PALM DESERT DESIGN REVIEW BOARD MEETING
OCTOBER 11 , 1977
The meeting was called to order at 5:45 p.m. in the Council Chambers of the
Palm Desert City Hall after a study session had been convened at 4:30 p.m.
The Chairman and Vice Chairman were not present and so Bernard Leung was
selected as Acting Chairman for the meeting.

It was moved by Urrutia and seconded by Hill to approve the minutes of
SEPTEMBER 20, 1977. Motion carried.
2. Case No. 58C - CHARLES GIBBS - Preliminary site and floor plans, elevations,
and landscaping for a mini-warehouse complex westerly of Cook Street and
northerly of 42nd Avenue extended. Charles Gibbs present.
In response to questions from the Board, Mr. Gibbs indicated that a 20 foot
aisle width was a minimum type of design and that 25 feet was probably more
desirable. He also said that he would be using slumpstone and "slumpblock"
on the ends of the buildings, which would be metal buildings. Very little
of the metal would show since the sides were almost entirely composed of
roll up doors. The Board agreed with Mr. Gibbs that the required landscape
strips could be provided within the public right-of-way. Several members
of the Board thought that the Zoning Ordinance parking requirement was exces-
sive for this type of use, but pointed out to Mr. Gibbs that it was not in
their power to change this situtaion. Perimeter screening would be provided
with a chain link fence obscured with an oleander hedge.
Condition 10: Revised to "Right-of-ways shall be deeded to the City of
Palm Desert to make 42nd Street on 82-foot width; all others
shall be 72 feet in width. Construction shall be to City
Standards and shall conform to all requirements of`the City
Engineer. "
Condition 11 : Revised to "The plantings at all entrances should be low
growers so as not to hinder line-of-sight on each side
thereof. Further, the entrance sign should be relocated or
elevated to accomplish this purpose. "

2. Case No. 58C (Cont. )
Condition 23: Add "A color/material sample board shall be submitted to
the DRB, along with a complete set of revised final plans,
for approval prior to the submittal of plans to the Building
and Safety Department.
Condition 24: All aisle widths shall be a minimum of 26 feet.
It was moved by Urrutia and seconed by Jackson to approve the project subject
to the revised conditions. Motion carried 4-0 (Leung, Jackson, Urrutia, Hill ) .
3. Case No. 88MF - VICTOR JENNINGS - Request for preliminary approval of a
duplex on the west side of Portola Avenue, northerly of Fairway Drive. The
applicants, Victor Jennings and Santiago Fernandez, were present.
The DRB members expressed their concern over the architecture of the building.
The design was considered unimaginative, without sufficient aesthetic treat-
ment. The applicants were advised that the architecture should be handled
in a more professional manner and that the submitted plans were not in keep-
ing with the adjacent residential areas. The Board also could not accept
the plans, since they violated Section 25.33-3.12 of the Zoning Ordinance
which required cars from apartment projects to be able to drive out in a
forward manner onto any adjacent right-of-way.
Mr. Fernandez objected to the comment on the driveway, because he claimed
that he had originally submitted such a design, only to have it revised by
Mr. Williams.
Mr. Cipriani explained to the DRB that Mr. Fernandez's first design (with
the garages facing each other parallel to the street) violated the sideyard
%No requirement and didn' t leave enough backout room between the garages. The
staff had granted the applicant an adjustment to the rear yard setback be-
cause of the required dedication on Portola Avenue, but would not grant the
sideyard ajdustment since there was no cause for it. He also thought that
Mr. Williams had probably overlooked the backout requirement, or might have
merely suggested this plan as one possbile alternative to consider. Mr.
Leung told the applicant that part of the problem lies with the basic sym-
metrical design of the site plan. It was moved by Jackson and seconded by
Urrutia to continue the case to October 25, 1977. Motion carried 4-0 (Leung,
Jackson, Urrutia, Hill ) .
4. Case No. 89MF - JOSEPH MUTASCIO - Review of preliminary plans for a duplex
on the south side of Catalina Way, between San Rafael and San Carlos. Mr.
David Prest was present representing the applicant.
Since the design of the project did not allow cars to out onto Catalina in
a forward manner, it was sent back to the applicant to redesign the front
yard driveway with at least a 24 foot setback. It was moved by Urrutia and
seconded by Jackson to continue the case to October 25, 1977. Motion carried
4-0 (Leung, Jackson, Urrutia, Hill ) .
5. Case No. 90MF - JOSEPH MUTASCIO - Review of preliminary plans for a duplex
on the west side of Monterey Avenue, between San Nicholas and Santa Rosa.
David Prest in attendance for the applicant.
Since the plan did not allow cars to drive out onto Monterey Avenue in a for-
ward manner, it was sent back to the applicant to redesign the front yard
driveway. It was moved by Urrutia and seconded by Jackson to continue the
case until October 25 and to require the applicant to submit color and material
samples. Motion carried 4-0 (Jackson, Leung, Urrutia, Hill ) .

6. Case No. 32MF - JOSEPH MUTASCIO - Review of landscaping plans for a 13-
unit apartment comples on the southeast corner of San Pascual and Santa
Rosa. Mr. David Prest in attendance for the applicant.
Urrutia commented that since the applicant wished to modify the garden wall
system and the plans did not explain which plants were located where on the
site, the case should be continued to October 25, 1977. Seconded by Hill
and approved 3-0 (Leung, Hill , Urrutia) .
7. Case No. 60C - JOSEPH CARRABUS - Review of preliminary plans to convert
an existing structure to a restaurant and add the required parking spaces
at the Carousel Motel on the east side of Highway 74, southerly of El Paseo.
It was moved by Urrutia and seconded by Hill that these preliminary plans
be approved, subject to 9 additional conditions. Motion carried 4-0 (Leung
Hill , Urrutia, Jackson) . Jim Hill advised the Board members that a few
contractors had already tried to obtain some construction permits for this
project. He felt it was important for all staff members to advise builders
to wait until the final planning approvals have been received before apply-
ing for building permits.
8. Case No. 77MF - PALM DESERT VENTURE, LTD. - Review of final construction
plans for 22 condo units at the Shadow Mountain Resort and Racquet Club.
The plans did not completely address several items which were conditions
of DP 07-77, such as undergrounding, fencing, and completion of Club
Circle. It was moved by Hill and seconded by Leung that the case be con-
tinued to October 25. Motion carried 3-0 (Hill , Leung, Jackson) Urrutia
abstained.
