MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
NOVEMBER 22, 1977
1 . The meeting was called to order at 5:30 p.m. in the Council Chambers of
the Palm Desert City Hall , after a one hour study session.

It was moved by Urrutia and seconded by Jackson to approve the minutes of
November 8, 1977. Motion carried 4-0 (Urrutia, Jackson, Minturn, Williams) .
2. Case No. 57C - CLARENCE SABA - Final construction drawings for a commercial
building at the northeast corner of Larkspur and El Paseo. John Outcault,
project architect, was present.
The Board discussed the location of the handicap ramp and decided that it
could be located off Larkspur, with a pedestrian opening in the adjacent
planter. Detailed design would be worked out with Jim Hill during plan
check. It was moved by Urrutia and seconded by Jackson to approve the work-
ing drawings with the stipulation on the handicapped ramp. Motion carried
4-0 (Urrutia, Jackson, Minturn, Williams) .
3. Case No. 63C - PALM DESERT RACQUETBALL/HEALTH CLUB, INC. - Review of pre-
liminary site plan, floor plan, and elevations for a racquetball facility
at the northwest corner of Highway 111 and Painters Path. Ted Susesky, pro-
ject builder, was present.
The applicants submitted a new site plan which provided for 2 driveways and
more landscaping in front of the building. Clyde Beebe pointed out that the
driveway near Highway 111 would have to allow 3-4 car lengths of storage on
Painters Path. The Board discussed the impact of the building elevation on
Highway 111 and suggested that the non-racquetball portion of the building
be recessed. The applicant said that this was an excellent idea and would
present new plans at the next meeting. It was moved by Williams and seconded
by Jackson that the case be continued to December 6, 1977. Motion carried
4-0 (Minturn, Jackson, Urrutia, Williams).
4. Case No. 99MF - SUNRISE CORP. FOR DESERT SQUIRE COUNTRY CLUB - Review of pre-
liminary site, floor plans for a 786-unit condominium project easterly of
Monterey and Clancy Lane. Jack Conlon, president of Sunrise Corp. , was pre-
sent.
The Board expressed its concern for what they considered to be a stamped-out
design used in Rancho Las Palmas. They suggested that a greater variety of
street setbacks and building positions be used and that the applicant consider
a variety of elevations, colors, and materials. Mr. Conlon replied that a
significantly different elevation would be used in Desert Squire. Similar
red tile roofs would be used. There would be no units adjacent to the road
leading to the clubhouse as there were at Rancho Las Palmas and they were
considering building about 20 patio townhouses in this project. It was moved
by Urrutia and seconded by Williams that the site and floor plans were approved
in concept, subject to four conditions:

Condition No. 2 - Site plan shall reflect a variation in setbacks.
Condition No. 3 - Proposed elevation shall be submitted with color material
and sample boards prior to submittal of final construction
drawings to the Design Review Board.
Condition No. 4 - A preliminary landscaping plan shall be submitted prior No
to submittal of final construction drawings to the Design
Review Board.
Motion carried 4-0 (Urrutia, Jackson, Minturn, Williams) .
i. Case No. 98MF - J. M. PETERS CO. , INC. - Review of final construction draw-
ings for 46 condo units in the Deep Canyon Tennis Club project. Greg Erick-
son present for applicant.
Mr. Erickson pointed out that they would be revising the window treatment and
stairway design. He also agreed to provide the retention basins as required
by the City Engineer. It was moved by Jackson and seconded by Urrutia to
approve the project, subject to 1 special condition. Motion carried 4-0
(Urrutia, Jackson, Minturn, Williams) .
Case No. 100MF - SANTIAGO FERNANDEZ - Review of preliminary site and floor
plans and elevations for a duplex at the northwest corner of Alessandro and
Santa Anita.
It was moved by Urrutia and seconded by Jackson to approve the project sub-
Ject to four special conditions:

Condition No. 1 - Tile cappings shall be deleted and all windows shall be
modified by eliminating wood bars, utilizing stucco plant-
ons.
Condition No. 2 - Rock roof shall be beige or tan in color.
Condition No. 3 - Perimeter fencing material shall be specified in final con-
struction drawings.
Condition No. 4 - A detailed landscaping and irrigation plan shall be sub-
mitted as a part of the submittal of final construction
drawings.
Motion carried 4-0 (Urrutia, Jackson, Minturn, Hill ) .
7. Case No. 101MF - LEONA GERTZ - Review of preliminary site and floor and ele-
vations for a 3-unit apartment building at the northeast corner of Abronia
Trail and Sunset Lane.
The Board discussed the site plan, with several members indicating that they
were unhappy with the relationship between the parking area and the entrance
location to the units. Urrutia moved and Minturn seconded that the request
be denied. The vote was 2 yes (Urrutia & Minturn) and 2 no (Jackson & Wil-
liams). Motion died for lack of majority. Jackson suggested that if side-
walks were provided, the walking distance would be acceptable. It was then
moved by Jackson and seconded by Williams that the case be approved subject
to a fifth condition:
Condition No. 5 - The applicant shall install concrete sidewalks along the
full frontage of the property on Abronia Trail and Sunset
Lane as a part of construction and according to specifi-
cations of the City Engineer.
Motion carried 3-1 (AYES: Jackson, Mincturn, Williams; NOES: Urrutia) .

8. Case No. 103MF - STEVE FLESHMAN - Review of preliminary site, floor, and
elevation plans for a 10-unit apartment complex on the west side of San
Rafael , southerly of Catalina Way.
There being no major concerns with the project, it was moved by Urrutia and
seconded by Jackson that the case be approved, subject to 6 conditions.
Motion carried 4-0 (Urrutia, Minturn, Jackson, Williams) .
Mrs. Mary Seabury, 73-316 Joshua Tree, addressed the DRB to express concern over
the pad height of a new apartment complex on the southside of Shadow Mountain
Drive, east of Tumbleweed Lane. Jim Hill advised Mrs. Seabury to review the pro-
posed plans with him and to discuss the matter.
Meeting was adjourned at 8:20 p.m.
