MINUTES
PALM DESERT DESIGN REVIEW BOARD
FEBRUARY 7, 1978
1 . The meeting was called to order at 5:35 p.m. in the Council Chambers of the
Palm Desert City Hall , after an hour study session.

It was moved by Urrutia, seconded by Minturn, that the minutesof the meeting of
January 24, 1978 be approved as written; carried 4-0 (Minturn, Jackson, Johnson,
Urrutia) .
2. Case No. 97MF - W & R DEVELOPMENT - Roofing material for 6 single-family residences
to be located on Joshua between 44th and Parkview. Applicant present.
Mr. Cipriani reviewed the case noting that the applicant is appealing the Board's
recommendation to use shake or tile, the applicant prefers to use rock. Rick
Seidler addressed the Board and stated that the difference between using rock
and tile or shake is between $1 ,000 and $2,000 which would increase the cost of
the houses. He also noted that all the houses in the neighborhood are gravel .
Mr. Urrutia stated that the intent of the Board was to ups!^ade the area by
changing the roof material . Mr. Seidler stated that the houses alone are nice
�., enough to upgrade the neighborhood. Mrs. Jackson stated that the cost was of
importance in the Boards consideration and she noted that if the rock was color
keyed to the stucco colors that the rock could be very at�ractive.
On a minute motion by Mr. f1in�urn, seconded by Mrs. Jackson, the Board approved
the use of rock for roofing material , the color subject to approval by the Design
Review Board prior to issuance of building permits; carried 3-1 (AYES: Jackson,
Johnson, Minturn; NOES: Urrutia) .
3. Case No. 367SF - SID CROSSLEY - Complaint against gradinc� plan for Case No. 367SF
located on Alan Circle. Complaintant not present.
Mr. Williams stated that the building official would report back to the Board
when the new grading plans were received and the Board could review them at that
time and report to Mr. Crossley their findings.
On a motion by Mr. Urrutia, seconded by Mr. Minturn, the Board continued the
case indefinitely; carried 4-0 (Jackson, Johnson, Minturn, Urrutia).
4. Case No. 109MF - A. D. BABCOCK - Final Construction drawings for a 22 unit apartment
complex to be located on the west side of Panorama, south of Highway 111 . Applicant
present.
'�' The Board, noting Special Condition No. 3, requested that the applicant relocate
the air conditioning unit to the side of the building where there are no windows,
on Building 'A' . Mr. Babcock noted agreement and asked about the undergrounding
as noted in Special Condition No. 4, Mr. Williams explained that the service lines
were all that were required on this parcel .
On a motion by Mrs. Jackson, seconded by Mr. Minturn, the Board approved the
case with the noted conditions and requests; carried 4-0 (Minturn, Jackson, John-
son, Urrutia) .

5. Case No. 40C - DESIGN 2 for CHRIS HAENEL - Sign program for a commercial
project located on the south side of E1 Paseo, east of Sage. Applicant
not present.
On a motion by Mrs. Jackson, seconded by Mr. Urrutia, the Board approved
the sign program; carried 4-0 (Jackson, Johnson, Minturn, Urrutia) .
The Board noted that this was the most complete sign program that had
ever been submitted and they appreciated the efforts of the applicant. �

6. Case No. 67C - HUGHES INVESTMENTS - Preliminary site, floor and elevations
for a commercial complex to be located on the northeast corner of Highway
74 and E1 Paseo. Applicant not present.
Mr. Cipriani noted that the applicant had verbally requested that the case
be continued indefinitely. On a motion by Mr. Minturn, seconded by Mr.
Urrutia, the Board continued the case indefinitely; carried 4-0 (Johnson,
Jackson, Minturn, Urrutia) .
7. Case No. 71C - LAUREL DEVELOPMENT - Front elevations for a commercial struc-
ture to be located on the west side of Highway 111 at the Rancho Mirage City
Limits. Applicant not present.
On a motion by Mrs. Jackson, seconded by Mr. Minturn the Board approved the
front elevations with the related landscaping additions; carried 3-1
(AYES: Minturn, Jackson, Johnson; NOES: Urrutia) . Mr. Urrutia felt that
more could be done to the elevations as proposed. Also the Board noted that
they wanted to see the final landscaping drawings prior to the submittal of
the final construction drawings.
On a motion by Mr. Minturn, seconded by Mr. Urrutia, the meeting was adjourned at LL
