One (1)`ihour of operation�sign would be
permitted at entrance to window teller access aisle. The maximum height of
signs "C" and "F" would be 4.5 feet with landscaping required around the
base.

Delete "Bank of America" wall signs from west and east elevations.
"Hours of Operation" sign on glass doors approved. One (1) non-
illuminated monument sign as detailed on Exhibit J was approved
with white letters, gold background, and black trim. One (1) logo
sign (gold letters on black background) for the north face of the
building was approved - not to exceed a maximum height on the wall
of twenty (20) feet. The "C", "D", and "F" signs were approved.
The DRB also approved the use of a parking lot light standard
;�, (type WTC, Kim Lighting Inc.) on a standard not to exceed ten (10)
feet in height.
It was moved by Mr. Hobbs and seconded by Mr. Minturn that the plans,
Exhibit I and J, be approved as modified. Motion carried 4-0 (Hobbs,
Minturn, Johnson, Urrutia).
4. CASE N0. 51C - HMS PLAZA WEST
Request for preliminary approval of elevations, site plan, and parking
layout for an office complex and bank at the southwest corner of E1
Paseo and Lantana.
Steve Fleshman representing the applicant was present.
Staff pointed out that the parcel map dividing the property was approved
for financing purposes only; the Planning Commission intended for both
lots to be developed as a contiguous parcel. The DRB rejected the con-
cept of the loop driveway around the bank site since it discouraged on-
site traffic circulation, added many vehicles at a point which was too
close to the intersection, and substantially reduced the amount of land-
scape area. Chairman Urrutia was also concerned with the design of the
stairways on the proposed building.

It was moved by Mr. Johnson and seconded by Mr. Minturn that the case be
continued to March 29, 1977 so that the applicant may provide additional
elevations and revised site plans. Motion carried 4-0 (Urrutia, Hobbs,
Minturn, Johnson).
5. The meeting was adjourned at 7:40 p.m.
