1 . The meeting was called to order at 5:35 p.m. in the Council Chambers of the
Palm Desert City Hall , after an hour Study Session. The regularly scheduled
meeting of May 9, 1978 was cancelled for lack of a quorum and rescheduled to
this date.

It was moved by Urrutia, seconded by Minturn that the minutes of the meeting of
April 25, 1978, be approved as written; carried 4-1 (AYES: Johnson , Urrutia,
Minturn, Jackson; ABSTAIN: Leung) .
2. Case No. 110MF - ROBERT RICCIARDI - Final construction drawings for a 12-unit
apartment complex to be located at the norhtwest corner of Candlewood and Abronia.
Applicant not present.
On a motion by Jackson, seconded by Leung, the Board approved the final construc-
tion drawings subject to the applicant revising the landscaping plan as noted on
Exhibit A; carried 5-0 (Jackson, Leung, Minturn, Urrutia, Johnson) .
��"" 3. Case No. 62C - ROGER FULLER - Final construction drawings for a commercial com-
plex to be located at the southeast corner of El Paseo and Ocotillo. Applicant
present.
On a motion by Urrutia, seconded by Jackson, the Qoard approved the final con-
struction drawings with the following conditions:
a. Landscaping plan be revised as noted on Exhibit A.
b. All structural and vertical landscaping elements of the plan located within
the 25 ft. line of site radius of E1 Paseo and Ocotillo, be relocated.
Carried 5-0 (Urrutia, Jackson, Minturn, Leuno, Johnson) .
4. Case No. 73C - BARBATTI AND JOHNSON - Final construction drawings for a commercial
structure to be located on the north side of Highway 111 and west of Portola.
Applicant present.
On a motion by Leung, seconded by Urrutia, the Board approved the final construction
drawings with the following conditions :
; a. Jacaranda located near the Alessandro and San Jacinto intersection be moved
� back 6 ft. so as to remove said tree from the 25 ft. line of site radius.
' � b. Trees to be used in the
parking lot area be increased to a minimum 15 gallon
;ize.
c. 4Jater glass windows located on wall along property line be removed.

On a motion by Jackson , seconded by Urrutia , the 3oard approved the final cor-
struction drawings for the recreation center addition. Carried 5-0 (Jackson ,
Urrutia , Leung, P�tinturn , Johnson) .
6. Case No. 74C - GLANZ AND JOHNSOPJ - Final landscaping plans for a commercial
st�^ucture to be located at the southwest corner of High���ay 111 and El Paseo, ,,,;�
east of Portola. Applicant present. �
On a motion by Jackson, seconded by Leung, the Board approved the final land-
sc<�ping plans subject to the applicant increasing the size of the strPet trees
to a minimum 18" box and relocating vertical landscaping elements out of the
25 ft. line of site radius of the intersection of Highway 111 and E1 Paseo.
Carried 5-0 (Jackson, Leung, Minturn , Urrutia, Johnson) .
7. Case No. 28C - HENRY TAGLE - Preliminary site, floor and elevations for a
re��taurant to be located at the northwest corner of DeAnza U1ay and Palm Desert
Dr�ive. Applicant present.
On a motion by Urrutia, seconded by Jackson, the Board approved the preliminary
si�e, floor and elevations, subject to the following :
a. Landscaping plan be revised as follows :
1 . A minimum 24" box size trees be used in parking lot. Tree type should
be Carob.
2. Eliminate landscaping in front of trash enclosure.
3. Add street trees along project perimeter. Tree type should be Rhus ,,,,,�i
lancea. �
b. Revise plan to maintain 25' line of site radius clear at intersection of
DeAnza Way and Palm Desert Drive.
Carried 5-0 (Jackson, Leung, Minturn, Urrutia, Johnson) .
8. Case No. 99MF - SUNRISE COMPANY - Final construction drawings for sales office,
gatehouse, and administration building for a 780-unit condominium project to
be located north of the Whitewater Storm Channel between Portola and Monterey.
Applicant present.
On a motion by Minturn, seconded by Leung, the Board approved the final con-
struction drawings for the sale5 office, gatehouse, and administration building.
Carried 5-0 (Minturn, Leung, Jackson, Urrutia, Johnson) .
9. Case No. 127MF - DOUGLAS STONE - Preliminary site, floor and elevations for a
10-unit apartment building to be located at the southeast corner of Las Palmas
and San Gorgonio. Applicant present.
On a motion by Jackson, seconded by Leung, the Board approved the preliminary �
site, floor and elevations with the following modifications :

�. Provide trees along wall at south and east property lines. �`-
�. Provide trees around buildings and in open space areas.
�:. Provide access from apartments , wher? appropriate, for use of open soace.
��. Use Mexican Ash trees in parking lot area and bottle trees in open space
areas.

10. Case No. 121MF - R. CORTESE - Preliminary site, floor and elevations for a
duplex to be Iocated on the south side of Candlewood, west of Quailbrush Avenue.
Applicant present.
On a motion by Urrutia, seconded by P�inturn, the preliminary site, floor and
elevations were rejected on the basis of their non-compliance with the Zoning
Ordinance. The area of the proposed structure exceeds the maximum coverage
allowed in the R-3 District. The Board suggested that the project be redesigned
;�, and resubmitted for approval at a later date. It was also suggested that the
landscaping plan be restudied and resubmitted later. Carried 5-0 (Urrutia ,
Minturn, Jackson, Leung, Johnson) .
11 . Case No. 122MF - R. CORTESE - Preliminary site, floor and elevations for a duplex
to be located on the south side of Candlewood, west of Quailbrush Avenue. Appli-
can present.
On a motion by Urrutia, seconded by Minturn, the Board rejected the preliminary
site, floor and elevations on the basis of their non-compliance with the Zoning
Ordinance. Since this project is located adjacent to that proposed in Case No.
121MF and is identical in site, floor, and elevations, the Board offered the
following suggestions to the applicant should he resubmit the plans :
a. The elevations of this structure be different than that proposed by Case
No. 121MF. While material theme and roof may be similar, the applicant
should attempt to achieve a different visual impact.
b. Landscaping plan should be modified to reflect the difference in the pro-
jects.
Carried 5-0 (Urrutia, Jackson, Minturn, Leung, Johnson) .

�""� 12. Case No. 80C - MCBAIL C0. - Preliminary site, floor and elevations for a com-
mercial complex to be located at the southeast corner of Country Club and Mon-
terey. Applicant present.
On a motion by Urrutia, seconded by Minturn, the Board gave conceptual approval
to the preliminary site, floor and elevations and requested that the applicant
rework the shop locations and traffic pattern around the super market and re-
submit construction drawings for final approval . Carried 5-0 (Urrutia, Minturn,
Jackson, Leung, Johnson) .
NOTE: Board member Phyllis Jackson left the meeting at 8:00 p.m. prior to
action on the following cases.
13. Case No. 81C - DR. JACQUES - Preliminary site, floor and elevations for a com-
mercial building to be located on the south side of Highway 111 and east of
Panorama Drive. Applicant present.
On a motion by Urrutia, seconded by Minturn, the Board approved the preliminary
site, floor and elevations subject to the applicant revising the front and side
landscaping. Carried 4-0 (Urrutia, Minturn, Leung, Johnson) .

� ; 14. Case No. 71C - LAUREL DEVELOPMENT C0. - Modified site, floor and elevations for
� a commercial building to be located on the west side of Highway 111 and north of
Painters Path. Applicant present.
On a motion by Leung, seconded by Urrutia, the Board approved the modified site,
flo�r and elevations subject to the applicant providing additional landscaping
on east elevation and using a deciduous cover for the clear story glass. Carried
4-0 (Leung, Urrutia, Minturn, Johnson) .

for a 200-unit condominium project �o be located at the northwest corner of
Fairhaven and 44th Avenue. Applicant not present.
On a motion by Urrutia , seconded by Leung, the 6oard rejected the preliminary
si:e, floor and elevations as submitted and requested that the applicant re-
work the site plan and resubmit it. The major concerns and recommendations
of the Board included: i�
a. The modular appearance.
b. The arrangement will not function well for residents.
c. Land planning and use do not coincide.
d. Center parking courts will not function well .
e. Circulation of parking unacceptable.
f. Access to building to remote.
g. Architecture does not complement desert setting.
h. Recommend that shakes not be used on sides of structures.
i. Commercial size (20'x40' ) pools and equipment should be used in project.
j. Rework landscape plan.
Carried 4-0 (Urrutia, Leung, Minturn, Johnson) . �
16. Discussion: ��
�
Boa,rd Member George Minturn announced that this meeting was to be his last
sirice he is moving to Santa Rosa. He said he enjoyed working with the Board
and had learned a good deal . Chairman of the Board Eric Johnson accepted his
resignation and thanked Mr. Minturn for his time and contributions to the
Design Review Board.
17. On a motion by Leung, seconded by Urrutia, the meeting was adjourned at 8:25 p.m.
