The meeting was called to order at 5:35 p.m. in the Council Chambers of the Palm Desert City Hall , after a half-hour study session. Members present: Bernie Leung Frank Urrutia Phyllis Jackson � Ra1ph Cipriani for Paul Williams Members Absent: Paul Williams Eric Johnson Jim Hill Staff present: Ron Knippel Clyde Beebe It was moved by Urrutia, seconded by Jackson that the minutes of the meeting of May 16, 1978, be approved as written; carried 4-0 (Urrutia, Jackson , Leung Cipriani ) . 2. Case No. 104MF - RONALD STEWART - Final working drawings for a 12-unit condominium project to be located on the east side of Ocotillo, south of Tumbleweed. Appli- cant present. On a motion by Urrutia, seconded by Jackson, the Board approved the final work- ing drawings; carried 4-0 (Urrutia, Jackson, Leung, Cipriani ) . 3. Case No. 47C - SIDNEY ROSE - Preliminary and final drawings for a commercial addition and remodelling for a structure located on the north side of Highway 111 , west of San Clemente Circle. Applicant present. """ On a motion by Jackson, seconded by Urrutia, the Board approved the preliminary and final drawings subject to the applicant providing a 2' planting strip between posts and parking spaces and a 3' planting strip along the sidewalk in front; carried 4-0 (Jackson, Urrutia, Leung, Cipriani ) . 4. Case No. 116MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and eleva- tions for a triplex to be located at the northeast corner of Sunset and Driftwood. Applicant present. On a motion by Urrutia, seconded by Jackson, the Board rejected the preliminary site, floor and elevations and recommended continuance of this case subject to the applicant restudying the design of the structure to provide continuity and resubmitting the elevations; carried 4-0 (Urrutia, Jackson, Leung, Cipriani ) . 5. Case No. 120MF - HOPE LUTHERAN CHURCH - Site plan and first phase for church- school complex to be located at the northeast corner of Portola arid Fairway. Applicant present. On a motion by Jackson, seconded by Urrutia, the Board gave conceptual approval of the site plan; carried 4-0 (Jackson, Urrutia, Leung, Cipriani ) . �,,, 6. Case No. 124MF - WARREN SLAUGHTER - Preliminary design approval for hillside lot improvements in the central portion of Section 30, T5S, R6E, west of the Palm Valley Storm Channel . Applicant not present. On a motion by Urrutia, seconded by Jackson the Board approved the hillside lot improvements provided that appropriate care is taken in disguising the cut and fill areas and that all visible scars are landscaped. Ca��e No. 125MF - ROGER BOYAR DEVELOPMENT - Preliminary site, floor and ele- vations for a 186 unit condominium project to be located adjacent to the Kings Point Condominium Project. Applicant not present. On a motion by Jackson, seconded by Urrutia, the Board approved the pre- liminary site, floor and elevations subject to the applicant submitting detailed plans to the Design Review Board for approval of the interior wall se��arating the original project from that proposed prior to the issuance of building permits; carried 4-0 (Jackson, Urrutia, Leung, Cipriani ) . �r�iir 8. Ca�se No. 126MF - CHACAHUALA DEVELOPME�JT - Preliminary site, floor and ele- vations for a 132 unit condominium project to be located south of Little Bend and north of Mesa View extended between Alamo and Arrow Trail . Appli- ca��t present. On a motion by Urrutia, seconded by Jackson, the Board approved the preliminary site, floor and elevations subject to the following: a. Adjustments be made to southside �f project by eliminating two structures to provide for future 44' road dedication. b. Revise orientation of structures throughout project for more interest and variety. c. Resubmit a revised plot plan to the Board prior to completion of working drawings. d. Submit preliminary landscaping and grading plans of entire site. Ca�^ried 4-0 (Urrutia, Jackson, Leung, Cipriani ) . � 9. Case No. 128MF - MICHAEL BUCCINO - Final landscaping for the Silver Spur Mobile Home subdivision addition. Applicant present. On a motion by Jackson, seconded by Urrutia, the Board recommended indefinite continuance of this case until the applicant can show that additional amenities will be provided and evidence is submitted that an attempt has been made to pro- vi��e such facilities at another location in the project; carried 4-0 (Jackson, Ur�^utia, Leung, Cipriani ) . 10. Di.�cussion - Request for clarification of concerns expressed by the Design Re�✓iew Board in their review of Case No. 117MF, TERRA INDUSTRIES, by applicant. Following a presentation by Terra Industries and discussion by the Board, it wa�s the concensus by the Board that the applicant had presented no new infor- mation that would cause them to reverse their previous decision to deny approval of the project. 11 .
