HomeMy WebLinkAbout1977-11-08 MINUTES PALM DESERT DESIGN REVIEW BOARD MEETING NOVEMBER 8, 1977 The meeting was called to order at 5:30 p.m. in the Council Chambers of the Palm Desert City Hall after a study session had been convened at 4:30 p.m. by Chairman Johnson. Members present: Phyllis Jackson Bernard Leung Paul A. Williams Eric Johnson Frank Urrutia George Minturn Members absent: Jim Hill Staff present: Ralph Cipriani Clyde Beebe Kathy Shorey Also present: George Kryder, Planning Commissioner 1 . Minutes It was moved by Jackson and seconded by Leung to approve the minutes of October 25, 1977. Motion carried (4-1 ) Minturn abstained. 2. Case No. 127SA - IMPERIAL SIGN FOR JOHN HOOTEN - Sign program for commercial structure on the south side of Highway 111 , west of Portola Avenue. John Hooten present. A question arose as to whether the walls.igns indicated on the plans would be permitted in addition to the facia-mounted signs.. Mr. Cipriani noted that this would be in violation of the ordinance, therefore only one facia mounted sign per business would be permitted under the approved plan. It was moved by Mr. Urrutia and seconded by Mr. Minturn to approve the sign as presented; motion carried 5-0 (Minturn, Johnson, Jackson, Leung, Urrutia) . 3. Case No. 62C - MR. & MRS. ROGER FULLER - Preliminary site, floor and elevations for commercial complex on the southeast corner of El Paseo and Ocotillo. Ap- plicant not present. Mr. Cipriani noted that to comply with the related CUP 11-77, four parking spaces would have to be deleted. Some discussion followed with regard to the 10 ft. setback in the rear. The following conditions were added: #14-Undulate glass areas on the north side of sub- ject structures in order to create a larger open space effect along El Paseo; #15-A temporary drive shall be constructed along the east side of the building. This drive shall be exit only and shall be removed at that time that the struc- ture to the east is completed thereby being replaced by a pedestrian walkway. #16-Redesign the central portion of the parking lot in order to provide for pedestrian access between the satellite parking lot and the structures. #17-Pro- posed raised planters shall be relocated closer to E1 Paseo. It was also noted for the minutes that the Board would like to look at the landscaping proposed. It was moved by Mr. Minturn and seconded by Mrs. Jackson to approve the project subject to the conditions; motion carried 5-0 (Minturn, Johnson, Jackson, Leung, Urrutia) . 4. Case No. 63C - PALM DESERT RACQUETBALL/HEALTH CLUB INC. - Preliminary site, floor and evlations for a racquetball/health club to be located on the north- west corner of Painters Path and Highway 111 . Jim Smith present. Mr. Williams noted that the Board was concerned with the mass of the building and the height. It was suggested that the building be recessed to mitigate the height. Mr. Smith stated that there would be a short retaining wall around the building with dirt up against it. He also noted that if the building was sunken the floors would warp as in another project he has seen that was sunken. Minutes Palm Desert Design Review Board November 8, 1977 Page Two 4. Case No. 63C (Cont. ) Mr. Urrutia stated that if the project was done right the floors would not warp and that the building would have to be recessed because of the slant of the land. Mr. Leung noted that the grading and the height of the pad were vital therefore the Board would have to see a grading plan before they could act on it. Mr. Williams stated that another concern of the Board was the entrance to the building and the treatment of the wall . Mr. Smith indicated that a desert scape would be applied to the wall of the front entrance, but that with the need for more trees the scape would be hidden. Discussion followed as to the landscaping and placement of the trees along Highway 111 so the motorists vision would not be hindered. Mr. Smith noted that a 3 foot high wall is proposed which would not hinder the view. Further discussion followed regarding the texture of the wall and the doors. Mr. Smith stated that the concrete will have a combed effect. Mr. Leung suggested that the doors be fenestrated. Mr. Smith noted that the building top will be dark brown to blend with the mountains and to make the building not look as tall . It was moved by Mr. Urrutia and seconded by Mr. Minturn to continue the pro- ject until November 22, 1977 to allow the applicant time. to make some adjust- ments to the plans submitted; motion carried 5-0 (Minturn, Johnson, Jackson, Leung, Urrutia) . 5. Case No. 64C - ARCHITECTURAL ENGINEERING PRODUCTS CO. FOR POMONA FIRST FEDERAL SAVINGS AND LOAN - Roof modification for commercial structure located on the northeast corner of E1 Paseo and Portola. Architectural Eng. representative present. Mr. Urrutia asked why the roof was being redone and what type of material was being used. Some discussion followed and the applicants representative stated %NW that the present gypboard material is coming apart and the roof leaks. The material proposed, he continued, is lighter than the original material was supposed to be used for the roof. It was moved by Mr. Leung and seconded by Mrs. Jackson to approve the project; motion carried 5-0 (Leung, Jackson, Johnson, Minturn, Urrutia) . 6. Case No. 65C - C. G. DUNHAM - Preliminary site, floor and elevations for a commercial complex on the northeast corner of E1 Paseo and Sage Lane. Appli- cant not present. Mr. Beebe suggested that the driveway apron onto Sage lane should be 32 feet in width, this became Condition No. 12. It was moved by Mr. Leung and seconded by Mr. Urrutia to approve the project sub- ject to the conditions; carried 5-0 (Leung, Jackson, Johnson, Minturn, Urrutia) . 7. Case No. 66C - JACK MACKEY - Preliminary site, floor and elevations for a commercial complex on the north side of El Paseo, west of Lupine Lane. Appli- cant not present. Mr. Urrutia noted concern with the parking pattern in relationship to the Redevelopment Area and the present parking conditions. It was moved by Mrs. Jackson and seconded by Mr. Leung to approve the project subject to the conditions; motion carried 5-0 (Leung, Jackson, Johnson, Minturn, Urrutia) . 8. Case No. 74MF - DILLMAN & DILLMAN, INC. - Preliminary site, floor and elevations for a duplex on the east side of Panorama, south of E1 Camino. Mr. Dillman present. Mr. Cipriani noted that this was an old case and the plans had been redrawn and resubmitted. Some discussion followed with regard to the covered parking. Mr. Cipriani noted that the applicant will have to obtain an adjustment for approxi- mately 4 feet. %ftw Minutes Palm Desert Design Review Board November 8, 1977 Page Three 8. Case No. 74MF (Cont. ) Discussion followed as to the lowering of the garages which would tie them in better with the rest of the structure which became Condition No. 14 and that the parking structures should be covered which became Condition No. 15 and that olive trees should be utilized in thelandscape plan , which became Con- dition No. 16. err It was moved by Mr. Urrutia and seconded by Mr. Leung to approve the project subject to the conditions; motion carried 5-0 (Leung, Urrutia, Johnson, Jack- son, Minturn) . 9. Case No. 93MF - STEVE A. WITTINGTON - Preliminary site, floor and elevations for 4 condominium units located on the east side of Highway 74, north of Verba Santa. Willard Jordan, representing applicant, present. Mr. Jordan stated that the carports will be garages. Some discussion followed regarding the setback from curb to building, the color of the building and treatment of same, it was noted that there will be stucco and wood with a slump block chimney and fireplace. Mr. Johnson noted that more landscaping would soften the building. Mr. Jordan asked about the fire line condition and if turf block was allowable in the open parking spaces. Mr. Cipriani stated that the Fire Marshal was the one that gave the condition. The Board stated that turf block was fine. It was moved by Mrs. Jackson and seconded by Mr. Urrutia to approve the pro- ject subject to the conditions; motion carried 5-0 (Leung, Urrutia, Johnson, Jackson, Minturn). 10. Case No. 94MF - E.G. & J. K. SILVERTON - Final construction drawings for a dup- lex on the west side of Portola, south of Shadow Mountain Drive. E. G. & J . K. Silverton present. Mr. Cipriani noted that the plans had been submitted before but that the ap- plicant had been given misinformation and had to have the plans redone and is now submitting both the preliminary and final drawings. There was some discussion with regard to the driving and parking areas. Mr. Minturn indicated that the carports should be made into garages and Mr. John- son suggested more landscaping with bigger trees. Some discussion followed regarding the wall . Mr. Leung suggested block or plaster, the applicant agreed. The Board requested that the landscape plan come before the Board. It was moved by Mr. Leung and seconded by Mr. Minturn to approve the project with the subject conditions; motion carried 4-0 (Leung, Urrutia, Johnson, Minturn) . 11 . Case No. 96MF - CHARLES ROOT - Preliminary site, floor and elevations for a 9 condominium units on the west side of Verba Santa, south of Pitahaya. Appli- cant not present. P1r. Cipriani noted that this had been reviewed at the very preliminary stages and that the Boards comments had been incorporated into the conditions. It was moved by Mr. Urrutia and seconded by Mr. Minturn to approve the project with the subject conditions; motion carried 4-0 (Leung, Urrutia, Johnson, Minturn) . 12. Case No. 97MF - W & R DEVELOPERS - Preliminary site, floor and elevations for 6 single-family residences in the Desert Paradise Tract, on Joshua between 44th and Parkview. Applicant present. Mr. Leung told the applicant that composition shingles do not stand up to the wind and sand in the desert and he recommended that the applicant consider tile or rock. He also noted that the plant-ons around the windows should go all the way around the window and should be plaster. Minutes Palm Desert Design Review Board November 8, 1977 Page Four 12. Case No. 97MF (Cont. ) The applicant asked if just three elevations could be used and one of them three times. The Board agreed that elevations labeled A, B, & C could be used. Mr. Johnson advised the applicant to check out the hardiness of the plants proposed and put in up to three more trees in the front area. %NW Mr. Leung noted there was no fence on the sides and asked what was proposed. The applicant stated that it would match the existing fence. The following conditions were added - #3 - Applicant shall use tile, shake, or rock as roofing material . #4 - Plant-ons shall be masonry, stucco, or veneer. #5 - Elevations labeled A, B, and C are approved. Elevation A may be used two times, elevation B may be used three times, and elevation C may be used one time. It was moved by Mr. Urrutia and seconded by Mr. Minturn to approve the project with the subject conditions; motion carried 4-0 (Leung, Minturn, Johnson , Urrutia) . 13.
