HomeMy WebLinkAbout1977-10-25 MINUTES PALM DESERT DESIGN REVIEW BOARD MEETLNG OCTOBER 25, 1977 The meeting was called to order at 5:45 p.m. in the Council Chambers of the Palm Desert City Hall after a study session had been convened at 4:30 p.m. by Chairman Johnson. Members present: Phyllis Jackson Bernard Leung Paul A. Williams Eric Johnson Frank Urrutia (present during the study session only) ftw Members absent: George Minturn Jim Hill Staff present: Ralph Cipriani Clyde Beebe Kathy Shorey Also present: F. Charles Reading, Planning Commissioner 1 . Minutes It was moved by Leung and seconded by Jackson to approve the minutes of OCTOBER 11 , 1977. Motion carried (3-1 ) Williams abstained. 2. Case No. 88MF - VICTOR JENNINGS - Preliminary site, floor and elevation plans for a duplex on the west side of Portola, northerly of Fairway. Victor Jennings present. Mr. Johnson noted that the board felt that some structural trees should be used along the front to soften areas on each side of the driveways. Mr. Williams stated that this should be noted as a "revised" Case No. 88MF. Mr. Williams also noted the need for a masonry wall on the north rear property line from the east to the west. Mr. Jennings asked if a hedge would be acceptable. It was noted that this could be sub- mitted as a part of the landscape plan with the type of hedge noted. A Special Condition No. 2 was added to read: As a part of the construction drawings include; a) a complete landscape plan; b) provide large structure trees such as olives on each side of entrance drive; and c) provide some treatment at ends of garages. It was moved by Mr. Leung and seconded by Mrs. Jackson to approve the pro- ject subject to the conditions. Motion carried 4-0 (Leung, Jackson, Johnson, Williams) . 3. Case No. 89MF - JOSEPH MUTASCIO - Preliminary site, floor and elevation plans for a duplex on the south side of Catalina, between San Rafael and San Carlos. Joseph Mutascio present. It was moved by Mrs. Jackson and seconded by Mr. Leung to approve the case with the one special condition. Motion carried 4-0 (Leung, Jackson, Johnson, Williams) . 4. Case No. 90MF - JOSEPH MUTASCIO - Preliminary site, floor and elevation plans for a duplex on the west side of Monterey, between San Nicholas and Santa Rosa. Joseph Mutascio present. Mr. Cipriani noted the revised driveway plan. Mr. Johnson noted the boards concern for more landscaping. Mr. Mutascio stated that this is their model project and he wants it to be aesthetically beautiful . It was moved by Mrs. Jackson and seconded by Mr. Leung to approve the case with the one special condition. Motion carried 4-0 (Leung, Jackson , Johnson, Williams) . Case No. 32MF - JOSEPH MUTASCIO - Landscaping plan for a 13 unit apartment complex on t e southeast corner of Santa Rosa and San Pascual . Joseph Mutascio present. Mr. Cipriani pointed out that the applicant had complied with all the conditions that the board had recommended at their meeting of October 11 , 1977. Mr. Johnson noted the need for trees around the perimeter to help soften the building structure, broad leaf trees of not less than tow 15 gal . should be used along San Pascual and Santa Rosa. Mr. Leung indicated that the type of fencing to be used along the rear property line should be noted. Mr. Williams noted that the fence would not be exposed. The applicant stated that it was planned to put an attractive wall on the rear property line. Mr. Cipriani stated that after an inspection by staff it was noted that a wall exists on the east property line and that staff is recommending a modification of recommendation four and only require a six foot masonry wall on the south property line. It was also noted that the board would like the applicant to provide additional broad leaf trees such as Carabus, Brazilian Peppers, Olives or such types along the street frontages, possibly 15 trees. It was moved by Mr. Williams and seconded by Mr. Leung to approve the case. Motion carried 4-0 (Leung, Jackson, Johnson, Williams). 6. Case No. 77MF - PALM DESERT VENTURE, LTD. - Final Construction Drawings for a 22 condominium unit in Shadow Mountain Resort and Racquet Club. Ted Lennon present. Mr. Cipriani noted the letter received from Shadow Mountain Resort and Racquet Club covered the recommendations of the board on their meeting of October 11 , 1977. Mr. Johnson noted the need for variety in the plants indicated for the landscaping. Mr. Lennon stated that these units will be like the previous units with similar landscaping. Mr. Williams made a motion to approve the construction drawings but the landscape drawings are not approved and should be resubmitted to the staff for their approval , seconded by Mr. Leung. Motion carried 4-0 (Leung, Jack- son, Johnson, Williams). 7. Case No. 60C - CAMELOT VENTURE - JOSEPH CARABUS - Final construction draw- ings for remodeling of existing structure and new parking layout on the east side of Highway 74. Applicant not present. It was moved by Mr. Williams seconded by Mrs. Jackson to approve the case. Motion carried 4-0 (Leung, Jackson, Johnson, Williams) . 8. Case No. 91MF - C. G. DUNHAM - Preliminary site, floor and elevaion plans for 20 Condominium Units on the north side of Shadow Mountain, west of Lupine Lane. C. G. Dunham present. Mr. Williams noted several concerns of the Board with regard to the build- ing elevations and their relationship to the existing phase ; the need for reducing the ornamentation and wood; the elevations should be restudied; a physical separation should be provided between the driveway and the public street; the carpots need solid roofs ; and, the landscaping needs to be intensified. Mr. Dunham noted that the Sand Roc property owners agreed to extensive landscaping. Mr. Leung noted that the architectural treatment needs to be toned down, perhaps use a darker tile, earthern colors for the stucco and trim the wood in the same color as the existing phase. Mr. Williams noted the addition of five new Special Conditions to be as follows: Condition No. 3 - Increase landscaping and it should relate to landscape program of Phase I . Condition No. 4 - Simplify elevations to be more compatible to existing Phase and reduce the ornamentation. Condition No. 5 - Car ports should have solid roofs. Condition No. 6 - Provide physical separation between driveway and public street. Minutes Palm Desert Design Review Board October 25, 1977 Page Three 8. Case No. 91MF (Cont. ) Condition No. 7 - Provide preliminary grading plan. Mr. Williams also noted again the importance of Condition No. 2. He also noted the need for landscaping around the tennis courts. Mr. Dunham stated there would be no off-street drainage. too It was moved by Mr. Williams and seconded by Mrs. Jackson to approve the case with the additional conditions. Motion carried 4-0 (Leung, Jackson, Johnson, Williams) . 9. Case No. 50C - GEORGE RITTER for DR. CRAINE - Final construction drawings for a commercial building located on the north side of El Paseo, west of Lantana extended. Applicant not present. Mr. Cipriani noted the need for trash enclosure- to be approved by staff. It was moved by Mrs. Jackson and seconded by Mr. Leung. Motion carried 4-0 (Leung, Jackson, Johnson, Williams) . 10. Case No. 61C - BERNARD LEUNG for GENERAL TELEPHONE - Preliminary site, floor and elevation plans for an addition to a commercial structure on the north side of Highway 111 , west of San Luis Rey. Bernard Leung present. Mr. Johnson noted the need for some type of planting on the fence at the rear of the parking lot and also requested that the planter beds in the front be elongated to soften the exterior of the brick paneling. Mr. Williams moved that the plans be approved with the addition of two new Special Conditions to read as follows: Condition No. 2 - Landscape plan shall include the installation of clinging vines on the fence around the existing parking lot on the northside of Ales- sandro. Boston Ivy and/or Ampelopois Veitchi or similiar. Condition No. 3 - Proposed planters along Palm Desert Drive should be elongated. Motion was seconded by Mrs. Jackson. Motion carried 3-1 (Johnson, Jackson, Williams - AYES; Leung - ABSTAINED) . 11 . Case No. 92MF - AFFILIATED CONSTRUCTION CO. , INC. - Preliminary site, floor, and elevation plans for a Hotel - Condominium Project on the south side of Highway 111 , west of City of Palm Desert City Limits. Frank Goodman present. Mr. Williams reviewed the various concerns of the Board including: the hotel roof line should be restricted and also the air conditioning units should be better concealed; the patio enclosed area material doesn 't agree; the need for the off-street driving areas to be a different material or color; archectural treatment in front of the tennis courts and how it relates to the street scape. He also noted the deletion of the 12 guest spaces at the entrance to the complex as stated in Special Condition No. C-2. He then noted the addition of three Special Conditions under section D to read as follows: Condition No. 1-The proposed roof line for the hotel buildings shall be re- ow studied to better tie it into the design of the building. Condition No. 2-Different material should be utilized for the fencing ad- jacent to the patio areas for the hotel units. Condition No. 3-In condominiums suggest stamped concrete in the driveway court areas. Mr. Goodman noted agreement with the conditions. It was moved by Mr. Williams and seconded by Mrs. Jackson that the plans be approved with the additional conditions. Motion carried 4-0 (Leung, Johnson, Jackson, Williams) . 12.
