MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
MARCH 21 , 1978
1 . The meeting was called to order at 5:50 p.m. in the Council Chambers of
the Palm Desert City Hall , after an hour study session.

Staff present: Ralph Cipriani - Associate Planner
Ron Knippel - Assistant Planner
It was moved by Urrutia seconded by Williams that the minutes of the meeting
of March 8, 1978 be approved as written, except item 6.d.1 . which shall be
changed to read as follows:
1 . Tree wells as shown not adequate - should be larger than 24" size preferably
48" size with tree grates utilized as appropriate.
Carried 4-1 (AYES: Johnson, Urrutia, Hill , Williams; ABSTAIN : Jackson) .
2. Case No. 112MF - CATHOLIC BISHOP OF SAN DIEGO - Preliminary site, floor and
elevations for a church-related retirement center to be located north of 44th
Avenue and west of Deep Canyon. Applicant not present.
� On a motion by Urrutia, seconded by Jackson, the Board approved the preliminary
site, floor and elevations subject to the following conditions:
a. Applicant shall submit a more detailed landscaping plan. The plan should
incorporate the following suggestions:
1 . Utilize palms in plan as well as variety of trees.
2. Clusters of palms should be used throughout general project area and
specifically in pool area.
3. Shrub plantings and/or vines should be used around walls of buildings.
4. Tree plantings along sidewalk should be consistent with other projects
in the area.
b. 6' masonry wall shall be used around property perimeter except south boundary.
c. Special condition No. 2 shall be changed to read: The location of air
conditioning units shall be located on ground and shall be reviewed as part
of final construction drawings.
Carried 4-0 (Urrutia, Jackson, Johnson , Williams) .
3. Case No. 76C - CHESTER DORN - Preliminary drawings of store front remodeling
for Ace Hardware building located on the northside of Highway 111 and east

of Cabrillo. Applicant present.
On a motion by Urrutia, seconded by Jackson, the Board approved the preliminary
drawings subject to the applicant submitting a sign and landscaping plan for
the project. Carried 4-0 (Urrutia, Jackson, Johnson, Williams).

�. (�ase No. 114MF - SUNRISE COMPANY - Preliminary site, floor and elevations
for a 460-unit condominium project to be located on the east side of Mon-
�erey and south of the Desert Squire Country Club. Applicant not present.
On a motion by Jackson, seconded by Williams , the Board approved the pre-
�liminary site, floor and elevations for the project. Carried 4-0 (Jackson,
Williams, Johnson, Urrutia) .

. . Case No. 77C - NAEGELE OUTDOOR ADVERTISING - Preliminary site, floor and
elevations for a commercial office and studio to be located on the west
��ide of 111 and north of Park View Drive. Applicant present.
f=ollowing discussion of the project, the Board requested that the plans
submitted be modified as follows :
��. The driveway entrance on the south side of the project site is to be
eliminated.
b. Outdoor storage area shall be screened by: recessing; landscaping;
and/or use of masonry wall .
c�. Redesign back of structure to: accommodate additional 10' setback;
and, reduce height of studio by 4' .
�i. Intensify landscaping on north and south sides of project site.
��. Temporary ground sign shall be in earth tone color range.
()n a motion by Jackson, seconded by Urrutia, the Board moved to carry this
case over to review the revised drawings. Carried 4-0 (Jackson, Urrutia,
Johnson, Williams) .
E�. (;ase No. 83MF - DEEP CANYON LTD. - Final landscaping for a 212-single
family residential complex to be located at the southeast corner of Deep
Canyon and 44th Avenue. Applicant not present. �
()n a motion by Urrutia, seconded by Williams, the Board approved the final
landscaping plans with noted revisions as discussed with the applicant.
��arried 4-0 (Urrutia, Williams, Jackson , Johnson) .
; . ')iscussion on use of PVC as roofing material .
i)n a motion by Williams, seconded by Urrutia, the Board recommended against
the use of PVC as roofing material . It was the Board's concensus that the
rnaterial was not durable enough to withstand the general climatic conditions
in the desert area. Carried 4-0 (Williams, Urrutia, Jackson, Johnson) .
$i. On a motion by Jackson, seconded by Williams, the meeting was adjourned at
G:45 p.m. Carried 4-0 (Jackson, Williams, Urrutia, Johnson) .
