MINUTES
PALM DESERT DESIGN REVIEW BOARD
MAY 24, 1977
5:30 PM - CITY HALL COUNCIL CHAMBERS
1 . The study session of the Deisgn Review Board began at 4:30 p.m. in the
Council Chambers in the Palm Desert Ci�y Hall . The purpose of this study
session was to review the cases on the agenda.

After a one hour study session, the meeting was called to order at 5:30
p.m. It was moved by Mr. Hobbs and seconded by Mr. Leung that the minutes
of the previous meeting of May 10, 1977 be approved as written. Motion
carried 4-0 (Minturn, Hobbs, Leung, Urrutia).
2. CASE iJO. 48MF - AFFILIATED CONSTRUCTION COMPANY
Request for approval of additional elevations for homes for Parkview Sub-
division.
The Board discussed each of the five proposed elevations individually. Re-
garding Elevation 301-B, the Board suggested that the applicant restudy the
garage door and convert the plant-on to a low wing wall which would assist in
creating a feeling of depth. Regarding Elevation 402-B, the Board suggested
that additional treatment be given to the front wall around the windows.

additional elevations be approved. Motion carried 4-0 (Hobbs, Leung, Minturn,
Urrutia).
3. CASE N0. 27SA - HARMON CENTER
Request for approval of a sign program for a commercial structure located
at the northwest corner of E1 Paseo and Portola.
The Board expressed a favorable attitude toward the overall sign program.
Two conditions were added to the Conditions of Approval . These included
a condition stating that a minimum clearance of eight (8) feet shall be
provided beneath each hanging sign. In addition, a condition was added to
reflect approval of ten hanging tenant signs and two "Paine Webber" wall
signs, one of the wall signs being in lie�a of a hanging tenant sign.
A motion was made by Mr. Minturn and seconded by Mr. Hobbs that the sign
program be approved subject to the conditions of approval . Motion carried
4-0 (Minturn, Hobbs, Leung, Urrutia).
4. CASE N0. 23SA - ROY WILLIAM CARVER
� Request for approval of a sign program for the Palms to Pines Shopping Center.
The Board expressed no strong opposition toward the design of the signs them-
selves, nor the proposed locations. However, the Board requested that the
applicant present a more complete sign program which demonstrates the loca-
tion of existing signs and an indication of which signs would be removed if
and when the new signs are approved. The Board believed they could make a
more responsible judgement after seeing the additional information.

A motion was made by Mr. Hobbs and seconded by Mr. Minturn that the present
plan be denied and that the case be reviewed again when the additional in-
formation requested is received. Motion carried 3-0 (Hobbs, Minturn, Urrutia) ,
Leung abstained.

Request for approval of sign program for a commerical structure located in
E1 Paseo Square.
After a lengthy discussion, the Board decided to permit a single four (4)
square foot hanging tenant sign for each business. Each of these signs
were approved as two-sided signs. Much of the discussion centered around
the proposed eight foot signs to be placed on the building's facia. The
Board believed these signs would detract from the overall appearance of an
attractive, highly visible structure. The feeling was expressed that merely
because the Sign Ordinance specifies a maximum amount of signs per situation
does not imply that the maximum permitted must be utilized. In short, the
maximum sign area permitted is not necessarily the optimal sign program.
A motion was made by Mr. Hobbs and seconded by Mr. Minturn that the sign
program be approved subject to the conditions of approval . Motion carried
3-0 (Hobbs , Minturn, Urrutia) , Leung abstained.
6. CASE N0. 72MF - BRICKER CONSTRUCTION COMPANY
Request for approval of preliminary site, floor and elevation plans for a
9-unit apartment complex to be located at Shadow Mountain Drive, west of

Mr. Cipriani reviewed the case and indicated that the only problem with the
project involved the parking area. The width of the parking area as shown
on the preliminary site plan is 62' where 64' is required. The applicant
indicated adjustments could be made in order to provde the required width.
A motion was made by Mr. Hobbs and seconded by Mr. Minturn that the case
be approved subject to the conditions of approval . Motion carried 3-0
(Urrutia, Hobbs, Minturn) , Leung abstained.
7. CASE N0. 71MF - DON GITTELSOPJ
Request for approval of preliminary site, floor and elevation plans for a
55 unit Condominium Project to be located at Parkview Drive, west of Monterey
Avenue.
Mr. Cipriani , in his review of the case, indicated that there were specific
conditions required in the Conditions of Approval for Case No. DP 04-77
and Tract No. 9396 relating to this case, which were not adhered to in the
preliminary site plan before the Board. For example, the Planning Commission
had required that the applicant provde a 28' strip along Parkview Drive which
would include a pedestrian walkway and bike path. This requirement was not
� shown on the site plan so the Board required that Condition #8 specify that
the improved strip be shown on the final construction drawings. In addition,
the Board added Condition #9 which increases the width of the emergency access
entrance to a minimum of 15' rather than the 10' shown on the site plan. The
Board indicated that they would permit the applicant to construct individual
driveways for duplex units, contrary to the Planning Commission's require-
ment that there be a single driveway constructed for each duplex unit.

It was moved by Mr. Hobbs and seconded by Mr. Leung that the preliminary
site, floor and elevation plans be approved subject to the attached con-
ditions. Motion carried 4-0 (Leung, Hobbs, Minturn, Urrutia) .
�, 8. CASE N0. 73MF - ALFRED N. COOK
Request for approval of preliminary site, floor and elevation plans for a
5 unit apartment project to be located at Tumbleweed Lane, west of Sage
Lane.
Mr. Cipriani reviewed the case and indicated that the project conformed to
all of the requirements of the Zoning Ordinance. He indicated that the
location of the improvements (i .e. curbs, gutters and sidewalks) was not
approved. They would have to be relocated approximately four (4) feet
north of the location shown on the site plan as the applicant was not
leaving enough room for pavement for Tumbleweed. It was indicated that
the exact location of the improvements will have to be specified by the
City Engineer.
It was moved by Mr. Hobbs and seconded by Mr. Leung that the preliminary
site, floor and elevation plans be approved subject to the Conditions of
Approval . Motion carried 4-0 (Leung, Hobbs, Minturn, Urrutia).
9. CASE N0. 53MF - LASZLO SANDOR
Request for approval of final construction plans for a 4-unit apartment
project to be located at the southwest corner of Ocotillo and Verba Santa.

Mr. Cipriani indicated that the applicant had reversed the floor plan of
Unit B as required by the Board during their preliminary review. He in-
dicated that the final plans were basically unchanged from the preliminary.
The only problem is in the location of the landscaping. Mr. Cipriani in-
dicated staff was recommending that all shrubs on the perimeter be relocated
closes to the structures so as not to be located where the proposed sidewalk
will be constructed. In addition, he recommended that the olive tree on
the corner be relocated so as not to obstruct the vision of motorists.
A motion was made by Mr. Hobbs and seconded by Mr. Minturn that the final
plans be approved subject to the attached conditions and relocation of the
perimeter shrubs. Motion carried 4-0 (Hobbs, Minturn, Leung, Urrutia).
10. CASE N0. 20C - EL PASEO PROPERTIES
Request for approval of landscaping plans for a commerical structure located
north of E1 Paseo and west of Lantana.
Mr. Cipriani indicated that Mr. Johnson had reviewed the proposed plan and
had no objections to it.
�1 motion was made by Mr. Hobbs and seconded by Mr. Minturn that the land-
scape plan be approved. Motion carried 4-0 (Hobbs, Leung, Minturn, Urrutia) .

11 . CASE N0. 68MF - PALM DESERT VENTURE, LTD.
Request for approval of preliminary site, floor and elevation plans for a
condominium project to be located east of San Luis Rey, south of Shadow Lake
Drive.
Mr. Cipriani indicated that the applicant had made the changes required by the
Planning Commission at their review of the case, mainly the delimination of
three two-story units. The floor plans and elevations were not changed from
the previous review. Mr. Cipriani pointed out that one unit had been elimi-
nated in this phase.

A motion was made by Mr. Hobbs and seconded by Mr. Minturn to approve the
preliminary site, floor & elevation plans subject to the conditions of
approval . Motion carried 3-0 (Leung, Hobbs, Minturn) , Urrutia abstained.
12. CASE N0. 62MF - WENDELL VEITH

Request for approval of final construction drawings for a television studio
and offices to be located on the north side of Parkview Drive, west of
Monterey Avenue.
The Board, after much discussion, decided to delete the requirement for a
fence or wall on the north side of the property since it might cause mainte-
nance problems in the future if & when the equestrian trail between the sub-
ject property and Rancho Las Palmas is no longer in use. Mr. Cipriani
indicated that there were basically no changes contained in the final plans.
A motion was made by Mr. Hobbs and seconded by Mr. Minturn that the final
plans be approved subject to the attached conditions. Motion carried 4-0
(Leung, Hobbs, Urrutia, Minturn) .
13. The meeting was adjourned at 7:00 p.m.
