MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
APRIL 4, 1978
1 . The meeting was called to order at 5:30 p.m. in the Council Chambers of
the Palm Desert City Hall , after an hour study session.

It was moved by Jackson seconded by Urrutia that the minutes of the meeting
of March 21 , 1978 be approved as written; carried 3-1 (AYES: Jackson,
Urrutia, Hill ; ABSTAIN: Leung) .
2. Case No. 77C - NAEGLE OUTDOOR ADVERTISING - Preliminary site, floor and ele-
vations for a commercial office and studio to be located on the west side of
Highway 111 and north of Park View Drive. Applicant present.
On a motion by Jackson, seconded by Urrutia, the Board approved the prelimi-
nary site, floor and elevations subject to the following conditions:
a. Applicant shall provide a minimum of one handicapped parking space no

less than 11 ' in width.
b. Applicant shall modify entrance to building by providing a ramp with
rails for the physically handicapped.
c. Applicant shall provide a 6' - wall along the north and northeast side
of the property.
Carried 4-0 (Jackson, Urrutia, Leung, Hill ).
3. Case No. 71MF - PRELUDE DEVELOPMENT C0. - Final landscaping for a 50-unit
condominium project to be located northerly of and adjacent to Park View Drive
and Fairhaven. Applicant present.
On a motion by Urrutia, seconded by Jackson, the Board approved the final
landscaping plan subject to the applicant deleting any shrubs or trees within
the 15' emergency access easement. Carried 4-0 (Urrutia, Jackson, Leung,
Hill ) .
4. Case No. 95MF - WILLIAM LOADVINE - Final construction drawings for a 5-unit
apartment complex to be located on the south side of Santa Rosa between San
Pablo and San Pasqual . Applicant not present.
;�,,, On a motion by Jackson, seconded by Urrutia, the Board approved the final con-
struction drawings subject to the applicant reversing �the floor plan of the
building on Santa Rosa and providing a garden wall to the north of that build-
ing. Carried 4-0 (Jackson, Urrutia, Leung, Hill ) .

5. Case No. 115MF - CHARLES KRUG - Preliminary site, floor and elevations for
a duplex to be located on the west side of Monterey, south of 44th Avenue.
Applicant present.
Following discussion of this case the Board requested that the applicant
rf�study and/or redesign the front elevation and roof of the subject build-
ing and resubmit the plans for consideration at the next Design Review
Bc�ard meeti ng.

On a motion by Urrutia, seconded by Hill , the Board moved to continue this
case until April 25, 1978. Carried 4-0 (Urrutia, Hill , Leung, Jackson).
6. C��se No. 116MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and
elevations for a triplex to be located at the northeast corner of Sunset
and Driftwood. Applicant present.
Following discussion of this case, the Board requested that the applicant
restudy and/or redesign the west and south elevations of the structure and
the roof treatment and resubmit the plans for consideration at the next
D�sign Review Board meeting.
On a motion by Urrutia, seconded by Jackson, the Board moved to continue
ti�is case until April 25, 1978. Carried 4-0 (Urrutia, Jackson, Leung, Hill ) .
7. C<�se No. 108MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and
e1evations for a 5-unit apartment complex to be located at the southwest
corner of Driftwood and Sunset. Applicant present.
Fc�lowing discussion of this case the Board requested that the applicant
restudy and/or redesign the elevation and roof and eliminate the bars from
windows and resubmit the plans for consideration at the next Design Review '�
Board meeting.
On a motion by Urrutia, seconded by Jackson, the Board moved to continue
this case until April 25, 1978. Carried 4-0 (Urrutia, Jackson, Leung, Hill ) .
8. C��se No. 111MF - AMERICAN WEST DEVELOPMENT - Final construction drawings for
1? single-family residences located on various lots in Palma Village Unit No.
1?. Applicant present.
On a motion by Urrutia, seconded by Hill , the Board approved the final con-
s+ruction drawings subject to the following:
a . Bars be removed from the windows on Plan 'A' .
b. Stucco plant-ons be added as trim on Plan 'B' .
c, More detailed landscaping plans be submitted for each unit with the pro-
viso that no permits shall be issued until such plans have been approved.
Carried 4-0 (Urrutia, Hill , Leung, Jackson) .
9. On a motion by Urrutia, seconded by Jackson, the meeting was adjourned at <
6 :15 p.m. ; carried 4-0 (Urrutia, Jackson, Leung, Hill ) . '"�
