The meeting was called to order at 5:30 p.m. after a one hour study session by Chairman Urrutia in the Council Chambers of the Palm Desert City Hall . Members present: Frank Urrutia George Minturn Bernard Leung Eric Johnson Paul Williams Jim Hill Members absent: Bill Hobbs Staff present: Ralph Cipriani - Associate Planner Sam Freed - Assistant Planner Clyde Beebe - Assistant City Engineer It was moved by Leung and seconded by Williams to approve the minutes of the meeting of August 23, 1977. Motion carried 3-0 (Leung, Williams, Johnson) with 2 abstentions Minturn and Urrutia) . It was moved by Urrutia and seconded by Johnson to approve the minutes of the meeting of August 9, 1977. Motion carried 3-0 (Urrutia, Johnson, Hill ) with 2 abstentions Minturn and Leung) . 2. Case No. 85MF - J. M. PETERS CO. , INC. - Review of final construction drawings for a 68-unit phase of the Deep Canyon Tennis Club project, east of Highway 74 and south of Tamarisk Street. Mr. Greg Erickson, representing the applicant, was present. The Design Review Board members were most concerned about resolving any drain- age problems that might still exist with the project. Condition No. 4 was added and read: "Prior to the issuance of any building permits , an engineered drainage plan for the project phase under application, shall be submitted to the Dept. of Public Works and shall be installed to the satisfaction of the City Engineer prior to final inspection of the units for this phase. " MR. ERICKSON indicated that this condition was acceptable to the applicant. In reviewing the landscaping plan, Johnson recommended that the applicant utilize trees with a broad canopy effect because of the 2-story height of the units. He suggested that a fifth condition be added to read: "The applicant shall submit a revised landscaping plan to the staff of the Dept. of Environmental Services for approval to increase the number of broad canopy trees in the project. Suggested species include Euca- lyptus citriodora, Eucalyptus camadul.ensis (Eucalyptus rostrata) , and Mexican Ash Majestic Beauty. It was moved by Johnson and seconded by Minturn to approve the project, sub- ject to the additional conditions. Motion carried 4-0 (Leung, Minturn, Urrutia, Johnson) . 3. Case No. 111SA - CARL COX - Review of plans for a business identification sign for The Fort restaurant located 200 ft. south of E1 Paseo behind the Able Cable station. Mr. Tom Opitz representing the applicant was present. lrr Chairman Urrutia indicated the plans were incomplete and the following concerns would have to be addressed: 1 . provide an accurate plot plan 2. show how the sign would relate to the HMS complex and the restaurant design 3. reduce the size of the sign 4. provide a scale drawing of the sign elevation, with full dimensions. rr+° `46,0' Minutes Palm Desert Design Review Board September 6, 1977 Page Two 3. Case No. 111SA (Continued) Leung added that the applicant should strive to design a ground monument sign. He suggested that the slumpstone used in the planter be carried up along the side of the sign to avoid the free-swinging design that was submitted. The DRB members also requested a 6-ft. maximum height for the sign with sufficient setback from El Paseo to prevent line-of-sight problems. It was moved by Leung and seconded by Johnson to continue the case and to have the applicant submit ' a revised set of plans taking into consideration the Design Review Board's comments. Motion carried 4-0 (Johnson, Leung, Minturn, Urrutia) . 4. Case No. 71MF - PRELUDE DEVELOPMENT - Review of final construction plans for a 50-unit residential condominium project on the north side of Park View Drive, east of Fairhaven Drive extended. It was moved by Minturn and seconded by Leung to approve the building plans, but require the submittal of revised landscaping plans to the Design Review Board. Motion carried 4-0 (Johnson, Leung, Minturn, Urrutia) . The following comments were made by the Design l:bview Board regarding the land- scaping: - reduce the width of the sidewalk ramp adjacent to Park View Drive - add landscaping along east boundary of the project - show new location of guard gate - delete trees within emergency access route and show a revised wall detail - use more trees that produce a broad canopy/shade effect, such as Eucalyptus rostrata - plans should be at a larger scale and should show more detail , such as plant materials adjacent to units; original submittal not acceptable as ' final construction plans 5. Case No. 86MF - MARRAKESH COUNTRY CLUB - Review of plans for the final phase of 26 units of the Marrakesh Country Club located in the northwest corner of the project, south of Grapevine Street. Mr. Brian Jones representing the applicant was present. The staff pointed out that the Council was particularly concerned about the height of the building pads for the units along the west boundary of the tract. Mr. Jones indicated that the pads are one foot lower than the design proposed for Tract 6229 and are the lowest possible that would still allow proper lot drainage. It was moved by Leung and seconded by Minturn that the plans be ap- proved, with Conditions No. 1 through 5 and the deletion of Condition No. 6. Motion carried 4-0 (Minturn, Leung, Urrutia, Johnson) . 6. Case No. 8MF - HUGH THORSON - Review of carport and trash enclosure plans for the Desert Garden Apt. complex on the east side of Deep Canyon Road. Mr. Thorson was present. Mr. Williams gave a brief history of the carport project. The Design Review Board had reviewed this case over a year ago, but the approval has expired. Revised plans were now being submitted for a new approval . In addition to three staff conditions, the Design Review Board required a fourth and fifth condition which read: 4. Unless attached to the building, the applicant shall enclose the ends of Units A,B, and C with a wood-frame and stucco finish. 5. All carport structures shall be painted to match the existing residen- tial buildings. Minutes Palm Desert Design Review Board September 6, 1977 Page Three 6. Case No. 8MF (Continued) Jim Hill pointed out to the applicant that various fire separation require- ments contained in the building code would have to be met. The code also re- quires concrete floors for all carport structures. Mr. Thorson asked if the concrete floor requirement could be deleted. Jim Hill replied that he could appeal this provision to the Building Board of Appeals and the City Council . Otherwise, Condition No. 2 would mandate compliance. It was moved by Minturn and seconded by Leung that the plans be approved subject to the revised conditions. Motion carried 4-0 (Minturn, Leung, Johnson, Urrutia) . 7. Mr. Williams notified the Design Review Board that the Planning Commission had agreed to meet with them for a joint study session, possibly at the end of this month. The Design Review Board members suggested Thursday, September 29, 1977, at 7:00 p.m. would be an appropriate time. Mr. Williams indicated that he would advise them of the final time at the Design Review Board meeting of September 20, 1977. 8. Election of New Officers It was moved by Leung and seconded by Minturn that Eric Johnson be appointed as Chairman for the upcoming year. Motion carried 3-0 (Urrutia, Leung, Minturn) with Johnson abstaining. It was moved by Johnson and seconded by Leung that George Minturn serve as Vice Chairman for the upcoming year.
