The meeting was called to order at 5:30 p.m. in the Council Chambers of the Palm Desert City Hall after a half hour study session. Members present: Vern Barton Frank Urrutia Phyllis Jackson Paul Williams Members absent: Eric Johnson Jim Hill Bernie Leung Staff present: Ralph Cipriani Ron Knippel Clyde Beebe It was moved by Jackson, seconded by Williams, that the minutes of the meeting of July 11, 1978, be approved with the following corrections: a. Item 7b - the word "ligntning" , be corrected to read, "lightning" . Carried 4-0 (Barton, Urrutia, Jackson, Williams) 2. Case No. 134MF (Revised) - SILVER SPUR ASSOCIATES - Preliminary site, floor and elevations for a 100-unit condominium project to be located at the Ironwood Country Club. Applicant present. On a motion by Jackson, seconded by Barton, the Board approved the pre- liminary site, floor and elevations; carried 3-1 (AYES: Jackson, Barton, Williams; ABSTAIN: Urrutia) . 3. Case No. 248SA - CIRCLE K FOOD STORES - Sign approval for a sign program for an existing commercial structure located at the southwest corner of San Pablo and San Gorgonio. Applicant not present. On a motion by Jackson, seconded by Urrutia the Board approved the Sign Program; carried 3-1 (AYES: Jackson, Urrutia, Barton; ABSTAIN: Williams) . 4. Case No. 57C - JOHN OUTCAULT - Sign program for a commercial complex located at the northeast corner of Larkspur and E1 Paseo. Applicant not present. On a motion by Jackson, seconded by Williams, the Board approved the sign program; carried 4-0 (Jackson, Williams, Urrutia, Barton) . 5. Case No. 70MF - SILVER SPUR ASSOCIATES - Final landscaping plans for a golf clubhouse to be located at the Ironwood Country Club. Applicant not present. On a motion by Jackson, seconded by Barton the Board approved the final landscaping plan; carried 3-1 (AYES: Jackson, Barton, Williams; ABSTAIN: Urrutia) . 6. Case No. 116MF - AMERICAN WEST DEVELOPMENT - Final construction drawings for a triplex to be located at the northeast corner of Sunset and Driftwood. Applicant not present. %NW On a motion by Williams, seconded by Barton, the Board continued this case for the following reasons : a. Vehicle access problem. b. Insufficient landscaping plan - with respect to landscaping the Board offered the following suggestions: 1. Tree sizes be upgraded to a minimum 15 gallon size. 2. Olive trees be specimen size or 36" box size. 3. More shrubbery be placed around the buildings. 4. Eliminate the gravel on the street side and replace with lawn. 5. Case No. 87C - HAROLD MCCORMICK - Preliminary site, floor and elevations for a commercial structure to be located on the north side of Highway 1.11, east of San Marcos. Applicant present. On a motion by Williams, seconded by Barton, the Board approved the preliminary site, floor and elevations subject to the following changes: a. Provide trash enclosure in rear. b. Remove two parking spaces in front of the doors and provide entry walkways, and additional landscaping. c:. Delete condition no. 15. Carried 4-0 (Williams , Barton, Urrutia, Palomino) 8. Case No. 135MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and elevations for a duplex to be located on the north side of Alessandro, east of Cabrillo Avenue. On a motion by Williams, seconded by Barton, the Board rejected the pre- liminary site, floor and elevations because of an inadequate site plan and landscaping plan; carried 4-0 (Williams, Barton, Urrutia, Palomino) . The Board suggested that the applicant meet with the Director of Environmental Services to discuss what constitutes a complete application submittal . 9. Case No. 139MF - ROBERT PURSEL - Preliminary and final site, floor and elevations for a 5-unit apartment complex to be located on the east side of Ocotillo, south of Tumbleweed. Applicant not present. On a motion by Palomino, seconded by Urrutia, the Board approved the pre- liminary and final construction drawings subject to the following: a . Applicant shall provide a self locking gate at the entrance of the project, between the carport and adjacent to building B. b. Applicant shall provide for drainage under walkway at the northwest property corner. c . The location of all AC units shall be shown and approved by Staff prior to plan check. c.. Ground cover shall be included or shown for the rest of the project and approved by Staff. e. The fence on the east property line may not remain if it is to be used as a retaining wall . f. Delete condition no. 3. Carried 4-0 (Palomino, Urrutia, Williams, Barton) . 10. Case No. 138MF - ROBERT RICCIARDI - Preliminary site, floor and elevations for a 7-unit apartment complex to be located on the north side of Shadow N"ountain, east of San Luis Rey. Applicant present. Cn a motion by Barton, seconded by Palomino, the Board approved the preliminary site, floor and elevations, subject to the following conditions: a. The first three special conditions noted on Case 139MF shall apply. b. The applicant shall provide curb and gutter. c. One unit and one parking space shall be deleted. d. The applicant shall provide a trash enclosure. e. The driveway entrance shall be reduced to 24 feet. f. The applicant shall provide gates to enclose pool area. g. Standard conditions regarding final construction drawings shall apply. Carried 3-1 (AYES: Barton, Palomino, Williams; NOES: Urrutia) . Minutes Design Review Board Meeting July 25, 1978 Page Three 11. Discussion: Mr. Williams requested the Board's pleasure with respect to the provision of pictures of buildings for which sign program applications have been sub- mitted. The Board directed the Staff to provide such pictures. Mr. Williams advised the Board that the City Council has assumed jurisdiction on Case No. 72C and will review the matter at the July 27, 1978 meeting. 12.
