The meeting was called to order at 6:05 p.m. in the Council Chambers of the Palm Desert City Hall after an 12 hour study session. Members Present: Vern Barton Eric Johnson Bernie Leung Phyllis Jackson low Jim Hill Paul Williams Members Absent: Frank Urrutia Staff Present: Ralph Cipriani Ron Knippel Clyde Beebe It was moved by Leung, seconded by Barton, that the minutes of the meeting of August 8, 1978, be approved as written; carried 4-0 (Leung, Barton, Jackson, Johnson) . 2. Case No. 92C - PDR ASSOCIATES - Preliminary design review for a restaurant park to be located on the west side of Highway 111 , north of 44th Avenue. Applicant was present. The issues of concern centered on the City entrance and/or traffic island at Painters Path and Highway 111 , landscaping in the parking lot area, and the provision of a sidewalk along 44th Avenue and Painters Path. On a motion by Leung, seconded by Jackson, the Board approved the preliminary design, subject to the following: a. Special Condition No. 4 shall be corrected to read - Applicant shall main- tain the City entrance island at Painters Path and Highway 111 insofar as electrical energy and landscape maintenance is concerned. b. Special Condition No. 11 shall be changed to read - A 5 ft. sidewalk shall be constructed along 44th Avenue and Painters Path or an acceptable alter- native to the Design Review Board. c. The applicant shall restudy the landscaping of the parking lot area. d. The traffic triangle at Painters Path and Highway 111 shall be restudied by the City Traffic Committee. Carried 4-0 (Leung, Jackson, Barton, Johnson) . 3. Case No. 143MF - WALTON, SMITH, & BRICKER - Preliminary site, floor and elevations for a 16 unit condominium to be located south of Highway 111 between Deep Canyon and Shadow Hills Drive. Applicant was present. The issues resolved were the maximum building height, the location proposed for fire places and accompanying chimneys, and the provision for additional landscaping between garages. %No On a motion by Leung, seconded by Jackson, the Board approved the preliminary site, floor and elevations, subject to the following: a. Special Condition No. 6 shall be changed to read - The maximum building height shall not exceed 27 ft. b. The applicant shall provide a cut-out for vertical landscaping adjacent to garages between the garage door and the next unit. Case No. 144MF - LEWIS HOMES OF CALIFORNIA - Approval of overall development plan and preliminary design review for a first phase of residential develop- ment to be located at the northeast corner of 44th Avenue and San Pablo. Applicant was present. On a motion by Jackson , seconded by Barton , the Board approved the overall development plan and preliminary design review for the first phase of the residential development subject to the applicant restudying the proposed garage bays to provide a greater separation between garages. Carried 4-0 (Jackson, Barton, Leung, Johnson) . 5. Case No. 147MF - LEWIS HOMES OF CALIFORNIA - Preliminary site, floor and elevations for a 73 unit single-family project to be located north of 44th Avenue, west of Portola. Applicant was present. Two issues were resolved. The first centered on restudying the proposed drainage area & the f2nd with the restudy of housing elevation 2-D. The applicant agreed to restudy the drainage areas and will provide a new elevation to replace elevation 2-D. On a motion by Jackson, seconded by Leung, the Board approved the preliminary site, floor and elevations; carried 4-0 (Jackson , Leung, Barton, Johnson) . ** 6. Case 'No. 142MF - WESTERN ALLIED PROPERTIES, INC. - A conceptual plan for a residential development to be located south of the present City limits, westerly of Highway 74. Applicant not present. The issues resolved on this case were the height of the buildings in the apart- ment area & the overall density of the proposed development. On a motion by Leung, seconded by Barton, the Board approved the conceptual plan subject to the following conditions: a. Design Review Condition No. 1 shall be deleted. b. Two story structures shall be discouraged in the apartment area. c. The Commission should consider the alternative zoning designation of PR-4. The resulting reduction should be concentrated in the apartment and condo- minium areas. Carried 4-0 (Leung, Barton, Williams, Johnson) . 7. Case No. 145MF - DAVID MOSS - Preliminary design for a 134 unit condominium project to be located at the northwest corner of Hovely Lane and Portola Avenue extended. Applicant was present. The issues resolved concerned the requirement for a comprehensive blowsand treatment plan and the general street arrangement and use of cul-de-sacs. On a motion by Leung, seconded by Williams, the Board approved the preliminary design subject to the following conditions : a. The applicant shall be required to provide a comprehensive blowsand treat- ment plan. b. Designated guest parking spaces shall be required within the cul -de-sacs. c. The two center cul-de-sacs shall be connected into a loop street. d. At the request of the Director of Public Works the following special condi- tion shall be added: Drainage requirements shall be engineered and subject to the approval of the Director of Public Works. Case No. 146MF - MICHAEL KAY - Preliminary site, floor and elevations for a triplex to be located at the northeast corner of 44th Avenue and Adonis. Ap- plicant not present. The issue of concern was the proposed elevation of the triplex and its appro- priateness to the Scenic Preservation Overlay zone. On a motion by Williams, seconded by Barton, the Board denied the request for approval of the preliminary site, floor and elevations. Carried 4-0 (Williams, vow Barton, Leung, Johnson) . 9.
