MINUTES
PALM DESERT DESI�N REVIEW BOARD MEETING
APRIL 25, 1978
1 . The meeting was called to order at 5:45 p.m. in the Council Chambers of the
Palm Desert City Hall , after a two hour study session.

It was moved by Jackson, seconded by Urrutia, that the minutes of the meeting
of April 4, 1978 be approved as written; carried 4-0 (Jackson, Urrutia, Minturn ,
Johnson) .
2. Case No. 66C - JACK MACKEY - Final construction drawings for a commercial struc-
ture to be located on the north side of El Paseo and west of Lupine Lane. Appli-
cant present.
On a motion by Minturn, seconded by Jackson, the Board approved the final con-
struction drawings subject to the applicant revising the landscaping plan as
noted on Exhibit A; carried 3-1 (AYES: Minturn , Jackson, Johnson ; ABSTAIN :
Urrutia) .
3. Case No. 74C - GLANZ AND JOHNSGN - Final construction drawings for a commercial
`"""' structure to be located at the southwest corner of Highway 111 and E1 Paseo,
east of Portola. Applicant present.
On a motion by Jackson, seconded by Minturn, the Board approved the final con-
struction drawings with the condition that no permits be issued until final
landscaping plans, which plans shall include the placement of structural trees
along E1 Paseo, are approved. Carried 3-1 (AYES: Jackson, Minturn, Johnson;
ABSTAIN: Urrutia) .
4. Case No. 76C - CHESTER DORN - Final construction drawings for the store front
remodeling of a building located on the north side of Highway 111 , east of
Cabrillo. Applicant present.
On a motion by Minturn, seconded by Jackson, the Board approved the final con-
struction drawings subject to approval of the sign and sign color by staff.
Carried 3-1 (AYES: Minturn, Jackson, Johnson; ABSTAIN: Urrutia) .
5. Case No. 82MF - PORTOLA VILLAGE - Final construction drawings for a 48-unit
condominium project to be located on the east side of Portola, south of Goleta.
Applicant present.
On a motion by Jackson, seconded by Minturn, the Board approved the final con-
struction drawings subject to the applicant revising the landscaping plan and
�, submitting said plans to the Design Review Board. The Board recommended that
the landscape plan include the following:
a. Two rows of date palms be provided at the project's perimeter.
b. Provide for better definition of ground cover and shrub locations.
c. Upsize shade trees at least 50 percent.
d. 15-gallon size plant material to be used.
e. Plan shall reflect front yard layout.
f. Include placement of walls and materials to be utilized on plans.
Carried 3-1 (AYES: Jackson, Minturn, Johnson; ABSTAIN: Urrutia) .

to be located on the south side of Catalina, between San Rafael and San Carlos. �`
Applicant not present.
Or� a motion by Urrutia, seconded by Minturn, the Board approved the final
canstruction drawings subject to the applicant providing an automatic sprink-
ling system. A drip system was recommended as an alternate system for land-
sc:aping around the structure; carried 4-0 (Urrutia, Minturn, Jackson, Johnson) .

Rosa. Applicantnot present.
On a motion by Urrutia, seconded by Minturn, the Board approved the final con-
struction drawings subject to the applicant providing an automatic sprinkling
system. An alternate drip sprinkling system for landscaping around the struc-
ture was recommended. Carried 4-0 (Urrutia, Min�turn, Jackson, Johnson) .
9. Case No. 91h1F - C. G. DUNHAM - Final construction drawings for a 20-unit con-
dominium project to be located on the north side of Shadow Mountain, west of
Lupine. Applicant present.
On a motion by Minturn, seconded by Jackson, the Board approved the final con-
struction drawings subject to the following: �
a. Modify carport and roof treatment as shown on Exhibit A.
b. Roof tile shall be same as used on Phase I.
c. Revise landscaping plan to include:
1 . Grading plan
2. Use 2' to 3' berm along Shadow Moun�6ain
3. Increase size of trees
4. Resubmit landscaping plan prior to issuing permits.
Carried 4-0 (Minturn, Jackson, Urrutia, Johnson) .
10. Case No. 79C - C. G. DUNHAM - Preliminary site, floor and elevations for a com-
mercial project to be located on the south side of E1 Paseo between Lupine Lane
an�� Sun Lodge. Applicant present.
On a motion by Minturn, seconded by Jackson , the Board approved the preliminary
si�te, floor and elevation subject to the applicants compliance with special
coi�ditions 6, 7, 8, 9 and 10. Carried 4-0 (Minturn, Jackson, Urrutia, Johnson) .
11 . Ca��e No. 115MF - CHARLES KRUG - Preliminary site, floor and elevations for a
duplex to be located on the west side of Monterey, south of 44th Avenue.
Ap��licant present.

On a motion by Minturn, seconded by Jackson, the Board agreed to accept the pre-
lirninary plans as final construction drawings subject to staff's approval of the
following conditions to be complied with by �he applicant:
a. Reduce parking space back-up areas by 3 feet and provide landscaping.
b. Provide a 6 foot high wall around 3 sides of building and structural land-
scaping.

c. Revise landscaping plan to include the following:
1 . Use evergreen or pear tree in place of those indicated.
2. Landscape island area with grouping of three palms 6' , 8' and 10'
in height.

12. Case No. 118MF - TRANSCOPIC DEVELOPMENT CORP. - Preliminary site, floor and
elevations for an 80-unit condominium project to be located at the northwest
corner of 44th Avenue and Cook Street. Applicant present.
On a motion by Jackson, seconded by Urrutia, the Board approved the preliminary
site, floor and elevations subject to the applicant utilizing vertical panels
on the garage doors for Plan No. 2 and removing flowering trees from pool area.
Carried 4-0 (Jackson, Urrutia, Minturn, Johnson).
13. Case No. 119MF - JAMES W. CLAUSE - Preliminary site, floor and elevations and
final construction drawings for a duplex to be located at the northwest corner
of Grapevine and Ryway. Applicant not present.
On a motion by Minturn, seconded by Urrutia, the Board approved the preliminary
site, floor and elevations and final construction drawings subject to the fol-
lowing:

a. Rework landscaping plan to include:
1 . Mounding along street
2. More plantings
3. Larger trees
4. Decrease gravel areas
b. Garden wall shall be same color as accent material .
c. Allow 4" to 1 ' pitch on roof for drainage.
Carried 4-0 (Minturn, Urrutia, Jackson, Johnson) .
14. Case No. 61MF - 0. M. HOMME - One year time extension on the approval of this
case to the Planning Commission. Project is a duplex to be located at the north-
east corner of Pitahaya and Shadow Mountain Drive. Applicant not present.
On a motion by Urrutia, seconded by Jackson, the Board approvedthe one year time
extension on the approval of this case to the Planning Commission. Carried 4-0
(Urrutia, Jackson, Minturn, Johnson) .
15. Case No. 113MF - MCBAIL COMPANY - VTN - Preliminary site, floor, and elevations
for 101 single-family homes to be located at the southeast corner of Monterey
�, and Country Club Drive. Applicant present.
On a motion by Minturn, seconded by Jackson, the Board approved the preliminary
site, floor, and elevations subject to the applicant complying with the follow-
ing:
a. Revise landscaping plan to:
1 . Provide additional buffering for blowsand protection along Monterey
Avenue. Recommend a wall plus a double row of plantings on either
side of wall .

Ori a motion by Minturn, seconded by Urrutia, the Board suggested that the ap-
plicant restudy or redesign the commercial center to provide better protection
fr•om blowsand. The Board recommended that a wall be placed around the project
or• that the buildings be rearranged on the site so that they may be utilized
a�� the buffer by backing them on the corner of Monterey and Country Club Drive.
Triis was was continued to review the revised plans. Carried 4-0 (Minturn,
Urrutia, Jackson, Johnson) .
