After a one hour study session, the regular meeting of the Palm Desert Design Review Board was called to order by Chairman Johnson at 5:30 p.m. in the Council Chambers of the Palm Desert City Hall . Members present: Eric Johnson George Minturn Bill Hobbs Frank Urrutia Paul A. Williams Jim Hill Members absent: Bernard Leung Staff present: Ralph Cipriani - Associate Planner Clyde Beebe - Assistant City Engineer Sam Freed - Assistant Planner 2. MINUTES A. Minutes of the meeting of September 6, 1977. It was moved by Minturn and seconded by Urrutia that the minutes be approved as submitted. Motion carried 4-0 (Johnson, Minturn, Hobbs, Urrutia) . Mr. Williams advised the DRB members that the applicant for Case No. 58C, Mr. Gibbs, was unable to complete the revision of the required plans and was therefore requesting a continuance. It was moved by Hobbs and seconded by Minturn to continue the case to the meeting of October 11 , 1977. Motion car- ried 4-0 (Johnson, Minturn, Hobbs, Urrutia) . 3. Case No. 83MF - DEEP CANYON, LTD. - Review of final construction drawings for 212 condominium units on a 48-acre project located south of 44th Avenue and +, east of Deep Canyon Road. (PR-5, N). Stan Bell , project architect, present. In response to the issue of having a carport for each unit because of the short driveways, Mr. Bell indicated that all units would have garages equip- ped with automatic door openers. Mr. Bell then pointed out those units with enlarged patios, trellises, and porches, which were required by the DRB. He also said that 10 landscape plans would be submitted in the near future for DRB review. Urrutia said the building plans appeared satisfactory and moved that they be approved. Hobbs seconded and the motion was approved 4-0 (John- son, Minturn, Hobbs, Urrutia) . 4. Case No. 111SA - CARL COX - Review of sign plans for a ground monument sign for a new restaurant, The Fort, located south of El Paseo and easterly of Lantana. Several members pointed out that the sign, which was greatly improved over the original submittal , would look even better without a cross beam on top and that the address was unnecessary. Johnson thought that the word "entrance" would be more appropriate than the address. It was moved by Hobbs and seconded by Minturn to approve the sign as submitted, subject to four conditions and to suggest that the applicant discuss the matter of the cross beam and the address with the staff. Motion carried 4-0 (Urrutia, Minturn, Hobbs, Johnson) . 5. Case No. 87MF - R. RICCIARDI - Review of preliminary plans for a duplex at the northeast corner of San Luis Rey and Alessandro Drive. The applicant, Mr. Robert Ricciardi present. The DRB discussed the question of access to the pool from both units. Mr. Ricciardi indicated that there was no other way to locate the pool to improve access from the corner unit. Minturn felt that this was not necessarily bad since some people would not want the pool noise. Mr. Williams pointed out that Standard Condition No. 5 on curb and gutter should be deleted since it was already installed. It was moved by Hobbs and seconded by Minturn to ap- prove the project subject to 6 conditions, with the deletion of No. 5. Motion carried 4-0 (Minturn, Hobbs, Johnson, Urrutia). Case No. 59C - CHARLES MARTIN - Review of preliminary plans for a new com- mercial office building on the south side of Highway 111 , east of Panorama Drive. The applicant, Mr. Martin, was present. The board expressed its approval to Mr. Martin for seeing something dif- ferent and refreshing in Palm Desert. Mr. Urrutia also said that he was happy to see a building with underground parking being designed. Mr. Hill pointed out that the building code would require a second stairway and pro- hibit an opening in the west wall since it was adjacent to the property line 'Aw and did not conform to fire protection requirements. Mr. Martin indicated that a building might not be placed on the other side of the property line. He agreed to work out this item and the paving of the parking area with Mr. Hill . It was moved by Hobbs and seconded by Urrutia to approve the concdpt subject to 10 conditions with a revised color scheme to delete Condition No. 5 dealing with roof mounted equipment (since the building would have solar water panels) , and to have the applicant resolve the wall opening and paving requirements with Mr. Hill . Motion carried 4-0 (Johnson, Hobbs, Urrutia, Minturn) . 7. Case No. 68MF - PALM DESERT VENTURE, LTD. - Review of final construction plans for 15 condo units located east of San Luis Rey and south of Shadow Lake Drive in the Shadow Mountain Resort and Racquet Club project. Frank Urrutia, project architect, represented the applicant. Since the plans were in conformance to the preliminary approval , it was moved that the case be approved by Hobbs and seconded by Minturn. Motion carried 3-0 (Hobbs, Minturn, Johnson) Urrutia abstained. 8. Discussion of Proposed Agenda for Joint Planning Commission-Design Review Board meeting of September 29, 1977. Urrutia and Minturn thought that there was some possibility that they might be unable to attend a meeting on that date. Hobbs suggested that the staff be sure to invite the new ORB member. It was also agreed that the meeting should be held at 4:30 rather than 7 p.m. Mr. Williams suggested that the DRB discuss a method of speeding up the review process. It would involve having only the DRB review final construction plans. Hobbs agreed and sug9ested that signs over $1000 in value be reviewed by only the DRB. He felt that this was feasible because of the relatively simple, appeal process for DRB cases. Mr. Williams also thought that they should dis- cuss combining the DRB review of the preliminary plans with the Planning Com- mission review of the Development Plan or Conditional Use Permit so that the Planning Commission would have the DRB's comments before it acted. Hobbs thought that the entire agenda could consist of just item D - Possible ways of improving the efficiency and effectiveness of the design review process. The other DRB members agreed. 9. ADJOURNMENT Prior to ending the meeting, Bill Hobbs expressed his enjoyment at having served on the DRB with the other members. Chairman Johnson thanked Mr. Hobbs for his contributions and indicated that his presence would be missed. It was moved by Hobbs and seconded by Minturn to adjourn.
