HomeMy WebLinkAbout1978-12-26 MINUTES PALM DESERT DESIGN REVIEW BOARD MEETING TUESDAY - DECEMBER 26, 1978 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:30 p.m. , after a 12 hour Study Session. Members present: Eric Johnson Bernie Leung Frank Urrutia Phyllis Jackson ;jam, Paul Williams (not present for entire Study Session) Members absent: Vern Barton Jim Hill Staff Present: Ralph Cipriani Ron Knippel It was moved by Jackson, seconded by Urrutia that the minutes of December 12, 1978, be approved as written; carried 3-0-1 (AYES: Jackson, Urrutia, Johnson; ABSTAIN: Leung) . II. CASES Case No. 102C - PACIFIC SOUTHWEST REALTY COMPANY - Preliminary site, floor, " and elevations for a commercial structure to be located on the northwest corner of Larrea and Portola. Applicant was present. The Board discussed the need for additional landscaping, revisions to the existing parking lot, and the proposed sign program. On a motion by Williams, seconded by Leung, the Board approved the case subject to the following: �r 1. Restudy the existing parking lot to provide additional landscaping and upgrade the landscaping along Prickley Pear. 2. Provide a corner cut-out at Prickley Pear and Larrea. 3. Redesign the proposed exit to Portola Avenue by providing minimum width, an acute angle, and proper signing and landscaping. 4. Relocate the trash enclosure to the other side of the walkway. 5. Restudy the landscape treatment along the north side of the building-- Vine packets around posts may be used. 6. The sign program shall be revised in the following manner: A. Pedestrian signs shall not exceed 3 square feet. B. Tenant signs shall not exceed 8 feet by 18 inches in size. C. Material and color board shall be provided for all signs. Carried 4-0 (Leung, Urrutia, Jackson, Johnson) Case No. 103C - JOHN OUTCAULT - Preliminary site, floor, and elevations for a commercial structure to be located on the north side of El Paseo east of Sage. Applicant was present. '�rnr The Board discussed problems related to parking lot layout and the proposed finished grade on the site. On a motion by Urrutia, seconded by Leung, the Board approved the case subject to the following: r Minutes Palm Desert Design Review Board Page Two December 26, 2978 1. Parking lot layout shall match the lot to the west. 2. Buildings should be stepped down from north to south to meet the parking lot grade. 3. Building shall be moved four feet to the north. 4. Provide wingwalls on the fascia - - front and rear elevations. 5. Submit alternative colors for roof tile. (Samples to be provided with working drawings) 6. Provide a cross-section of building elevation through the center of the proposed project with landscaping and grades. (Cross-section to be submitted with working drawings) Carried 4-0 (Urrutia, Leung, Johnson, Jackson) Case No. 104C - JOHN OUTCAULT - Preliminary site, floor and elevations for a commercial structure to be located on the north side of Highway 111 east of Las Palmas. Applicant was present. The major issue regarding this case centered on the need for a master plan for the lots adjacent to the proposed project including a cohesive parking facility. On a motion by Jackson, seconded by Leung, the Board approved the case subject to the following: 1. Trash enclosure doors shall open on the alley. (Grades to be checked on final plans) . rrr1 2. Reduce the width of the building on the west side by five feet. Building may be extended to the rear to compensate for the five foot reduction in order to maintain a maximum 2400 square feet. 3. Landscaping shall be added along the west side of the building. Carried 4-0 (Jackson, Leung, Urrutia, Johnson) . Case No. 105C - EDGAR SABA - Preliminary site, floor, and elevations for a commercial structure to be located on the north side of El Paseo west of Sage. Applicant was present. The Board discussed the conformity of the proposed parking lot with adjacent lots, building elevations and the proposed finished grade. On a motion by Urrutia, seconded by Johnson, The Board approved the case subject to the following: 1. Parking lot shall be redesigned to conform with adjacent lots. 2. Trash enclosure shall be redesigned. 3. Buildings shall be stepped. 4. Wingwalls shall be provided on the fascia - - front and rear elevations. 5. A cross-section of the project, to be submitted with final construction drawings, shall be provided. Carried 4-0 (Urrutia, Johnson, Jackson, Leung) Minutes Palm Desert Design Review Board Page Three December 26, 1978 Case No. 159 MF - FRANK C. & H. FRANK OLIVER - revised preliminary plans for a preschool facility to be located on the northwest corner of Alessandro and Cabrillo. Applicant was not present. Materials to be used for the structure and the proposed landscaping were the major issues of concern to the board with respect to this case. rw,r On a motion by Johnson, seconded by Jackson, the Board approved the case subject to the following: 1. A sample board of siding materials shall be provided. 2. Landscaping shall be modified to provide for pinus canariensia and olive trees in clusters. It was suggested that 5 or 6 groups of trees in clumps be provided around the buildings' perimeter to create a forest effect. Carried 3-0 (AYES: Jackson, Johnson, Urrutia; NOES: Leung) . III. DISCUSSION ITEMS Ridgewood Development - The Board reviewed the Ridgewood Development Plans and found them to be generally acceptable. Hughes Investments - (Case No. 91C) The Board reviewed the minor modifications to the proposed project with the applicant and found the revised building elevations acceptable. Sign and clearance requirements are to be checked for their compatibility with the Uniform Sign Code. The modifications proposed for the parking lot were found to be unacceptable and the board requested that they be restudied and returned. 1rrr IV.
