PALM DESERT DESIGN REVIEW BOARD MEETING
AUGUST 8, 1978
1 . The meeting was called to order at 5:30 p.m. in the Council Chambers of the
Palm Desert City Hall after a half hour study session.

It was moved by Urrutia, seconded by Jackson, that the minutes of the meeting
of July 25, 1978, be approved as written; carried 3-0-1 (AYES: Urrutia,
Jackson, Johnson; ABSTAIN: Leung) .
2. Case No. 89C - WALLING AND MCCALLUM - Preliminary site, floor, and elevations
for a commercial structure to be located on the south side of Highway 111 , east
of El Paseo. Applicant was present. The issue resolved was the setback of a
two-story structure from the Frontage Road. The Board concluded that a minimum
setback of ten feet was sufficient.
On a motion by Jackson, seconded by Leung, the Board approved the preliminary
site, floor, and elevations, subject to the applicant providing a total front
yard setback of 10 ft. ; carried 4-0 (Jackson, Leung, Urrutia, Johnson) .

3. Case No. 90C - JANICE SCHOEN - Preliminary site, floor and elevations for a
commercial structure to be located on the south side of El Paseo, west of
Sage. Applicant was present.
The issues resolved were the provision of permanent access to Sage Lane and
a restudy of the east building elevation to provide for a four sided appearance.
On a motion by Williams, seconded by Urrutia, the Board approved the preliminary
site, floor and elevations; carried 3-0-1 (AYES: Urrutia, Jackson, Johnson;
ABSTAIN: Leung) .
4. Case No. 91C - HUGHES INVESTMENTS - Preliminary site, floor and elevations for a
commercial structure to be located on the north side of El Paseo, east of High-
way 74. Applicant was present.
On a motion by Leung, seconded by Urrutia, the Board approved the preliminary
site, floor and elevations and landscape plans, subject to the following addi-
tional conditions:
a. Restudy the traffic pattern at projects northwest corner to provide for
ingress traffic only.

b. Building three shall have a 5 ft. setback from El Paseo. The second story
of building three shall have a 10 ft. setback from the east property line.
c. The landscaping plan shall be revised to incorporate the following sugges-
tions:
1 . Avoid using pinus halepensis in the project and replace with pinus canar-
iensis.
2. Avoid using jacaranda in pedestrian areas.
3. Use palm trees dispersed throughout the project for variety and spark.

4. Case No. 91C (Cont. )
4. Use Boston Ivy or similar plant material to soften columns throughout
the project.
5. Rework the landscaping along E1 Paseo to provide for a 10 ft. sidewalk
with tree wells, 40 ft. on center.
6. Street trees shall be ficus retusas.
d. The projects sign program shall be restudied to:
1 . Distinguish between vehicle and pedestrian oriented signs.
2. Provide that signs viewed from E1 Paseo and Highway 111 , use names
only. Internal signs may use a logo or symbol in addition to the
business name or identification.
3. Provide a uniform sign shape for major signs facing the street. Such
signs shall be 20" by 10' .
4. Pedestrian oriented signs or internal signs may be any shape with
a maximum dimension of 4 sq. ft.
5. Hamburgers and the star logo from the Carl 's Jr. sign will be eliminated.
Carried 4-0 (Leung, Urrutia, Williams, Johnson) .
5. Case No. 141MF - ROBERT SHELDON - Preliminary site, floor and elevations for
a four unit apartment complex to be located at the northwest corner of San
Gorgonio and Las Flores. Applicant not present.
On a motion by Urrutia, seconded by Leung, the Board recommended that the pre-
liminary site, floor and elevations be revised with the following changes:
a. The exterior stucco color shall be changed to reflect more off-white tones.
b. A more detailed landscaping plan shall be provided.
c. Landscaping shall include materials to the edge of the sidewalk along the
full frontage of the project.
d. Fencing material throughout the project shall be shown.
e. The jacuzzi shall be relocated to center on the common area of the project.
Appropriate landscaping and screening shall be provided.
f. Reverse the parking area and provide a 10 ft. setback between the carports
and the adjacent units.
g. The parking area should terminate on the north at the proposed walkway
with an uncovered parking space.
Carried 4-0 (Urrutia, Leung, Johnson, Williams) .
6. Case No. 140MF - ROBERT RICCIARDI - Proposed road project to be located in
Section 31 of the Cahuilla Hills. Applicant not present.
On a motion by Urrutia, seconded by Leung, the Board recommended that the fol-
lowing Conditions of Approval be forwarded to the Planning Commission for their
consideration of the related Conditional Use Permit on August 16, 1978. Now
a. All cuts and fills shall be treated with natural landscaping or other
methods in such a manner so as not to leave any noticable scars on the
hillside.
b. A turnout shall be provided for 2 vehicles immediately west of the Palm
Valley Storm Water Channel levy.
c. Adequate drainage facilities shall be provided to eliminate any potential
hazards from surface runoff.

d. The adequacy of the finished road shall be considered in terms of accessi-
bility for emergency vehicles, other public service and utility vehicles,
and construction vehicles.
