The meeting was called to order by Frank Urrutia, designated as Acting Chairman, at 6:10 p.m. in the Council Chambers of the Palm Desert City Hall after an 1z hour study session. Members present: Frank Urrutia Phyllis Jackson Vern Barton Paul Williams Members absent: Bernie Leung Eric Johnson Jim Hill Staff present: Murrel Crump It was moved by Barton, seconded by Williams, that the minutes of the September 26, 1978, meeting be approved as written; carried 3-0-1 (AYES: Barton, Williams, Urrutia; ABSTAIN: Jackson) II. There was no minute motion as all cases were to be discussed during the meeting. III. Cases 1 . Case No. 144MF (Revised) - LEWIS HOMES OF CALIFORNIA - Preliminary approval of a 315 dwelling unit condominium complex on a 70.5 acre parcel located at the northwest corner of 44th Avenue and San Pascual Avenue. Applicant was present. The issue discussed by the Design Review Board was the number of units in the south half. The applicant feels that 5.92 dwelling units per acre as the density is necessary to accommodate necessary improvements. Alternatives discussed were: reduce the number of guest parking spaces, or reduce the width of the major private roadway from 40 ft. to 32 -ft. The applicant indicated that a re- duction of 28 units would push up the price of the units to over $100,000. Jackson indicated a preference to these modifications versus the deduction of units. The Board reviewed the previous submittal . On a motion by Jackson, seconded by Urrutia the Board approved the the preliminary revised plans with the following revisions to be incorporated in the construction drawings: A. Site Plan (Exhibit A) 1 . The 40 ft. street shall be reduce to 32 ft. in width and reduce the number of parking bay spaces. Said area shall be placed in the open space. 2. Restudy proposed garage bays to provide greater setbacks between garages. 3. Recess all proposed lighted tennis courts a minimum of law three feet. 4. On the patio homes provide a greater front yard setback for all units with straight-in entries to garages. The typical of 8'-10' is not acceptable. 5. Consider the deletion of one patio unit to bring this area into conformance with the existing zoning of PR-4, S.P. Member Urrutia expressed the fact that the project as submitted was not that dense. He encouraged the applicant to provide as much open space as possible. He felt the reduction of density in the north area was a better accomplishment and more important. The motion was carried 3-1 (AYES: Urrutia, Jackson, Barton; NOES: Williams) . Minutes Palm Desert Design Review Board October 10, 1978 Page Two Cases (Cont. ) 2. Case No. 91C - HUGHES INVESTMENTS, INC. - Sign program and revised site plan approval for a project to be located on the northeast corner of E1 Paseo and Highway 74. Applicant was present. Issues discussed by the Board were: a. Should the center have identification signs. The Board con- cluded that the project could have identification signs but they would be in conformance with other identification signs in the area. Sixteen sq. ft. maximum was suggested. b. Sign Criteria A would be limited and would not apply to build- ings 1 , 5, & 6. Detailed sign plans would be submitted for these buildings. The applicant agreed to the requirements of the sug- gested revisions. Applicant pointed out the conflict with Condi- tion No. 9b which the Board agreed could be disregarded. c. Sign Criteria B. The applicant filed revised plans specifically for Sign No. 1 . The Board suggested a reduction of the proposed signs by 30%. The Board was concerned with the mass of the signs. The content was acceptable. The Board suggested a number of re- visions to the proposed signs. The applicant objected to any re- duction to Sign No. 3. On a motion by Barton, seconded by Jackson, the Board approved the sign program and revised site plan with the following revisions to be incorporated: A. Site Plan (Sheet 1 ) 1 . Limit monument signs - consider a maximum of 16 sq. ft. per side. B. Sign Criteria A (Sheet 7) 1 . Add following notes a. The maximum number of colors per sign shall be limited to four. b. The maximum illumination shall be limited to ten candle- power at ten feet. c. The background and trim for Type A sign shall be uniform. C. Sign Criteria B (Sheet 8) 1 . Add same notes as above 2. The applicant shall make the following changes: Sign No. 1 - 12 sq. ft. maximum Sign No. 2 - reduce by 30% in area. Sign No. 3 - reduce by 30% or consider an alternative of a reduced sign No. 2 in place of this sign. Motion carried 4-0 (Barton, Jackson, Urrutia, Williams) . 3. Case No. 116MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised construc- tion drawings per DRB requirements of July 25, 1978, for a proposed ' triplex to be located on the northeast corner of Sunset and Driftwood. Applicant was present. The applicant was in attendance and after the Board explained the pro- blems with the proposed design, he agreed that the design should be totally reworked. Case No. 116MF (Cont. ) On a motion by Jackson, seconded by Barton, the Board rejected the revised construction drawings for the following reasons: a. Parking access is still not workable. b. Design is not sensitive to the intersection and the resulting line of sight problem being created. c. The combination of rooflines proposed are not compatible. d. The proposed recreational element is too isolated. e. It would appear that the site is only suitable for a good sized duplex with parking access for each unit taken from each street. Motion carried 4-0 (Jackson, Barton, Williams, Urrutia) . 4. Case No. 135MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised prelimi- nary plans for a duplex to be located on the north side of Alessandro, east of Cabrillo Avenue. Applicant was present. The applicant was in attendance; and, after the Board explained the problems with the design he agreed to the continuance. On a motion by Williams, seconded by Barton the Board continued the case to the meeting of November 7, 1978, to require the following re- visions: A. Site Plan (Exhibit A) 1 . Turn unit 2 to an east-west alignment and place at the rear yard setback line. Provide for the private patio to be in the rear yard. tow 2. Turn the garages to a north-south alignment and provide for driveway entry from the east side. 3. Upgrade landscaping in the front yard area. 4. Provide all details required by application. 5. Provide street improvements as required by the Director of Public Works. B. Building Elevation (Exhibit B) 1 . Revise to reflect the above described changes with particular attention to the front treatment. C. Material Samples 1 . Provide elevations and material samples which relate. Motion carried 4-0 (Williams, Barton, Jackson, Urrutia) . 5. Case No. 108MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised prelimi- nary plans to mitigate the Boards concerns from June 20, 1978, for a 5 unit apartment complex to be located on the southwest corner of Drift- wood and Sunset. Applicant was present. .. The applicant was in attendance and agreed with the suggested changes. On a motion by Barton, seconded by Williams, the Board approved the revised plans with the suggested changes; carried 4-0 (Barton, Williams, Jackson, Urrutia). h' nutes Film Desert Planning Commission (ctober 10, 1978 Page Four III. Cases (Cont. ) 6. Case No. 97C - GEORGE RITTER A. I.A. for KENNETH B. JACQUES, ENT. , INC.- Preliminary plan review of a 6,998 sq. ft. two story office and comp-, mercial building to be located on the southeast corner of South Palm Desert Drive (Highway 111 , Frontage Road) and Panorama. Applicant was present. Issues discussed were: 1 . East elevation treatment. The applicant submitted an alternative solution of an extension of the roof in this area. The Board agreed with this suggestion after pointing out the possible drain- age problem resulting. 2. Building Height - The applicant felt that the proposed height of 32 ft. was necessary. However, the applicant agreed to a reduction to 28 ft. On a motion by Jackson, seconded by Urrutia, the Board approved the preliminary plans with the suggested revisions; carried 4-0 (Barton, Jackson, Urrutia, Williams) . 7. Case No. 98C - JOHN F. OUTCAULT, A. I.A. for PAUL MOLLER - Preliminary Design Review of a 4,800 sq. ft. single-story commercial building to be located on the west side of Painters Path, southerly of Highway 111 . Applicant was present. Issues discussed: 1 . Building parking relationship. The applicant convinced the Board of the merits of the layout. The general concerns were: overall project may be improved if some other approach were considered with regard to the building-parking relationship. Applicant may want to combine parking areas and better relate the proposed buildings. Same exterior appearance as existing buildings to the south. The Board considered some departure with new buildings since the overall layout does not provide any link between the buildings. The Acting Chairman reiterated the comment with regard to the parking-builaing relationship. There was a great deal of discussion regarding this matter. The applicant refuted the concern of the Acting Chairman and Member Williams. On a motion by Jackson, seconded Barton, the Board approved the pre- liminary plans with the suggested revisions; carried 2-1-1 (AYES: Jack- son, Barton; NOES: Urrutia; ABSTAIN: Williams) . 8. Case No. 156MF - BERNARD LEUNG, A. I.A. - Preliminary and final Design Review of a 4 unit apartment complex to be located on the south side of the intersection of Sun Lodge Lane and Shadow Mountain Drive. Applicant was present. ONO Issues discussed were: 1 . Northeast corner of the building. 2. The west and south elevations The applicant agreed to the suggested changes of the Board. Case No. 55C (Amend. ) - ELEANOR M. VRANA (Al Kuri original applicant) - Sign program for Berg Plaza (under construction) on the north side of E1 Paseo, west of Sage Lane. Applicant was not present. On a motion by Barton, seconded by Jackson, the Board approved the sign program with the following revision: delete the signs over the breezway; and, consider directory signs inside the breezway.
