MINUTES
PALM DESERT DESIGN REVIEW BOARD
FEBRUARY 21 , 1978
l . The meeting was called to order at 5:30 p.m. in the Council Chambers of
the Palm Desert City Hall , after an hour study session.

It was moved by Williams, seconded by Jackson, that the minutes of the
meeting of February 7, 1978 be approved as written; carried 4-0 (Minturn,
Jackson, Leung, Williams) .
2. Case No. 72 C - ROBERT H. RICCIARDI - Preliminary site, floor and elevations
or a commercial complex to be located on the southwest corner of Highway 111
and Highway 74. Applicant present.
On a motion by Mr. Leung, seconded by Mr. Williams, the Board gave conceptual
approval for the proposed commercial complex; carried 4-0 (Leung, Williams ,
Jackson, Minturn) .
The Board amended the Special Conditions for the project by deleting Item #3
and adding the following:
,�„ (a) Elevations are to be resubmitted.
(b) Site plan is to be resubmitted in accordance with modifications ,
noted on Alternative Exhibit A-1 .
(c) Any median modification shall include a left-turn pocket in
accordance with City Standards.
3. Case No. 110 MF - ROBERT H.- RICCIARDI - Preliminary site, floor and elevations
for a 16-unit Apartment Complex to be located on the northwest corner of
Candlewood and Abronia. Applicant present.
Following discussion of the project, the Board requested that the Special
Conditions be amended to include the following:
(a) Second story of Apartment Complex is to be eliminated.
(b) Four garages are to be eliminated from the overall project --
three on the project's north side and one on the south side.
(c) Parking spaces adjacent to Abronia are to be garages.
The Board also noted that the required parking ratio, with respect to covered
parking spaces, is 1 to 1 or 1 covered parking space for each unit. Accordingly,
the applicant may wish to reconsider the parking element of the proposed pro-

On a motion by Mr. Leung, seconded by Mrs. Jackson, the Board approved the
preliminary site, floor and elevations subject to the applicant's meeting
the Special Conditions as noted above; carried 4-0 (Leung, Jackson, Minturn,
Williams) . �
4 , Case No. 73 C - BARBATTI and JOHNSON - Preliminary site, floor and elevations wr�i
for a commercial structure to be located on the north side of Highway 111 ,
west of Portola. Applicant present.
On a motion by Mr. Leung, seconded by Mr. Williams, the Board approved the
preliminary site, floor and elevations; carried 4-0 (Leung, Williams,
Jackson, Minturn) .
` Case No. 74 C - GLANZ and JOHNSON - Preliminary site, floor and elevations
for a commercial structure to be located at the southwest corner of Highway
111 and E1 Paseo, east of Portola. Applicant present.
The Board, noting Special Condition No. 3, requested that it be expanded to
include a sign program. The Board also noted that while the alley and street
configuration at the south end of the project will not be affected by the
project at this time, it may require reallignment in the future.
On a motion by Mrs. Jackson, seconded by Mr. Williams, the Board approved
the preliminary site, floor and elevations with the expansion of Special
Condition No. 3 as noted above; carried 4-0 (Jackson, Williams, Minturn,
Leung) .
6, Case No. 95 MF - WILLIAM LOADVINE - Preliminary site, floor and elevations
f��r a 5-unit Apartment Building to be located on the south side of Santa
Rc�sa between San Pablo and San Pasqual . Applicant present. ,,,,,�
On a motion by Mr. Leung, seconded by Mrs. Jackson, the Board rejected the
preliminary site, floor and elevations on the basis that the proposed lay-
o�at did not create any amenities for outdoor activities; carried 4-0 (Leung,
Jackson, Williams, Minturn) .
The Board requested that the applicant make appropriate modifications to the
site plan and resubmit the proposal .
7, Case No. 111 MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and
elevations for 17 single-family residences to be located on lots 66, 87,
89, 104, 109, 132, 133, 134, 135, 152, 153, 180, 181 , 211 , 239, 252, and
305 of Palma Village Unit No. 12. Applicant present.
Following discussion, the Board requested that the individual housing plans
be modified as noted below:
(a) Plan 'A' - redesign so both windows on front elevation are
treated the same.
(b) Plan 'B' - redesign front elevation to eliminate wood treatment
and replace with concrete, slump, block or stucco.
(c) Plan 'C' - eliminate Plan 'C' and replace with Plan 'B' .

(d) Plan 'D' - no change needed.

(e) Plan 'E' - redesign to eliminate row of tile on parapet;
round off parapet above arch; modify windows.
(f) Plan ' F' - no change needed.
The Board also noted that a detailed landscaping plan should be submitted
� with final construction drawings.
On a motion by Mrs. Jackson, seconded by Mr. Williams, the Board approved
; the preliminary site, floor and elevations subject to the applicant' s
modifying the individual plans as noted above; carried 4-0 (Jackson,
Williams, Minturn, Leung).
� 8. Case No. 66 MF - AMERICAN WEST DEVELOPMENT - Final construction drawings
for a 6-unit apartment complex to be located at the northwest corner of
Panorama and Candlewood. Applicant present.
On a motion by Mr. Williams, seconded by Mr. Leung, the Board approved
the final construction drawings subject to the applicant upgrading the
landscaping plan as shown on Exhibit 'A' ; carried 4-0 (Williams, Leung,
Minturn, Jackson) .

9. On a motion by Mr. Minturn, seconded by Mr. Williams, the meeting was
adjourned at 6:35 p.m. ; carried 4-0 (Minturn, Williams, Jackson, Leung) .
