MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - NOVEMBER 21 , 1973
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 p.m. , after a 12 hour study session.
Members present: Eric Johnson
Phyllis Jackson
Bernie Leung

It was moved by Williams, seconded by Jackson, that the minutes of the Novem-
ber 7, 1978, meeting be approved as written; carried 2-0-2 (AYES: Jackson,
Johnson; ABSTAIN: Leung, Urrutia)
II. It was moved by Leung, seconded by Williams to approve the following cases
reviewed in study session and found acceptable:
Case No. 28C - Subject to conditions
Case No. 52C - Subject to all signs being 8 feet in length
Case No. 57C
Case No. 71C
Carried 3-0-1 (AYES: Jackson, Johnson, Leung; ABSTAIN: Urrutia)
III. CASES
• Case No. 159MF - FRANK C. & H. FRANK OLIVER - Preliminary site, floor and
elevations for a pre-school facility to be located at the northwest corner
of Alessandro Drive and Cabrillo. Applicant was present.
On a motion by Jackson, seconded by Urrutia, the case was continued to the
meeting of December 12, 1978, to allow the applicant time to resolve building
design problems to keep in accordance with applicable codes for pre-school
construction; carried 4-0 (Jackson, Johnson, Leung, Urrutia) .
• Case No. 91C - HUGHES INVESTMENTS - Final construction drawings for a commer-
cial project to be located on the northeast corner of E1 Paseo and Highway 74.
Applicant was present.
The Board discussed the material to be used for the Carl 's Jr. building, noting
that the drawings represented a different roof detail than the other proposed
buildings in the center.
Also, extensively discussed were the landscaping plan details for the center.
On a motion by Jackson, seconded by Leung, the Board approved the case sub-
ject to the following revisions being submitted to staff:

1 . Sheets SA-4 and 5 to be revised to be consistent with detail on landscape
plan.
Center Landscaping
1 . Place landscape planters between columns on south side of building 4.
2. Indicate type of Ficus (Retusa preferred).
3. Silk Floss to be 24" box size.
4. Shrub and ground cover plan to be submitted in addition -to tree plan,
showing precise details.

Carl ' s Jr. Building
1 . Change roof tile to match the other buildings.
2. Change detail above and below roof from wood to matching stucco
(per original elevation drawings).
Carl ' s Jr. Landscaping
1 . Revise Sheet L-1 to conform to the balance of the center.
2. Indicate all trees at 24" box size.
3. Indicate shrubs numbered 2 to 4 in minimum 5 gal size.
4. Eliminate easterly most opening on the frontage road and replace
with landscaping.
Carried 4-0 (Jackson, Johnson, Leung, Urrutia) .
Case No. 148MF - D. K. KAVANAUGH - Elevations for a 381 single-family
residential complex to be located east of Cook Street and northerly of
Merle Drive. Applicant not present.
Staff reviewed with the Board complete elevation drawings for the proposed
condominium units, noting that other than continuation of the roof line
(per original Development Plan approval ) , side and rear elevations had not
been detailed (continuing architectural treatment on all sides of the build-
ings) . It was also observed that architecturally integrated patio covers
should have been designed for at least units receiving severe sun exposure.
Discussion also included the design of the perimeter tract wall . ago
On a motion by Jackson, seconded by Leung, the Board approved the architec-
tural elevations as submitted and approved the perimeter wall detail subject
to the following conditions:
1 . That engineering calculations be submitted for the wall design, and
that pilasters be placed a maximum of 10 feet apart.
Carried 4-0 (Jackson, Johnson, Leung, Urrutia) .
IV . DISCUSSION ITEMS (Not on Agenda)
The Board discussed the following cases for the purpose of providing de-
sign input to staff:
DP 17-78 - PRO-CON DEVELOPMENT CO. , 50 residential condominium units on the
nortE—side of Hovely Lane, east of Monterey Avenue.
Design Considerations:
1 . Provide 20' driveway apron for units with projecting garage structures,
by moving garage structure back from private street/driveways.
2. Move the center duplex buildings back from private street to provide
design relief and provide 20' driveway apron.
3. Provide one additional swimming pool in area indicated for recreation.
DP 18-78 - T&D INVESTMENTS/PRO-CON DEVELOPMENT CO. , 24 residential condominium
units on the south side of Hovely Lane, west of Portola Avenue.
Design Considerations:
1 . Move guest parking island north, closing first driveway entry to unit
groups.

2. Provide additional tree/shade canopy treatment in guest parking areas.
3. Provide 20' driveway apron for units with projecting garage structures
by moving garage structure back from private street/driveways.

5. Consider turning buildings and providing radial driveways.
DP 19-78 - LOS COCINEROS, 160 residential condominium units on the north-
east corner of Hovely Lane (extended) and Cook Street.
1 . Sink perimter tennis courts if proposed to be lighted.
2. Add one swimming pool to common area between unit custers along the
eastern site boundary.
3. Provide 20' driveway apron for units with projecting garage structures,
by moving garage structure back from private street/driveways.
4. Stagger four unit building to achieve additional driveway apron and
allow design of radial driveways into the side of garages.
The meeting was adjourned at 3:50 p.m.
