The meeting was called to order at 6:00 p.m. in the Council Chambers of the Palm Desert City Hall , after an hour study session. Members present: Eric Johnson Frank Urrutia George Minturn "'"" Paul Williams Jim Hill Members absent: Phyllis Jackson Bernie Leung Staff present: Ralph Cipriani - Associate Planner Ron Knippel - Assistant Plann�r It was moved by Minturn, seconded by Williams, that the minutes of the meeting of February 21 , 1978 be approved as written; carried 4-1 (Ayes: Johnson, Minturn, Hill , Williams - Abstain: Urrutia) . 2. Case No. 51C - HMS GENERAL CORP. - Sign program for a commercial project to be located on the south side of E1 Paseo and east of Portola. Applicant not present. On a motion by Urrutia, seconded by Williams, the Board approved the sign program; carried 4-0 (Urrutia, Minturn, Johnson, Williams) . 3. Case No. 76MF - BIDDLE DEVELOPMENT CO. , INC. - Entrance sign for a 193 unit condominium project known as Mountainback II (Somerset) . Applicant present. � On a motion by Urrutia, seconded by Minturn, the Board approved the entrance signs subject to the applicant complying with the following: a. The existing sign at the main entrance to the proj ect be removed. b. The proposed signs be named and located as shown on the attached tech- nical site plan for the project labeled Exhibit A. c. The mosaic projection be removed from the proposed entrance signs. Carried 4-0 (Urrutia, Minturn, Johnson, Williams) . 4. Case No. 58C - CHARLES GIBBS - Final construction drawings for a mini-ware- house complex to be located west of Cook St. and north of 42nd Street extended. Applicant not present. On a motion by Minturn, seconded by Urrutia, the Board approved the final con- struction drawings for the complex, subject to the applicant revising the land- scape plan as noted below: a. Provide for additional planting of oleanders a�jacent to paved areas on north and west sides of project. Oleanders should not be less than 1 gal . �, size - preferably 5 gal . size. Tamarisk may be cuttings or 1 gal . size. b. Provide for irrigation of oleander and tamarisk with drip system or conventional bubbles. c. Provide irrigation system plus permanent seeding of 50' strip at projects perimeter, north of tamarisk plantings and on other side of stree-t on west. Carried 4-0 (Minturn, Urrutia, Johnson, Williams) . � � Minutes Design Review Board March 8, 1978 Page Two 5, Case No. 95MF - WILLIAM LOADUINE - Preliminary site, floor and elevations for a 5-unit apartment complex to be located on the south side of Santa Rosa between San Pablo and San Pasqual . Applicant present. Following a discussion of the project, the Board requested that the plans submitted be modified as follows: a. Reverse the floor plan of the front building. � b. Provide access from living rooms to patio areas in other buildings. c, Roof material shall be crushed rock, shake, or tile in earth tone range. d. A 6' - high wood fence shall be provided at the rear and side of the complex. e. Provide garden wall on patio area of fro,nt building. f. Revise the landscaping plan as follows: 1 . Landscape between driveway and wall using Tecoma Capensis or p,yracantha. 2. Do not use creeping fig for ground cover - substitute gazania. 3. Remove azaleas and replace with raphiolepis. 4. Use ficus on walls. On a motion by Minturn, seconded by Urrutia, the Board approved the revised preliminary site, floor and elevations subject to the applicant's meeting the conditions noted above; carried 4-0 (Minturn, Urrutia, Johnson, Williams) . � 6. Case No. 65C - C. G. DUNHAM - Final construction drawings for a commercial project to be located at the northeast corner of E1 Paseo and Sage Lane. Anplicant present. On a motion by Urrutia, seconded by Minturn, the Board approved the final construction drawings for the project, subject to the applicant complying with the following revisions: a. Remove 2 psuedo smoke stacks from buildings 1 and 3. b. Relocate the building complex sign from the intersection to the east on E1 Paseo. c. Redesign the directory signs and locate at major entrances to complex only. d. Redesign the landscaping plan and resubmit. Et A1 - Preliminary site, floor and elevations for the units, golf and tennis clubhouses, gatehouse and sales office, and preliminary landscaping for a 780 + condominium unit project to be located nort� of Whitewater Storm Channel between Portola and Monterey. Applicant present. On a motion by Urrutia, seconded by Minturn, the Board approved the prelimi- nary plans, subject to the applicant's modifying the tennis clubhouse eleva- tion by changing the square windows on the eas�t side of the turret to arched '"""" windows. Carried 4-0 (Urrutia, Minturn, Johnson, Williams) . 8. Discussion regarding proposed design standards for landscaping. Attached hereto as Exhibit B are the proposed addi�ional landscape standards discussed with suggested revisions noted. The Board gave approval of the new standards and recommended they be forwarded to the Planning Commission for review. 9.
